    Vehicle number plate identification and recognition systems used in many aplications, such as parking lot access, traffic control, and vehicles monitoring and security. In this research, an offline system to read and identify vehicle number plate is developed. Vehicle number plate identification process is performed in two steps, the first is the character image processing and the second is the pattern recognition with artificial neural networks. The character image processing consists of binerization, open-close morphology, median filtering, slicing and resizing. Backpropagation algorithm is performed to train the neural networks, starting from the output layer to the input layer with output error is used to change network values. Testing is carried out in two scenarios, The first one is with the image samples which are included in the training step. The second one is with the image samples which are not included in the training step. The testing results show that the system is able to identify as much as 96 percent and 90 percent of number plate image samples for each scenarios

    Intisari Laboratorium adalah salah satu sarana yang sangat penting untuk menunjang belajar dan  penelitian di Jurusan Teknik Elektro Unila.  Terkadang pekerjaan atau penelitian tidak terselesaikan dijam kerja dilanjutkan diluar jam kerja. Saat ini jurusan hanya mengandalkan surat izin agar mahasiswa dapat melakukan kegiatan diluar jam kerja, namun solusi ini kurang efektif untuk menciptakan keamanan dan kondusif di laboratorium Teknik Elektro. Untuk itu perlu dibuatkan sebuah model pintu otomatis agar tidak semua mahasiswa dapat masuk ke laboratorium diluar jam kerja. Model pintu otomatis ini menggunakan barcode yang terdapat pada kartu ID sebagai sandi untuk membuka pintu.  Dengan menggunakan scanner barcode sebagai sensor untuk membaca barcode dan ditambah mikrokontroler ATMEGA 8535 sebagai pengendali motor servo.  Visual Basic .Net sebagai interface data antara pengguna dan MS. Access sebagai manajemen database. Dari hasil pengujian didapatkan bahwa semua bagian dari sistem berjalan dengan baik.  Scanner dapat membaca label barcode yang kemudian diteruskan ke database pada komputer dan kemudian dikirimkan ke mikrokontroler untuk memutar motor servo agar pintu terbuka hingga mendapatkan laporan kegiatan mahasiswa.  Masalah terdapat apabila label barcode sudah rusak.  Dapat disimpulkan bahwa Model Sistem Pintu Otomatis Menggunakan Barcode berbasisis PC (personal Computer) dapat menjadi acuan untuk jurusan dalam menangani permasalahan izin penggunaan laboratorium diluar jam kerja. Kata Kunci Model, Barcode, Database, Mikrokontroler, Pintu Otomatis.   AbstractLaboratory is one of the most important means to support study and research in the Department of Electrical Engineering Lampung University. Sometimes work or research is not resolved in hours of work resumed after hours. Current department relying only license to allow students to carry out activities outside working hours, but is less effective solution to creating and enabling security in Electrical Engineering laboratory. For that needs to be make a model of automatic doors that not all students can go to the lab after hours. This automatic door models using barcode found on the ID card as a password to unlock the door. This thesis uses a barcode scanner as sensor to read the barcode and microcontroller ATMEGA 8535 to control servo motor. Visual Basic Net as a data interface between the user and the MS Access as database management. From the test results showed that all parts of the systems running well. Scanner can read the barcode label then forwarded to a database on a computer and then transmitted to the microcontroller to control the servo motor that opens the door to get reports of student activity. There is a problem when the barcode label is damaged. It can be concluded that Model Automatic Door Systems Using Barcode based on PC (Personal Computer) may be a reference to the department in addressing the problem permits the use of the lab after hours.     Intisari---Perkembangan teknologi informasi pada saat ini telah berkembang sangat pesat. Salah satu manfaat dari penerapannya digunakan didalam dunia perdagangan untuk membantu proses lelang atau jual beli barang  secara online agar berjalan efektif dan efisien. Sistem lelang online Berbasis Web merupakan  sebuah aplikasi berbasis web yang dibangun untuk memudahkan kita untuk melakukan proses lelang atau jual beli barang. Aplikasi ini dibangun dari bahasa pemrograman PHP dengan metode pengembangan modified waterfall. Proses tahapan pengembangan ini terbagi menjadi enam tahapan, yaitu: analisa kebutuhan, perancangan, implementasi, pengujian dan pengembangan pada sistem. Pada tahap pengujian dilakukan uji fungisonalitas dengan menggunakan metode black box testing, yaitu menguji fungsi dari aplikasi yang telah dibangun apakah sudah sesuai dengan kebutuhan. Dari hasil pengujian menunjukkan aplikasi berjalan dengan baik dan memiliki waktu proses yang baik. Kata kunci ---Sistem lelang online, Modified waterfall ,PHP, Web,  Black box testing.   Abstract---Developments in information technology today has grown very rapidly. One of the benefits of application used in the world of commerce to assist the process of auction or purchase items online in order to run effectively and efficiently. Online Web Based Auction System is a web-based application built to allow us to conduct the auction process or the buying and selling of goods. This application is built on the PHP programming language with a modified waterfall development methods. Stages of the development process is divided into six stages, namely: requirements analysis, design, implementation, testing and development of the system.The phase fungisonality is tested using black box testing, ie testing the functionality of the applications that have been built if it is in accordance with the requirements.     Simulasi Busur Api (ARC) Pada Pemutus Daya (Circuit Breaker) Dengan Menggunakan Program Matlab Simulink

    When circuit breaker interrupt the current then the arc would occur. Before current interrupted, the fault current flows between contactors of circuit breaker. Because the small of resistance value of circuit breaker channel and then as a consequence the current results a new voltage at contactors of circuit breaker which is called the arc voltage. The arc acts a non linier resistance. This paper discuss arc simulation which is occurs on CB with using Matlab Simulink Program. The arc phenomenon had been modelled with using Schavemaker models and Mayr model used as a comparison. The simulation is performed with extinction power value P0 = 10 MW, time constant = 1 x 10-5 second, initial conductance g(0) = 1 x 104 Siemens, extinction power constant P1 = 0.995, contact separation at 0 second and arc voltage before contact opened (Uarc) is zero. The simulation result shows that zero crossing condition is obtained before a half of current waves cycle which is at 0,0098 second (50 Hz = 0,02 second). The simulation ran for different circuit breaker opening time. More faster CB opened in a half cycle time results more bigger peak value of arc voltage or transient recovery voltage. This case must be taken into account designing of CB opening time. Key words : circuit breaker, arc model, arc interaction

    A good grounding system belived if the its resistance has a small value that measured with DC source or low frquency. Meanwhile, lightning stroke that caused impulse current with high frequency up to kHz, so when gounding system work when striking by lightning, its impedance not only mark out by resisftif component but also will affected by induktif and capasitif value. In this paper discussed impedance of grounding system for driven rod that burried with varying dept from 2 to 6 meter. Then impulse injected to imitate lightning stroke as a voltage source with high frequency. From measurement and calculation result its shows that the lowest grounding system was 23,01 when the dept of driven rod 6 m and grounding impedance decrease abut 5.25 pe meter. Experiment result compare with simulasion using EMTP. EMTP model for driven rod using a R-L-C model. The result shows the magnitude of voltage and current for both experiment and simulation have a good correspondingly, but response for simulation has a far farter tail time impulse.
