Hal ini karena penanganan masalah AIDS tidak dapat dilepaskan dari pemahaman tentang perilaku seksual sebagai salah satu faktor dalam transmisi HIV/AIDS. Sementara itu, suatu perilaku seksual terikat pada konteks sosial budaya yang akan menjelaskan masalahdari berbagai bentuk perilaku dan relasi kekuasaan dalam hubungan seksual yang ada. Berdasarkon berbagai temuan penelitian, diketahui bahwa untuk penanganan masalah AIDS memahami konteks sosial budaya suatu perilaku seksual berisika tinggi sangat diperlukan

    PROBLEMATIKA PEMBERDAYAAN EKONOMI PENDUDUK MISKIN: Kasus Kredit Pundi di Daerah Istimewa Yogyakarta*

    This article presents findings of the research on the evaluation of the program for economic empowerment of the poor, carried out through the mechanism of extending Pundicredit. Research findings indicate that the extension of Pundicredit is yet to achieve the intended objectives. There are some problems encountered in the execution of Pundi credit extension. First and foremost although the Pundicredit had intended to help the poor who own some kind of small business, it couldn’t have reached the properly. Secondly, the red tape employed by the executing regional development bank in Pundi credit is considered time distributing consuming by potential credit beneficiaries. To receive such credit, the future beneficiaries have to have some kind of mortgages as pre-conditions, which by all intense and purposes are hard to fulfill. Thirdly, the guidance has focused more on channeling mechanism than on the much needed of business empowerment. Because of that, the deliverance of Pundi credit as an effort to revitalize the economic function of the poor one should find another appropriate outlet, so the empowerment may be realized

    Artikel ini mengevaluasi kontribusi program kredit pertanian di Indonesia. Kontribusi positif program kredit pertanian antara lain dapat dilihat dari peningkatan basil pertanian yang disebabkan naiknya produktivitas, penggunaan mesin, pembangunan sarana danprasarana, dan penggunaan biji-biji varietas unggul. Namun demikian, program kredit pertanian masih dibayangi biaya besar yang harus ditanggungpemerintah, yang pada prinsipnya disebabkan tingkat tunggakan yang tinggi. Selain itu untuk mewujudkan program tersebut pemerintah telah melakukan distorsi pasar kredit yang akibatnya memperlambat kemajuan jasa sektor finansial di Indonesia. Kelemahan program kredit tidak terletak semata- mata pada konsep dan landasannya, melainkan kekurangan dalam perencanaan dan saluran kredit program yang dipergunakan. Perbaikan jasa penyuluhan lapangan adalah keharusan yang mesti dilakukan, yang meliputi rancangan program kredit, cakupan, penyaluran, pengawasan, penyebaran informasi, serta cara dan ketepatan sistem penagihan

    Female autonomy as humans, enforced by social norms and society is a result of a world that still follows traditionalpatriarchal paradigms. Males are still always luckier than women in a range of areas and this means that women do not receive the opportunity to use their autonomy to its optimal level. Violence and the violation of womens' rights are factors in the identification of injustices towards women. It is extremely difficult in the current environment for women to carry out activities based on their potential as part of the world. Philosophy gives us insight that should be used to solve the aforementioned problem. However in reality, philosophy itself is formed by patriarchal paradigms. ^s one of the roots of Indonesian philosophy, Javanese philosophy states suwarga nunut neraka katut dan kanca wingking (heaven goes by hell follows and friends are left behind) meaning that women are second class members of society and are weak. In conclusion, the weakness of philosophy is that it is not able to break through the patriarchal paradigm to build perceptions that are not gender bias

    Among Indonesians, food security is simply defined as rice availability. Most of Indonesians eat rice, but they cannot produce it sufficiently. While agriculture is the main sector of employment where more than 50% people absorbed and mostly they work to produce rice, Indonesia is also number one as rice importing country. It can be worse than dependent on imported rice when farmers have not stored their own harvested rice. This study shows that farmers sold rice directly from the field during the harvesting time. They were more likely to have money rather than rice that would be bought daily or weekly from markets or shops. Here, the main problem of food security appeared since they were dependent on rice markets. This article focuses on the dynamic of local rice cycle related to social, political and economic problems.     It is always interesting to observe the face of education in Indonesia. One interesting factor is related to bugdeting on education in Indonesia has not reach 20% of the national budget. It is in connection to the political will of the local government to improve the educational level in Yogyakarta. Many obstacles have to be faced by the government to pursuit this 20%. At the end this will remain as a homework to the governemnt to reach the target budgeting of 20% for education. The goals to provide a cheap, but high quality education should be achieved to increase the quality of our children in the future

    Farm and convection workers, who are part of the poor, have become even poorer during the economic crisis. Looking at their income in two different time periods, these groups have experienced an increase, but expenditure has instead been higher than income. Subjectively, these people indeed acknowledge that they have faced numerous problems during the crisis. Ironically, a number of them do not regard this as something that has increased their suffering. By some coincidence, there are employment opportunities in the study area that can potentially be used to survive. It is, however, difficult to predict how long this situation can sustain. They do not only suffer the consequence of sky rocketing prices of basic needs, which has eroded their purchasing power, but they also share the pain suffered by their employers. Their high dependence on the convection entrepreneurs, landowners and plantation entrepreneurs has made them very vulnerable to economic changes that take place like the current crisis

    This analysis is revision of fieldwork journals during the exploration stages at Kali Loro collected in 1999. Data have been acquired through friendly approach, direct observation, and unstructured personal interview. Data analysis was carried out by applying the resistence concept which is defined by James C. Scott of daily narrations in Kali Loro. From the three presented narrations, they show that the kind of resistence contended by Kali Loro inhabitants is in concord with the nature of resistence proposed by Scott. While the first and the second narrations are in accordance with the hidden transcript category, the third one conforms with public transcript category. The resistence takes place in the forms of superior and subordinate structures in a meeting point process of the conflict of interest between class identity and class awareness

    Based on a survey of 325 street vendors in Yogyakarta Special Region that was conducted by the Population Studies Center of Gadjah Mada University, this study would like to analyze the contribution of income and prospect of the informal sector on household economy. It was found that earning in the informal sector constitutes the source of household income. Most street vendors said that income in the informal sector would help them improve on the household economic status. Working as a street vendor is a good choice. It has a good prospect and can be developed in the future.This research has also shown that the informal sector is capable to survive in the crisis. Caused by more flexibility, the number of people absorbed in the informal sector are even able to earn higher incomes. This implies that providing access to informal sector with such a high commitment of both government and non- governmental institutions, it is one important policy in helping them have better conditions in a economic household. Accordingly, it will in turn have an impact on increasing the economic scale of the informal sector
