    Tanjung Lesung Special Economic Zone: Expectation and Reality

    Many countries have developed Special Economic Zones (SEZ) to spur economic growth. In Indonesia, SEZs have been around for more than a decade. However, the existing SEZs have not yielded the expected results. Likewise with the Tanjung Lesung Tourism SEZ, which is still facing major obstacles in its development. Studies related to the dimensions of the SEZ policy have not been fully carried out, specifically those related to local government involvement. This study aimed to analyze government policy in supporting the development of SEZ, particularly in Tanjung Lesung. This study used a descriptive method with a qualitative approach. This study showed the many obstacles faced for the development of the Tanjung Kelayang SEZ, both of which stem from the weak commitment of the parties involved. Their attitude of blaming each other needs to be changed with the teamwork spirit of working together and creating synergy. Each party seems to wait for each other to make the first move. The limited resources and capabilities caused the policy implementation to come to a halt. The role of the Area Council (Dewan Kawasan) needs to be further optimized to solve problems at the local level. With better information, the central government, through the Directorate General of Territorial Administration Development, Ministry of Home Affairs, can play a more pivotal role in providing strategic considerations in driving the progress of SEZ

    Alleviating Society’s Economic Crisis: Narrative Policy on Social Safety Nets Policy Process During Covid-19 Pandemic

    This study aimed to see how the coalition policy at the national level narrated the social safety net (JPS) policy as an effort to save people from the crisis during the Covid-19 Pandemic. Narrative Policy Framework (NPF) was used to analyze the influence of the policy narrative component from experts, executives, and their supporters on the JPS policy process. The method of the study was descriptive qualitative. The result of the study showed that the strategy of policy coalitions at the meso level in policy narrative influenced the social safety net policy-setting process. In the JPS policy narrative, groups supporting the policy fall into the category of status quo group which positioned itself as a hero. This group came from government circles who claimed that the JPS policy is for the benefit of the community. The second group (victims) came from people who believed in the notion that the implementation of JPS policies was problematic and inappropriate. Villain from the JPS narrative was characterized from a group that took advantage of the situation for personal gain. Moral of the story from JPS policy was that the hero tried to lead the narrative so that the story built legitimized the policy

    Citizen Charter in Nepali Public Sector Organizations: Does it Really Work?

    Citizen Charter is an instrument of citizen-centric governance that confirms quality in public service delivery by holding public sector organizations directly accountable, responsive, and transparent. In this regard, this study aimed to disclose the current picture of Citizen Charter in Nepali public sector organizations from service users’ perspectives. For this, the survey was conducted in key six public sector organizations of Lalitpur Metropolitan City by using the client exit interview method, with the help of a semi-structured interview schedule. The study result indicates that the use of the Citizen Charter is extensively low. Service users are not fully aware and well informed about it, and its values. Service users prefer to receive services by asking from duty holders, intermediates (agents), and previous service users than the Citizen Charter. Service users believe that the promises of the Citizen Charter and the behavior of duty holders are inconsistent. However, some service users are demanding services as per the Citizen Charter

    Users Acceptance of E-Government System in Sintok, Malaysia: Applying the UTAUT Model

    E-government services have become a vital tool to provide citizens with more accessible, accurate and high-quality services and information. E-government system provides an efficient dissemination of information to people and eases people to communicate directly with government services. The utilization of ICT through e-government enhancing efficiency and effectiveness of service delivery in the public sector. The system is regarded as one of the vital elements to be a developed country. The application of e-government indicates the readiness and ability of the nation utilizing technology within public administration periscope. Although the Malaysian government has introduced e-government for many years, its acceptance still not very high. Therefore, this paper studies the key factors of Malaysian citizens’ in Sintok, Kedah, a semi- rural area on approval on e-government services based on the Unified Theory of Acceptance and the Use of Technology (UTAUT Model). The survey data was collected from 83% respondents to measure people understanding and awareness toward e-government system. The results show that there is an excellent understanding among Malaysian towards e-government system

    Post Decentralization Corruption: A study on perpetual corruption at the local level in West Lombok

    The current article aims to explore corruption at the local level. There are two main discourses that set the background for this study. First, corruption is considered a result of decentralization, which opened up the local political structure. Second, corruption happened as a result of a societal shift along the prismatic continuum. These two main discourses serve as the theoretical background in research to find the meanings behind the reality of perpetual corruption occurring at the local level. The research employed the theory of decentralization and a prismatic society approach as analytical tools along with a phenomenological approach. The study found linkages in decentralization as a new reason for the growth and development of corruption at the local level on account of the prismatic structure empowering elite rulers to replicate corrupt practices

    Ensuring Social Security for All: Key Considerations for Policy Options in Indonesia

    Social security is an essential instrument for protecting people from falling into poverty due to economic shocks in the event of sickness, work-accident, old age, and death of income producers. Indonesia introduced Law no. 40 Year 2004 on National Social Security System to implement mandatory social security programs for all. Despite the compulsory participation for all, the national social security system's coverage continues to be low and mostly relies on government aids. This study explores and analyzes key factors that need to be considered during the policy options formulation process to ensure the intended policy can support the national social security system's implementation. The findings show the need to build an integrated ecosystem model that is critical for social security implementation by considering the combined use of decision-making approaches and five consideration factors during the policy options formulation. An integrated ecosystem model contributes better policy options formulation that can support the effective implementation of the national social security programs while minimizing implementation risks

    Dynamics of Stakeholder Collaboration in Bojonegoro's Open Data Program

    This paper discusses the complexity of collaboration dynamics and the open data of collaboration cycle in Bojonegoro Regency. Bojonegoro's open data is a data development program that is collected from the PKK Dasawisma data updated once a month through the publication of Dasawisma data online. This paper has proven a very dynamic level of collaboration in open data initiation through the use of qualitative techniques by collecting data on interviews, observations, and documentation. The level of collaboration dynamics is promoted by drivers in the form of leadership, a culture of openness that has been formed, resource dependence on one another and strong local CSO roles. These drivers are determinants dynamics of open data collaboration to reach a mature collaboration cycle. Some findings indicating weaknesses are the "political will" of leaders determining the sustainability of open data; and collaborative programs that have not been aligned with the current RKPD
