Average Landslide Erosion Rate at the Watershed Scale in Southern Taiwan Estimated from Magnitude and Frequency of Rainfall
[[abstract]]This study calculated the long-term average landslide erosion rate in the Kaoping River watershed in southern Taiwan and investigated the relative importance of extreme rainfall events on landslide erosion. The method followed three steps: first, calculating landslide volumes for 10 rainfall events from a multi-temporal, event-based landslide inventory; second, estimating the frequency of landslide-generating rainfall by using hydrologic frequency analyses; and third, combining the two sets of data to estimate the average landslide erosion rate. Results of the study showed that the average landslide erosion rate is 2.65–5.17 mm yr− 1, corresponding well to rates reported in other studies using other methods. The study also found that extreme-intensive rainfall events play a more important role on landslide erosion than frequent-moderate rainfall events. Extreme rainfall (maximum 24-h rainfall > 600 mm) contributes 64–79% of the average landslide erosion rate. Moreover, the natural variation of landslide erosion magnitudes is extremely large and can cause significant uncertainty in estimating the landslide erosion rate from total landslide volume. This study found ± 1.2 mm yr− 1 of uncertainty based on simulation results involving a hypothetical 100-year landslide inventory. In summary, this study demonstrates the importance of extreme rainfall events on landslide erosion, and the method proposed in this study is capable of calculating a reliable estimate of average landslide erosion rate in areas with insufficient landslide records
GIS-based Decision Support System for Management of Landslide Hazard after Typhoon Event
[[abstract]]The paper presents a GIS-based decision support system (DSS) for landslide hazard emergency responses. This system links landslide interpolations and management strategy makings and combines three sub-models: (1) landslides interpolation model from satellite images, (2) landslide properties analysis model, and (3) management priority model that can analyze the risk of landslides. By combining geographical database in the mountainous region, this system can operate by inputting satellite images before and after typhoon event in the study area. We
outline the application in Nanfong Village, where was damaged seriously by Typhoon-Sinlaku in 2008/9. First, the results show that 42 landslides that are larger than 1,500m2 were interpolated with 77.2% of modified success rate by using landslide interpolation model. Second, the total volume of sediment triggered in this event is estimated about 3.02 million tons by landslide property analysis model. Third, 16 landslides that would cause damage to houses and roads were identified as first-priority by management priority model. The results of this system had also been examined by field survey. Recommendations of this system is fairly in accordance with the field survey data and treatment strategies
A Statistics-based and An Simple Physics-based Models Toward An Operational and Early Flood Warning System
[[abstract]]Life and property losses because of disasters such as flooding are getting dramatic increases for past years. Frequent extreme weather events have even worsened the damages globally. Given sufficient information in advance, disaster preparedness and management can be wellsettled. The damages and losses can be mitigated and even prevented. An early disaster warning system, named TAPEX Expert System - Flooding Potential Quick Look System, has been built in 2013 in Pingtung County, Taiwan to provide enough lead times for decision-makers to take prevented measures and execute cautions. Using ensemble quantitative precipitation forecasts, the system could estimate the flood risk at township level and issue possible threat warnings up to 72 hours in advance. The system is a statistics-based model and rapidly provides information to meet the operational needs. However, further detailed information, such as what exact villages instead of townships are flooded, is no doubt a need to speed up the response process.
Therefore a simple physics-based model then is developed to identify possible flooding areas downscale to village level. Three villages (out of 33) in Pingtung County and two typhoon events were applied to test the model. The results were presented against those from a complex model and demonstrated promising potential as a valuable reference for better emergency response to alleviate the loss of lives and property in the future operation practice
交換生歡送會盛大舉行 學生代表抒發誠摯感懷 校長歡迎再度來校學習
[[abstract]]學期已近尾聲,多數交換生在臺學習的日子也將結束。本校國際暨兩岸事務處於104年1月9日舉辦交換生歡送會,一百多名交換生把握期末考前難得的機會齊聚一堂,促膝交流。郭校長艶光表示,本校一直以最大的努力照顧異鄉學子,若交換生在臺灣有美好的學習與生活經驗,歡迎再回本校交換學習。會中校長並頒發結業證書,由就讀美術系碩士班、來自山東師範大學的交換生王鈺淇同學代表受領。
本學期來自大陸、德國、日本及韓國的交換生共177名,歡送會以餐敘的方式於本校學生活動中心舉行,盛況空前。除郭校長外,與會師長尚有李副校長清和、張主任秘書世其、國際處黃國際長聖慧、國際處顧問陸怡教授、文學院彭院長輝榮、輔資系郭主任國禎、生物系暨生技所賴主任吉永、國文系暨臺文所王主任年双、英語系張主任善貿、地理系王主任素芬、美術系陳主任冠君、資工系魏主任凱城、機電系賴主任永齡、企管系林主任哲鵬、資管系江主任憲坤、運動系張主任家昌,以及國際處國合組洪組長雅惠與兩岸組張組長嘉仁等。
郭校長致詞時首先代表全校師生感謝交換生加入彰化師大這個大家庭。他以中、英雙語表示,過去兩年本校努力讓更多的各國學生來校學習,並盡力做好照顧交換生的工作,因此希望同學在臺期間均有美好的學習及生活經驗。他期許同學將此一經驗於返鄉後與鄉親分享,鼓勵更多同儕來彰化師大就讀;若在座同學希望二度來校交換學習,本校更竭誠歡迎。郭校長同時希望同學就交換生接待與服務不足之處提出建言,讓本校未來進行相關工作時更臻完善。
來自湖北華中師範大學的陶杰與德國多特蒙大學的茱利亞,分別以中、英語代表交換生致謝詞。陶杰以故總統蔣中正及前中共主席毛澤東兩人晚年「壯志未酬」的蒼涼,以及前海基會董事長辜振甫與大陸前海協會長汪道涵於「辜汪會談」時「高山流水遇知音」的浪漫,輝映今日兩岸互動的頻繁,交換生並得在此共聚一堂。他表示,兩岸沒有和平,就沒有民主;沒有民主,更不會有人權,因此期待兩岸和平,讓未來更光明美好。他同時感念本校美麗的校園及在這裡遇到的人與事,讓他成長、學習很多,他將銘記在臺所有的一切。
茱利亞則感謝本校及同學、朋友們在她感到徬徨時所提供的協助與忠告。她說,臺灣人民熱情與開放,她認識許多很棒的朋友,也遊覽許多令人驚奇的地方,她未曾預期一學期的臺灣體驗竟如此豐富。她很慶幸來本校就讀,離開臺灣將令她不捨與難過。這段期間茱利亞開始修習華語,她表示,儘管上館子讀菜單仍令她汗顏,但挫折即是她成長的動力。最後她意外地以字正腔圓的國語說:「來彰師大當交換生是我最好的選擇,謝謝」,現場響起如雷掌聲與驚呼。
隨後與會師生享用國際處準備的自助餐點,相互交流來臺數月的學習與生活體驗;許多同學爭相與郭校長合照,場面歡愉且溫馨,為在臺數月的生活譜下難忘終曲。(國際暨兩岸事務處
本校體育館室內人工跑道及網球館止滑面層完工啟用!
[[abstract]]本校為提升運動與教學效能,自2014年11月起陸續展開體育館和網球館多項新建工程;其中,體育館B1樓層之室內人工跑道,以及網球館鋪設止滑面層等工程已於近日完工、驗收,自即日起開放本校師生登記使用。
前述二項新建設施均採用現行國際相關單位認證之材料進行建造,全長約70公尺之室內人工跑道係屬合成橡膠材質,為通過國際田徑總會(IAAF)認證材質;而網球館新鋪設止滑面層之材質亦為國際網球協會(ITF)檢定認證材質,符合中級彈跳速度面層之檢定標準,並兼具環保特性要求之品質保證。另網球場地和室內人工跑道等相關設施亦經整體規劃,新鋪設網球場之球柱、球網,乃至於室內人工跑道之電子計時系統等周邊設備一應俱全,皆符合現行國際相關運動單位之規格要求。
未來本校之室內人工跑道可提供田徑運動相關課程及本校運動代表隊之雨天教學、訓練的備用場地;而網球館新鋪設之止滑面層,可改善球與場地表面之磨擦係數,以提升本校網球運動教學、訓練成效。(體育室;照片由李靜芳老師提供
本校教育拔尖 個人申請入學滿級分生人數創新高
[[abstract]]本校104學年度個人申請入學今日(104年4月24日)放榜,今年共計正取生376人,備取生565人,其中包含13位70級分以上學生。此外,今年師資公費生名額增為6位,分別錄取特殊教育學系、生物學系、國文學系、物理學系物理組、化學系及數學系等。由於師資公費生等於保證就業,相當吸引考生報名,值得一提的是,本校今年6位師資公費生中包含2位滿級分學生,滿級分學生人數不僅刷新去年紀錄,更為歷年之最。
本校郭校長艶光指出,彰化師大為全國師範院校中唯一連續10年獲教育部教學卓越計畫獎勵者,並獲教育部評選34所自辦系所評鑑學校及27所科技部「延攬及留住特殊優秀人才實施彈性薪資方案」優良執行大學之一,顯示「師範為本‧教育人文拔尖、研發創新‧科技商管精進」的自我定位已展現實力,並成為國內外師生選校的重要指標。對於今年個人申請入學成果郭校長感到相當歡欣與感動,相信本校卓越的高等教育品質與友善的學習環境,能讓學生收獲滿溢。(秘書室
