Ensuring The Right of The Suspect And The Accused For Defense
Authors study the issues of providing the suspect and the accused with the right for defense in criminal proceedings through the prism of the provisions enshrined in international normative legal acts and the Constitution of the Russian Federation. The relevance of this article is substantiated by the authors by the fact that the consideration of the problems of the procedural status of the suspect and the accused in the criminal case should start with this basic provision of the principle of criminal proceedings, such as ensuring the right for protection to the suspect and the accused under article 16 of the Criminal Procedure Code of the Russian Federation. In the context of the modern legal state and the requirements of the Constitution of the Russian Federation, which establishes the basic rights and freedoms of the person and the citizen. The solution to this problem becomes extremely important in the field of criminal justice, which is inevitably associated with the restriction of the constitutional rights of the individual within the limits allowed by law. In this regard, the problems of ensuring the right of the suspect and the accused to a defense require special attention. Based on the results obtained, the authors conclude that compliance with the guarantees of the right to defense of suspects and accused persons has a significant impact on the domestic and foreign policy image of the Russian Federation, being directly proportional to the legal insinuations of international organizations and attempts to influence the Russian legal system
Program of Russian art historians and training courses in this field
This paper reviews one of the first systematic programs in the history of art, developed in 1877 by P.V. Pavlov (1823 – 1895), professor of history at the University of St. Vladimir in Kiev. It is stressed that P. Pavlov’s program is a rare case of preserving the original curriculum of educational courses developed by Russian art historians of the 19th – early 20th centuries, which allows of its analysis within the framework of modern historical and cultural discourse. It is proved that the concept of the author of the program who stayed with his educational ideas ahead of the game in world science is unique. The article reveals the content of P. Pavlov’s synthetic approach to the consideration of all elements of spiritual culture, woven into the context of social history, intellectual currents, and the system of values. What calls attention to itself is the originality and innovation of P. V. Pavlov’s institutional ideas of establishing new departments of “history of fine arts and theory” and “history of artifacts” for in-depth studying and teaching of a wide range of historical and cultural disciplines. It is emphasized that a rethink of P.V. Pavlov’s program should become one of the steps towards reinterpretation of the history of Russian art criticism and contribute to the generation of new ideas in the system of history and art history education. The suggestions about reprinting the program of P.V. Pavlov for discussion in the academic community of historians, cultural studies scholars and art historians are expressed. The proposed scholarly discussion around the propaedeutic heritage of art historians of the 19th – early 20th centuries should become one of the steps to prepare a new version of the history of Russian art criticism
Training as a Means of Developing Students’ Motivation
The article explores the problems of students’ motivation and its influence on educational effectiveness, considering the importance of motivation for young people’s personal and professional development. The significance and functions of motivation in various aspects of students’ activity were studied (including social conditions of their life). The leading educational motives of people entering a professional educational institution are “professional” ones, but the role of motives changes within the period of study. This process is considerably influenced by vocational guidance work, the organization of industrial practice, along with the possibility of further employment. The research purpose is to study the specifics of developing students’ educational motivation at theoretical and empirical levels. The research methodology and its algorithm include conducting a complex psychological and pedagogical experiment by assessing the participants’ motivation before and after the implementation of the training programme. Today, it is not sufficient to provide a student with certain knowledge. Much attention is paid to forming his/her professional readiness, which we consider as a personal quality and an essential prerequisite for effective postgraduate activity. Students’ professional readiness will help them to successfully fulfill their duties, use knowledge and experience, maintain self-control, be effective when solving production tasks and adapt to continuously evolving conditions of work. Students’ professional readiness includes the motivational component, which is expressed in the system of stable attitudes and motives. The effectiveness of developing students’ educational motivation is due to a number of pedagogical conditions, primarily the use of training as a method of increasing students’ motivation.

Copenhagen school and securitization of cyberspace in Turkey
With a particular rise since the turn of the millennium, cyber-security become one of the most important security sector in contemporary security politics. Despite this, the convergence of cyberspace and security has mostly been analyzed within the context of technical areas and had been neglected in the political realm and international relations academia. The article argues that in line with developments in the domestic and international arena, the AKP government shifted towards the securitization of cyberspace. Secondly the article argues that there seems to be two waves of securitization and desecuritization within the case. The first wave starts from 2006 through the end of 2017 whereby cyber securitization took place within the subunit level and very much connected to political and societal sectors. This first wave particularly heightened after the 2016 attempted coup and the eventual collapse of the peace process with the PKK. The second wave came in the 2018 onwards and instead of securitization, there is a desecuritizationn of cyber attacks took place mostly at the unit level. In both waves, the desecuritization and securitization is constructed within the national security discourse. However in the first wave, a threat to national security is constructed and hypersecuritized particularly in relation to developments at the societal level. In the second wave, the emphasis is put on the strength of national security therefore the threats and cyber-attacks at the unit level that are originated from other states is downplayed in order to construct a national pride and strength. The main goal of this article therefore is to fill the gap in the Copenhagen school related to cyber security sector. The second aim is to fill the gap specifically in Turkey’s response to events in cyberspace and construction of a cybersecurity discourse and cultur
Presenting a model for evaluating the performance of financial accelerators of companies accepted on the Iranian Stock
Financial accelerators and optimizing their performance have always been one of the most important issues in organizations and companies. This mixed (qualitative-quantitative) research was conducted with the aim of providing a model for evaluating the performance of financial accelerators for companies accepted on the Iranian Stock Exchange. This study was conducted using a mixed method (qualitative-quantitative) in which 21 variables of the model were extracted in the qualitative section and interviews were conducted with 19 experts and determining the relationship between variables to achieve the model in the quantitative part based on interpretive structural modeling (ISM).Qualitative and quantitative data analysis was the achievement of a five-level model that the most influential variables of this model in the fifth level of company Prosperity and recession and asymmetric information and the variables of market constraints, financial cost situation, financing mechanism, financial performance forecast, Short-term interest rates, financial friction, changes in net valuable, insurance costs and credit channels in the first level of this model were the most influential variables of this model, other variables are also connective variables.Serious attention to the period and level of prosperity and recession of companies and if possible the use of appropriate financial methods to predict the period of prosperity and recession can significantly improve the performance of financial accelerators. Also, due to the high effect of asymmetric financial information, the quality and timeliness of this information also affects the performance of financial accelerators
