    The Study of Service Areas of Early Childhood Educational Institutions in Taichung

    [[abstract]]都市地區高度的幼教需求,造成幼教產業過度發展,為降低少子化效應的衝擊,以地理學空間觀點檢視幼教服務的空間特性。本研究依台中市都市發展歷程,將都市空間劃分為市區與屯區二個區域,以人數規模對幼教機構作四個等級設定,建置 2006 學年度 18 個研究個案、2955 名幼兒居住地點,統計其幼教服務距離及幼兒來源比例,運用「引力模式」等研究方法,檢視都市地區幼教服務分佈型態與幼教空間分佈密度,實證幼兒教育服務圈域,供為幼教經營及幼教政策擬定之參考。 主要結論如下: 一、 台中市幼兒教育服務圈域的距離約為1200~1500m之間,其區域分類之服務圈域距離幾無差 距,人數規模則以150人為界,呈現二個等級差距,兩者約有300m的差距。 二、 台中市地區幼教機構的幼兒分佈型態大致相同,以幼教機構為中心由內向外的密疏分佈;設置於各區域或規模之幼教機構,均可於半徑1公里範圍內招收到約60%該服務圈域2~6歲學齡 前幼兒,但300人以上規模者則於半徑2公里範圍內招收到80%以上之幼兒。[[abstract]]The concentration of large numbers of people in urban areas has caused the proliferation of early childhood educational institutions. This survey involves a spatial perspective of geography into how the decreasing birth rate affects the spatial allocation of these institutions. The study samples 18 early childhood educational nstitutions and 2955 students in Taichung city and grades urban areas based on the size of the institutions. The study uses GIS and statistics to collect data and then analyzes the results using the gravity model. The empirical research is not only a study of the service areas of early childhood educational institutions, but also can be a reference for the owners of the institutions and those who make policies for them. The main study finds as follows: 1. The radial distance of the service areas of the early childhood educational institutions in urban areas is between 1.2 and 1.5 kilometers. The radial distance of Taichung city is similar to that of the service areas. The service distance between two grades is 0.3 kilometers. 2. In Taichung city, the allocation of early childhood educational institutions for student residences is similar. The interior has a high concentration whereas towards the exterior, the concentration is sparser. In all areas, 60% of the students aged 2-6 years old live within 1 kilometer of their institutions. In those institutions that have more than 300 students, 80% of the students live within 2 kilometers

    [[abstract]]本文從政治經濟學的觀點,探討都市計畫工業區的形成過程及對都市發展的影響。透過文獻、訪談及問卷調查的方式,輔以個案縣市的分析,說明工業區住宅是依恃著國家政治經濟發展而產生,隨著不同經濟發展階段而以工廠的名義被包裝成不同的住宅產品型態,更在經濟成長率下滑,產業外移下,經由工商團體建言,中央政府修正都市計畫法,放寬都市計畫工業區得申請為一般商業設施使用,導致全國工業住宅社區大量的出現,行動者透過空間的掠奪得以資本再積累,消費者也能以低價購屋圓成家美夢,卻導致都市居住環境品質不佳,中央政府也因此獲得政權的支持,空間卻被解構和再結構,真正要投資的廠商也無地可用。各地方政府、都市規劃者如何建構工業區再發展策略和處理工業區住宅違規使用、重新導向都市健全的發展卻又可能面臨政治風暴,是都市治理必須正視和妥處的重大課題。[[abstract]]This study investigated the effects that the formation process of industrial zones in urban planning districts had on urban development from political economic perspective. Through literature review, interviews, questionnaire and case analysis, this study found that housing within industrial zones was a product deriving from national political economy, and that various housing types were produced in the name of factory in different economic development stages. Furthermore, factors such as declining growth rate and migrating industries were utilized by trade organizations to convince the government to loosen the Urban Planning Act over restrictions on applications of industrial zones as general commercial facilities. As a result, there had been a huge increase in industrial housing communities. While consumers were able to purchase their dream homes with lower costs, developers had preyed on space to re-accumulate capital that contributed to worsened urban quality of living. While the central government gained its political support at the cost of repeated space deconstruction, serious industrial investors were struggling to find usable lands on the other hand. How local authorities and urban planners handle redevelopment of industrial zones and illegal use of industrial housing toward robust development while avoiding the occurrence of political storms has become a major issue that relevant parties in urban governance should confront and cope with properly
