No full textThis paper analyzes the U.S. trade policy in the age of great power competition at both international and intranational levels and put it in theoretical and historical perspective. While from international point of view, the U.S.-China decoupling is caused by the geopolitical confrontation between great powers, from domestic point of view, the U.S.-China trade war is triggered by the backlash of the American middle class against a flood of imports from China. These two factors constrain the course of the U.S. trade policy and the progress of the U.S.-China decoupling.本稿の課題は，現在も進行中の米中対立や米中のデカップリングを念頭に置きつつ，トランプおよびバイデン政権の通商政策の理論的・歴史的位置づけを，国際レベルと国内レベルの両面から検討することである。本稿ではこれら2つのレベルの分析を組み合わせることで，アメリカの国内要因がどのようにアメリカの通商政策を拘束し，デカップリングの進展に影響しているのかを明らかにしたい
