A critical appraisal of the legal framework governing the approval in microfinance Establishments within CEMAC
Get PDFDuring the mid 80 19s and the early 90 19s the Banking sector of the CEMAC sub-region experienced crisis. This could be seen from the numerous liquidation of Banks within the sub-region during this period, microfinance establishments found a place as an alternative financial institution involved in the provision of savings and loans to the masses. The exercise of the activities of microfinance necessitates an application for approval form the monetary authority. Their potential managers and auditors must equally apply and obtain a license before functioning. After this approval has been obtained the microfinance establishment must register with the National Credit Council and the Trade and Personal Property Credit Register. // Durant les années 80 et au début des années 90 le secteur Bancaire de la sous-région CEMAC on vécue une crise, ceci pouvait ce voit par de nombreuse liquidation des Banques au sein de la sous-région pendant cette période. Les Etablissement de Micro finance ont trouve une place comme une institution financière alternative s’impliquant dans la fourniture de l’épargne et des prêts pour la masses.
Mais l'exercice de l'activité de microfinance exige une demande d'agrément remise par l'autorité monétaire après confirmation de la commission bancaire. Mais avant que cet agrément soit remis, ils doivent fournir certain documents et informations. Les microfinances sont également oblige de fournir certaines documents et information s'il veut offrir un agence dans un du état membre de la CEMAC.
Quand cette agrément est remise il sont les obligations administrative et professionnelle a remplir. Ceci consiste de s’inscrire auprès du Conseil National du Crédit et le Registre du Commerce et du Crédit Mobilier, adhérer a une Association Professionnelle, mais ils sont le choix adhérer à un réseau ou de poursuivre les activités indépendamment.
L'autorité monétaire peut unilatéralement retrait la décision d'agrément pour un raison ou l'autre. Cependant, la décision de retrait de l'agrément est assujettir à un appel devant le conseil d'administration de la BEAC. La commission bancaire a prévu un ensemble de sanctions pour s'assurer que une personne ou établissement en défaut soit appelle en ordre.

Rwandan youth in the development of music industry
No full textIn this days for ever, the Rwandan youth are more active in the development of music industry, the recording studio are created every day, and the number of musician is increasing from one day to another day, it is too early to get the statistic; some of the youth are dropped out their studies to develop their career of music; the question was how many of them are developing their career to become the Professional?
WHY IN THESE DAYS, RWANDAN YOUTH ARE WORKING HARDLY IN THE DEVELOPMENT OF MUSIC INDUSTRY?” it was not easy for me to get the accurate answers; some questions remains in my mind like
-Are they working for money-music as a job (professional)?
-Are they willing to become célèbre-stars?
-Is it for the entertainment/Relaxing?
-Is it because they love music?
-Are they escaping the problems-Music as an escape domain?
-Are they exploring their free time?
-Are they using the music as the way of expressing their views?
Those questions require analysing each question deeply, and getting the answers from the singers and listeners of music or DJ, in order to confirm the causes of being more active in music industry for the Rwandan youth. I am not interesting to make a deep research but to analyze and I hope this article will help the students and many researchers to develop and find out the exact causes.
As my aim is to open the door for the researchers, briefly let us analyze all those above questions one to one based on the main causes as the motivation of forcing the Rwandan youth to be in the industry music
Evaluation des effets de l’extrait aqueux des fleurs de Nymphaea lotus Linn. (Nymphéacées) sur la fonction de reproduction des rats normoglycémique et diabétique de type 1
Get PDFIn traditional medicine of Cameroon, Nymphaea lotus Linn. (Nympheaceae) is used for treatment of male sexual disorders. The aim of this study was to evaluate the effects of the N. lotus flowers aqueous extracts on general mating behavior, fertility and some androgenic parameters of normoglycemic and diabetic adult male rats. Mating behavior assessment was carried out with primiparous and with oestrus female rats.
Male rats were divided into 5 groups and subjected once in a day to the following treatment: distilled water (10 mL/kg), Sildenafil citrate (5mg/kg), Testosterone enanthate (5mg/kg) and plant extract (75 mg/kg and 150 mg/kg). Treatment lasted for 8 and 55 days before sacrifice. Organ weight, epididymal sperm counts, motility, viability, histomorphometric analysis, muscular strength, seminal fructose, cholesterol level, epididymal and serum proteins testicular were determined.
Results showed a dose- dependant influence of the treatment in sperm count and motility which significantly increases compared to the distilled water-administered control. An increase in some sexual performance parameters (mount and intromission frequencies) was observed in both diabetic and normal rats compared to respective controls. The latencies of mount and intromission were significantly reduced. Computed frequencies of penile licking, index of libido and sexual motivation were higher in normal and diabetic extract-treated animals; which suggest an enhancement of motivational parameters. The treatment also caused significant increases in the weight of the testis, prostate, epididymis, in serum cholesterol and epididymal protein level in normal rats compared to the distilled water-administered control. These results indicate an androgenic pro-sexual potential of N. lotus in male rats and justify the empirical use of N. lotus in the management of erectile dysfunction and fertility disorders in males.

//Selon les tradipraticiens de l’Ouest-Cameroun, Nymphaea lotus Linn. (N. lotus), de la famille des Nymphéacées, est utilisé pour le traitement des dysfonctionnements sexuels chez les hommes. Dans cette étude, l’effet de l’extrait aqueux des fleurs de N. lotus sur la fonction de reproduction des rats mâles adultes normaux et diabétiques a été évalué.
Dans le but d’évaluer les effets de l’extrait aqueux des fleurs de N. lotus sur les paramètres généraux de copulation, d’androgénicité et de fertilité, les rats normoglycémiques et diabétiques ont été divisé en 3 groupes contrôle [Groupe I- recevant de l’eau distillée, Groupe II et III recevant respectivement du citrate de sildénafil (5 mg/kg) et l’énanthate de testostérone (5 mg/kg)] et deux groupes expérimentaux traités à l’extrait aux doses 75 mg/kg (Groupe IV) et 150 mg/kg (Groupe V). L’eau distillée, l’extrait et la substance de référence était administré per os une fois par jour. Pour analyser le comportement sexuel et la fertilité, des femelles primipares et en oestrus étaient utilisées. Le traitement a duré 8 et 55 jours avant le sacrifice. Le poids relatif des organes, le nombre de spermatozoïde, la motilité, les analyses morphométriques, la force musculaire, le taux de cholestérol, le taux de protéines sériques et épididymaires étaient déterminé.
Le temps de latence de monte et d’intromission a diminué significativement alors que la fréquence d’éjaculation a augmenté. L’index de libido, la fréquence de monte, d’intromission, d’éjaculation, d’orientation des mâles vis-à-vis d’eux même et l’index de motivation sexuelle a augmenté chez les animaux traités l’extrait comparés à ceux ayant reçu de l’eau distillée aussi bien chez les normaux que chez le diabétiques qui n’enregistrent d’ailleurs aucune éjaculation. Le traitement a augmenté significativement (P < 0,01) le poids des testicules, de la prostate et de l’épididyme. Il est observé une augmentation dose-dépendante du nombre et de la motilité des spermatozoïdes (P < 0,05), ainsi qu’une augmentation significative (P < 0,001) temps-dépendant du taux de cholestérol sérique et de protéines épididymaires.
Ces résultats indiquent un potentiel androgénique pro-érectile de N. lotus chez les rats mâles et justifient l’utilisation empirique des fleurs de N. lotus dans le traitement des dysfonctions érectiles et des problèmes de fertilité chez les hommes.

These developments have given rise to enormous opportunities for digital management of the territory. Among the technological solutions, the most famous Google Maps offers free online mapping dynamic exhaustive of the Maps. In addition to meet the enormous needs of urban indicators geotagged information, we did work on this project “Integration of an urban observatory on Google Maps.”
The problem of geolocation in the urban observatory is particularly relevant in the sense that there is currently no data (descriptive and geographical) reliable on the urban sector; we must stick to extrapolate from data old and obsolete. This helps to curb the effectiveness of urban management to make difficult investment programming and to prevent the acquisition of knowledge to make cities engines of growth. The use of a geolocation tool coupled to the data would allow better monitoring of indicators
Our project's objective is to develop an interactive map server (WebMapping) which map layer is formed from the resources of the Google Maps servers and match information from the field to produce maps of urban equipment and infrastructure of a city data to the client's request
To achieve this goal, we will participate in a study of a GPS location of strategic sites in our core sector (health facilities), on the other hand, using information from the field, we will build a postgresql database that will link the information from the field to map from Google Maps via KML scripts and PHP appropriate.
We will limit ourselves in our work to the city of Douala Cameroon with the sectors of health facilities with the possibility of extension to other areas and other cities.

No full textLa traditionnelle scission binaire entre races ou cultures aujourd’hui se voit porter en faux, à travers ces auteurs de la post-colonie, comme notamment Léonora MIANO, auteur du corpus qui a fait l’objet de notre analyse sous l’angle de l’hybridité. Il en ressort que aussi bien les personnages convoqués dans le roman, la manière d’écrire, l’expérience du temps et de l’espace, et enfin l’intrigue représentent chacun une instance de l’hybridité. Le personnage principal nous balade dans les méandres de la nuit : réalités souvent désolantes et désavouées de l’Afrique avec un peu d’exagération certes, mais surtout dans le but d’affirmer avec Madhu Krishnan « l’hybridation comme moyen judicieux et équilibré d’imaginer le continent africain et ses nations. » Très souvent victime d’un rejet mutuel des deux cotés des frontières entre lesquels ils/elles se retrouvent, le héros hybride fait des dégâts dans l’ordre établi des deux cotés en brisant toutes les barrières ou canons sociaux le plus souvent dans la quête d’une vraie identité ; inexistante à moins de l’imposer. Simulation of titration experiments
No full textNowadays computer simulation is used in various fields, particularly in laboratories where it is used for the exploration data which are sometimes experimentally inaccessible. In less developed countries where there is a need for up to date laboratories for the realization of practical lessons in chemistry, especially in secondary schools and some higher institutions of learning, it may permit learners to carryout experiments such as titrations without the use of laboratory materials and equipments. Computer simulations may also permit teachers to better explain the realities of practical lessons, given that computers have now become very accessible and less expensive compared to the acquisition of laboratory materials and equipments. This work is aimed at coming out with a virtual laboratory that shall permit the simulation of an acid-base titration and an oxidation-reduction titration with the use of synthetic images. To this effect, an appropriate numerical method was used to obtain appropriate organigram, which were further transcribed into source codes with the help of a programming language so as to come out with the software

No full textWhich changes has the official dismantling of apartheid brought in the novel writing of the two South African Nobel Prize winners? Focussing on Gordimer’s Get a life and Coetzee’s Elizabeth Costello, this study tries to reflect that main question. Theoretically, some elements of the cultural studies such as the popular, the liberalism and the fiction as a political work, help me develop my work. Narratology and structuralism help me for the literary study of the narratives, which constitute the core of my reflexion. From my study it appears that the post-apartheid novel as written by Coetzee and Gordimer has the same ideological orientation as their writing during the apartheid era. They write from the dominant perspective and dominant group. This situation challenges as Gordimer’s as Coetzee’s popularity on the ground of South African literature

Some of those social cultural factors we can say marriage, polygamy, early marriage, poverty, religious beliefs, lack of access to productive resources and lack of education and training.
The objectives of the study were to identify the social cultural factors which influence in HIV transmission among women and the constraint of HIV/AIDS among women and to find out how those constraint can be overcome and also to identify the measures that could be take for more prevent the spread of HIV infection to the women and to the all people in general.
The research contains 5chapters which are: 1st chapter: general conclusion; 2nd chapter: literature review; 3rd chapter: research methodology; 4th chapter: data analysis and interpretation and the 5th chapter is general conclusion and recommendation.
This research was conducted in RUGALIKA sector which has about 2990 women aged between 21 35 years old and thus a sample of 290 women was selected in different region of RUGALIKA sector.
After the interpretation of the findings; the most vulnerable group is the women aged between 31-35 years; the vulnerability is due to different factors but most of them we have: poverty issues, polygamy, lack of access to productive resources, lack of education and training, religious beliefs and we cannot forget the physiological factors.
