    The study describes the implementation of the sylviculture system of Indonesian selective logging and planting (TPTI) in lowland tropical forest. The study area, which is located in the forest concession area of PT. Hugurya (Aceh), is dominated by species of kapur (Dryobalanops aromatica) and meranti (Shorea leprosula). Within the study area, tree species currently exploited include Shorea leprosula, Dryobalanops aromatica, Dipterocarpus grandtjlorus (Dipterocarps family), and Scapium macropudum (Sterculiaceae family). The species in tree and regeneration stages that were found either in primary forest or logged-over forest are dominated by commercial species, especially tree species from the Dipterocarps family. The number of nucleus trees (seed trees) is sufficient and fulfills the requirement of Indonesian selective cutting and planting. The condition of natural regeneration is also sufficient and will ensure the forest\u27s sustainability at the next cutting cycle

    Wood specimens, 50 x 25 x 15 mm were impregnated in styrene and vinil acetate solutions at four concentration levels, using tertbutyl hydroperoxide as acatalyst. The specimens were dried at 60°C for 48 hours after which the solution was polymerized in situ. All specimens, including untreated specimens as control and specimens impregnated with Impralit CKB, were exposed to monoculture a brown rot fungus Tyromyces palustris, a brown rot fungus for 3 months. All wood polymer composite (WPC) specimens obviously showed higher resistance compared with the control. At four concentration levels, WPC of tusam showed excellent result with weight loss value less than specimens treated with Impralit CKB. WPC of karet (Hevea brasiliensis Muell. Arg) and sengon (Paraserianthes falcataria) showed good resistance at high styrene concentration level

    This article is a conceptual review on Rova et. al. (2001) “When Regulation Fails: Vendace Fishery in the Gulf of Bothnia”. A relevant core message and its implication was drawn considered as a useful lesson learnt, especially for our future option on direction of natural resources management (NRM) reform, including that on forestry. There is a strong relationship between characteristic of natural resources, social conditions of its stakeholders and the institutional structure of its management. The institutional arrangement need to seriously taking into account this essential relationship; including efforts to guarantee that all resiliencies (institutional, managerial, social and ecological) are materialized. These resiliencies could be existed and mutually powerful if and only if the authority of the NRM was not centralized and was based on the NR characteristics by themselves. Need a serious institutional arrangement that is not just for having a restructured institution, but also have to materialize all the resiliencies and provide the consequences of having options for collective actions toward joint outcomes: the sustainability of the NRM. This is a core message actually implying to where the future NRM reform to be directed, especially from institution point of view

    Analisis Keuntungan Pengusahaan Hutan Pinus (Pinus Merkusii Jung Et De Vriese) Di KPH Pekalongan Barat (The Pine (Pinus merkusii Jung et de Vriese ) Forest Plantation Rentability Analysis In KPH West Pekalongan)

    Economical value of the pine wood and resin in the last ten years has contributed significant revenue to the KPH West Pekalongan. This research is aimed to discover the optimum rotation of the development of forest pine to gain the maximum yield for the producer. The method used in this study is the analysis of the Land Expectation Value (LEV) by estimating the physical production function which developes the wood and resin at every plant rotation. The results of the analysis is that in the rotation of 20 years, the pine forest could produce maximum net yield/ net (profitability) /rentability from the sales of wood and resin, by using the real interest rate of 9,75% annually as follow : (a) In the third bonita is Rp. 1.546.945, 36/hectar/rotation and (b) in the fourth bonita is Rp. 2.032.392,56/hectar/rotation. By shortening the rotation from 35 years to 20 years, it results in the increasing yield of the forest pine plantation in KPH West Pakalongan of 6,1 % to 8,6% more than the real yield gained by the producer at present.Key words: Rentability, rotation, bonita, resin, LE

    Perubahan Stok Karbon dan Nilai Ekonominya pada Konversi Hutan Rawa Gambut Menjadi Hutan Tanaman Industri Pulp

    Peat swamp forest is an important pool of terrestrial carbon stock (C-stock). Therefore, research on change of C-stock and its economic value of peat swamp forest conversion to pulpwood industrial plantation forest is important. The objectives of this research are to know the change of C-stock on peat swamp forest conversion to pulpwood industrial plantation forest, and to get the carbon economic value of peat swamp forest and pulpwood industrial plantation forest. The result showed that conversion from logged over and secondary forest causing the decrease of C-stocks of 103.53 and 61.02 t ha-1 year-1, while conversion from degraded forest causing the increase of C-stocks of 22.47 t ha-1 year-1. REDD project on pulpwood industrial plantation forest from degraded land causing the increase of NPV of 20.21% and 51.13% for compensation prices US9and12tCO2e1.REDDprojectwithconservationonsecondaryforestgavelowereconomicvaluethanpulpwoodindustrialplantationforestatallcompensationpricessimulation,andREDDprojectwithpreservationlogginggavehighereconomicvaluethanpulpwoodindustrialplantationforestatcompensationpriceUS 9 and 12 tCO2-e-1. REDD project with conservation on secondary forest gave lower economic value than pulpwood industrial plantation forest at all compensation prices simulation, and REDD project with preservation logging gave higher economic value than pulpwood industrial plantation forest at compensation price US 12 tCO2-e-1. REDD project on logged over forest gave higher economic value than pulpwood plantation at compensation prices US$ 9 and 12 tCO2-e-1 (both on conservation and preservation logging scenarios)

    Panggal buaya (Zanthoxilum rhetsa (Roxb.) D.C.) is generally used as raw material of wooden craft industry, because it has smooth texture with interesting color and it is also easy to process using both hand and machine. In order to anticipate the raw material insufficiency, panggal Buaya planting is very important. However, the resistance faced in the panggal Buaya stand development was the difficulty of it’s germination.  The information on its cultivation and seed management are still very limited. The other problems on its development was plant propagation which was caused by the existence of seed coat dormancy. This research was aimed to know the cause of seed coat dormancy on panggal buaya seed through lignin contents at seed coat and seed coat structure microscopically, and then, to know effective dormancy faulting treatment and finally, to learn the effect of this treatment to the microscopic structure of panggal buaya seed coat. The research shows that submerging the panggal buaya seed in sulfate acid 95%  as long as 30 minutes that follow the submerging it in water which has room temperature for along 1 x 24 hours could  stop the dormancy of the seed (grow potential 40,7%, germination capacity 39,7% and growing rapidity 0,698% KN etmal-1). Presumably, the faulting mechanism of dormancy is caused by the damage of cell wall of coat seed through lignin dissolving process by sulfate acid (delignification).Keywords: panggal buaya, seed dormancy, germination, delignificatio

    Devolusi Pengelolaan Hutan di Indonesia: Perbandingan Indonesia dan Philipina (Devolution of Forest Management in Indonesia: Comparison between Indonesia and Philipina)

    Devolution of forest resource management can be suggested to create the everlasting forest, give more equity to society and be more efficient. The aim of this writing is to analyse (1) the devolution of forest resource management in Indonesia, especially society forest by examining the actor dimention involved in  role transfer and right dimention and responsibilities which are devoluted; (2) the realization of policy implementation of forest resource devolution at field level;  (3)  the implication of devolution to forest resource conservation and social equity at the community level; and (4) doing comparison effort between Indonesia and Philipina to take a lesson from Philipine experience.  Based on  government policy noted in government rules, the actor who gets role transfer to manage forest resource through society forest is family, whereas a group or cooperation can play role as a place to unite the families power.  The right of society forest which is given for along thirty five years and it can be extended, gives a quite long security to right owner.  But then the realization of the society forest policy is still very small, it has not covered more than 400 hectares of state forest area. The implication from this program to forest resource conservation has not been significant, even it looks inversely that society forest pushses degradation and deforestration.  It happens because the forest areas which are made to be society forest are the forest areas which were farmed out by society for agriculture or plantation in the early time when the national situation were in monetery, economical, and political crisis.  The development of forest management devolution  through CBFM in Philipine is more progressive than society forest in Indonesia.  CBFM in Philipine has reached almost 6 million hectares or 20% from total of state forest area.  The role of president, authorities in DENR area, and local government such as  regency and provincy is very important to realize the devolution of forest resource management to society through CBFM

    Land Use Effects on Soil Erosion in the Lowland Humid Tropics of Papua New Guinea

    A comparative study of the effect of 3 main types of land use (systems) on soil erosion levels was carried out in a traditionally farmed lowland forested region of Morobe Province, Papua New Guinea.  Nine erosion plots werebuilt at 3 sites at almost the same altitudinal level, area corrections were done to eliminate the effect of varyingslopes. Volumes of runoff, sediments concentration, and soil main nutrients collected within the plots were measured on a weekly basis. The parameters measured were closely depended on rainfall amounts along  the time.  Significant differences were found among them, explained mainly by land cover types and their soil particularities such as infiltration rates, bulk density, and texture.  Even though forest and grassland systems proved to be more effective in controlling soil losses, their areas were rapidly been converted into croplands, raising concerns for the sustainability and improvement of land use planning in the region. &nbsp

    Setiap kebijakan yang bertujuan sosial sebagaimana halnya Perhutanan Sosial (PS) merupakan salah satu bentuk terpenting dari aplikasi ekonomi kesejahteraan. Penduduk miskin adalah target utama program PS karena mereka seringkali diidentikkan sebagai agen perusak dan perambah hutan. Ada dua capaian utama yang hendak dituju program PS, yaitu: pertama, program PS harus melibatkan penduduk termiskin dari yang miskin sebagai peserta program. Kedua, program PS harus dapat meningkatkan pendapatan masyarakat peserta program. Besarnya kontribusi pendapatan program PS terhadap pendapatan total peserta sangat bervariasi. Program PS dapat kurang berhasil akibat kesalahan dalam memahami fenomena sosial di masyarakat dan kurangnya perhatian terhadap perencanaan produksi dan strategi pemasaran

    Mendeteksi kerusakan hutan melalui metode inventarisasi terestris dan/atau potret udara membutuhkan biaya yang mahal dan memakan waktu, khususnya untuk luasan yang besar. Dalam paper ini, penulis menguraikan kegunaan dari citra SPOT dijital untuk mendeteksi kondisi hutan paska kebakaran. Evaluasi dilakukan terhadap empat kelas kerusakan hutan yang terbakar. Studi ini memperlihatkan bahwa citra SPOT multispektral dapat digunakan untuk mengklasifikasi hutan terbakar menjadi kelas dengan tingkat kerusakan ringan, sedang, berat dan sangat berat. Analisis spasial yang juga dilakukan dalam studi ini memperlihatkan bahwa sebagian besar areal studi termasuk kategori kebakaran berat dan sangat berat. Meskipun hutan-hutan bekas tebangan baru cenderung mengalami intensitas kerusakan yang tinggi, kebakaran yang terjadi tahun 1998 tidak hanya membakar hutan bekas tebangan baru tetapi juga hutan bekas tebangan tua dan hutan primer
