The construction of new buildings in heritage neighborhood presents complex challenges that require a balance between preserving the historic value of the area or accommodating the needs of today's society. This research examines the conflicts that can arise during the planning process of new buildings in managing these challenges. The research focuses on a case study of a cultural heritage area in an urban area of Surabaya, where a proposed development project triggered visual and regulatory conflicts. Through a cultural heritage approach and analysis of relevant theories, this research explores how the history of an area contributes to its current development. In addition, it examines the strategies used to resolve the conflict while maintaining the historical value. The findings of this research are expected to provide insights into the integration of new buildings in cultural heritage neighborhood through recommendations to practitioners and policy makers to address these challenges more effectively
Kajian Arsitektur Berkelanjutan pada Resort Rock and Wreck di Pantai Tanjung Kelayang, Belitung
Rock and Wreck Resort is a well-known tourist destination located at Tanjung Kelayang Beach, Belitung, Indonesia. The resort has become increasingly popular among both domestic and international tourists due to its pristine white-sand beach and tropical natural surroundings that offer tranquility and scenic beauty. The resort applies sustainable architecture, integrating environmental, social, and economic sustainability principles into its planning, design, and construction. This study aims to explore the key aspects of sustainable architecture and its application to buildings, including land use, energy efficiency, water conservation and waste management, building materials, health and comfort, and community involvement. The research method used is rationalistic qualitative, providing an in-depth understanding of the implementation of sustainable architecture at Rock and Wreck Resort. The findings indicate that the resort successfully applies sustainable architecture principles optimally, demonstrated through wise land use, energy efficiency, effective water conservation and waste management, the selection of environmentally friendly materials, and attention to the health and comfort of its occupant
Analisis Hukum Dispensasi Perkawinan Anak di Bawah Umur (Studi Pengadilan Agama Medan)
Legal Analysis of Marriage Dispensation for Minors (Medan Religious Court Study). This study aims to determine the legal provisions regarding Marriage Dispensation for Minors based on PERMA Number 5 of 2019 and other related regulations; to determine the considerations of Medan Religious Court judges regarding the granting of Marriage Dispensation for those who are granted and those who are rejected; and to determine the legal protection for minors who are applying for marriage dispensation. The research method employed in this study is qualitative, utilizing a normative legal approach. The research approaches used are the statute approach and the case approach. The results of the study indicate that the implementation of Perma Number 5 of 2019 prioritizes the best interests of children, specifically in relation to health risks to women's reproductive health. The decision to grant marriage dispensation must include a comprehensive evaluation of the child's physical health and educational readiness, as well as the long-term impacts that may arise from early marriage; and legal protection for minors who apply for marriage dispensation as reviewed from Law Number 16 of 2019 concerning marriage, does not reflect legal protection for the community, due to the low age limit stipulated in the Law
Analisis Penguatan Pencegahan Kejahatan (Crime Revention) Melalui Pemolisian Masyarakat (Community Policing) guna Memantapkan Pemeliharaan Keamanan Dan Ketertiban Masyarakat
This study aims to analyze the strengthening of crime prevention through community policing to strengthen the maintenance of public security and order. This research method is This study uses a qualitative approach. A qualitative approach is used to see how policies, programs, and activities reflect the strengthening of crime prevention through community policing in maintaining public security and order. The method used in empirical research. Data collection techniques through document studies and through questionnaires that will be distributed via Google Forms. Next, data analysis is carried out with the stages of data reduction, data presentation, and drawing conclusions. The results of this study found that the jurisdiction of the Riau Regional Police Headquarters has implemented strengthening of crime prevention through community policing by synergizing with various levels of society. All police ranks from the Polsek level to the Polres level have carried out this task. Strengthening crime prevention has been directed at increasing organizational and personnel capacity. The large number of tasks that are not actually the main tasks of functional units still poses an obstacle in the implementation of the implementation of the strengthening results that have been built and worked on. The crime prevention methods used still tend not to fully adapt to the local context and are still strongly oriented towards the methods developed at the Riau Regional Police Headquarters
Analisis Yuridis Perlindungan Konsumen Dalam Produk Halal Berdasarkan UU No 33 Tahun 2014 Tentang Jaminan Produk Halal (Studi Pada Lembaga Pembela Konsumen Negeri)
This research focuses on a legal analysis of consumer protection in halal products based on Law No. 33 of 2014 concerning Halal Product Assurance (UU JPH), with the study locus at the State Consumer Defense Institute (LPKN). The problems studied cover three main aspects, namely: legal regulations regarding halal product assurance in Indonesia, normative weaknesses still inherent in the JPH Law, and obstacles faced by LPKN in protecting consumers in dispute resolution. The research methodology uses a normative and empirical legal approach supported by a statute approach and literature study. Data sources consist of primary legal materials in the form of laws and regulations, secondary legal materials in the form of literature and scientific works, and tertiary legal materials functioning as supporting analysis. The analysis technique is carried out qualitatively with grammatical, systematic, and historical interpretations, resulting in the construction of comprehensive legal arguments. The research findings indicate that the JPH Law stipulates the obligation of halal certification for all products circulating in Indonesia, with the technical implementation function being held by the Halal Product Assurance Organizing Agency (BPJPH) and the authority to issue fatwas being delegated to the Indonesian Ulema Council (MUI). The results of this study emphasize the importance of strengthening a more transparent halal product assurance system, decentralizing authority in the certification process, and increasing the capacity of consumer protection agencies. Public education regarding the significance of halal certification also needs to be promoted to strengthen Muslim consumer protection and ensure legal certainty in trade practices
Analisis Hukum Peran Kepala Desa Sebagai Mediator Perdamaian Desa dalam Menyelesaikan Sengketa Rumah Tangga (Studi pada Kantor Kepala Desa Deli Muda Hulu)
As the lowest level of government, the village plays a crucial role in maintaining order and resolving conflicts within the community. One of the Village Head's obligations, as stipulated in Law Number 6 of 2014 in conjunction with Law Number 3 of 2024, is to resolve disputes arising within the village, including domestic disputes. In Deli Muda Hulu Village, the high divorce rate reported by the Seirampah Religious Court indicates that domestic disputes are a serious issue. This underscores the importance of the Village Head's role as a peace mediator before disputes escalate to litigation. The study found that the Village Head of Deli Muda Hulu played a significant role as a communication facilitator and informal mediator, prioritizing deliberation and family values. Conflict resolution through village mediation can prevent escalation of disputes, maintain family honor, and preserve local community values. However, several weaknesses exist, both from the perspective of the litigants—such as lack of adherence to agreements and high emotional factors—and from the perspective of the village, such as limited legal authority, insufficient mediation capacity, and minimal official documentation. Village mediation agreements have the legal force of a private civil agreement, but lack enforceable power. Therefore, this study recommends the need to improve the capacity of village heads, more systematic documentation of mediation results, and the establishment of Legal Aid Posts (Posbakum) in villages. Posbakum is expected to strengthen legal aspects, provide legal education, and assist communities to ensure that mediation outcomes are fairer, more effective, and in accordance with the principles of legal protection

Drug abuse has become a crisis that threatens various aspects of life, including physical, mental, and social health, and even the future of the younger generation. Globally, approximately 296 million people aged 15-64 will abuse drugs in 2023, representing approximately 5.8% of the adult population. In Indonesia, the prevalence of drug abuse in 2023 is projected to reach 1.73%, equivalent to 3.33 million people aged 15-64. Of this number, 312,000 are adolescents. This indicates that adolescents, as the nation's hope, are highly vulnerable to the distribution and influence of narcotics (BNN RI, 2025). The type of research used is empirical legal research. Empirical legal research is legal research that combines two approaches: a normative (legal) approach and a sociological (empirical) approach. The GPA plays a strategic role as an Islamic youth organization that not only fosters and develops the potential of its members but also serves as a moral bulwark in preventing drug crimes among adolescents through religious, educational, and social approaches. GPA's strategies and policies are comprehensive, encompassing internal development through enforcement of organizational rules, drug awareness campaigns, and the involvement of cadres in positive activities. GPA also synergizes its programs with government policies (particularly the P4GN) and collaborates with authorities and educational institutions. GPA's relationship with other youth organizations in North Sumatra is synergistic and collaborative, where cross-organizational cooperation further strengthens the collective movement against drugs and emphasizes the role of youth as the vanguard in safeguarding the nation's morality, health, and future
The Analysis of Cocoa Farming Resilience Indicators in Harau District: Farmers’ Self-Reliance as a Pillar toward Sustainability
This study analyzes the dynamics of cocoa production and cultivated area over the past five years and assesses the resilience of cocoa farming in Harau District based on five key indicators. A descriptive quantitative approach was employed using secondary data on cocoa area and production and primary data from a survey of 50 farmers. Data were analyzed using a Likert scale normalized into a resilience index. The results indicate that cocoa production and cultivated area tended to fluctuate and decline. Most farmers were classified as having low resilience (72%), followed by medium (23%) and high (5%). Program and policy support showed the lowest scores, followed by social networks and adaptive capacity. These findings suggest that cocoa farming in Harau District remains vulnerable and lacks sustainability, highlighting the need for strategic interventions through stronger farmer institutions, improved access to resources, technological innovation support, and more inclusive and sustainable policies
The Effect of Cocoa Bean Treatment and Pearl Npk Fertilizer on The Vegetative Growth of Cocoa Seedlings (Theobroma Cacao L)
This study aimed to examine the effect of cocoa seed treatment and NPK Mutiara fertilizer application on the vegetative growth of cocoa (Theobroma cacao L.) seedlings. The experiment employed a factorial Randomized Block Design (RBD) with two treatment factors. The first factor was seed treatment: A0 = no seed coat peeling, A1 = manual seed coat peeling, and A2 = slime removal using kitchen ash. The second factor was the NPK Mutiara fertilizer dose: B0 = 0 g/seedling, B1 = 2 g/seedling, B2 = 3 g/seedling, and B3 = 4 g/seedling. The observed parameters included plant height, stem diameter, number of leaves, and leaf area. The results revealed that the application of NPK Mutiara fertilizer had a significant effect on plant height and leaf area, whereas it showed no significant effect on stem diameter and number of leaves. Conversely, cocoa seed treatment and the interaction between the two factors did not significantly affect any of the observed parameters. The findings indicate that optimizing fertilizer dosage, particularly at 3 g NPK per seedling, plays a more crucial role in enhancing early cocoa seedling growth than seed coat treatment, emphasizing the importance of balanced nutrient management in cocoa nursery practices
