    Elderly Husbands Who Care for Their Wives : Thinking about how support should be based on the actual state of care and the contents of support

    2000年の介護保険法制定以降,「介護の社会化」として家族内の介護を社会が支える仕組みへと変化した。|介護サービスは充実してきたが,家族介護者への支援は限定的で,介護者である家族の負担は継続している。|そのような中で高齢者を介護する男性介護者は3割以上に増加している。男性介護者の特性に関する様々な研|究がなされ,妻を介護する夫は,介護に熱心であるといわれているが,その理由や,本音にまで踏み込んだも|のは少ない。介護に慣れていない高齢夫介護者の介護に対する思いを尊重しながら支援する施策が必要と考え|る。そこで高齢夫介護者5名にインタビュー調査を行った語りを分析した。高齢夫介護者は,被介護者である|妻を大事に思い介護に熱心に取り組む気持ちがあるものの,時代にすりこまれた家族像に縛られて持つ義務感|から生まれる気持ちがあり,それによる介護負担感がある可能性があった。また,高齢夫介護者を介護開始早|期から支援するために医療機関と関係機関との連携強化,介護保険サービスであるデイサービスやショートス|テイの柔軟な対応の検討が必要であることが分かった。さらには,介護保険制度で提供される施設サービスの|利用方法に関する要望があり,今ある施設を有効に活用する方策の検討が必要であるとの示唆を得た

    The Politics of the Movement for LBGT rights in Northern Ireland

    Same-sex marriage was legalised in Northern Ireland in January 2020, 5 to 6 years later than in England, Wales, and Scotland. This delay was closely related to the legacies of the Troubles, the post-conflict political and social context, and Westminster\u27s political attitude toward Northern Ireland.This paper will present the sexual minority rights movement and legalisation process in Northern Ireland by examining previous studies, relevant legislation, rights advocacy websites, and newspaper articles. By doing so, it identifies the social and political issues facing post-conflict Northern Ireland.Previous studies on conflict and post-conflict societies have shown that the rights of sexual minorities are frequently downplayed in the peace-building process. Political negotiations and agreements to end armed conflict are aimed at resolving historical legacies of ethnonational conflicts and political inequalities, often at the expense of other identity grievances. As same-sex marriage was not legalised in Northern Ireland until 2020, it is necessary to analyse the reasons behind the delay, and to identify the issues that need to be considered in the future of post-conflict Northern Ireland.The power-sharing mechanism aimed at resolving the ethnonational conflict in Northern Ireland allowed legislation on the rights of sexual minorities to stagnate. The power-sharing government and the principle of “parity of esteem” at the core of the peace agreement, were intended to prevent the tyranny of the majority and to build consensus. Ironically, however, these arrangements not only maintained the framework of separate Nationalist and Unionist camps, but also brought their divisions into areas that had not previously been affected by them, such as same-sex marriage and abortion rights. When Northern Ireland’s Assembly was temporarily suspended from 2017 to 2020, a grassroots movement continued to work toward the legalisation of same-sex marriage, which was eventually achieved through Westminster. This shows that decision-making based on the democratic political process is not functioning properly in Northern Ireland. The longstanding political rivalry between Sinn Féin and the Democratic Unionist Party has spread into the realm of culture, especially those aspects related to social and moral issues
