    Impacts of Monitoring and Evaluation, Active Roles of Lecturers, Classroom Interaction, and Government Policy on Teaching Productivity

    Lecturers as university educators are main player and determinant of successful educational efforts. Their roles are getting challenged when their productivity are highlighted. They face challenges which come from three sources, i.e. university standards; (2) education measurement; (3) issue of balancing between government standards and higher education institutional plan. However, there is a gap that lecturers’ efforts in improving teaching productivity are rarely observed especially in higher education institutions. The purpose of this study is to determine whether programs that have been run by the institutions have achieved the expected goals. This study observes institutional preparation and evaluation to measure their lecturers’ roles in teaching and classroom interaction. Our study has found that Monitoring & Evaluation (M&E/Monev) and lecturers’ active role can bring impacts on teaching productivity. We have also found that attempts of lecturers and higher education institutions in complying with government education policies can improve institutional ability to develop their institutional plan

    A Comparative Study of Mutual Fund Portfolio Performance in Indonesia

    A Mutual fund is one of the instruments in the capital markets that have an important role for investors. Through mutual funds, investors can invest their capital to get the returns with the risks that fit into each investor criteria. Asset under Management (AUM) is one of the indicator for investors in choosing a mutual fund. The more capital is deposited by the investor into a mutual fund, the greater the managed fund. This study aims to analyze how the performance of the portfolio held by equity mutual funds with the largest of Asset under Management when the stock market condition tends to be bearish. This research was conducted through three measurements, a comparison of the performance of the mutual funds returns with a market return, mutual fund diversification using coefficient determination and mutual fund performance measurement using risk-adjusted return, which are Sharpe Ratio, Treynor Ratio and Jensen’s Alpha. The results showed that the use of the entire measurement, mutual funds performance with the largest AUM outperform the market, but different results obtained for diversification measurement and Jensen’s Alpha

    Reconstructing Indonesian Fiscal Policy for Sustainable National Electricity: A Quintuple Helix Perspective

    The article aims at examining current Indonesian fiscal policy against its goals a possibility of its revitalization to support the government’s vision, which is optimizing the use of renewable energy to ensure the availability of electricity in pursuit of sustainable development in Indonesia.The use of renewable energy to generate electricity,such as geothermal, wind, solar power, and biomass, is only in a small proportion whereas their potential is abundant hence constantly high dependence on fossil energy. In a context of fiscal policy, it shows that the government has made efforts by offering fiscal incentives, however, the fiscal incentives has not been set up in a comprehensive way. Its implementation bears kinds of weakness: impartial, scattered, and lack of coordination. In order to provide comprehensive analysis, quintuple helix perspective is utilized since it covers five different aspects in examining a problematic situation: economic, politics, media, education, and environment to reach sustainable development. The study was conducted through qualitative approach; the data are collected by literature study, in-depth interview, and focus group discussion. The result shows that besides the matter of government coordination, it needs to reconstruct current fiscal policy by considering important aspects, principles of granting fiscal incentives, form, goals/target, and their precondition

    Managerial Accountability in Health Right Fulfillments of the Physical Disabilities

    Managerial accountability in the fulfillment of health rights of physically disabled people is of importance to realize equality in public services. This article aims to analyze forms of managerial accountability and its patterns of relationships in the public service delivery. This research is conducted in the Physical Disability Rehabilitation Service Center or Balai Besar Rehabilitasi Sosial Bina Daksa (BBRSBD) Prof. Dr. Soeharso with qualitative method. Data is collected through in-depth interviews, observation, and documentation. It reveals that managerial accountability is built on organization in terms of finance, human resources, and assets while it is predominantly manifested vertically in nature. Improvements towards balancing this pattern of managerial accountability with horizontally manifested one in public service delivery is crucial in order to better fulfillment of health rights of the physical disabled people

    Synergizing Stakeholders in Reducing Risk of Earthquake and Tsunami-Disaster in the Most Vulnerable Area

    Natural disaster is a multidimensional problem in nature caused by multiple factors yet predominantly coming to happen by the acts of humans. Realizing this leads to an indispensable need for synergy between multiple stakeholders. While Indonesia is taken as a case for it is so vulnerable of disaster occurrence, Padang City becomes the most vulnerable area in the world. This article seeks to explain efforts undertaken by the local government and the support from the community, nongovernmental organizations (NGOs), and business sector. The research method used in this article in interpretive qualitative method by data collection through observation, interview, and document review. The informants in this study consist of related offices of the municipal government of Padang, community representative, NGOs, and corporations. As for the result of this research, it shows that there is a synergy between the local government and disaster stakeholders that is evident in earthquake- and tsunami risk reduction activities conducted by the municipal government involving the community, NGOs and business world. The activities include the making of fixed procedure of disaster management, disaster evacuation simulation, disaster training at community and school level, and changes of the recent Padang Municipal Spatial Planning

    Coping with Policy Paradoxes and Actor Interests in Peatland and Oil Palm Management in Indonesia

     The utilization of peatland is one of the important issues in Indonesian political economy. One of the pros and cons regarding the argument of peatland management is the problem of ecology, which refers to the involvement of actors in its policy formulation and implementation. Research found that extensive degradation of Indonesia peatlands by deforestation, drainage and recurrent fires causes the release of huge amounts of peat soil carbon into the atmosphere. This article aims to answer two research questions. First is related to problems arise from the management of peatland based on ecological, economic, and social-cultural perspective. Second is related to the interests of actors in the management of peatland in Indonesia. As a result, there are several numbers of problems that appeared, due to the lack of understanding peatland management, such as environmental damage, labor exploitation, policy ambiguity. There are paradoxes in government policies pertaining to peatland management, as its implementation bears massive impact on the industry which consequently influences the production process. Furthermore, numerous actors also involved in this issue and policy accommodating the interests of each actor is a necessity

    Walking the Talk on Social Equity: A Call for Advancing the Fourth Pillar of Public Administration

    Once had been emphasized in the New Public Administration (Frederickson, 1990), equity is subsequently named as thefourth pillar of public administration by the National Academy of Public Administration (NAPA) in 2005, together with the other three pillars, namely Economy, Efficiency, and Effectiveness (called as the 4E’s). The pillar of equity emerged with the development of public administration reflecting the success of economic development in both developed and developing countries that still raisen justice issues. Keban (2001) stated that social equity and social justice must be fundamental principles in public administration.Subarsono (2008) and Kumorotomo (2014) also confirmed that for choosing public policy alternatives, one of the variables to consider is “able to promote equity and fairness in society” or guarantee equal resources across the country. Unfortunately, of the four pillars of public administration, the application of equity is still far behind that of the other three pillars: economy, efficiency, and effectiveness (Andrews & Van de Walle, 2012; Wang & Mastracci, 2012; Johnson-III, 2011; Charbonneau & Riccucci, 2008; Miller, Kerr, & Ritter, 2008). To precisely declare social justice as an objective of public policy is still not much of a challenge to the public administrator (Wooldridge & Gooden, 2009). This review is intended to discuss and examine the emerging issue of social equity in public administration and its application on the public policy performance measurement that has not received the same attention as the other three pillars. This is expected to provide an academic contribution to advance equity in the development of public administration particularly in Indonesia

    Cross-Cultural Competence and Neuroticism Characters to Manage Ethnocentrism with Global-Oriented Leadership as Moderating Variable

    In a constantly changing global business environment, multiculturalism and diversity are becoming important discussion topics for ASEAN Economic Community. The purpose of this research was to know how to reduce ethnocentrism expatriates residing in Indonesia. This research presents findings of study of the influences of cross cultural competence, cross cultural experiences, neuroticism characters, and global-oriented leadership to manage the ethnocentrism of expatriates in Indonesia. Global-oriented leadership moderates the influences of cross-cultural competency, and neuroticism as well with the organization development program that will improve the capability of work and decrease the ethnocentrism level of expatriates. Additionally, a multicultural environment encourages diversity and employee involvement as well as creates a sense of ownership and responsibility which are important for managerial to create successful, diverse, and happy workplace. This study concludes that cross cultural competence and neuroticism characters have a negative and significant impact on ethnocentrism, with global-oriented leadership as a moderating variable to reduce ethnocentrism

    The Effect of Financial Literacy and Attitude on Financial Management Behavior and Satisfaction

    Finance aspect is one of the most important things in a family in order to develop their life every day. However, the heads of family, husband and wife should be able to manage the stability and development of family’s financial with a purpose to acquire financial satisfaction. Inspired by the developed previous research, this research examined the effect of financial literacy and financial attitudes on financial management behavior and financial satisfaction of married individuals in Kelurahan Sepanjang Jaya, Bekasi. Financial literacy, financial attitudes were examined as independent variable. Financial management behavior became the mediator variable; as independent but also dependent variable. Financial satisfaction will examined as dependent variable. The sample was 200 respondents married individuals, chosen by using non-probability sampling. Two-step Multiple Regression Analysis is used to test the hypotheses. The result shows financial attitude was the most influencing variable toward financial management behavior; also financial management behavior was the most influencing variable toward financial satisfaction. Researcher recommends that giving more attention to financial attitude and financial management behavior is important to achieve financial satisfaction.  Therefore, this research result contributes to increase married individuals’ awareness that financial satisfaction can be achieved by having good financial attitude and management behavior.&nbsp

    Involvement of Local Wisdom as a Value and an Instrument for Internalization of Public Service Innovation

    Public service innovations in many ways produce better, cheaper and faster services to the customers. However, the process for good public services need a lot of adjustment such as appropriate supporting technology, competent human resources, strong leadership and contextual business process. Above all is how to internalize the innovation as bureaucratic culture and how this reform spirit embedded to their working habit as public services provider. Indonesia has high diversity in term of culture, tradition, languages, religions, etc. This uniqueness can play as positive aspect and as a challenge as well in term of designing public services innovation. Innovation without considering local values will be a challenge, sometimes it allures destructive actions from the stakeholders who felt uninvolved in the process. Sharing the ownership of the innovation is one of the best ways to involve people as part of the change. Local values can be used as medium to facilitating this change. Realizing the importance of local values as instrument to design public services innovation, Denpasar City emerges as one of the most innovative city in Indonesia in terms of innovation in public services whereby Hindu Balinese culture is integrated within their values for bureaucracy, community, and tourism industry. By using triangulation, this study intends to identify (1) what local values contribute positively to the innovation and their role as instrument to internalize the innovation; (2) what kind of strategy taken by the local government to respond to people needs, to mobilize the resources and to adjust any relevant elements for innovation pro people and stakeholders; (3) how coordination has been made by the local government with other stakeholders involved in innovation. As a result, the output of this study will be a model of sustainable, inclusive and contextual innovation based culture
