    Changing policies over timber supply and its potential impacts to the furniture industries of Jepara, Indonesia

    Though some scholars argue that Indonesian wood furniture industries are in decline, these industries remain a driving force for regional and national economies. Indonesian wood furniture has a long value chain, including: forest farmers, log traders, artisans, and furniture outlets. In Jepara, Central Java, wood furniture industries contain significant regional and historical importance. Jeparanese wood furniture industries demonstrated great resilience during the economic crisis in the late nineties. Although they were previously able to withstand the pressures of economic crisis, the enactment of Minister of Forestry Regulation (MoFor Reg.) 7/2009 on wood allocation for local use -as one of the implementing regulation of decentralization law 32/2004- causes a potential reduction of wood supply to Jepara. Since September 30th, 2014, however, the constellation of domestic timber politics has changed due to the new decentralization law (23/2014), which shifted most regulations on forest and forest products from the regency to the province. This study evaluates the dynamics of decentralization policy on timber allocation and examines the power of different stakeholders given the changing regulation and its consequences for Jeparanese wood production

    Periodic Comprehensive Forest Inventory on Production Forest Management in Papua Province

    The Periodic comprehensive forest inventory (Inventarisasi Hutan Menyeluruh Berkala called IHMB) is Indonesian forest stands inventory were based on compartment at forest effective area of forest management unit (FMU). To preserve sustainable forest management, IHMB implementation are used as a benchmark on the determinate of maximum cutting area and large of timber volume that can be produced by FMU to preparing long-term forest planning. The purpose of this study is to assess the suitability and accuracy of the IHMB implementation results to arranging forest management plan that aims to produce sustainable timber. Data gathered with direct observation on FMU (PT. Bts and PT. SMS) in Papua Province. Data analysis using descriptive statistic method and the sampling is using purposive sampling method. The study showed that the data and information collected in accordance with IHMB guidelines have not covered all the necessary data to arranged forest management plans based on the sustainability forest principles to appropriate with the criteria and indicators of sustainability. IHMB Implementation is the important activity on FMU. The sense of word “comprehensive” on IHMB is meaningfully only covered the forest area, without including all components of the data and information on forest ecosystem..

    Index of Cultural Significance as a Potential Tool for Conservation of Plants Diversity by Communities in The Kerinci Seblat National Park

    Kerinci community is one of the Indonesian indigenous people who live in Kerinci regency, Jambi Province. They have the local knowledge of the surrounding vegetation that has become a cultural unity with community. This study were aimed at analyzed the significance of culture plants and reviewing efforts to conserve plants based on cultural values in relation to Kerinci cultural. The study was conducted  at three locations  purposively,  they are Lempur Baru Village, Lama Tamiai Village and Ulu Jernih Village for eight months from October 2013 to May 2014. Data   was obtained by participatory observation approach, depth interview while the assessment of plant deployment society approach by point of view. The research data consist of data botany, plant utilization   and   assessment  plant deployment  while data analysis  using the formula Index of Cultural  Significance  (ICS)  adopted  from Turner.  The study shows  that the rice (Oryza sativa L) and cinnamon (Cinnamomun  burmanii Ness Ex.BI)) is a plant species that have important cultural value of 59 and 57 while  inggu  species  (Ruta  angustifolia (L). Pers) and onion  timber (Allium fistudosum Linn) has the lowest ICS, respectively 3. The Stimulus Tri Amar-Conservation analysis result that index of cultural significance (ICS) and kind of conservation by community has a range relationship.

    Institutional Sustainability Barriers of Community Conservation Agreement as a Collaboration Management in Lore Lindu National Park

    The main problem of forest institutional arrangement is the issue of institutional sustainability in achieving sustainable forest ecosystem. This study aimed to explain the barriers of institutional sustainability Community Conservation Agreement (CCA) designed in Lore Lindu National Park (LLNP), in Indonesia, as a collaborative management of national parks.  This study is of descriptive which used qualitative approach, i.e. asking open-ended questions, reviewing documentation and analyzing textual of community conservation agreements. We found that the institutional sustainability barriers of CCA were the local decisions on collective-choice level and that the rules at operational level arranged in CCA were not in line with formal rules of national park management at the constitutional level. Furthermore, the low capacity of local institutions in heterogeneous villages with many migrants in controlling and regulating the forest use, especially in rehabilitation zone areas, also became a barrier to institutional sustainability of CCA. Therefore, institutional sustainability of CCA requires support of national park management policy that accommodates the sustainability of livelihoods of local communities in national parks, strengthening local institution\u27s capacity, and ultimately integrating institution of CCA as part of LLNP management.

    Towards State Hegemony Over Agricultural Certification: From Voluntary Private to Mandatory State Regimes on Palm Oil in Indonesia

    Previous work on certification of palm oil has reported on a trend toward a change, from failed state regulation to voluntary, private governance. However, recent observations suggest a trend, moving from voluntary, private governance to mandatory state governance in palm oil certification in Indonesia, a move in which the state is reclaiming authority. In this light, the aims of our research are (1) to identify the main actors involved in certification politics, (2) to explain this trend in terms of the actors\u27 interests and whatever benefits may result for them. We developed our research questions based on bureaucratic politics and power theory. A mix of document analysis, interviews, and observations are applied for addressing the questions. The results answer our research questions, i.e., that (1) the state claims back its authority over certification from private actors and contributed to the complex meta governance of palm oil certification, the state mandatory scheme that is supported by states\u27 bureaucracies in charge reduces the influence of non-government or private actors. (2) This trend is due to a coalition of specific state bureaucracies and big industry interests, which grant privileges to industry that are denied to small producers. Unexpectedly, all Indonesian bureaucracies associated with this trend support mandatory state certification, which indicates that palm oil has been elevated in importance to become a matter of national, rather than mere bureaucratic interest. Making certification mandatory through coercive regulatory power is the main tool with which state power can challenge voluntary implementation and reclaim authority. Furthermore, the state needs the voluntary system to exist as well in order to strengthen its position. Therefore, the voluntary and the compulsory systems collaborate to attract global initiatives, which is contributing to the high complex of meta governance

    Stemflow Variability in Tropical Lowland Forest Landscape Transformation System: Case Study at Jambi Province, Indonesia

    Land cover change may cause change on the hydrological function of an area, particularly on the distribution of rainfall that reach land surface. This study describes the characteristic of stemflow occurred within 4 ecosystems in Jambi, namely logged forest, jungle rubber, rubber plantation, and oil palm plantation. The main objective of the study was to measure the variability of stemflow in those 4 ecosystems. The main data used were rainfall and stemflow data that were directly measured for 5 months. The derived regression equation model showed that stemflow increase with rainfall depth. It was shown that values of stemflow amongs plantation types was varied indicated by the difference of its regression coefficients, as well as variations of the rainfall at the same transformation type. The percentage of stemflow to rainfall was ranging from 0.04–0.21% for rubber, 0.10–0.38% for jungle rubber, 0.28–0.54% for forest, and 0.84–3.07% for oil palm. The oil palm provided the highest stemflow volume compared to other land cover type. The uniqueness of oil palm canopy may cause the drainage of water from the canopy to the main stem that indicated by highest stemflow funneling ratio value. Rainfall significantly affected the amount of stemflow compared with the characteristics of the plant

    Integrating Local Culture into Forest Conservation: A Case Study of The Manggarai Tribe in Ruteng Mountains, Indonesia

    Ruteng Mountains in Indonesia are inhabited by people from the tribe Manggarai. Local culture of Manggarai community has a role to conservation and it needs to be integrated in the conservation of natural resources. Where conservation is defined as the management of the sustainable use of natural resources, the integration of local culture into conservation will open up a space of the emergence of the creativity and innovation in solving problems of forest conservation. This study aims to explore and describe to what extent the culture of Manggarai contributes to conservation activities in the protected areas and the possibility of the culture to be integrated within conservation policy. The study employs a qualitative research through ethnographic approach. The qualitative data in 2014 was obtained through field observation, interviews, data from relevant agencies, and related literature. The study shows that the Manggarai community has practiced conservation values, norms, and tradition since hereditary.  Manggarai culture related to conservation could be integrated into the activities of the protection, preservation, and sustainable use of natural resources.

    Tropical Peat Swamp Management Options: A Case Study Using System Dynamic in Southern Aceh

    Tropical peat forest ecosystems have multiple benefits as regulating hydrological system, carbon storage, timber and non-timber products, and protecting the biodiversity. Lack of understanding of these functions, short-term economic benefits is more preferable despite reducing its ecological benefits. This study proposed a system dynamics model of tropical peat forest ecosystem in determining its optimum management for extractive utilizations (timber and non-timber forest products), environmental services, and biodiversity. A dynamics model was used to describe changes in peatland and forest cover, biomass accumulation and carbon storage, and total economic value of tropical peat forest ecosystem in Trumon and Singkil, Southern Aceh. The projection showed that peat forest ecosystem benefits would decline in the long term if degradations continue at the same rate over last decade. Efforts to change the primary peat forest to plantation would reduce the total economic value of ecosystem and biodiversity values at level -19.63% and -26.28% from current conditions. Carbon emissions were increased at 117.32 tons CO2 eq ha-1 year-1, higher than average of carbon losses from peatland oxidation. Preserving 50% of forest vegetation on moderate depth and protection very deep peatlands would reduce emission -6.96% to -35.06%  and increase forest carbon storage at significant rate +15.06% to +63.32%, respectively. These mitigation schemes would improve the biodiversity and hydrological function. Forest rehabilitation with agroforestry practices will enhance carbon uptake, especially on degraded lands.

    A Comparative Study on The Perception of Forest Landscape Using LIST Method Between University Students of Japan and Indonesia

    Forest is not only assessed for timber production, but also for public interests. It is not easy to measure the multiple functions and existence values that forests represent to local residents. The purposes of this research were to classify landscape image aspects of students using LIST (Landscape Image Sketching Technique), to know students\u27 attributes influencing perception, and to formulate the differences of forest landscape characters. The research was conducted in three stages: landscape image survey, landscape image analysis, and forest landscape interpretation. LIST method was applied to classify landscape image aspects. Chi-square test was applied to examine the significant differences between students of Japan and Indonesia to perceive forest landscape, while cluster analysis was applied to characterize forest landscape. The results showed that 10 prominent components were detected in both countries. The only attribute influencing perception for Indonesian students was gender. Japanese students categorized forest type into needle leaf, broadleaf, and unknown forest type, while Indonesian students classified forest type into broadleaf and unknown forest type. The results of this study might be useful as a guidance for forest landscape design in Japan and Indonesia.

    Viability and Biochemical Content Changes in Seed Storage of Jabon Putih (Anthocephalus Cadamba (Roxb) Miq.)

    Seed deterioration is the process of deteriorated seed in view of viability that changed the  physiological and chemical content. The aim of this research is to find out the effect of moisture content and storage on viability and biochemical content of jabon putih seed.  Completely Randomized Design was used for decreasing moisture content based on seed drying time for 0, 24, 48, 72, 96, 120 hours, and Completely Randomized Factorial Design was used for the combination of moisture content (drying time for  0, 24, 48, 72, 96, 120  hours) and room storage (ambient room, air-conditioned room, refrigerator). The results of this research are: (1) seed drying time and seed storage affected the change of seed viability and biochemical content, (2) seed drying time and seed storage influence significantly the value of moisture content, germination percentage, and biochemical content (lipid, carbohydrate, protein), (3) The longer time of seed drying and seed storage has decreased the seed moisture content,  germination percentage, and  the carbohydrate content, but it has increased the content of lipid and protein, and  (4) the seeds were stored in refrigerator has better viability compared to dry cold storage and ambient room.
