Medicinal products market and financial position of pharmaceutical companies in the Republic of Croatia
No full textThe healthcare needs are unpredictable and inconsistent, and quite often their cost grows faster than the cost of living and real wages. The average life expectancy is set to increase by development and improvement of the standard of living, which automatically calls for higher expenses for financing of healthcare services. The continuous research and innovation in the segments of healthcare and pharmacy, as well as the increase in the number of expensive innovative medicinal products cause growth of prices of medicinal products sold by retail. The main aim of this paper is to analyse the pharmaceutical products market (level and structure of consumption) in Croatia and to assess the financial position of the main suppliers of medicinal products and the largest market participants – pharmaceutical companies
Budget transparency in Croatian counties, cities and municipalities (November 2018 – March 2019)
No full textThe overall average level of budget transparency in Croatian counties, cities and municipalities, expressed as the number of budget documents published on their respective official websites, stands at 3.9 (out of a maximum of 5). The number of budget documents published has grown year by year, so that it now averages 4.9 for counties, 4.3 for cities and 3.8 for municipalities. However, despite the remarkable average results and encouraging trends, only counties (all of them) fully comply with the regulations. A relatively large number of cities and even more municipalities still fail to publish even the legally required budget documents, while an even larger number of cities and municipalities (including as many as three counties) do not follow the Ministry of Finance’s recommendations. Although the publishing of budget documents does not in itself guarantee absolute transparency, it should be both prescribed and encouraged, as an effort towards higher transparency levels necessary for citizens' participation. As long as budget transparency is not adequately regulated and the relevant ministries fail to carry out effective oversight, citizens will largely depend on the local authorities’ goodwill. As shown by improvements in budget transparency achieved so far, there really is a lot willingness in many local governments to act in that direction. It remains to be hoped that the relevant ministries will eventually succeed in regulating and controlling local governments in a more adequate way, that the local governments currently lagging behind will catch up with the more advanced ones and that citizens, associations, the media, union trades, political parties and independent politicians will finally start using the numerous existing budget transparency tools and mechanisms and engage constructively in budget processes. Kako produžiti ostanak na tržištu rada u Republici Hrvatskoj?
No full textU radu se analizira tržište rada starijih radnika u kontekstu što dužeg ostanka na tržištu rada u Republici Hrvatskoj. Slijedom nepovoljne demografske situacije, dužeg životnog vijeka te ugroženosti sustava mirovinskog osiguranja, u proteklih nekoliko desetljeća u velikom broju zemalja provedene su inicijative produženja radnog vijeka. Analiza je pokazala da stariji radnici u Republici Hrvatskoj, unatoč nižoj radnoj aktivnosti u usporedbi s drugim zemljama, imaju dodatnog radnog kapaciteta za duži ostanak na tržištu rada koji pritom ne bi ugrozio zaposlenost mlađih skupina. Dokazano je i da tržište rada Republike Hrvatske nije prilagođeno starijim dobnim skupinama, te da najveće šanse za duži ostanak na tržištu rada, imaju visokoobrazovani i oni boljeg materijalnog statusa, odnosno oni koji općenito imaju najviše prilika, dok oni slabijeg obrazovanja, socioekonomskog statusa i zdravlja, iako možda ne žele napustiti tržište rada, imaju male mogućnosti, odnosno šanse za dužim ostankom na tržištu rada

About child benefit
No full textOver the last few weeks, there has been media debate about a further increase in the upper means-test threshold for child benefit.2 The previous 40% increase made in 2018, which received a lot of media attraction, failed to cause an uptick in the expected number of beneficiaries and children receiving the benefit.
