No full text本研究では、教師という職業をより魅力的な職業とするため現職教員の学びへの意欲を支えるシステムの構築の一方策として「専修免許状」制度の在り方の検討を行う。教員の資質能力の向上と学びの可視化で近年再注目された「専修免許状」の取得であるが、現職教員の取得に際しては、免許制度上の課題と施行過程で生じた問題が残されたままとなっている。本研究は、これらの課題の起源を「専修免許状」創設にさかのぼり制度上の課題を整理し、その後の法改正や「教職大学院」創設によって複雑化してきた制度上の課題と施行過程の問題について検討を加え、今後の教師の学びへの力を与える制度としての「専修免許状」の在り方について論じるものである。なお、枚数制限から前稿と後稿に分けて報告を行う。本稿は前稿として、「専修免許状」創設にあたっての国会審議を中心に「専修免許状」がもつ課題の起源を求め、その論点について整理し、現代的課題の観点から検討を加える
