Do We Spend Too Much on Medications?
The Government recently announced that the problem of debts of hospitals to wholesale pharmacies is about to be solved in a systematic manner. The present press release, after presenting a short analysis of the consumption of medications in Croatia, highlights the necessity of recording more detailed and transparent statistical data on expenditures in the Croatian healthcare system, primarily in hospital care. Apart from this, we should analyse the market of particularly expensive medications and explore how the constant increase of public expenditure for medications can be controlled without undermining the quality of healthcare
Government in the jaws of the pandemic: how to ensure health of population, the economy and public finances?
The Tax Policy Center1 recommends four basic economic policy steps governments should take to address the effects of the coronavirus crisis. This text analyzes what has already been done and what else can be done in Croatia in relation to these four steps. A number of good moves have been made, but there is still a lot of work to be done for the Government in the sense of providing detail explanations of existing and of rapid introduction of new measures to give entrepreneurs and citizens a very clear signal that the Government stands behind them

Should government meddle in anybody's working time?
The announced changes to the legal framework for work on Sundays in Croatia and heated debate they have sparked off created a sense of déjà vu in the country where nothing seems to ever really change. An identical situation existed twelve years ago, when Katarina Ott's article „The Great Regulator“ was published in the Banka magazine. The main message of the article, namely that the purposes of economy are to satisfy consumers’ needs and create jobs, and that banning Sunday work contributes to neither of them, is still valid today. Ovim ga se kratkim vodičem želi na što jednostavniji i sažetiji način približiti građanima i tako ih potaknuti da se uključe u proračunski proces i pridonesu ostvarenju što kvalitetnijih i korisnijih gradskih usluga
Budget transparency in Croatian counties, cities and municipalities: November 2019 – April 2020
The overall average level of budget transparency in Croatian local government units2 , expressed as the number of budget documents published on their respective official websites, stands at 4.1 (out of a maximum 5). The average value for counties stands at 4.9, for cities 4.5 and 4 for municipalities. Even though the average results keep improving year after year, around 20% of the local government units still fail to publish all three legally required documents, while 41% do not follow the recommendation of the Ministry of Finance for publishing two additional documents. Although the publishing of documents does not, in itself, guarantee absolute transparency, it is considered the initial step toward higher transparency levels necessary for citizens’ participation in the budgetary process and control over the collection and spending of public funds. In these exceptional times of crisis brought about by the coronavirus (plus the earthquake in the case of Zagreb and its surroundings), when revenues are lower and expenditures higher, such control is necessary even more. Exceptional circumstances should not act as an excuse for non-transparent activities that could affect, in both the short and the long term, efficiency and justness, the economic, social and political circumstances as well as the well-being of citizens. Ostvarenje proračuna općina, gradova i županija u 2018. i 2019.
Cilj ovoga rada je na što jednostavniji način, na temelju baze podataka Ministarstva financija, sistematizirati i prikazati osnovne podatke o ostvarenju proračuna svih hrvatskih lokalnih jedinica, njihovim prihodima i rashodima, te suficitu/deficitu za 2018. i 2019. godinu. Tako se uz pomoć ovog teksta i tabela koje se nude u Excel formatu zainteresirani mogu upoznati s financijskim stanjem svih općina, gradova i županija u te dvije godine te ih uspoređivati sa stanjem u proteklim godinama
Kako je zdravlje povezano sa zaposlenošću u starijoj radnoj dobi u Hrvatskoj?
Ovaj rad istražuje kako je samoprocijenjeno zdravlje (self-rated health, SRH), kao pokazatelj općeg zdravlja, povezano sa zaposlenošću tijekom kasnijega radnog vijeka u Hrvatskoj. U radu se na temelju podataka iz šeste runde Istraživanja o zdravlju, starenju i umirovljenju u Europi (the Survey of Health, Ageing and Retirement in Europe, SHARE) procjenjuju modeli logističke regresije s ciljem da se ispita mijenja li se i u kojoj mjeri učinak SRH-a nakon što se u analizu uključe i objektivni zdravstveni pokazatelji. Lošiji SRH smanjuje vjerojatnost za zaposlenost, no ovaj se učinak gubi ako se uvaže i objektivni zdravstveni pokazatelji. To sugerira da su u Hrvatskoj SRH i (kombinirani) objektivni zdravstveni pokazatelji svojevrsni supstituti, pa se u istraživanjima o participaciji na tržištu rada mogu upotrebljavati izmjenično. Budući da rezultati pokazuju da lošije zdravlje smanjuje vjerojatnost za zaposlenost u starijoj radnoj dobi u Hrvatskoj, kako bi se poboljšao radni kapacitet starijeg stanovništva, nositelji javnih politika trebali bi promovirati zdrav život i uvesti učinkovitije javnozdravstvene inicijative
Proračunska transparentnost županija, gradova i općina: studeni 2019. – travanj 2020.
Prosječna proračunska transparentnost hrvatskih lokalnih jedinica – izražena brojem proračunskih dokumenata objavljenih na njihovim mrežnim stranicama – od mogućih 5, iznosi 4,1. Prosjek županija je 4,9, gradova 4,5, a općina 4. Premda su prosječni rezultati iz godine u godinu sve bolji, još uvijek se njih oko 20% ne pridržava čak ni zakonom propisane objave sva tri dokumenata, a 41% ne slijedi preporuku Ministarstva financija i ne objavljuje oba dva dodatna dokumenta. Naravno, sama objava dokumenata, ne znači apsolutnu transparentnost, no smatra se prvim korakom k višim razinama transparentnosti neophodnim za sudjelovanje građana u proračunskom procesu i kontroli prikupljanja i trošenja javnih sredstava. Osobito u doba krize – kad se zbog koronavirusa (u Zagrebu i okolici dodatno i zbog potresa), prihodi smanjuju, a rashodi rastu – ta je kontrola potrebnija nego ikada. Izvanredne okolnosti ne smiju biti opravdanje za netransparentne radnje koje bi mogle – kratkoročno i dugoročno – utjecati na efikasnost i pravednost, na ekonomska, društvena i politička kretanja, te na blagostanje građana.
