    Challenges Affecting Implementation of Procurement Plan in Government Entities: A Case of Geita Town Council.

    This study was designed to assess challenges affecting implementation of the procurement plan in Government entities at Geita Town Council. The study specifically aimed at analyzing the effects of inadequate human resources in the implementation of procurement plan, to examine the effects of improper allocated funds in implementing procurement plan and to analyze the effects of inadequate technological resources in the implementation of procurement plan. About 98 questionnaires were distributed to respondents via simple random sampling strategy. Data were analyzed using descriptive statistics and multiple linear regression analysis with the aid of Statistical Package of Social Science (SPSS) Version 26. The study found that untimely issuing of funds negatively affects the implementation of the procurement plan. The study concluded that inadequate human resources, improper allocated funds and inadequate technological resources affect implementation of procurement plan at Geita Town Council. The study recommends that the council should continue considering to have adequate number of staff. The informations from the findings can be used by the Geita Town Council to improve procurement practices, reduce corruption, and ensure that public resources are utilized efficiently. Through understanding the challenges faced by Government entities in implementing procurement plans, policy makers can develop policies and regulations that address these issues directly.     The Effect of Ethical Leadership Behaviours on Teachers` Motivation in Public Primary Schools in Karagwe District, Tanzania.

    This study investigated the effect of ethical leadership behaviours on teachers` motivation in public primary schools in Karagwe District Council, Tanzania. Specifically, the study examined leaders` ethical behaviours in performing their managerial roles, assessed the managerial practices in heightening teachers` levels of motivation, and determined the relationship between ethical leadership behaviours and teachers` motivation in schools. It was also guided by three research hypotheses which were tested using structural equation modeling (SEM) techniques. The study was grounded on social exchange theory. The study employed Social Exchange Theory, constructivism as research paradigm, quantitative research approach and descriptive research design. The data were collected through questionnaires from 95 respondents. The results revealed that ethical leadership behaviours positively affect teachers` motivation. It was also learned that leaders exhibited ethical behaviours based on honesty, justice, integrity and transparency in performing their managerial roles. Leaders’ practices (e.g. care, value and fairness) indicated to heighten teachers` level of motivation. The results recommend for managerial attention especially ensuring that teachers are well motivated through ethical leadership and human resource management practices.     Examining the Role of Development Partners in Facilitating Effective Humanitarian Intervention in the East African Community.

    Since independence and the creation of the East African Community (EAC), Tanzania, Kenya, and Uganda have received Official Development Assistance (ODA) from development partners. Despite financial and technical support from development partners, the EAC and its member states face funding duplication, poor budget execution that returns funds to donors, insufficient capacity, conflicts of interest, and bureaucratic impediments that hinder economic, social, and political development programmes. This study aims to examine the role of development partners in facilitating effective humanitarian interventions within the EAC, concentrating on ODA.The study aims to identify the types of assistance offered by development partners in the EAC for humanitarian aid delivery, evaluate the effectiveness of the interventions executed by these partners, and ascertain the challenges encountered in providing humanitarian assistance within the EAC. The study employs a qualitative approach and a descriptive research design to examine the topic. The study identifies various forms of assistance provided by development partners, achievements and challenges, strategies and future opportunities as well as the implications for the future. The study concludes by advocating for a comprehensive approach that considers both the internal dynamics of the EAC and the wider global context regarding humanitarian intervention. Enhancing coordination, resolving resource imbalances, integrating cross-cutting concerns, increasing capacity, leveraging technology and innovation, encouraging regional integration, and boosting monitoring and evaluation are recommended.     The Role of Foreign Aid in Mediating Effect of Climate Change in Tanzania: Experience from Selected Organizations in Dodoma City.

    The main aim of the study was to assess the role of foreign aid in mediating the effects of climate change in Tanzania: a case of selected organizations in Dodoma City. The study adopted positivism philosophy with the aid of a quantitative research approach and a case study design. A sample size of 120 respondents was selected using simple random and purposive sampling techniques from the population of 172 respondents. Data was collected through questionnaires, semi-structured interviews, and documentary reviews and analyzed using the Statistical Package of Social Sciences (SPSS) (version 21). The results revealed that the support of foreign financial aid was average. Similarly, the results found that external financial aid helped Tanzania in mitigating the challenges of climatic change in the agricultural sector. 53.3% said loans were the most financial foreign aid in climate change received. In addition, the study noted that technology transfer was the main non-financial aid offered by foreign donors supporting measures against climate change in anzania. 26.6% of respondents argued on training and capacity-building programs. The various climate shocks reported were frequent droughts, more erratic rainfall, the emergence of new diseases and pests, and increased germination failure. On the other hand, the findings revealed that the majority of the respondents said seasonal climate information, the forecast of extreme events, indigenous climate information, and daily climate information were the common types of climate information accessed. The study recommends that the Tanzania Meteorological Authority should provide accurate, timely, and usable climatic resources to enable farmers to utilize well the funds and resources issued by foreign donors and achieve the expected output in the agricultural sector.     The Role of Pension Fund Unification on Enhancing Social Protection: A Case of Public Service Social Security Fund.

    This study sought to examine the role of the role of pension fund unification on enhancing social protection in Tanzania; a case of public service social security fund. The study was guided by four objectives; to determine the role of administrative efficiency, equity in benefits, financial sustainability and transparency and accountability on enhancing social protection. Positivist philosophy was employed in this study. Quantitative research approach was utilized. Explanatory research design was applied as well. A sample of 246 were drawn from a population of 679 which comprised retiree and staff working at PSSSF. A stratified random sampling technique was used in this study. Structured questionnaires were used to collect data in this study. Descriptive statistics and multiple regression analysis were used as tools of data collection. The study findings indicated that all independent variables administrative efficiency, equity in benefits, financial sustainability and transparency and accountability are positive and significantly related to enhancing of social protection. Based on these findings this recommends it is crucial to prioritize and invest in administrative efficiency within social protection systems. Secondly, it is essential to implement policies that ensure fair and inclusive distribution of resources, third, it is crucial to establish and maintain stable funding mechanisms for social protection programs. Lastly, it is essential to implement robust mechanisms that ensure openness and responsibility in the management of social protection systems.     Social Cultural Factors Contributing to Child Sexual Abuse in Zanzibar: A Case of Wete District in Pemba.

    The purpose of this study was to examine the social-cultural factors contributing to Child Sexual Abuse (CSA) in Wete District in Pemba. This study was guided by three objectives: to assess the social factors contributing to CSA, examine the cultural factors contributing to CSA, and assess the community knowledge on the prevention of CSA in the Wete District. Social Constructionism Theory guided the study. Interpretivism research philosophy and explorative research design were employed, with a sample size of 78 purposively selected participants. The study adopted a qualitative research approach whereby the interviews and focus group discussions (FGDs) were used as data collection methods. The data were analyzed using content analysis techniques. The study findings have shown that most of the participants know social factors contributing to CSA, while poor parental care, peer influence, poverty, substance abuse, and social gathering were identified as major contributors. Further, the participants have identified silence of culture as a major cultural factor contributing to CSA in the Wete District. Additionally, the study revealed that most of the participants knew clearly about identifying CSA early warning signs. Still, they need to gain more knowledge of reporting points of CSA when it occurred. Moreover, the participants were aware of primary reporting points, including Sheha’s Office and Police Station. They lack explicit knowledge about other reporting points, including the national helplines, counseling services centers, and legal assistance. The study recommended that, the government and other key stakeholders to invest more in addressing the social-cultural factors that affect the welfare and well-being of children. Additionally, regarding the reporting points of CSA, the government and stakeholders should raise awareness in the community about the other reporting points of CSA to improve reporting mechanisms and ultimately protect children from abuse.     Microseepage Appraisal and Control of Tailings Storage Facility: A Case of Geita Gold Mine, Tanzania.

    Mining operations generate substantial volumes of waste, often stored in tailings storage facilities (TSF). The TSF are notorious for their potential to cause environmental pollution, especially when tailings enter surface or ground waters. Effective monitoring of the TSFs is therefore crucial for sustainable mining operations. This study investigated potential microseepage at the Geita Gold Mine (GGM) in north-western Tanzania, in the Lake Victoria goldfields of GeitaRegion. The TSF performance was assessed by analysing water quality parameters (pH, sulphate, nitrate, and total dissolved salts) in upstream and downstream boreholes. The findings reveal noteworthy variations in the readings between upstream and downstream boreholes. The boreholes located upstream the TSF showed parameter concentrations in the ranges of pH (5.5 – 7.3), sulphate (0.42 – 7.90 mg/L), nitrate (0.02 – 2.8 mg/L), and TDS (40 – 221mg/L). In contrast, the downstream boreholes showed parameter concentrations of pH (5.5 – 7.1); sulphate (160 – 613 mg/L); nitrate (0.02 – 19.9 mg/L) and TDS (360 – 1,167 mg/L). These variations suggest the existence of microseepage downstream of the TSF, exceeding Tanzania Bureau of Standards limits in some cases. To assess and mitigate potential microseepage risks, correlation analysis and artificial neural network modeling were employed. While correlations between variables were generally weak, the model achieved 91.32% accuracy in predicting water quality based on historical data. These findings highlight the importance of continuous monitoring and advanced modeling techniques for managing TSFs and preservation of the local ecosystems

    The Analysis of Participatory Governance in Public Schools in Implementing Fee Free Education Program in Tanzania : A Case of Geita District.

    The main objective of the study was to analyse the participatory governance in public schools in implementing fee free education (FFE) program in Tanzania: a case of Geita District. To attain this objective, the study was guided by the following specific objectives: identify roles of school boards and school committees on fee free basic education (FFBE) program, determine the extent to which the school governing boards and school committees help school to implementing FFBE policy and highlight challenges facing school governing boards and school committee in implementing FFBE program. A descriptive research design was adopted for this study. The population of study involved school committee members and school board members for both primary and secondary schools in Geita district. The study used a sample of 157 respondents. Primary data were collected for this study by using questionnaires and interviews. Data were analyzed using qualitative and quantitative methods with the use of SPSS tool for analysis as well as content analysis. Findings revealed that, there are challenges in implementing free free education program that included; shortage and delayed funds, lack of enough knowledge, domination of school board by heads of schools which was in line with lack of implementation of the decisions made among heads of schools . Hence, the study recommends that all ward education officers should exercise their power to effectively supervise heads of schools together with monitoring activities which take place including the implementation of FFBE as supported by school boards and committee members in collaboration with school management

    Effects of motivational packages on Employee performance at the ministry of state president’s office constitution, legal affairs, and good governance.

    The research aimed to investigate how motivational packages impact employee performance in the Ministry of State President's Office for Constitution, Legal Affairs, and Good Governance in Zanzibar. It was guided by four main objectives: assessing the influence of job flexibility, examining the impact of monetary incentives, evaluating the effect of additional training opportunities, and gauging the significance of favorable working conditions on employee performance within this ministry. The study employed a positivist research philosophy, utilizing a quantitative approach and a descriptive research design. Structured questionnaires were used to collect data from a sample of 171 respondents who were systematically and stratified sampled from a total population of 300 employees working in various departments of the ministry. Structured questionnaires and the analysis involved employing descriptive statistics, correlation, and regression analysis. The study's findings demonstrated that all four independent variables—flexible job design, monetary incentives, additional training opportunities, and working conditions—were positively and significantly associated with employee performance. The study recommends that the ministry should customize job roles and responsibilities to align with individual employees' strengths, skills, and preferences whenever possible. Secondly, it advises that incentive programs should be directly linked to the achievement of the organization's objectives. Thirdly, the ministry is encouraged to maintain a strong commitment to investing in ongoing training and development initiatives. Lastly, it is recommended that the ministry ensures a workplace environment that adheres to high safety and health standards.     The Contribution of Integrated Marketing Communications in Enhancing Customer Satisfaction Among Tumaini University Dar es Salaam College Students.

    The objective of this study was to assess the contribution of integrated marketing communications in enhancing customer satisfaction among Tumaini University Dar es Salaam College students.The study employeda descriptive research design and useda stratified random sampling design. The sample size was165 respondentswhereby 164 were TUDARCo students, and a Communication, Branding and Marketing Officer.The quantitative data wasprocessed through Word and IBM Statistical Package for the Social Sciences (SPSS) Version 26. The researcher also used a coding method to analyse the qualitative data obtained throughin-depth interviews. Results from the descriptive analysis indicated that,except personal selling, the rest (public relations, advertising and direct marketing) had a significant impact on customer satisfaction and students’ enrolment atthe university. On the other hand, the qualitative data analysis indicated that all IMC variables, including personal selling, are significant; however, advertisement is the most effective variable especially in terms of selling the organization’s services and hence increase students’ enrolment. The study concludes that higher learning institutions should purposefully invest ineffective usage of the integrated marketing communications variables particularly public relations, advertising and direct marketing to maximize value of their institutions. The study recommends that TUDARCo management should increase its budget and focus on integrated marketing communications to enhance customer satisfaction, retention and loyalty.
