Social Capital of Parak and Rimbo Management in West Sumatra
The topic of social capital has been gaining many concerns from social researchers throughout the world, especially in collective action perspective. This study aimed to describe the organizational activities of the local forest management practices (parak and rimbo) as a social capital in collective action perspective. The research method is a case study of Koto Malintang and Simancuang people in West Sumatra. Collecting data was conducted by unstructured interviews, field observations, and document studies. Data analysis uses categorization and coding, document analysis, and historical analysis. Our findings were described in the context of decision-making, resources management and mobilization, communication, and conflict resolution. Collective action for decision-making involved the acquisition, allocation, and distribution mechanisms to divide land and forest product among local people. In the context of resources management and mobilization, they applied kinship relations among families, sub-clans, and clans to manage their resources. They then communicated their needs in any formal and informal meetings. When a conflict occurred in related to forest utilization, they applied an adat court to make a win-win solution. Scenarios of Land-Use Change in Protected Forest of Wosi Rendani Manokwari District, West Papua, Indonesia
Protected forests have drawn international attention. This research aims to determine scenarios of land-use change in Protected Forest of Wosi Rendani (PFWR). The study was conducted using land evaluation approach to land unit, determination and alternative land use change, based on the potential and the level of threat for PFWR. The results showed that PFWR should remain as a protected forest although the total score of forest modeling was 130. This forest serves to protect soil, water, and danger from floods and landslides. This region has springs, caves, and waterfalls, which can be further developed into eco-tourism and environmental services. As a city forest, PFWR makes Manokwari\u27s weather cooler, enhances the quality of air, reduces environmental pollution, and adds catchment areas. As a community forest, PFWR has forest plants, agricultural crops and fruits, in which people are only allowed to take flowers, fruits, and seeds they have planted. As a buffer zone, PFWR serves as a buffer to reduce population pressures on the forest area or village surrounding the area with high interaction by integrating conservation and economic interests of the surrounding community. As cultivation and settlement, PFWR has three settlements, namely Soribo, Kentestar, and Ipingoisi, 4 settlements outside PFWR namely Tanah Merah Indah, Ajoi, Buton, Mako Brimob, as well as plots of land owned by developers such as Bank Arfindo, Lumintu, Irman Jaya, and Suntari. The final scenario of the land use change in PFWR depends on the policy of local and central government
Failure of Forestry Political Economy of Indonesia
Indonesia\u27s natural forest has been persistently declining, even with the fastest rate in the world, regardless of various efforts to stop the decline or at least to reduce the rate significantly. At the same time, development of plantation forest has been very slow. Amongst the various causes of the natural forest loss that have been identified, financial nonprofitability was not one of them. That being said, the fundamental reason as to why utilization of natural forest for timber production will not survive in the long run is because of financial nonprofitability. In order for a business to stay in the industry of the natural forest utilization, the government should provide financial incentives using public\u27s money. Hence, the public support for the forestry is vital for the survival of the industry?. However, improper implementation of forestry laws can have damaging impacts to the public\u27s perception and support. Moreover, the five policies, namely forest land establishment, fees, and royalties, log export ban, certification, and forest management unit establishment, which have failed to deliver sustainable natural production forests, are shortly discussed. Finally, the more appropriate approach of natural forest utilization is basically not as a sustainable forest management but rather as the optimal timber mining, which consequently requires different set of policies.
Development of Line Intersect Method for Logging Residue Assessment of Teak
Line intersect method (LIM) emerged as one of the effective and efficient post-harvesting assessment methods. LIM was being widely used to estimate logging residue of plantation forest in the temperate zone. This method has not been used in tropical forest plantations, including teak forests. The study was carried out to determine the best design of LIM for assessing logging residue in the teak plantation. The circular and rectangular plot was used in this study. A hundred percent logging residue inventory was carried out on each plot. Then, one and combination of two and three line intersects per plot were placed on each plot. Bias, precision and accuracy criteria were calculated in order to compare the designs. The study found that estimation of logging residue volume using LIM was biased and tended to overestimate. LIM design with two lines combination per plot was the best design for assessing logging residue of the teak plantation
Optimization of Land Use Collaborative Management Model Perum Perhutani: Study Case KPH Pekalongan Barat
Perhutani is mandated to manage approximately 2,445,006 ha forest in Java consisting of a production forest area of 1,806,449 ha and protected forest area of 638 558 ha (Perhutani 2014). Perhutani working area consists of several units of governance in the form of Forest Management Units (KPH). Currently, 57 KPH Perhutani is experiencing various problems that the function of conservation isnot going well. KPH Pekalongan Barat is one of the KPH which is considered quite good. It can be seen from the compliance percentage each year that reaches about 90%. The approach used in this research is 1) financial feasibility analysis, 2) land use optimization analysis, 3) multi-criteria analysis. The first analysis is financial feasibility analysis. The research\u27s output based on the financial aspect performs that the feasibility criteria of investment of the three land use options are feasible to execute. The broad composition for optimal land use is an area covering 11,047 ha of pine, a coffee area of 2,126 ha and vegetable area 668 ha with an income of IDR872,581,112,943. According to multi-criteria analysis, the existing vegetable area is in an unfeasible area, so it can be durable.
Optimization Pine Plantation Forest Management in Kediri FMU Regional Division II East Java
Pine forest management today has not already reached its optimal state. The abnormal pine stand structure will cause a decrease in the production of pine resin. This study aimed to determine the optimal rotation of pine plantation forest and formulated the harvest scheduling to ensured optimal resin production. The determination of optimal rotation was conducted by modifying the Faustman formula to be applied on the condition in forest management in Perhutani. Simulation optimization of harvest scheduling was conducted by linear programming. Optimal rotation of pine forest plantation consists of timber rotation and resin rotation. The highest net present value of timber was obtained at 25 year cycles and the highest net present value of the resin was obtained at 35 year cycles. The inclusion of resin benefit was resulting in lengthening the optimal rotation age. The abnormal stand structure was causing the fluctuations of pine resin production. Thus, the efforts to improve it was by applying the harvest scheduling framework. This study concluded that harvest scheduling which conducted over eight periods has made the abnormal stand structure into the normal forest condition. The existence of normal forest condition led to the certainty of pine resin production sustainability
Trust Building to Coordinate Collective Action in Reforestation Program
The study explores the way trust among agencies is established to coordinate collective action in rehabilitating protected areas, which have been utilized, commodified, and settled. Using an ethnography approach, the fieldwork was conducted in the villages surrounding 2 protected areas of West Lampung and South Lampung Districts in Lampung Province of Indonesia. There are several factors which hinder trust building process i.e. past experiences in relation to eviction from protected areas, forest policies which are not consistent, forest status which is protected areas, and the attitude of forest officers which consider land users as has no responsibility for conservation. Among those factors, forest policies which discursively and materially incorporate trust-building are the main factors which may help forest land rehabilitation process. Trust building process through negotiation where prejudice is turned into understanding among agencies still offer the possibility for forest rehabilitation efforts in the context of commodified landscape, agrarian change, and migration. However, negotiation is established through \u27give and take\u27 mechanisms, trial and error, and a learning process. Landscape transformation where forest land rehabilitation occurs relies on the \u27art\u27 of \u27negotiation\u27 at a local level
