KONDISI SOSIAL EKONOMI DAN PERAWATAN YANG DIINGINKAN PENDUDUK LANJUT USIA
The number of elderly in the province of Yogyakarta Special Region has showed an absolute and relative tendencies to increase. The average increase from 1971 to 1995 which was 3.27 percent per year, cannot be separated from the uprising of people life expectancy. The increasing of life expectancy, in one hand indicates to be positive phenomena, but in another hand, brings forth the problem of cares. The changes of time and family structures have affected the cares of aging people which was different from what they did to their parents. This study which applies both qualitative and quantitative methods in the subdistricts of Umbulharjo, Kraton, and Pakualaman, within the city of Yogyakarta shows that the majority of elderly has disapproved the presence of special institutions for them. To take care of aging persons has been regarded as an obligation of every children to indicate devotions to their parents. Furthermore, for elderly living with children and grandchildren, may also serve as motivation of life enthusiasms and to keep away from loneliness as the most troublesome psychological problems
DAMPAK SOSIAL MIGRASI TENAGA KERJA KE MALAYSIA
From an economics point of view, the phenomena of migrant workers to Malaysia have more a positive impact than the negative one. Yet, from a different perspective of the social-psychological, there is a main concern of the negative impact suffered particularly by the family of migrant workers in the sending countries. Migrant workers to Malaysia, especially men as head of families, has altered the life patterns of family members left in the sending countries. This turnabout has eventually disturbed a family life which lead to family stress and disruption. The result of the present study carried out at one of the several villages known as a migrant workers pocket in East Lombok show, that the turnabout has influenced a step of divorcement and separation among migrant workers’ families. By and large this occurrence can be recognized from increase divorce rates compared to the prior time of migrant workers mania to Malaysia
ANGKA KELAHIRAN DI INDONESIA Perkembangan Selama Dua Dasa Warsa Terakhir
Using "own children method", the Total Fertility Rate (TFR) in Indonesia based on the 1990 Population Census is lower (3326) than as hadbeen expected. This has resulted in the fast decrease of fertility rate during the last decade. There is a tendency that the decrease of fertility rate in Indonesia is correlated negatively to fertility rate. The lower the fertility rate, the faster the decrease would become. It tends to be a deviation to the usual concept that correlation between fertility rate and its decrease is positive.'This maybe because the fertility rate of Indonesia is still higher than the optimum value.Based on the decreases occurred during the last two decades, it is estimated that Indonesia will soon reach a replacement level after the year 2000. It might be even sooner if the decline of the fertility rate during the period of 1980-1990was applied. Along with the increase of life expectancy, this will rapidly change the population structure.The total fertility rate varied among provinces. There are several provinces which have very low fertility rate and are estimated to continue until the year 2000. They are, for instance,Yogyakarta and Bali. However, there are also provinces having high fertility rates such as Southeast Sulawesi and Irian Jaya. This differentiation infertility rates should be noted in implementing the population policy

DAMPAK RESESI EKONOMI PADA PENURUNAN KEMATIAN DAN PENINGKATAN ANGKA HARAPAN HIDUP DI INDONESIA*
Since July 1997, Indonesia has suffered a monetary crisis that has led to a high rate of inflation and economic recession. This situation has inflicted an impact on the individual at two levels that is through the family and then the government role. Economic recession ean also have a direct and indirect influence on the degree of public health. There is a phenomenon of epidemiological polarization, which has a bigger impact on handling public health issues during recession. Without a program and more effective and efficient activities compared with the previous years, the current economic crisis will endanger the pattern of the declining death rate and increasing life expectancy at birth. Although various studies indicate that recession and economic fluctuation does notalways lead to a stagnationand decline inpublic health, the economic conditions in Indonesia arefundamentally different from those in other countries going through a similar experience. Efforts to maintain a momentum in reducing death rate and increasing life expectancy require reinventingpublic health policy

The description in this essai will cover structural relationships between the doctor and patient, capital monopoly, the degrading professional ethic of physicians, and the quality service of hospitals as a service industry
OTONOMI DAERAH DI SEKTOR PENANGKAPAN IKAN
This article attempts to discuss the impact of the enactment of Law No. 22 of 1999 on regional decentralization on maritime areas in Indonesia. The Law No. 22 of 1999 is a clear-cut regulation of the division of management of maritime areas between province and regency (district). The province is entrusted with the task of managing twelve miles off the coast, and one –third of which should be under the jurisdiction of the regency. Scrutinizing of such regulation, the writer is of the opinion that such demarcation of maritime areas will only complicate of problems facing the fisheries sector in Indonesia. Traditional/cultural fishermen consider the sea as an open frontier for everybody. Which is why, whenever there is a party that claims ownership of the sea it, will invite vehement protests from fishermen, as according to them, there is already a mechanism in place to regulate fishing activities. For that reason, the writer recommends the regional government to desist from laying claims to the sea, since they will never be able to effectively control it. The government should instead focus its attention on enforcing the rules of fishing equipment as well as creating competitive fish markets, which should attract fishermen to land their catch in such areas
KENDALA DAN PROSPER DEMOKRATISASI DESA PADA ERA OTONOMI DAERAH
Village democratization has emerged in Indonesia in line with the implementation of regional autonomy policy. In fact, village democratization facing some constraints. One of the serious problems is the blank of political education or civic education as an impact of floating mass policy in rural area, during the New Order era. Besides that, the state apparatus seem not too serious to encourage village democratization, from the beginning the policy has been declared. The socialization process in rural area is very weak. At the implementation stages, formulation of the regional regulation are very rigid. It seems that the state apparatus feel more comprehend about the custom and interest of village people, than the villagers themselves. In this case, the state apparatus seems too arrogant. Basically, the prospect of village democratization is in the village people hand. The support and encouragement from the pro-democratic society, id est intellectuals, academicians, researchers, journalists, NGOs activist, mass organizations, executive and legislative can however, accelerate the practice of village democratization.
