    Public Service Delivery in a Conflict and Natural Disaster Region

    Public service quality is the reflection of the government performance, particularly in the disaster and conflict-affected regions. In the post-conflict area, the government has difficulty to increase government performance because conflict affect public service delivery. Moreover, the disaster-affected region needs a quick response to stabilize public service delivery. Aceh is one of conflict and natural disaster affected area in Indonesia which suffered in all aspect include in the public service delivery. In these circumstances, a reconstruction process to revitalize service delivery is an important aspect. Therefore, this review paper aims to analyze public service delivery during conflict and tsunami hit Aceh. The result found that the lack of public service capability triggered the conflict. During conflict period, the resentment toward government manifested in the destruction of the public buildings. Conflict period in Aceh made many public buildings were destroyed or inactive which eventually impede public service.  The phenomenon of the tsunami, in one hand, ended the conflict, but on the other hand, increased the damage of the public service system in Aceh. Therefore, the reconstruction process in Aceh which comes from state and national or international non-state play crucial role to build public service delivery

    Towards an Effective Local Development Plan: Coping with Planning Weaknesses in Good Economic Performing Municipalities

    The Aim of this paper is to analyze weaknesses of planning mechanisms that lead to fallaciousness in the aspiration absorption process despite the good local economic growth performed by local governments. In addition at analyzing  determinants of  failure in synchronization of community aspirations and conducted  by the legislative or executive level. The research is qualitative research in two municipalities. Namely the island city of Tarakan and the City of Lamongan, Indonesia. Both areas have been selected to obtain regional representation of Indonesia from Java and Kalimantan islands, and because these two areas are included in the category of good economic growth. Data collection used the mixed methods whereby interviews, observation, documentation, questionnaires and focus group discussions are performed. From the results of the analysis, it was found that firstly, there is a weakness  in the local government capacity especially in conducting development planning process. Secondly, political interests still intervene in some of the policies in the process of establishing the local development plans. Thirdly, time differences in the absorption of aspirations between those made by board members and those carried out by government agencies results in differences or shifts in the aspirations proposed by the community. Based on this study, policy recommendations related to the importance of reformulation on the local development planning mechanism to be more integrated. Are local proposed development planning mechanism must be supported by a management information system that is more transparent, well documented, and more complete and accurate in supporting data and information

    Strategic Model in Increasing the SMEs Competitive Advantage in South Sulawesi

    The study of SMEs development has become an interesting issue in the field of education including because of its great contribution to society and nation. The research objectives are to describe 1) the effect of government intervention toward the increase of Small and Medium Enterprises (SMEs) innovation capabilities and competitive advantage in South Sulawesi; 2) the effect of non-market capabilities toward non market strategies and competitive advantage of SMEs in South Sulawesi; 3) the effect of non-market capabilities toward government intervention. The data used is the primary data which was obtained from interviews with 40 respondents in Makassar, Parepare, Sidenreng Rappang and Bantaeng. The sample from which data collection done is selected using purposive sampling method. Results are presented in descriptive and inferential statistics. The research results show that innovation, government intervention, nonmarket strategies and capabilities are prerequisite to improve SMEs competitiveness. In addition, the small businesss competitiveness will significantly change when the innovations undertaken are influenced by government intervention

    Women’s Perceptions about Glass Ceiling in their Career Development in Local Bureaucracy in Indonesia

    Inadequate women representation in upper position Inadequate women representation in upper position in workforce shows the persistence of the glass ceiling phenomenon in women career development. In Indonesia’s bureaucracy, although the number of women civil service in government workforce had increased for recent years, only few numbers of female civil services who have structural positions, especially in upper echelon (high leader position). This problem is more noticeably on the local government bureaucracy. Focus of this study is to identify glass ceiling embodied in the career barriers women civil service in local bureaucracy. This study was conducted using qualitative method. Interviews were conducted against women civil service who held structural position in the provincial government of Special Region of Yogyakarta, and also toward key person related to civil service career development in Local Civil Service Agency of the Province of Special Region of Yogyakarta, and National Civil Service Agency. The study also based on secondary data. Grounded theory approach is used to analyze the data. Finding of this research show using open coding the barriers of women civil service career development can be identified into four categories that is individual, interpersonal, organizational, family, and societal. To find the glass ceiling that faced by women, it is needed to separating artificial barriers (glass ceiling) and natural barriers. Using axial coding, the barriers can be identified into two sub-categories, that is natural barriers and artificial barriers

    Relationships between Physical Working Environment Employee Well-being, and Employee Commitment in Hospital Management

    The purpose of this article is to analyze relationships between physical conditions of the working environment and employee well-being as well as to analyze relationships between employee well-being with employee commitment in a profession that deals intensively with high level of job stress. The study uses a quantitative approach and involves 72 respondents of medical employee in Brawijaya Women & Children Hospital at South Jakarta, taking into account its recent operational establishment and a business specialty in women and children healthcare. Data was collected through a survey in 2012 by using questionnaire as a research instrument. We adopt Likert scaling with data analysis technique uses Rank Spearman method. The hypothesis is tested using Z-test. Exploratory factor analysis confirms that the measurement scales used in this study met the acceptable standards of validity and reliability analysis. Furthermore, the Rank Spearman correlation analysis shows two important findings: first, physical condition of working environment is significantly correlated with employee well-being; second, employee well-being is significantly correlated with employee commitment

    Localizing Transformational Leadership: A Case of Indonesia

    Contemporary leadership studies recognize the influence of cultural context in leadership behavior.  In line with the works, this study aims at putting the transformational leadership into a specific cultural context.  This study applies the concept of Indonesian culture standard (Panggabean, Tjitra, Murniati, 2014) in particular a culture specific Indonesian leadership style termed as The Facilitating Leadership. We analyze two case studies of Indonesian leaders in profit organization and government institution with qualitative grounded theory. The result reveals  a culture-specific form of transformational leadership, that is the transformational leadership behavior combines with facilitating leadership behavior.  Three primary features are identified, namely idealistic  influence based on populist commoner charisma; individualized consideration with Bapakism personal caring and support, and inspiring motivation by applying implicit  communication. A mixture between transformational leadership approach with transactional goal setting and target attainment is found in government institution. Significant contribution of two primary characteristics of Indonesian culture standard is indicated, namely Multiculturality and Implicit Communication style. Based on the result, the study suggests to take into consideration cultural contexts in developing leadership development program

    Varieties of Civil Servants Remuneration Policy Reform: A Scenario Planning Analysis

    This article presents a way of preparing some policy scenario planning in determining the size of the performance index and the price of each position. The performance index is governed by a variety of overlapping central government policies. However, the author is able to provide several scenarios from which one scenario can be selected as a policy option. This way, a variety of ways out of a number of existing scenarios is provided. Options are given to determine the various options to be used in policy decision-making. Contrary to mainstreaming Indonesian practices of remuneration reform that compensates transaction costs of bureaucracy reform policy, there is a sort of facts that those two do not go hand in hand. We pick the City Government of Bandung as a showcase of how this comes to happen, considering its renown as one of reforming local governments. The method used in this study is qualitative method with data collection using Focus Group Discussion (FGD) and secondary data in the form of related regulations and some previous studies. There are six scenarios that can be mapped in the findings, arranged based on the types of available positions. PNS teachers (civil service teachers) as civil servants under the City Government of Bandung in particular are not measured by their own actual performance but, instead, their index of performance is equated one to another in any ranks. This is an example about how performance of civil servants cannot be equated because PNS teachers earn the teacher certification allowance from the central government

    Employer Branding as a Strategy to Attract Potential Workforce

    This research analyzes the effect of PT. Citibank Indonesia employer branding with organizational attractiveness. The organizational attractiveness that is studied in this paper are divided into two category, such as instrumental attribute and symbolic attribute. These attributes are tested further by examining the workforces’ gender and level of education. Research data is obtained through surveys, literature study, and observation. To test the hypothesis, this study uses bivariate chi square and descriptive quantitative method. Samples consist of 94 workforces which are students from three universities (Universitas Hasanuddin, Universitas Negeri Makassar, and Universitas Muslim Indonesia) in Makassar, South Sulawesi. Research shows that PT. Citibank Indonesia employer branding which consists of two organizational attractiveness (instrumental attribute and symbolic attribute) have a significant effect to attract workforce in Makassar (by gender and level of education)

    The History of Governance Reform and the Anti-corruption Measure under Guided Democracy era: Indonesia experience in 1957 – 1967

    This article highlighted how the last parliamentary system government reached the verge of collapse due to both Sukarno and Nasution’s restlessness regarding what they saw as a corrupt politician that made parliamentary democracy dysfunctional and ignored people’s interests. The partnership between Sukarno and Nasution was formed to establish a new political governance structure that was underpinned by the army’s more assertive role in politics, called Guided Democracy. The article showed the disunity between Hatta and Nasution which is resulted in a disjointed effort towards governance reform and anti-corruption initiatives that was later dismantled by Sukarno and his supporter.  This article used a range of primary sources including diplomatic correspondents, memo, reports issued by the United Kingdom (UK) Foreign Commonwealth Office (FCO) and the Australia Department of Foreign Affairs. In complementing these data from the UK and the Australia Government, this article used other primary resources from Indonesian government such as relevant laws, presidential decrees and government regulations, presidential speeches, international donor reports or documents and national as well as international article newspaper. The main contribution of this article was to provide an ingrained account of Sukarno’s Guided Democracy era in the context of governance reform and anti-corruption initiatives, which is currently lacking in the current academic corpus on Indonesia’s politics of public policy

    Deliberative Formulation of Papua Special Autonomy Policy

    Formulation of Special Autonomy Policy (Otsus) of Papua is a unique process, since it was mandated by MPR Decree to be carried out in a participatory manner with a strict time limit. In its development, Otsus policy has not been able to resolve the conflict in Papua. This paper aims to analyse the formulation of Papua’s Special Autonomy policy as outlined in Law No. 21/2001 based on deliberative public policy theories. This paper uses a qualitative approach with a case study, for which in-depth interviews were conducted with actors directly involved in policy discussions. The results show that the formulation of Papua Otsus has been made without involving Papuan people participation. The Assessment Team that drafted the autonomy law bill have failed to applied deliberative approach but a pseudo-participation. Subsequently, DPR did not provide the appropriate deliberative rooms for the discussions of the draft law. &nbsp
