TINGKAT, POLA, DAN DETERMINAN USIA KAWIN WANITA DAN PRIA*
This study is conducted in three provinces, West Java, South Sulawesi and West Nusa Tenggara, which represent different cultural background, using secondary data namely marital verification forms (MVF). From methodological point of view this study finds that MVF can be used as data sources in analysing age of marriage inspiteof using population census or national surveys.The result of previous studies have not been confirmed by this study. Mean age at first marriage in West Java is not the lowest, but is West Nusa Tenggara. In addition South Sulawesi is always the highest. Cultural backgrounds such as dowery in South Sulawesi which is the highest among the provinces and the tradition of delopement in West Nusa Tenggara are very important in explaining the variation of age at first marriage. However education has also an important role as independent variable for age at first marriage
FUNGSI PRODUKSI PUSAT KESEHATAN MASYARAKAT*
This study on the productivity of the Community Health Centers was carried out in the province of Bengkulu. 31 Health Centers constituted the sample used in this study, which were then divided into three categories, that is, category 1, comprising of 1 Community Health Center, category 2, comprising of 17 Health Centers, and category 3, comprising of 13 Health Centers. This study was aimed at determining the factors which influence the productivity of Community Health Centers.The results of the study indicate that the role of leadership, the implementing work force, the place of service, the duration of the service, and the budget,allhavea positive influence on the productivity of the Community Health Centers. On the other hand however, the service charges, and the health service substitution has a negative influence on the productivity of the Community Health Centers. This paper shows that the role of government is still very dominant in improving on the productivity and the quality of the Community Health Centers, particularly in funding and deploying professional workforce (leaders, paramedics and non-paramedics)
SEKTOR PARIWISATA DI PULAU NIAS
The tourist potential in the island of Nias like the Langundri beach and Sorake have doubtlessly made it a place with a very high value from the stand point of tourist activities. This tourist potential has however, not yet beenfully exploited because the natural resource management and the human resource management is evidently still very limited. The greenness of the tourist potential in the island of Nias has got a strong attracting force towards the tourists from 11 source countries, including Germany. Because of this therefore, it is absolutely essential to formulate a strategy which can be used to develop tourism in this location, so that the place can improve on its position in the international market and also be able to improve on the welfare of the population here.Helmut Weber in his paper portrays the tourist potential in the island of Nias not only from the view point of its beautiful natural resources, but also from the angle of the rich cultural aspect of the community in this place which is very interesting to be enjoyed

KEBIJAKAN PERENCANAAN TATA RUANG DAN PEMBERDAYAAN POTENSI DAERAH DI INDONESIA
The massive spatial expansion of the city into the fringe area has caused many problems mainly related to the spatial exploitation in both city and villages surrounding. The problem is also caused by the city development which its pace can not compete with the population growth. The aim of this study is to formulate the policy planning of spatial arrangement for the region potential empowerment. The spatial planning itself is directed to control and support in formulating spatial policy that should be efficient, effective and proportional. The descriptive method with field observation approach and literature survey is used to obtain the data. The result of the studypointed that the empowerment of the region power have to be supported by the spatial planning policy formulation which means that (1) spatial arrangement must put human and space in holistical point of view and bonding the social values together;(2) the urban-rural lingkages concept must put in a priority for formulating the internal spatial structure of regional planning and to empower villages as growth poles;(3) the spatial planning process has to be able to gain the best possibility of spatial arrangement where the pattern and distribution of space can ensure the existence of the city and village; (4) spatial planning have to accommodate spatial structure;(5) the application of spatial planning have to be based on self- containedpower of the region which put the bottom-up concept in a priority; (6) the spatial planning product have to be directed to the solid effort for future spatial usage
PRIVATISASI PENYALURAN TENAGA KERJA INDONESIA: MASIHKAH BERMANFAAT?
The management of migrant workers was privatized in 1983, ostensibly because the private sector was thought to be more resilient to do the job. Consequently, there was a drastic increase in the number of migrant labor sent abroad, which was not short of mishaps, among which were: abandonment of migrant workers, cheating, holdups, sexual harassment and death. In the backdrop of such effects various suggestions on how to foster improvements, which should include among others: contracts between the workers andfirms, and the provision of insurance to the migrant workers. In addition, job seekers must be given detailed information on their rights and responsibilities and the merits and demerits of working in a certain country, and the government must make agreements with countries that are the destinations of the workers. The Ministry for labor and transmigration perhaps should increase the size of its bureaucracy to take up the roles that will be relinquished by the private sector. It is no longer debatable that government officials have shown over the last2few years that they can live to the spirit and latter of the entrepreneur, far beyond the achievements of the private sector
NATURAL RESOURCES MISMANAGEMENT IN INDONESIA
Makalah ini membabas konflik pengelolaan sumber daya alam dan gagasan membangun mekanisme kontrol untuk menciptakan sistem pengelolaan yang berkelanjutan. Kajian difokuskan pada kontroversi peranan negara yang proporsional dalam menciptakan sistem tersebut. Pengelolaan sumber daya alam di Indonesia telah memicu konflik yang cukup kompleks antara masyarakat sipil, sektorprivat, dan negara serta mengancam keberlanjutan pembangunan. Untuk itu, perlu dibangun sistem kontrol melalui pengembangan kesadaran kolektif terhadap isu tersebut. Pengalaman di beberapa negara menunjukkan salah satu pendekatan yang kontekstual untuk membangun kesadaran tersebut adalah melalui pendidikan lingkungan bagi masyarakat
PEMANFAATAN DEVISA PEKERJA MIGRAN INTERNASIONAL DI NUSA TENGGARA BARAT
West Nusa Tenggara is wellknown as the sending place for international migrant workers, especially to Saudi Arabian and Malaysia. The foreign exchanged they produced is big enough, almost Rp1,6 millions per day. Unfortunately, the local government did not receive anything from that amount, except for many complicated problems occurs by the international migrant workers. Many brokers or fund supported agents had benefit from the workers by preparing their administration paper for the departure. These people also put higher interest on the loan made by the workers and they have a lot of money considered that each year the amount of international migrant workers have increased. On the other side, the local government still resistant in showing goodwill to become the fund supported agent which can protect the workers from loan with higher interest

The observation and interview with some transmigrants in Karangsewu and Bugel found that the rate of prosperity since they joined the transmigration program was not yet promising. They are some factors causing it, such as less commitment from the government in handling the program and problems inside it, the condition of the land given to the transmigrants were sandy land which is not good for agriculture, and the low quality of human resources itself. All that causing factors resulted in the low level of prosperity of those who joined the transmigration program. It showed in the classification of their family level which is still KS-1 (family with the first level of prosperity). Retirement could become the golden moment in life for those who already prepared for it, but it could also become a disaster for those who did not. Retirement could be as the moment to relax, to enjoy the earning they made while they were still in their cariers. The preparation will be more needed for those elderly who did not have family or relatives. Sometimes they were forced to still go to work to make through the day. Many studies have been done to study the welfare of the eldery in preparing their retirement. Data for this paper was based from IFLS 3 which analized elderly gender dimension in Indonesia in their retirement. The theme will be coverd around jobs and health insurance, marriage life and living place pattern
