Effect of Recruitment Strategies on Government Agencies Performance in Tanzania: A Case of Public Service Recruitment Secretariat Dodoma.
This study assessed the impact of recruitment strategies on organizational performance within Tanzania’s Public Service Recruitment Secretariat (PSRS) in Dodoma. Focusing on internal recruitment, external recruitment, employee referrals, and online advertising. Guided by the social exchange theory, the research employed a positivist research philosophy, utilizing a quantitative research approach. An explanatory research design was adopted, using a case study strategy. The sample size of 98 was selected through systematic sampling techniques. Data was collected through self-administered questionnaires and analyzed using descriptive statistics and multiple linear regression analysis to test the relationship between the independent variables (recruitment strategies) and the dependent variable (organizational performance). The results indicated that recruitment strategies significantly impact performance. Internal recruitment was most influential, underscoring the importance of leveraging internal talent and networks. The study concludes that recruitment strategies, particularly internal recruitment, external recruitment, and employee referrals, significantly impact organizational performance within the Public Service Recruitment Secretariat in Dodoma. The study recommends enhancing internal recruitment and employee referrals while refining external recruitment to improve talent acquisition and boost organizational performance within PSRS and similar institutions.

Teachers’ Perception on the Use of School Information Systems in Managing Students’ Academic Progress in Public Secondary Schools at Kigoma Municipality, Tanzania.
This study explored teachers’ perceptions of the use of the school information system in managing students’ academic progress in public secondary schools at Kigoma Municipality. The study focused on three objectives: examining the use of school information systems to manage students’ academic progress, assessing the challenges teachers face in using them to do so, and identifying strategies for teachers to enhance their use of these systems to manage students’ academic progress. Using a mixed methods approach under a convergent design, the study involved 97 respondents, including 75 teachers, 1 Municipal education officer, 7 Ward Education Officers, 5 school quality assurance officers, and 9 heads of school. Quantitative data from questionnaires were descriptively analysed using SPSS software version 20, and qualitative data were collected through semi-structured interviews and thematically analysed. Purposive sampling was used for district education officers, ward education officers, and head teachers, while stratified random sampling was used for school quality assurance officers and public early childhood teachers. Findings revealed that while the School Information System is considered valid and supported by adequate infrastructure and leadership, its effectiveness is limited by inconsistent training and insufficient ongoing support. Teachers generally feel confident using the system, but face challenges such as unreliable infrastructure, limited professional development, and inadequate follow up. To improve the use of the School Information System, regular training, better technology, increased motivation, and strong administrative support are essential, along with coordinated efforts from school and municipal leadership.

Factors Influencing Sustainability of Support for Community Initiated Projects in Tanzania: A Case of Communities Surrounding Kilimanjaro National Park
Support for Community Initiated Projects (SCIPs) such as those near KINAPA, generate significant park entrance fees and related tourism revenues. These revenues are often shared between national government and the local communities, providing a direct revenue stream to the government while also funding local development projects. This study aimed at assessing factors influencing the sustainability of the Support for Community-Initiated Projects (SCIPs) among the communities surrounding Kilimanjaro National Park (KINAPA). Specifically, the study examined the level of community participation in SCIPs, determined the influence of available resources on sustainability of SCIPs and analyzed challenges affecting the continuity of SCIPs in the study area. Using a cross-sectional mixed-methods research design, data was collected from 187 respondents, using questionnaires, key informant interviews, and documentary review. Findings showed a low level of community participation in SCIPs during feasibility, planning, implementation, and evaluation stage. Based on the influence of available resources, the findings revealed self-financing schemes, indicating that effective financial management is paramount for sustainability of SCIPs. Additionally, challenges affecting the continuity of support SCIPs included lack of financial support, lack of effective Monitoring and Evaluation and poor community awareness. The study concluded that insufficient community engagement in core project processes, fragile financial structures, and inadequate M&E systems collectively threaten the long-term success of SCIPs among the communities surrounding KINAPA. The government should build leadership capacity, diversifying funding sources, and strengthening financial governance, and participatory M&E frameworks to enhance SCIPs sustainability.

Kuchunguza Athari ya Maendeleo ya Sayansi aa Teknolojia katika Kipera cha Ngano za Jamii ya Wasukuma Wilayani Kahama.
Utafiti huu ulihusika na kuchunguza athari za maendeleo ya sayansi na teknolojia katika kipera cha ngano za jamii ya Wasukuma wilayani Kahama. Utafiti ulikuwa na malengo mahsusi matatu ambayo ni: (1) Kubainisha ngano zitumikazo katika jamii ya Wasukuma wa Kahama mkoa wa Shinyanga; (2) Kubainisha umuhimu wa ngano katika jamii hiyo; na (3) Kubainisha athari ziletwazo na maendeleo ya sayansi na teknolojia katika ngano za jamii ya Wasukuma wa Kahama. Data za msingi za utafiti huu zilikusanywa kwa mbinu ya ushuhudiaji, mahojiano, na madodoso. Mjadala na uchambuzi wa data uliongozwa na nadharia ya naratorojia, huku programu za SPSS, na ATLAS.ti, zikitumika kuchambua data za madodoso. Matokeo ya utafiti yalionesha kuwa ngano ni sehemu muhimu ya urithi wa utamaduni wa jamii ya Wasukuma, hususan wa eneo la Kahama. Watafitiwa walionesha kuwa na uelewa mkubwa juu ya dhana ya ngano, ambapo walizitafsiri kama visakale au visasili vinavyowasilisha maadili, historia na utambulisho wa kiutamaduni. Pia, ngano hutumika kutoa mafunzo, kuonya, na kuburudisha, huku zikisaidia kuimarisha mshikamano wa kijamii na urithishaji wa maarifa kati ya vizazi. Aidha, matokeo yalibainisha makundi mbalimbali ya ngano yaliyotumika katika nyakati tofauti kama vile wakati wa kazi maalum, mavuno, masika, sherehe za harusi, na kumbukizi za mashujaa, ambapo ngano hizo zilitumika kama nyenzo muhimu za kufundishia mila, desturi na maadili ya jamii. Vilevile, Wasukuma walisisitiza umuhimu wa ngano katika kudumisha mshikamano wa kijamii na kuhifadhi lugha ya Kisukuma kupitia simulizi za kijadi. Hata hivyo, maendeleo ya sayansi na teknolojia yameathiri usimulizi wa ngano za kiasili, kwani teknolojia imewezesha kuhifadhi simulizi hizo kupitia majukwaa ya kidijitali na kusababisha kupungua kwa usimulizi wa moja kwa moja wa kijadi. Utafiti huu unahitimisha kuwa ngano ni urithi muhimu wa Wasukuma unaodumisha maadili, historia, na utambulisho wa kijamii, ingawa maendeleo ya sayansi na teknolojia yamebadili mbinu za usimulizi na uhifadhi wake. Aidha, huu utafiti unapendekeza jamii, taasisi za elimu, na wizara husika zihakikishe urithi huu unadumishwa kwa kufundisha na kuhifadhi ngano kupitia programu za elimu na teknolojia za kisasa bila kupoteza uhalisia wake wa kitamaduni
Factors Influencing Effectiveness of Strategic Plans in Tanzania Ministries : A multiple Case study of three Ministries.
This study examined factors influencing the effectiveness of strategic plans in three Tanzanian government ministries: Works, Transport, and Information, Communication and Information Technology. Despite the existence of strategic plans and frameworks such as the National Monitoring and Evaluation Guidelines (2016) and the Budget Act (2014), reports from the Controller and Auditor General (20182023) showed that only about 65% of planned activities were completed within budget, indicating implementation challenges. Using a descriptive cross-sectional design grounded in institutional theory, the study employed a quantitative approach and collected data from 93 respondents selected through proportionate stratified random sampling. Data were analyzed using descriptive and inferential statistics (Pearson correlation and regression) in SPSS. Findings revealed that institutional factors—laws, policies, procedures, and organizational culture—significantly influenced strategic plan effectiveness, with 78% of respondents confirming their positive impact. Resource availability was critical, with financial (r = 0.824), technological (r = 0.735), and human resources (r = 0.673) showing strong effects. Political influences had mixed impacts: weak in resource interference (r = 0.332) but strong in bureaucratic efficiency (r = 0.533), legal reforms (r = 0.692), and leadership commitment (r = 0.813). Stakeholder engagement was moderate, strong in feedback (r = 0.794) but limited in participation (r = 0.213–0.311). The study concludes that institutional frameworks, adequate resources, and political commitment enhance strategic plan effectiveness and recommends stronger participation, timely resource allocation, and supportive leadership.

Assessing the Community Perception on Single Motherhood Parenting at Mpanda Municipal Council, Tanzania.
This study titled ―The Community’s Perception on Single Motherhood Parenting: A Case Study at Mpanda Municipality‖ aimed to: (i) assess cultural perceptions on single motherhood parenting, (ii) examine community practices toward single mothers, and (iii) investigate the support provided by social welfare officers. Guided by Ecological Systems Theory and an interpretivist philosophy, the study employed qualitative methods with a sample of 50 participants, and data were analyzed using Nvivo software. Findings revealed that single mothers in Mpanda Municipality face negative cultural attitudes linking single motherhood with moral failure, carelessness, or poor parenting. These beliefs create social stigma that affects both mothers and their children. The study further noted discriminatory community practices, where single mothers are excluded from social and cultural activities such as village meetings, initiation rites, and traditional marriage ceremonies, reinforcing their marginalization and social isolation. Additionally, social welfare officers provide referrals, legal aid, and counseling, yet their effectiveness is hindered by limited outreach, bureaucracy, and inadequate funding. Many single mothers struggle to access these services due to distance, negative treatment, or lack of awareness. The study concludes that the wellbeing of single mothers in Mpanda Municipality is undermined by harmful cultural beliefs, exclusionary practices, and weak social support systems. It recommends strengthening follow-up mechanisms, staff training, and decentralization to enhance the effectiveness and accessibility of social welfare services.

Determinants of Women Led Small and Medium Enterprises Performance on Textile and Apparel Products in Tanzania: The Role of Regulatory Policy Experience Effect.
This study analysed the determinants of performance in women-led SMEs focusing on textile and apparel (T&A) products in Tanzania, utilizing regulatory policy experience as a moderating variable. A questionnaire was administered to 300 targeted owner-managers of WL-SMEs through a researcher-administered approach within the region. Three theories informed by the Resource-based View (RBV) were employed, alongside Resource Dependency Theory (RDT) and Human Capital Theory (HCT). The study utilized probability sampling methods, specifically multi-stage and random sampling techniques. The collected data were analysed to test hypotheses utilizing Structural Equation Modelling (SEM) techniques with IBM SPSS Amos Version 23. The Multi group analysis (MGA) results revealed partial moderation among the compared groups, attributed to insignificant parameter estimates and variations in significant levels. The study concludes that knowledge from HCT is a significant predictor of WL-SMEs performance. The study confirmed that the Resource-based View (RBV) Theory can be moderated by the effect of regulatory policy experience, enhancing its predictive capacity regarding performance. Based on the study findings, it is recommended that the government evaluate policies governing women entrepreneurship and WL-SMEs, for enhancing efficiency through innovation by adopting information and communication technology (ICT) and networking. The study indicates that a similar investigation may be carried out in other contexts for comparative analysis, utilizing Expectancy Theory (Vroom, 1964) or the Theory of Planned Behaviour (Ajzen, 1991), alongside the moderating effects of personal characteristics to forecast WL-SMEs performance regarding T&A products.

The Effect of School Quality Assurance Officers’ Behaviours on Teaching Motivation in Public Secondary Schools in Bagamoyo District Council, Tanzania.
This study assessed the effect of school quality assurance officers’ behaviour on teaching motivation in public secondary schools in Bagamoyo district council, Tanzania. The general objective of this study was to find out how quality assurance officers’ behaviors affect teaching motivation in public secondary schools in Bagamoyo district. The study had three specific objectives; it examined quality assurance officers’ behaviours in secondary schools; assessed the effect of school quality assurance officers’ behaviours on teachers’ motivation to teach in secondary schools and; determined desirable quality assurance officers’ behaviours for teachers’ motivation in schools. The study employed research paradigm, a mixed-methods research approach and a descriptive research design. A total of 100 respondents were involved in this study. Data collection methods were questionnaires and semi-structured interview. The study findings indicated that the school quality assurers’ behaviours act as role models to teachers and hold them in high esteem. The officers demonstrate good values and ethics that inspire admiration and trust. Specifically, teachers see positive behaviours in school quality assurance officers manifested through behaviours such as initiative taking, proactivity and persistence, which have positive and significant influence on teachers’ motivation. It was also found out that, imitative behaviour of the quality assurers is the most desired behavior as far as teacher’s motivation is concerned. It is concluded that, external quality assurers play a crucial role in influencing teaching motivation in schools. Proactive and persistance behaviours of external quality assurance officers should be reinforced to foster teachers’ positive feelings of being valued and cared.

Assessment of Community Participation in Solid Waste Management in Urban Areas: A Case Study of Karatu Town, Tanzania.
This study aimed at assessing the community participation (CP) in municipal solid waste management (MSWM) in urban areas, in Karatu Town, Tanzania. The study thought to in investigate the extent of CP in planning and decision-making in MSWM; community practice in MSWM programmes; as well as assessing the effects of CP in MSWM programmes. A total of 90 respondent’s community members were obtained using systematic sampling technique for quantitative data. Then in-depth interview was conducted to 10 government officials to obtain quantitative data. Quantitative data were analysed using descriptively (frequencies and percentages), as inferential statistical using linear regression to establish the statistically significant between the study variables moreover for qualitative data thematic were used. The study found that community members were involved in waste management through planning and decision-making. The community were less engaged in providing opinions, participation in discussion, sensitization programmes as well setting goals. The further found that community practiced in MSWM through various ways such as mobilizing themselves, information dissemination, and contributing on transporting wastes. Similarly the study revealed that the government made some efforts concerning community participation in MSWM specifically making the community understanding the designed MSWM programmer’s design, participatory policies which used sharing and implementation of MSWM. However, the study identified some isolated technical and institutional weaknesses were identified and called for rectification the study came up with recommendations for improvement of MSWM in Karatu Town.

Factors Influencing Adoption of E- Commerce in Agricultural Sector Tanzania : A Case of Sunflower Farmers Dodoma.
Factors influencing adoption of E- Commerce in Agricultural sector Tanzania” A case of sunflower farmers Dodoma. More specifically, the study examines the extent to which the sunflower SME's economic state, sunflower SME's own characteristics and behaviours, technical infrastructure, and also legal factors affect sunflower SME's adoption of E-Commerce. The study adopted a descriptive research design considering SMEs operating in Dodoma Kongwa district as the case of the study. 100 sunflower SMEs took part in the study as the sample of the study. The researcher adopted both random and purposive sampling because the selected respondents possessed the required knowledge and information in answering research questions of the study; the collected data was qualitatively and quantitatively analysed by using SPSS and analysed by regression model and the obtained results were tabulated. The study finds that four reviewed factors have a direct impact on adoption of ECommerce by sunflower business oparators (SMEs). These aspects include sunflower SMEs own characteristics or behaviors, the sunflower sunflower SME's economic conditions, technical infrastructure, and social-cultural and legal challenges. The findings reveal that on the sunflower sunflower SME's economic condition, the resources cost of acquisition, and even the nature of product prices are the main challenges. Furthermore, regarding the sunflower SME's own characteristics and behaviours, the challenges were found to be in management's support, perception towards E-Commerce, technological competencies, and perceived securities. In the technical aspect, the study further reveals challenges in accessibility of internet, condition of the existing internet infrastructure, and technical support. Support from the government, Taxation issues, intellectual property issues, and level of awareness were the social-cultural and legal factors that were identified. The study recommends that, sunflower business oparator need to consider these four factors very carefully and where possible, effective strategies need to be developed to overcome them. The study further recommends that organizations need to have enough budgets and qualified teams to successfully overcoming these. Also, owing to the study’s limitations, it recommends areas that need further research
