    The study discribes a system model of natural forest on logged over areas under selective cutting and planting system. The study departs from a fact that disturbance of forest from logging activity will affect the equilibrium of forest ecosystem including the forest stand composition. The study was performed in the forest concession area of PT. Inhutani II, Pulau Laut South Kalimantan. From the simulation results derived based upon permanent plot data, it was found that respond of logged over natural forest management system revealed that cutting cycle I after logging requires approximately 24 years, where cutting cycle II requires approximately 37 years. This expresses that cutting cycles are not consist and will change in line with the composition and structure of logged over natural forest as will as their development. &nbsp

    It is becoming increasingly clear that sustainable forest management is contingent on good forest governance, by which we mean the rules under which power is exercised for the management  of forest resources, and which determine the nature of relationships between the state and its citizens. These relationships can be characterized as social networks, with information forming the life-blood mediating the development of these networks and the social capital that resides in them. Information flow is defined here narrowly as the movement of information ‘objects’ from a point of origin to a ‘target’ user over time. This research is a case-study of the flow of information among stakeholders and the influence of these flows on the power of those stakeholders within the National Forest and Land Rehabilitation Program (GERHAN) in Indonesia. Information imbalances within the GERHAN program have tended, we believe, to encourage rent-seeking and free-riding behaviors, thus reducing the effectiveness of the program. We show how addressing these imbalances and improving flows of information can achieve good governance

    Pendugaan volume tegakan hutan alam biasanya dilakukan dengan metode penarikan contoh (sampling) non-spasial. Dalam penelitian ini, dikembangkan metode pendugaan spasial dengan pendekatan geostatistika yang diterapkan untuk menduga dan memetakan sebaran volume tegakan di areal HPH Labanan, Kalimantan Timur. Pendugaan dilakukan dengan menggunakan metode kriging berdasarkan model spherical variogram dan data dari 1090 plot contoh. Keakuratan hasil pendugaan diuji melalui validasi dengan menggunakan 272 plot contoh yang berbeda. Hasil analisis menunjukkan bahwa volume tegakan memiliki korelasi spasial dengan keragaman yang cukup besar, namun tidak dijumpai adanya kecenderungan arah sebarannya. Selain itu, dapat dibuktikan bahwa pendugaan dengan metode kriging dapat memberikan nilai dugaan volume tegakan dengan akurasi yang cukup tinggi. Hal ini menunjukkan bahwa pendekatan geostatistika dapat digunakan sebagai metode alternatif dalam pendugaan dan pemetaan sebaran volume tegakan

    To reserve forest land and improve people\u27s income, Perum Perhutani Sumedang regency, together with the people surrounding the forest, makes a program to utilize the forest by using an agroforestry system. For that reason, the researcher is interested in doing research about the type of crops that can optimize forest land. The objective of the research is to analyze the utilization of forest land optimally and improve the social welfare of the people surrounding the forest in Cipadayungan, Sumedang. The result of the research indicates that the degree of erosion in the research field at the slopes of (0-<15)% and (15-<30)% is still under tolerated erosion, but the slope of .30% is beyond tolerated erosion. Types of crops that can be used to utilize the land without clearing grass growing on the forest floor are vanilla and coffee. Those plants are productive crops, while grass can protect the land against erosion

    Along with the concept of poverty alleviation and forest sustainability, forestry employment is the major concern among policy makers. The forest sustainability and job availability are critical indicators for the performance of the government. The relationship between employment and forestry development is unclear especially when it deals with illegal forestry activities. This study aims at generating projection of the forestry employment in Indonesia in relation to the dynamic of forestry sector and its related industries,. The study used systems dynamic to implement the relation between forest structure industries, actors and their institutions. The study found that the current practice of forest management will experience with boom-and-bust of forestry employment, starting with Riau followed by East Kalimantan and Papua. Massive forest plantingwill benefit if it is located in deforested land, but if it is located in land with different existing trees it may jeopardize the employment and community’s livelihoods. Small-scale forestry can boost the employment to meet the overall government target on unemployment and poverty reduction as well as rehabilitation of forest.Keywords: forest degradation, unemployment, land-right scenarios, small-scale forestry, poverty-reductio

    Conflicts between government and local peoples over national park resources have been occurring in Indonesia, for instance in the Halimun-Salak Mountain National Park (TNGHS).  The research were directed to describe the opinion, relationship, access, and rights of the peoples in term of the TNGHS resources utilization.  Further objectives were to identify the causes of the settlement problems at the TNGHS and to formulate the alternative solutions of the problems.  The results showed that conflicts at Halimun-Salak areas have been occurring since the Dutch colonization period. The policy of the TNGHS area expanding (from 40.000 to 113.357 ha) in 2003 and different perception between the government and the peoples regarding to the values to the forest had made the conflicts extended.  Choosing the most appropriate solution from 3 alternative solutions namely: solving the problems of resettlement and law enforcement, revising the policy of TNGHS extension, and accommodating settlement in the special zone were strongly recommended

    Economic Valuation for Cidanau Watershed Area, Indonesia

    The paper describes economic valuation for the Cidanau watershed area of West Java in Indonesia. In this area natural resources deterioration has occurred even faster after the Asian Financial Crisis. The deforestation area and pronounced soil erosion seems to go unhindered because of land use competition among the residents for agricultural space, housing, etc. In order to prevent the area from further degradation, the purpose of this paper is to carry out quantitative evaluation which also attempts to raise the environmental awareness of residents, as well as visitors to the area. Questionnaire surveys were conducted and analyzed according to the Contingent Valuation Method (CVM) and the Travel Cost Method (TCM). The results show all respondents held good attitudes towards the efforts of environmental conservation, but responded negatively if they had to contribute to the environmental service payment. Visitors to the Anyer Beach acted differently because most of them come from faraway locations and have little knowledge of the watershed. However, the Anyer Beach recorded an environmental valuation of about Rp840 billion, which is a potential source for the service payment of Cidanau watershed

    The exploitation of pine people forest in Tana Toraja has just begun since pine wood manufacturing industry opened in 2002. In 2004, the activity of this manufacture was stopped as some local people protested the activity. They assumed that the exploitation and manufacturing would cause negative effect, as the stand value could be much higher than benefits of the industry. In 2006, Tana Toraja Regency Government allowed the exploitation of the pine tree and offered the investors who were interested to invest their capital in the exploitation. The exploitation certainly needed a strategy based on accurate and comprehensive data.  The aim of this research was to arrange a strategy of pine people forest exploitation which could give both economy and ecology benefits. This research used financial analysis, SWOT analysis, and Analytical Hierarchy Process.  The result of the analyses indicated that the strategy could be best applied was strength-threat (ST) by increasing the role of farmer organization, conducting agroforestry pattern development in order to increase land productivity, applying proper regulating area for planting and harvesting, and assuring the exploitation of tongkonan area

    Kaindea: Adaptasi Pengelolaan Hutan Masyarakat di Pulau-pulau Kecil

    The objective of this study was to explain how local community in small islands can managed forest under population pressure, market intervention, and political dynamics. This study was expected to answer how community adapted with environmental change in forest management in small islands. The result of the study showed that community in Wangi-wangi Island has a unique forest management system based on community. It’s called kaindea. Management of kaindea done by sara (custom) and family and it’s used custom order. Environmental changes which are population pressure, market intervention, and political dynamics has influenced kaindea management. Public response as result of environmental change was responsed by reinforcement of social organization, adjustment of local agriculture technology, family jobs description, and expansion of livelihood. The study concluded that social organization (institution and social capital) has been very important roles on forest management and sustainability. It was suggested to have a further study about how orthogonal transformation in local institution passed to formal institute, by making community based forest management regulation, especially in customary forest
