    Overskuddsvarme som varmekilde. Barrierer og drivere for økt bruk av overskuddsvarme til bygningsoppvarming

    Gode samarbeidsmodeller kan fremme bruken av overskuddsvarme i områder Den varslede energikrisen i Europa sammen med økende andel strømproduksjon fra variable fornybare energikilder som vind og sol har gjort strøm til en verdifull vare. I Norge står husholdningene for hele 30 % av strømforbruket, og brorparten av dette går til oppvarming. Bygningsoppvarming er noe som kan dekkes med andre, mer lavverdige energibærere enn strøm, gitt at bygningene er tilrettelagt for vannbåren oppvarming. Det finnes omtrent 20 TWh overskuddsvarme tilgjengelig fra industrien i Norge, tilsvarende nesten 10 % av det totale primærenergiforbruket – og dette tallet har ikke med seg ulike urbane overskudds-varmekilder, som datasentre og store næringsbygg. Bruk av overskuddsvarme til bygningsoppvarming er mer komplisert og innebærer større risiko enn kjøp av fjernvarme eller strøm; i forhold til både investering- og driftskostnader og påliteligheten til forsyning. Denne studien har vist at gode samarbeidsmodeller kan bidra til å komme over disse barrierene og fremme bruken av overskuddsvarme i områder. Fire ulike samarbeidsmodeller er blitt diskutert: direkte samarbeid via en-til-en avtaler, tredjepartseierskap, lokale energimarked, og åpen fjernvarme -modellen fra Sverige. Åpen fjernvarme er uten tvil en effektiv tilnærming for integrering av flere overskuddsvarmekilder i et større fjernvarmenett. Tredjepartseierskap, der en ekstern bedrift tar ansvar for investering og drift av varmegjenvinningssystem, kan likevel være en bedre tilnærming for enkelttilfeller. Winns, NTE og Trøndelag Fylkeskommune er blant aktørene som ser på bruken av denne tilnærmingen. Lokale energi-marked kan være en god løsning i områder der det vil være mye lokal produksjon av strøm og varme. Direkte samarbeid er den enkleste tilnærmingen når antall aktører er få, men vil ikke nødvendigvis fremme mer utbredt bruk av overskuddsvarme like effektivt som de andre modellene. I tillegg finnes det en rekke regulatoriske og økonomiske faktorer som kan hindre bruken av overskuddsvarme. Energiloven behandler varme og strøm svært ulikt; mens nettselskapene er forpliktet til å tilby plusskundeordning til en strømkunde som produserer egen energi, finnes det ingen tilsvarende ordning for varme. Det finnes ingen rammeverk for prising av overskuddsvarme, og heller ingen andre ordninger som støtter etablering av næringsvirksomhet med overskuddsvarme tilgjengelig i nærheten av potensielle brukere for varmen. Gode demonstrasjonsprosjekter, med følgende positiv mediaoppmerksomhet er viktige for å få flere prosjekter realisert – noe som vil naturlig bidra til utvikling av et marked og samarbeidsmodeller som fremmer bruken av overskuddsvarme. Her har forskningssentre som FME ZEN en viktig rolle

    Bakgrunn: Kun om lag 30% av befolkningen oppfyller helsemyndighetenes anbefalinger om daglig fysisk aktivitet. Dette er en stor folkehelseutfordring, da fysisk inaktivitet er vist å føre til betydelige livsstilssykdommer. Ettersom fysisk aktivitet forebygger både fysiske og psykiske plager, vil det være viktig å øke andelen aktive i befolkningen. Målet med denne studien har vært å finne ut av hva som skal til for å lykkes med å gå fra å være fysisk inaktiv til å bli aktiv. For å undersøke dette, intervjuet vi personer som har lyktes med en slik livsstilsendring. Metode: Det ble intervjuet ni personer, rekruttert fra organisasjonen KONDIS sin løpegruppe. Datamaterialet ble analysert med tematisk analyse. Resultat: Gjennom den tematiske analysen ble det identifisert to hovedtema: individuelle og mellommenneskelige faktorer. Temaet individuelle faktorer inneholdt tre undertema: (1) kognitive prosesser, (2) opplevelse av mestring og (3) affekter og emosjoner. Blant de mellommenneskelige faktorene ble det identifisert to undertema: (1) betydningen av sosiale nettverk og (2) sammenligning. Konklusjon: De viktigste årsakene til at informantene i studien klarte å endre aktivitetsnivå, var kunnskap man kan relatere seg til, sosial støtte, selvbestemmelse, mestring og positiv affekt knyttet til fysisk aktivitet. Resultatene i studien består av komplekse og sammensatte tema, som må ses i lys av ulike psykologiske teorier for å skape en god forståelse av mekanismene som ligger til grunn for livsstilsendringen. Intervensjoner for å øke andelen fysisk aktive i befolkningen bør ta hensyn til alle motivasjonsfaktorene som ble ansett som viktige blant informantene. Videre tyder resultatene på at inkludering av affektive komponenter knyttet til fysisk aktivitet kan bidra til å lage mer effektive intervensjoner, sammenlignet med intervensjoner som kun er basert på sosialkognitive prinsipper

    The use of stated preferences and bio-economic modeling in marine ecosystem service management: Case studies from Arctic Norway

    Regarding the growing population and escalated development on the coasts, the environmental policymakers often face the dilemma of exploiting or protecting marine and coastal ecosystem services (ES). Therefore, the non-market valuation has become an essential instrument for supporting policymakers in eliciting preferences and welfare estimates regarding various ES, which further feed into the cost-benefit analyses (CBA). Among various non-market valuation techniques, the discrete choice experiment (DCE) methodology has gained ground in recent years for its advantages for capturing several trade- offs across multiple policy scenario alternatives and attributes. This thesis examines methodological issues regarding DCE applications on marine and coastal ES valuation and the further utilization of obtained non-market values in bio-economic models. Across three research papers utilizing DCE data collected in Arctic Norway, the results present implications for non-market valuation research and policymakers. The first paper studies the impact of including a socio-economic attribute in environmental policy DCE studies on the attendance paid to the other attributes. We utilize split sample DCE data to elicit preferences regarding coastal development on the Arctic coast, where we present an additional socio-economic attribute indicating the number of jobs created in the region in one version. The analysis suggests that a socio-economic attribute does not significantly alter the attention dedicated to other attributes. However, the obtained willingness-to-pay (WTP) measures significantly fluctuate across two samples, which can have important implications for the subsequent CBA. The second paper focuses on choice architecture interventions in DCE design. The study employs a three-way split sample for studying value activation through environmental and socio-economic signposts. Employing the case of coastal cod regulations and the controversial expansion of fishing tourism in Arctic Norway, the base DCE involves the attributes of coastal cod spawning stock biomass (SSB), stricter regulated user group, and cost. However, the other two versions include additional attributes of catch by fishing tourists (Treatment 1) and jobs created by fishing tourism (Treatment 2), which serve as decision signposts for value activation. The results indicate rather weak evidence for activating pre-existing pro-environmental and pro- development values through the adoption of signposts in DCE design. Nonetheless, we observe statistically significant differences in WTPs, supporting the results obtained in paper I. Finally, the third paper expands the standard bioeconomic models to incorporate non-use values and locals’ prioritization of ES uses. We gradually extend the bioeconomic model to involve the commercial fishing benefits, recreational fishing benefits, non-use benefits, and prioritization weights attached to these by the local population for optimizing the coastal cod biomass. Overall, the bioeconomic dynamic optimization results suggest that disregarding the non-use benefits attached to coastal cod results in the undervaluation of stock, which can lead to significant overexploitation and degradation

    Tracing the Atom: Nuclear Legacies in Russia and Central Asia

    This book is about nuclear legacies in Russia and Central Asia, focusing on selected sites of the Soviet atomic program, many of which have remained understudied. Nuclear operations, for energy or military purposes, demanded a vast infrastructure of production and supply chains that have transformed entire regions. In following the material traces of the atomic programs, contributors pay particular attention to memory practices and memorialization concerning nuclear legacies. Tracing the Atom foregrounds historical and contemporary engagements with nuclear politics: how have institutions and governments responded to the legacies of the atomic era? How do communities and artists articulate concerns over radioactive matters? What was the role of radiation expertise in a broader Soviet and international context of the Cold War? Examining nuclear legacies together with past atomic futures and post-Soviet memorialization and nuclear heritage shines light on how modes of knowing intersect with livelihoods, compensation policies, and historiography. Bringing together a range of disciplines – history, science and technology studies, social anthropology, literary studies, and art history – this volume offers insights that broaden our understanding of twentieth-century atomic programs and their long aftermaths

    Order-Related Problems Parameterized by Width

    In the main body of this thesis, we study two different order theoretic problems. The first problem, called Completion of an Ordering, asks to extend a given finite partial order to a complete linear order while respecting some weight constraints. The second problem is an order reconfiguration problem under width constraints. While the Completion of an Ordering problem is NP-complete, we show that it lies in FPT when parameterized by the interval width of ρ. This ordering problem can be used to model several ordering problems stemming from diverse application areas, such as graph drawing, computational social choice, and computer memory management. Each application yields a special partial order ρ. We also relate the interval width of ρ to parameterizations for these problems that have been studied earlier in the context of these applications, sometimes improving on parameterized algorithms that have been developed for these parameterizations before. This approach also gives some practical sub-exponential time algorithms for ordering problems. In our second main result, we combine our parameterized approach with the paradigm of solution diversity. The idea of solution diversity is that instead of aiming at the development of algorithms that output a single optimal solution, the goal is to investigate algorithms that output a small set of sufficiently good solutions that are sufficiently diverse from one another. In this way, the user has the opportunity to choose the solution that is most appropriate to the context at hand. It also displays the richness of the solution space. There, we show that the considered diversity version of the Completion of an Ordering problem is fixed-parameter tractable with respect to natural paramaters that capture the notion of diversity and the notion of sufficiently good solutions. We apply this algorithm in the study of the Kemeny Rank Aggregation class of problems, a well-studied class of problems lying in the intersection of order theory and social choice theory. Up to this point, we have been looking at problems where the goal is to find an optimal solution or a diverse set of good solutions. In the last part, we shift our focus from finding solutions to studying the solution space of a problem. There we consider the following order reconfiguration problem: Given a graph G together with linear orders τ and τ ′ of the vertices of G, can one transform τ into τ ′ by a sequence of swaps of adjacent elements in such a way that at each time step the resulting linear order has cutwidth (pathwidth) at most w? We show that this problem always has an affirmative answer when the input linear orders τ and τ ′ have cutwidth (pathwidth) at most w/2. Using this result, we establish a connection between two apparently unrelated problems: the reachability problem for two-letter string rewriting systems and the graph isomorphism problem for graphs of bounded cutwidth. This opens an avenue for the study of the famous graph isomorphism problem using techniques from term rewriting theory. In addition to the main part of this work, we present results on two unrelated problems, namely on the Steiner Tree problem and on the Intersection Non-emptiness problem from automata theory

    A common effort for both military and civil healthcare is to achieve knowledge-based health care in cold weather injuries and fatal accidents in harsh arctic environment. The Cold Weather Operations Conference in November 2021, having more than 300 participants from 20 countries, was addressing the prevention and treatment of injuries and trauma care in cold weather conditions and the challenges for military prehospital casualty care. The intention of the programme was to stimulate further research and systematic knowledge-based clinical work. The abstracts from the conference present cold weather research and clinical experience relevant for readers of the International Journal of Circumpolar Health
