    Phenomenology of Bureaucracy Amidst the Chaos of State Civil Apparatus in the Papua Conflict Region

    This study aims to understand the adaptation strategies of State Civil Apparatus (ASN) in carrying out bureaucratic functions in conflict areas. This study used a qualitative approach with an interpretive phenomenological method. Informants were selected purposively, consisting of six ASN: three district employees, two civil servant teachers, and one health worker. Data were collected through in-depth interviews, contextual observation, and documentation. Analysis was conducted through rereading, thematic tagging, and hermeneutic interpretation. The results of the study: (1) physical and spatial adaptation, namely the transfer of services from offices to residents' homes or security posts; (2) relational adaptation, through negotiations with traditional leaders and armed groups; (3) psychological and spiritual adaptation, in the form of communal prayer, collective humor, and emotional solidarity; and (4) moral adaptation based on service motivation, where ASN persist not because of formal orders, but because of a sense of responsibility to the community. These findings strengthen the relevance of the theories of street-level bureaucracy (Lipsky), adaptive governance (Folke), public service motivation (Perry & Wise), and coping strategies (Lazarus & Folkman)

    The Impact of the Virality of the Presidential Diploma Issue in the Era of Information Disruption on the Governance of Indonesian State Administration

    The era of information disruption has brought significant changes to governance, particularly in terms of transparency, accountability, and public legitimacy. The virality of the presidential diploma issue in Indonesia serves as a concrete example of how a personal issue can escalate into a national debate, impacting public trust in the government. This study aims to describe the process of the presidential diploma issue's virality within the context of information disruption and analyze its impact on legitimacy and governance in Indonesia. The method used was a qualitative case study design. Data were obtained from academic literature, mass media coverage, social media content, and independent online media. Data collection techniques included documentation studies, digital discourse observations, and interviews. Data analysis employed a critical discourse analysis approach, emphasizing how narratives are produced, distributed, and received in the digital public sphere. The results show that the issue's virality is shaped through the interaction between social media algorithms, online media framing, and the involvement of political actors. This issue has resulted in declining public trust and weakening government legitimacy, despite formal clarification. The government's response has been deemed slow, reactive, and has not fully utilized regulations on information disclosure or the public document digitization system

    Persuasion And Public Health Communication in Nigeria: Lessons From COVID-19 and Routine Vaccination Campaigns

    Public health crises have heightened the importance of persuasion and strategic health communication in shaping health-related behaviours. In Nigeria, persistent socio-cultural beliefs and structural disparities continue to influence health-seeking behaviour, particularly during pandemics such as COVID-19 and in routine vaccination programmes. This study examined the effectiveness of persuasive public health communication in Nigeria, drawing lessons from the COVID-19 pandemic and routine immunisation efforts. A qualitative research method was employed, relying on secondary data from existing scholarly literature. The Health Belief Model and Framing Theory guided the study. Findings indicate that effective public health communication significantly influences attitudes and behaviours toward vaccination, with clarity, consistency, trust, and cultural sensitivity emerging as key determinants of successful persuasion. Lessons from the COVID-19 experience highlight the need for strategic messaging in routine vaccination campaigns. The study concludes that the use of persuasive strategies, such as social influence, emotional appeal, and cognitive framing, can enhance vaccination uptake when integrated into culturally responsive public health communication

    Yolov12N: Implementation and Measuring an Ingredient-Detection Recipe App for Household Food-Waste Reduction

    Household food waste remains pervasive, driven by suboptimal meal planning and the underuse of available ingredients, with particularly acute impacts in Indonesia. This study presents a mobile application using YOLOv12n for multi-ingredient detection that translates recognized items into actionable recipes, and it evaluates user acceptance through the Technology Acceptance Model. On this implementation, the detection module attains mAP at 0.5 of 0.579 and mAP from 0.5 to 0.95 of 0.331. This study implements a Flutter application with YOLOv12n multi-ingredient detection integrated with TheMealDB and observes 219 users. The instrument validity is established and reliability is strong. While, Structural Equation Modelling supports 3 hypotheses, meanwhile Perceived Usefulness to Behavior Intention is not significant, indicating an indirect pathway via attitude. In conclusion, the solution is feasible for daily use, and strengthening perceived usefulness and ease of use appears to be a promising route to increase adoption and help reduce household waste

    Digital Marketing and Consumer Engagement for Traditional Handwoven Products through a Web-Based Retail System

    Traditional handwoven products often struggle to reach wider markets due to the continued reliance on conventional selling practices, which limits visibility and reduces opportunities for consumer engagement in digital retail environments. This study aims to develop and evaluate a web-based retail platform that supports the digital marketing of traditional handwoven products and enhances consumer interaction. A Research and Development approach was employed, integrating essential retail features such as product catalog management, ordering processes, user administration, and interaction interfaces. The platform was evaluated through expert validation to assess content relevance, functional testing using automated tools to ensure system accuracy, performance assessment to examine system efficiency, and usability testing involving 25 users to measure ease of use and consumer acceptance. The results demonstrate that the platform performs reliably, achieves complete functional accuracy, and exhibits high usability, indicating strong approval among users. Performance testing also shows that the platform operates efficiently and is suitable for real retail use. The implications of this study suggest that web-based retail platforms can strengthen digital marketing practices, expand market accessibility for traditional artisans, and contribute to improved consumer experience within craft-based retail sectors

    Enhancing Oil Palm Leaf Disease Classification using a Pruned SqueezeNet Architecture

    The SqueezeNet architecture is known to be effective but possesses a considerable number of parameters, which can be optimized using pruning—a compression technique that significantly reduces model parameters without sacrificing accuracy. This research aims to apply the L2-Norm based pruning method to the SqueezeNet architecture and compare its performance (accuracy and efficiency) against the default SqueezeNet model for classifying four classes of oil palm leaf diseases. The study used a primary dataset of 4,000 images, divided into training (70%), validation (20%), and testing (10%) sets. The SqueezeNet architecture was pruned using L2-Norm structured pruning with a uniform distribution at rates from 10% to 50%, followed by fine-tuning. The results show that the default SqueezeNet achieved 97.50% accuracy with 724,548 parameters. Significantly, a 10% pruning rate actually increased the accuracy to a high of 99.25% while simultaneously reducing the parameters to 579,036. Overly aggressive pruning, such as 40%, drastically decreased accuracy to 93.25%. It is concluded that the 10% pruning rate is the most optimal, proving that this method not only makes SqueezeNet lighter but also more effective. This 10% pruned model is highly suitable for application implementation due to its enhanced efficiency. Future research is recommended to validate these findings using a more diverse dataset and to test the model on actual edge devices

    ANTIOXIDANT ACTIVITY AND CURCUMIN LEVELS OF TEMULAWAK (Curcuma xanthorrhiza ROXB.) EXTRACT AND ITS EFFECTS ON BLOOD CELLS IN ALCOHOL-INDUCED WHITE RATS (Rattus norvegicus L.)

    Temulawak (Curcuma xanthorrhiza Roxb.) is a traditional Indonesian medicinal plant rich in Curcumin and active compounds such as triterpenoids, alkaloids, saponins, and flavonoids, which exhibit antioxidant and anti-inflammatory properties. Curcumin content was quantified at 109.58 mg/g using the UV-Vis spectrophotometry method, and its antioxidant activity was confirmed through increasing DPPH inhibition percentages with increasing extract concentrations, with the IC₅₀indicating significant radical scavenging potential. Excessive 45% ethanol intake can induce oxidative stress and alter white blood cell counts. This study used 20 male white rats (Rattus norvegicus L.) weighing 180–200 g, divided into normal control, alcohol control, and ginger extract treatment groups at doses of 100, 200, and 300 mg/kg body weight. Hematological parameters observed included erythrocytes, hemoglobin, hematocrit, MCV, MCH, MCHC, platelets, and total and differential leukocyte counts. Results showed that ginger extract, particularly at 200 mg/kg, stabilized blood profiles after alcohol consumption, with hematological values approaching normal levels. Differences between groups were not statistically significant, indicating the safety and antioxidant potential of ginger extract

    Analisis Kebijakan Pengelolaan Sampah Berdasarkan Peraturan Daerah (Perda) Kota Pangkalpinang Nomor 6 Tahun 2013

    This study aims to analyze the implementation of waste management policies based on Pangkalpinang City Regional Regulation Number 6 of 2013 by using the policy implementation theory of Van Meter and Van Horn (1975) as an analytical framework. This study uses a descriptive qualitative approach that focuses on the policy implementation process by the Pangkalpinang City Environmental Agency (DLH). Data were collected through in-depth interviews, field observations, and documentation studies. The results of the study show that the implementation of the policy has been running, but it has not been optimal due to limited human resources, infrastructure, and the lack of operational standards for derivative procedures from the Regional Regulation. The main supporting factors include local government commitment, political support, and community participation through the waste bank program. Meanwhile, inhibiting factors include weak vertical coordination, lack of budget, and low public awareness of cleanliness. The research recommendations include institutional strengthening, capacity building of implementers, and the application of adaptive governance principles to realize participatory and sustainable waste management in Pangkalpinang City

    Implementation of Policy in the Supervision of Illegal Cigarette Circulation in Kudus Regency: A Grindle Model Perspective

    This study analyzes the implementation of the policy regarding the supervision of illegal cigarette circulation in Kudus Regency, utilizing Grindle's Implementation Model. Using a descriptive qualitative method, data were collected through in-depth interviews, observations, and document analysis. The findings reveal a significant discrepancy between the normative content of policy and the actual implementation context in the field. Specifically, the policy implementation is constrained by limited enforcement resources and economic resistance from small business actors. Although intelligence mapping has improved, the lack of a participatory approach hinders Small and Medium Enterprises (SMEs) from competing effectively. Consequently, this study recommends optimizing resource allocation and fostering cross-sector collaboration better aligned with Kudus's local economic ecosystem

    Strategi Bagian UMPEG dalam Peningkatan Disiplin Kerja Pegawai Dinas Perumahan Rakyat dan Kawasan Permukiman Provinsi Banten

    This study aims to analyze the strategies of the General and Personnel Section (UMPEG) in enhancing employee work discipline at the Housing and Settlement Area Office of Banten Province. A qualitative descriptive approach was employed to examine the interaction of internal and external factors affecting discipline, leadership strategies, control mechanisms, and organizational culture reinforcement. The findings indicate that employee discipline is influenced by internal factors, such as attitude, personality, and individual readiness, as well as external factors, including environmental influences and weather conditions. UMPEG’s disciplinary strategies are reflected through communicative and consistent leadership, well-managed regulations, and the creation of a conducive work environment. Implementation is carried out through attendance monitoring, direct supervision, periodic evaluations, and recognition of highly disciplined employees. These results underscore that employee discipline is a product of the synergy between leadership, organizational management, and the internalization of disciplinary values, contributing to organizational productivity and sustainable public service performance
