    Assessment of Perceived Training and Development Programmes on Teacher’s Performance of Public Primary Schools in Bukoba Municipality, Kagera, Tanzania.

    This study assessed the perceived training and development programmes on teacher’s performance of public primary schools in Bukoba Municipality, Kagera, Tanzania. It comprised of four specific objectives, namely to: examine training and development programmes provided to teachers, explore teachers’ perceptions regarding the effectiveness of training and development programmes, assess the impact of training and development programmes on teacher’s performance and finally, identify challenges likely to face the implementation of training and development programmes on public primary schools. The study used pragmatic research paradigm and mixed methods research approach supported with a convergent parallel research design. Simple random, stratified random, and purposive sampling techniques were used to select 90 participants. Data were collected using questionnaires with structured questions. Data were analysed using descriptive statistics and simple linear regression analysis and correlation coefficients. On regression analysis, the perceived training and development programmes positively and significantly affect the performance of teachers in public primary schools in Bukoba municipality. It is concluded that, the perceived training and development programmes affect teachers' work performance. It is recommended that, perceived teachers' training and development programmes be enhanced.     Role of Project Monitoring System on Public Transport Performance in Tanzania: A Case of Bus Rapid Transit Project.

    This study examined the role of a project monitoring system on public transport performance in Tanzania a case of the BRT project. The specific objectives were to examine the influence of resource allocation on public transport performance, to examine the influence of stakeholder involvement on public transport performance, and to examine the influence of capacity building on public transport performance. This study employed a case study research design, and targeting respondents 276 as sample size, achieved through purposive sampling. Primary data collected using close-ended structured questionnaire, analyzed using, SPSS and excel, descriptive results presented as frequencies and percentage. The findings proved that resource allocation, stakeholder involvement, capacity building on public transport facilitate project performance and monitoring system this agreed with 83(30.1% )respondents with a statement that financial resource facilitate monitoring system, also finding proved that 140 (50.7) of respondents agreed with statement management involvement of internal and external stakeholder in monitoring system, and 126 (45.7%) of respondents agreed with statement ‘capacity building contributes to monitoring system and BRT project performance’’ The results also Conclude and recommend basing on findings that BRT management had shortage of buses due to inadequate of resource ,stakeholder involvement and capacity building should be more encourage this will decrease’s stress and service dissatisfaction to passengers, through improve number of the fleet to meet passengers’ travel demand.     Role of Decentralisation by Devolution in Improving Primary Healthcare Service Delivery at Ward Level in Dodoma City.

    The study investigated the role of decentralisation by devolution (D-by-D) in improving primary healthcare service delivery in Dodoma City Council, Tanzania. The study examines the impact of decentralisation on primary healthcare service delivery in Dodoma City Council, focusing on the distribution of services, household access, and challenges of decentralisation. The research, using both qualitative and quantitative methods, involved 136 participants, comprising patients, relatives, and medical staff practitioners. The study aimed to provide comprehensive insights into the challenges and progress made in primary healthcare since the introduction of the D-by-D policy in the 1990s. The study found that the decentralisation by devolution health facilities from the district to the ward level brought about positive progress in addition to enhancing their provision of healthcare services to the communities at the ward level. The study found that D-by-D policy has enhanced household access to primary healthcare services in residential areas by strengthening collaboration between central and local governments. This policy has also increased the availability, distribution, and accessibility of essential healthcare services at the ward level, thereby improving overall health outcomes. Despite the D-by-D policy’s success, challenges such as inadequate funding, untimely central government disbursement, lack of qualified personnel, interference, and conflict of interests persist in its effective implementation. Overall, the D-by-D policy in Dodoma has improved service delivery by expanding health services distribution, promoting decentralisation Implicitly, it is an intervention that allows local governments to play a crucial role in policy and decision-making, hence preventing political interference.     The Contribution of Fishing Activities to Women’s Welfare in Coast wards of Kilwa District.

    The study investigated the contribution of fishing activities to women's welfare in the coastal wards of Kilwa District, Lindi, Tanzania. It examined how fishing activities impact women's income, enhance women's empowerment, and their contributions to the fishing sector's development. Guided by Human Welfare Theory, the study used a survey research design, sampling 90 respondents through simple random and purposive sampling methods. Data were collected via questionnaires and interviews, analyzed using descriptive and thematic analysis. Findings highlighted that women significantly contribute to household income and community development through various roles in the fishing industry. Their participation in decision-making and infrastructure development is crucial for the sector's sustainability and growth. However, challenges such as limited access to resources, market opportunities, and participation in decision-making hinder women's full participation and empowerment. The study emphasized the essential role of women in fishing activities and their impact on household welfare and community development. Despite their significant contributions, gender disparities and limited resources persist, obstructing their empowerment. The study recommended targeted interventions to improve women's access to resources, promote gender equality in decision-making processes, and enhance market opportunities. Addressing these challenges is vital for leveraging women's potential and promoting sustainable development in Kilwa's fishing industry. In conclusion, women's involvement is integral to the growth and sustainability of the fishing sector in Kilwa. Enhanced support and strategic interventions are necessary to overcome existing challenges and fully realize their contributions to community welfare.     Determinants of Project Economic Sustainability.

    The study examined the determinants of economic sustainability of projects with reference to community based water supply (CBWSOs) organisations in Karagwe district council. Specifically it examined the extent to which payment of services rendered influence the economic sustainability of projects; assessed the influence of cost recovery mechanisms on economic sustainability of projects and determined how reliance on external funding influences economic sustainability of projects (ESP) managed by CBWSOs. Resource based view theory with explanatory research design along with a mixed approach that utilized the questionnaire and interview guide, 150 respondents used to collect data. Data collected were analysed through content and descriptive analysis. Multiple regression analysis was employed to measure the effects of independent variables on dependent variable. The results revealed that poor household economy affected the payment of services rendered from the fact that when the household economy becomes poor, necessitates poor payment of servicesa. Findings show that cost recovery mechanisms enhanced the economic sustainability of projects managed by CBWSOs by improving cooperation and management of finance with external agencies, community participation in operation and maintenance costs while seeking government subsidy to recover costs that cannot be managed by users. Reliance on external funding influenced ESP. Conclusively, while donor funding maintained economic sustainability, the reliance on government subsidy resulted into non-economic sustainability of water schemes. It is recommended that non-economic sustainability of water schemes is unwelcome thus improving the economy of households in important.     Factors Affecting Effective Use of Human Resource Information System in Tanzania Local Government Authorities Case of Chamwino District Council.

    The study assessed the factors affecting effective use of Human Resource Information System (HRIS) in Tanzania Local Government Authorities (LGAs). The study was guided by three specific objectives; (to examine the extent to which; frequent power cut, limited human capital, limited network infrastructure affects the effective use of HRIS in Tanzania LGAs). The study employed positivist philosophy whereas the quantitative approach became dominant in the process. The study used explanatory design with its conduct being based on causal relationship testing. Data were collected from the selected local government entity using the sample of 347 from a population of 2602 employees of the respective local government entity through structured questionnaire. The sample selection was conducted using random sampling technique. Data analysis was done using descriptive statistics. Findings shows that the predicting variables of the study are positive with significant effect statistically on effective use of HRIS as the dependent variable. The implication of the results is that effective use of HRIS in Tanzania LGAs is affected with frequent power cut, limited human capital and limited network infrastructure. The study recommends that more efforts should be kept in transforming the local government entities by ensuring reliable electrical supply, setting modern information and communication technologies infrastructures to support the realization of the goals and objectives sought to be achieved, and placing more skilled manpower in the entities including those in remote areas.     Effect of Motivation Employees Creativity in the Public Sector at Kwitanga Prison in Kigoma

    The study aimed to examine the effect of motivation on employees' creativity in the public sector, with a specific focus on the Tanzania prison service. The study was guided by three objectives; to examine the effect of job satisfaction on employee’s creativity, to examine the effect of morale on employee’s creativity and to examine the effect of higher productivity on employee’s creativity. The study adopted positivist research philosophy. A quantitative research approach was also used in this study. A case study design was adopted. A sample of 109 were employed from a population of 150. Stratified sampling was adopted in this study. data collection was done through the use of structured questionnaires. Data analysis was conducted using descriptive statistics and regression analysis. The findings showed that job satisfaction was positive and significantly related to employee’s creativity, Morale was also found to be positive and significantly related to employee’s creativity and Higher productivity was also found to be positive and significantly related to employee’s creativity. Therefore, this study recommends that there should be initiation of regular and anonymous surveys to assess the overall job satisfaction levels among employees at Kwitanga Prison. Secondly, it is recommended that there should be Fostering a leadership culture that prioritizes positive reinforcement, approachability, and support. Leaders play a crucial role in shaping morale; therefore, investing in leadership development programs can positively impact the overall work environment. Lastly, it is recommended that there should be clear communication performance expectations to employees, outlining specific goals and objectives.     The Effectiveness of School Quality Assurance Department on Teachers Performance in Primary Schools

    The main objectives of the study were based on assessing the effect of the visits of school quality assurers to primary schools in Uyui district on teachers’ performance, to examine the extent to which recommendations in SQA reports are helpful to teachers towards improving their performance in areas of preparation to teach, conducting lessons and in evaluating pupils’ performance and exploring from primary school teachers, better ways SQA could use to improve teachers’ performance. A total of 71 samples were used to fetch information. Data were collected with a support of questionnaires, interview and focus group discussion and document review. An exploratory mixed method design of data analysis was used. From the study the correlation between school quality assurance and academic achievement were observed. To ensure the effect of school inspection on school and its general work progress, it was recommended that the budget for School Quality Assurance be increased, inspection schedules be followed, feedback to school be promptly provided, and frequency of inspections be increased. Also, inspectors are required to provide adequate guidance and support to both in class teachers, head teachers as well as school board

    Determinants of Sustainable Water Supply Managed by Community-Based Organizations in Tanganyika district

    This study investigated the factors influencing the sustainability of water supply schemes managed by communities in the Tanganyika district. Specifically, the study assessed the role of economic factors in promoting the sustainability of community water-based organizations, role of institutional factors in promoting the sustainability of community water-based organizations and role of technical factors in promoting the sustainability of community water-based organizations in the Tanganyika district. The quantitative survey and structured questionnaire were employed to collect data from water scheme managers. The study sample included 380 respondents who were randomly selected from a population of 16,008 families. The study employed regression analysis. The research findings revealed that economic, technical, and institutional factors positively and significantly influenced the sustainability of community water-based organizations in the Tanganyika district. The study recommends community water-based organizations to foster economic viability through financial support mechanisms and improve technical expertise through training programs. The study further recommends strengthening institutional governance structures to ensure transparent decision-making and accountability in community water-based organizations. The Governance theory was applied to assess how economic, institutional, and technical factors promoted the sustainability of community water-based organizations in the Tanganyika district.     Legal and Institutional Challenges in Curbing Drug Trafficking in Mainland Tanzania.

    Drug trafficking is a problem which affects the world and Tanzania is not exonerated from the problem. To address the ever-increasing number of illicit drugs, various measures have been taken including enacting laws and establishment of institutions to fight drug problem. However, the problem still exists. According to the National Drug Situation Report of 2020 the DCEA seized more than 13.23 tons of marijuana and in April 2022 DCEA seized about 859.36 kg comprising heroin and methamphetamine; hence this study intended to evaluate the legal gaps and institutional challenges in the prevention and control of drugs in Mainland Tanzania. To accomplish this purpose, the study applied doctrinal research method supplemented with comparative study method. The study has found that there are various legal and institutional challenges which hinder effective implementation of the laws, namely: discretionary powers in providing punishment; the absence of rules regarding drugs that are prohibited, unrestricted legal ability in entering nolle proseque, committal proceedings, different institutions governing the control of drug trafficking with different hierarchies as well as limited staff and financial resources that prevent DCEA from conducting operations, inspection and search to address drug trafficking problems in the country. This study recommends to the Government for amendment of the laws to address the identified legal challenges and administrative measures to ensure effective prosecution, conviction and sentencing of offenders considering practices from other countries.
