    An Institutional Model of Transboundary Watershed Management Toward Sustainable Development

    The objective of this study were to evaluate the institutional of watershed management in border area of Indonesia and Timor-Leste, and to design a model of transboundary watershed management institution for Indonesia and Timor-Leste.  Weighting of internal and external factors method was used to evaluate the institutional transboundary watershed management, while analytical hierarchy process was used to compute the institutional model of transboundary watershed management. The internal factors consists of: the commitment of the stakeholder in watershed management, development priorities at border area, the limited institutional cooperation, the land use changes. The external factors  are: international environmental agenda on development country, international conferences that supported the countries collaboration toward sustainable development achievement, supporting culture in forest and water resources protection, slash and burn cultivation activities, conflicts, lack of ecological. The result showed that weighting of  internal and external factors on quadrant III is alternaltive institutional model of transboundary watershed management.  The priority alternatives institutional model and also road map for sustainable development are collaboration agreement of transboundary management, transboundary watershed forum, and autonomous transboundary watershed management. The alternatives institutional has relation with the development phase, condition of local community and environment

    The Performance of Forestry Human Resources in Licensing Forest Utilization, The Lease of Forest Area, and The Release of Forest Area

    Performance assesment includes the quantity and quality measurements of individual or group works within organization in carrying out duties and functions. It is based on  norms, standard operational procedure (SOP), and specified criteria in an organization. Factors affecting quality and quantity of individual performance in an organization are skills, experience, ability, competence, willingness, energy, technology, leadership, compensation, clarity of purpose, and security. This study aims to identify and analyze the performance of forestry human resources (HR) related to licensing forest utilization, releasing forest area, and leasing forest area. The results of the study are: (1) the performance of forestry HR in licensing forest utilization was relatively still poor; (2) the structure (rules, norms, cultural cognitive) of forestry HR was unclear and is not well developed; and (3) the culture of learning organization, including personal mastery, mental models, shared vision, team learning, and system thinking is still insufficient and needs to be developed at the ministerial, provincial, and district/city levels. Some suggestions for improving the performance of forestry HR are: (1) establishing an appraisal team/task force of forestry HR performance; (2) developing commitment for high quality service at the bureaucratic elites and their highest level networks; and (3) considering the development of one stop licensing supported by online system to promote transparency and public accountability.

    Assessing Conformity of Scientific Voices and Local Needs to Combat Forest Fire in Indonesia

    This study evaluates the compatibility of scientific voices with the needs to combat forest fire as perceived by relevant stakeholders through a review of scholarly output, an evaluation of the conformity between scientists and stakeholder views on forest fire issues, and an analysis of how different types of scientists and voice channels contribute the local needs to combat forest fire in Indonesia.  This research indicates that although forest fire has cross-country border impacts, forest fire discourses were dominated by home country issues rather than the concerns of global forest fire events.  Further,  although information about forest fire is widely available in the scientific journals, the “knowledge utilization” of this information remains low.  To improve “knowledge utilization”, scientists can use different channels to disseminate information, in addition to scientific journals.  While social-economic aspects are perceived to be the prime problem of forest fire in Indonesia, the minimal presentation of social scientists within forest fire discourse is a concern.  To address these primary concerns within and outside scientific journals, the involvement of social scientists within the forest fire discourse is very important

    Third-Party Certification of Forest Management In Indonesia: Analysing Stakeholders\u27 Recognition and Preferences

    The existence of third-party forest and timber certification schemes in Indonesia has created benefits and challenges, mainly for forest industries. In the end, the interests and objectives of those industries will determine whether they decide to get certified and if so, what certification schemes they will use. This study analyses the stakeholder recognition of the competing forest legality and sustainability certification systems and describes the preferences for particular schemes based on stakeholder interests. Online questionnaires were distributed to relevant stakeholders, namely logging companies, wood processing industries, wood processing associations, auditors, academics, environmental organisations and government officials. The results indicate that there are different scheme preferences based on the stakeholder\u27s interests. Sistem verifikasi legalitas kayu (SVLK) is the most frequently preferred scheme due to the simplicity of its requirements and the low cost of its certifying process, while the Forest stewardship council (FSC) is valued for its reputation and very high standards. Furthermore, lembaga ekolabel Indonesia (LEI) was least preferred because of its complexity and because it was unpopular with foreign end buyers, and the programme for the endorsement of forest certification (PEFC) was identified as being a complex scheme that was expensive and subject to high standards, and also appeared to have the least demand. Each scheme should be improved based on stakeholders\u27 expectations, that their popularity with end buyers of timber products should be improved, and that this should be done in a way that allows logging and wood processing industries to choose freely the scheme that is most advantageous to them.

    Phosphate Solubilizing and Antifungal Activity of Root Endophyte Isolated from Shorea leprosula Miq. And Shoreal selanica (DC) Blume

    Fungal endophytes are fungi that lives within plant tissues without causing apparent disease. It is also suggested that these fungi have ability to enhance plant growth and plant resistancy against pest and disease. This research is a preliminary study about root fungal endophytes in dipterocarp since there are lack research concerning about this study focus. We examined root fungal endophyte  isolated from seedling of Shorea leprosula and Shorea selanica taken from Dramaga Experimental Forest, Bogor.  Furthermore, we also tried to find out the fungal potential ability to solubilize phosphate and suppres fungal pathogen by in vitro assay. Surface sterilization method was used to isolated fungal endophytes from root tissues. Trichoderma spirale, Velsalceae sp., Melanconiela ellisii, Chaetosphaeria callimorpha, and Trichoderma asperellum were isolated during this study. These fungi appear to have specific association between fungal species and host plant, but no evidence of fungal order-level specificiation in S. leprosula and S. selanica. In vitro test also suggested that root fungal endophyte Trichoderma spirale and Melanconiella elisii have potential ability to solubilize inorganic phosphate. In addition, this result also present that root fungal endophyte T. spirale and T. asperellum have the potential to inhibit pathogen fungi Fusarium sp.

    Socio-Ecological System within Governance of Marine Protected Area: Case from Cenderawasih Bay National Park, Indonesia

    Overcoming the problem of resource management which relies only on social dimension without understanding the ecosystem dynamics will not be sufficient to create sustainable management. Therefore, socio-ecological system (SES) is needed to respond changes so that robust management could be created. Research on SES was focused more on capacity of governance in creating management of conservation area, particularly in the period where there were occurrence of resistance between social problem and ecosystem. Principal component analysis explained 76% of the total variability. Very high variable respond category occurred on first principal component (PC) with positive effect which was related directly to ecological condition, and negative effect toward catch yield and utilization of traditional zone. Condition of economy and fish resources contributed positively toward second PC, and can be expressed as factor which affected economic condition of fishermen household. Condition of fishermen, related with catching activity and income of fishermen household gave positive effect toward the third PC, and can be expressed as component which affected catching effort and explained exploitation level by fishermen toward resources. Interaction between factors which formed SES occurred due to economic activity of fishermen household, catching efforts, and ecological capacity. Design of governance could be conducted on increase of fishermen household economy through control of catching efforts and considering the carrying capacity and ecological capacity

    Plant Species Richness After Revegetation on The Reclaimed Coal Mine Land of PT Adaro Indonesia, South Kalimantan

    The focus of monitoring was the plant purposely cultivated because after re-vegetation, there were a very few of other plants growing naturally on reclimed coal mining area which were recorded, whereas these plants had important values. The research aimed to record all plants and to identify predominant plants over the reclaimed land of PT Adaro Indonesia. There were four sampling locations with 13 squares of 50 × 20 m2 on each location established and on each square there were 5 plots of 2 × 2 m2 plotse made. Both plant species and its individual number of woodyplant saplings were recorded on each square, so in each plot, there were small species and its individual number of either woody-plant seedlings or non-woody plants (herbs/shrubs, grasses, ferns). The relative density and the relative frequency of woody or non-woody plants were summed to obtain the important value index (IVI) of each successional stage. There were 107 plant species consisting of 32, 43, 27, and 5 species of saplings,seedlings/herbs/shrubs, grasses, and ferns respectively. From those species, 16 species of woody plants and 2 species of herbs were planted purposely,other species grew naturally and even some of them were dominants. Either the number of plants or the dominating plant is varied according to the sampling location and the growing stage.

    The Perspective of Forestry Graduates Toward Rural Forestry Based Business

    The rural forestry business had shown a good economic feasibilty and worthed to develop in the rural economy. However the business income cannot to improve the standard of living worthy and have a low attractiveness. The attractiveness increase can be done with increasing profitability of rural forestry business and enhance the role of forestry graduates. Forestry graduates in Indonesia, with their title as Sarjana Kehutanan (S.Hut) had been scarcely involved in rural and traditional forestry based business. Such anomaly had not been becoming neither governmental nor profesional concerns. This study tried to explore the perspective of the S.Hut, concerning their understanding and interest in the business, to see how far their potential capacity to be entrepreneurs. This study differentiated the respondences into S.Hut working in forestry and S.Hut working in non-forestry job. With qualitative and quantitative approach, and total respondents of 158 persons, consisting 122 persons as forestry jobs and 38 persons as non-forestry jobs, this study found out that the S.Hut in Indonesia had ample or good perspectives based on the parameters of higher interests, attractiveness, knowledge, and effications. It meant that they were worthed to be involved as the business entrepreneurs

    Transaction Cost of Forest Utilization Licenses: Institutional Issues

    Forest resource management has a characteristic of high transaction cost particularly due to lack of valid information and policy process. Such characteristic requires unique institution to ensure an effective policy implementation. This study shows that state has inadequate control over forests and forest governance, extra-legal access, as well as patron-client relationships as the causes of the high transaction costs. Consequently, more and more the natural production forests are degraded and this does not only cause loss of state revenue from natural resources, but also a bankruptcy of corporations which exploit natural production forests. Most of those natural forest assets turned into resources for producing and reproducing a rival institution or extra-legal power, rendering official state institutions incapable of controlling transaction costs. Therefore, changes and improvements of the licensing arrangements need to be supported by the political elites and elite government officials in order to break the historical influence as well as to serve as a new platform for mid-level employees and government officers in implementing the national forest utilization policy

    Soil Properties and the Abundace of Ironwood (Eusideroxylon zwageri Teijsm.& Binn.) Varieties in Jambi, Indonesia

    Two series of a study on the correlation between soil properties and distribution of ironwood (Eusideroxylon zwageri Teijsm.& Binn.) varieties had been conducted in Senami, a natural forest stand, Jambi, Indonesia. The first was using purposive random sampling. The samples were taken from the locations where the E. zwageri varieties naturally grow in the depth of 0–30 cm and 30–60 cm. The number of composite samples was 18 which were analyzed for chemical soil properties. The second study was conducted using systematic sampling where 64 soil cores were collected from 3 different soil depths namely 0–20 cm, 20–40 cm, and 40–60 cm. The physical soil properties were analyzed from the 64 soil samples. The research results revealed that the drainage among E. zwageri varieties varied from poor conditions to moderate, while the bulk density was slightly different, from very low to low. The results also show that E. zwageri varieties are able to grow in almost any soil textures. There is no specific correlation between chemical soil properties and distribution of E. zwageri varieties. All varieties grow at almost the same condition of chemical soil properties except var. grandis.
