Performance Evaluation of the Electronic-Based Population Administration Information System (SIAK) Policy at the Department of Population and Civil Registration of South Nias Regency
This study aims to evaluate the performance of the implementation of the Population Administration Information System (SIAK) policy at the Department of Population and Civil Registration of South Nias Regency. The evaluation is based on six criteria developed by William N. Dunn, namely: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. A descriptive qualitative approach was employed, utilizing data triangulation through interviews, observations, and documentation. Informants were selected through purposive sampling, consisting of Disdukcapil officials and service users from the community.
The results show that the implementation of SIAK has improved service effectiveness, particularly in accelerating the recording and printing processes of civil documents. Efficiency has also increased in terms of time and cost, although challenges such as limited network infrastructure and low digital literacy especially in remote areas-persist. The adequacy and equity of services have improved, though community participation in reporting vital events remains limited. Institutional responsiveness has increased, yet the utilization of digital complaint channels and inter-agency coordination still requires enhancement. Overall, the SIAK policy is considered appropriate as it aligns with national regulations and supports the improvement of population data quality.
To ensure the quality of the evaluation process, this study also incorporates a meta-evaluation based on the JCSEE (Joint Committee on Standards for Educational Evaluation) standards, which include utility, feasibility, propriety, and accuracy. Vegetation Composition and Association of Pine (Pinus merkusii) in the Protected Forest of Parsingguran Village, Pollung Subdistrict, Humbang Hasundutan Regency
Pinus is one of the endemic plants that grow in Sumatra. The first Pinus species native to Sumatra was discovered by a German botanist in the Sipirok area of South Tapanuli in 1841, and is commonly referred to as the 'tusam' tree in Indonesian. This study aims to analyze the population structure of Pinus merkusii in the Parsingguran Village Protected Forest, Pollung District, Humbang Hasundutan Regency, and to assess the association level of Pinus merkusii with other plant species in its habitat. The research was conducted from February to April 2022 using a plot-line method with different plot sizes for each growth stage (seedlings, saplings, poles, and trees). The data collected included the number of individuals per species and other vegetation parameters. Data analysis involved calculating the Importance Value Index (IVI), Shannon-Wiener Diversity Index, Richness Index, Evenness Index, Morisita Index, and Association Index using Ochiai, Dice, and Jackard methods. The results showed that the Pinus merkusii population has a well-structured and actively regenerating population, as indicated by the high number of seedlings and saplings. The vegetation diversity in the Pinus habitat was classified as moderate (H' 1–3), with moderate to high richness index. The distribution pattern of Pinus individuals tended to form clumps (Id > 1). Association analysis revealed significant relationships between Pinus merkusii and several other vegetation species, with the highest association index falling into the very high category (0.75–1.00). Analysis Of Criminology And Criminal Law In Efforts To Handl Crimes Committed By Motorbike Gangs (Study Of Decision Number: 767/Pid.B/2024/Pn Mdn And 15/Pid.B/2020/Pn Smd
The existence of motorcycle gangs in Indonesia has become an increasingly worrying social phenomenon, because the acts of violence committed by these groups not only reflect violations of the law, but also reflect various deeper social problems. Crimes committed by motorcycle gangs, such as assaults, assaults, and other criminal acts, are often triggered by social and psychological factors that underlie the behavior of the gang members. This study uses a normative legal research method with a legislative approach and a case approach as well as qualitative data analysis. The data used are secondary data, obtained through data collection techniques in the form of literature studies from books, journals, the internet, decisions, and legislation related to the thesis. The results of the study show that although there are legal regulations related to criminal acts committed by motorcycle gangs in various regulations, such as the Criminal Code (KUHP), the Traffic Law, and the Firearms Law, there are still significant weaknesses in law enforcement and supervision of motorcycle gang groups. Court decisions show that although criminological factors have been considered, the application of the sentences imposed still emphasizes the criminal aspect alone. A more comprehensive approach that includes rehabilitation and prevention should be given more attention. Therefore, closer collaboration between law enforcement agencies, social institutions, and the community is needed to strengthen prevention and rehabilitation efforts, as well as address the root causes of crimes committed by motorcycle gangs.154 PagesSkripsi Sarjan
Analysis of The Effect of Cities and Ports on Economic Growth through Containerization in Indonesia
Containerization is one of the development processes of goods transportation handling methods, from conventional systems to handling in containers with a modern, standardized, high-tech, and global management system. Containerization revolutionizes the transportation and industrial systems, with an impact that encourages global adaptation to improve efficiency and productivity in the logistics system. Containerization will ultimately support the development of Cities and Ports as poles of regional development that contribute to Economic Growth. This study analyzes the effect of Cities and Ports on Economic Growth and analyzes how Containerization plays a role in mediating (intervening) the effect of Cities and Ports on Economic Growth in Indonesia. This study was conducted with a quantitative approach, panel data collected from 50 Cities and Ports that serve container loading and unloading activities in Indonesia were analyzed both descriptively and using a structural equation model (Structural Equation Model - SEM) test tool based on variants, namely PLS (Partial Least Square) using the SmartPLS software tool version 4.0. The results of the study indicate that Cities and Ports have a significant positive effect both directly and indirectly on Economic Growth. Containerization has a positive and significant effect on Economic Growth and is proven to mediate the effect of Cities and Ports on Economic Growth in Indonesia. The implication of this study is that the development of City and Port infrastructure significantly supports economic growth by increasing the efficiency of containerization to maximize the economic potential of the region. The efficiency of the containerization process can be improved through investment in technology and logistics management, with collaboration between stakeholders. Effective control of water hyacinths using herbicides is not known until now. Florpyrauxifen benzyl, an auxinic herbicide, may be used to treat water hyacinth. The study aims to evaluate the efficacy of the herbicide florpyrauxifen-benzyl in controlling water hyacinth (E. crassipes). The Effect of Cow Manure and MSG (Monosodium Glutamate) Application on the Growth and Yield of Cayenne Pepper (Capsicum frutescens)
Cayenne pepper (Capsicum frutescens L.) is one of the important horticultural
commodities in Indonesia that is widely used in households and food industries;
therefore, its demand continues to increase annually. The application of cow
manure to the growing medium can improve soil fertility and supply essential
nutrients required for plant growth. In addition, monosodium glutamate (MSG) is
considered a potential alternative fertilizer because it contains compounds essential
for plants, particularly nitrogen. This research was conducted at the Faculty of
Agriculture, Universitas Sumatera Utara, located at coordinates 3°33′24.9″ N and
98°39′14.9″ E, at an altitude of 25 m above sea level, in June 2025. The study
employed a factorial randomized block design consisting of two factors with two
replications. The first factor was the dosage of cow manure (0 g/polybag, 50
g/polybag, 75 g/polybag, and 100 g/polybag), while the second factor was the
dosage of MSG (0 g/polybag, 3 g/polybag, 6 g/polybag, and 9 g/polybag). The
results showed that the application of cow manure to the growing medium had a
significant effect on plant height, stem diameter, flowering time, fresh root weight,
dry root weight, fresh shoot weight, dry shoot weight, and yield of cayenne pepper.
The application of MSG did not significantly affect stem diameter, flowering time,
and yield of cayenne pepper plants, but it had a significant effect on plant height.
The interaction between cow manure application and MSG significantly affected
the number of productive branches of cayenne pepper plants, with the highest mean
obtained from the combination of cow manure (100 g/polybag) and MSG (6

The purpose of this study is to determine the effect of company size, solvency, liquidity and working capital turnover on profitability with interest rates as a moderator in property & real estate companies listed on the Indonesia Stock Exchange.
This study is a quantitative study that is causal in nature and data collection techniques are obtained through the annual reports of property & real estate companies listed on the Indonesia Stock Exchange for the 2018-2023 period totaling 29 companies. The sampling technique in this study uses the non-probability sampling method. The analysis techniques used are panel data analysis and moderated regression analysis.
The results of the research show that company size has a positive and significant effect on profitability. Solvency has a negative and significant effect on profitability. Liquidity has a negative and significant effect on profitability. Working capital turnover has a positive and significant effect on profitability. Analysis of Partial Least Squares–Structural Equation Modeling (PLS–SEM) on The Digital Readiness of Parents of Students at SMAN 2 Kabanjahe in Facing The Industry 4.0 Era
The Fourth Industrial Revolution Era has brought significant impacts across various aspects of life, including the education sector. The rapid growth in digital technology forces every layer of society to adapt, including parents. Parents play a crucial role in supporting the educational success of their children, especially with the presence of online school registration systems that require the use of digital devices. However, this situation poses challenges for parents who are not accustomed to technology, which can lead to a digital divide. This research aims to analyze the factors influencing the digital readiness of students’ parents at SMAN 2 Kabanjahe by utilizing the Technology Readiness Index (TRI) model. This model measures individuals’ attitudes toward technology through four dimensions: optimism, innovativeness, discomfort, and insecurity. The research approach used is quantitative with Partial Least Squares-Structural Equation Modelling (PLS-SEM) analysis. Data was collected through an online questionnaire distributed to 80 students parents, and subsequently processed using SmartPLS 4.0. The results show an R2 value of 0,615, indicating that 61.5%
of the variation in digital readiness can be explained by the model. The t-test confirms that optimism has a significant positive influence, while discomfort also has a significant influence, albeit negative, on digital readiness, as the t-values exceed 1,96. Meanwhile, innovativeness and insecurity do not have a significant influence, as the t-values are below 1,96. Factors Associated with the Utilization of NCD Health Post in Primary Care Integration in the Working Area of Padang Bulan Health Center Medan Baru Sub-District
The Integrated Coaching Post for Non-Communicable Diseases (NCD Health Post) is now implementing Primary Care Integration (PCI) as part of the transformation of health services. The aim is that this program is more structured and reaches productive age targets which have not been optimal so far. However, the implementation of PCI through NCD Health Post in the Padang Bulan Health Center working area still faces challenges, namely the low level of community utilization. Based on a preliminary survey, NCD Health Post every month in each village averages only 30-35 people, while the target of NCD Health Post after implementing PCI is all age groups. The purpose of this study was to determine the factors associated with the utilization of NCD Health Post in PCI in the Padang Bulan Health Center working area. This type of research is quantitative with a cross-sectional design. The sample of this study were people aged 15-59 years in the working area of the Padang Bulan Health Center as many as 100 people selected by sampling using Stratified Random Sampling. Data analysis used univariate and bivariate analysis with Chi-square test (α = 0,05). The results showed that knowledge (p = 0,002), attitude (p = 0,122), family support (p = 0,103), health worker support (p = 0,000), health cadre support (p = 0,000), and perceived needs (p = 0,035). This study concludes that knowledge, health worker support, health cadre support, and perceived need are significantly related to the utilization of NCD Health Post in PCI, while attitude and family support are not. It is expected that the head of the health center can increase the role of guidance by strengthening the capabilities of health cadres through training so that NCD Health Post implemented by the community can run more effectively and purposefully.146 PagesSkripsi Sarjan
Potential Production of Forage for Panorusan Samosir Goats Endemic to Samosir Regency, North Sumatra
The Panorusan Samosir goat has quite high potential, especially in terms of culture, so its conservation and development needs to be supported, in line with geographical conditions and the cultural wisdom of the local community. One factor that can support its development is in terms of forage. This research aims to determine the production of forage for Panorusan Samosir goats and their carrying capacity in Samosir Regency. The assessment of forage for Panorusan Samosir goats on pastures in Samosir Regency includes determining research location points, taking forage samples, then calculating forage production and carrying capacity. The research was carried out in three sub-districts with the highest population of Panorusan Goats in Samosir district, namely in Pangururan sub-district, Palipi sub-district and Simanindo sub-district. There are 15 research locations, where in Pangururan sub-district there are 5 research locations, in Palipi sub-district there are 5 research locations, and in Simanindo sub-district there are 5 research locations. The results of the research show that the types of forage that Panorusan Samosir goats prefer are Mimosa pigra, Tithonia diversifolia, Mimosa pudica, Ageratum conizoides, Cyperus rotundus L, Calliandra calothyrsus, Leucaena leucocephala, and Gliricidiasepium. The average production of fresh ingredients (BS) in Pangururan sub-district is 1,998.40 kg/ha, Palipi sub-district is 1,915.00 kg/ha and Simanindo sub-district is 1,891.80 kg/ha. The average dry matter (DM) production in Pangururan sub-district was 960.90 kg/ha, Palipi sub-district was 794.10 kg/ha and Simanindo sub-district was 775.60 kg/ha. The carrying capacity in Pangururan sub-district is 1.60 ST/ha/year, Palipi sub-district is 1.53 ST/ha/year and Simanindo sub-district is 1.51 ST/ha/year.
