    Small claims court is a civil dispute resolution mechanism regulated in Supreme Court Regulation Number 4 of 2019 as an embodiment of the principles of simple, fast, and low-cost justice. However, in its implementation, problems are still found regarding the limitations of case objects that can be resolved through this mechanism, especially in money loan agreement cases with land rights as collateral. This research aims to analyze the regulation of small claims court in civil law, so the application of small claims court in money loan agreements with land rights as collateral, and judges' considerations in Court Decision Number: 3/Pdt.G.S/2024/PN.Stb and Objection Decision Number: 3/Pdt.G.S/2024/PN.Stb. This research uses normative legal research methods with statute approach and case approach. Data sources include primary legal materials in the form of legislation and court decisions, as well as secondary legal materials in the form of books, journals, and previous research. Data were analyzed qualitatively using descriptive-evaluative methods. The research results show that small claims court is regulated in Supreme Court Regulation Number 4 of 2019 with a maximum claim value of Rp. 500,000,000,- and excludes land rights disputes as case objects, money loan agreements with land rights as collateral cannot be resolved through small claims court because they involve land disputes that require complex evidence and special procedures, and there was a fundamental error by the judge in examining and deciding cases involving collateral objects in the form of land rights through the small claims court mechanism, where the resulting decision is only declaratory without an eviction execution order, thus not providing adequate legal certainty for the parties.144 PagesSkripsi Sarjan

    Risk Analysis of Drainage Project Activities in Medan City Using the HIRARC Method

    Drainage construction projects in urban areas such as Medan City are highly complex, as they not only concern occupational safety but also have direct impacts on the surrounding community and infrastructure. This study aims to identify potential hazards in the U-Ditch drainage project activities, assess the associated risks, and formulate mitigation strategies based on the Environmental Occupational Safety and Health Management System (SMK3L) using the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method. Data collection was carried out through field observations at three project sites: Jl. Ir. Juanda, Jl. Putri Merak Jingga, and Jl. Sunggal, distribution of questionnaires to 30 respondents consisting of workers and community members, and interviews with 10 drainage construction practitioners. The results of the study identified 22 hazard variables, with six dominant risks as follows: infrastructure damage (V22) with a risk value of 11 (16%), road function disruption (V21) with a risk value of 9 (12%), disruption of underground utilities (V7) with a risk value of 10 (14%), dust exposure (V17) with a risk value of 7 (10%), landslides due to excavation (V6) with a risk value of 6 (9%), and environmental pollution (V18) with a risk value of 6 (9%). Mitigation strategies focused on these six dominant risks through rapid infrastructure repair, coordination between relevant agencies, implementation of a traffic management plan, pre-construction surveys, and regular watering of the work area. The application of the HIRARC method proved effective in providing a quantitative risk assessment and generating practical mitigation strategies to enhance workplace safety and minimize the social and environmental impacts of urban drainage projects.93 PagesSkripsi Sarjan

    The Pekanbaru Ring Road Toll Project, which is part of the Trans-Sumatra Toll Road, plays an important role in supporting transportation connectivity in Pekanbaru City and its surrounding areas. During its implementation, this project is exposed to potential risks that may lead to delays, cost overruns, and reduced construction quality. Therefore, this study aims to identify and analyze the risks associated with the execution of the works in this project using the Fault Tree Analysis (FTA) method. The research was conducted by distributing questionnaires to 9 respondents who are involved in the project. Risks were assessed based on the likelihood and consequence levels in accordance with AS/NZS 4360:2004 standards. Furthermore, to determine the root causes of the highest work-related risks, the Fault Tree Analysis (FTA) method was applied as a top-down approach to trace the Top Event to its Basic Events. The results of the study indicate that the risks originate from four main factors, namely management, technical, natural, and human factors. Based on the risk level calculations, five risks fall into the high-risk category, seven risks into the medium category, and nine risks into the low category. Management factors are found to be the most influential in the emergence of risks in the project. Suggested mitigation efforts include improving team coordination effectiveness, enhancing project planning and control, optimizing equipment maintenance, strictly implementing OHS, and anticipating weather changes in the field. By implementing these detailed risk management measures, it is expected that future similar projects can be carried out more smoothly, on schedule, and with minimized potential losses.78 PagesSkripsi Sarjan

    Kedelai [Glycine max (L.) Merr] adalah salah satu tanaman pangan yang paling penting dalam penyediaan sumber pangan dan sebagai sumber kebutuhan gizi bagi manusia, setelah tanaman padi ataupun jagung. Permasalahan yang terjadi di Indonesia adalah semakin rendahnya produksi kedelai dalam negeri sehingga masih mengandalkan kedelai impor. Perakitan varietas baru dapat diperoleh dari introduksi, mutasi, persilangan serta transformasi genetik. Penelitian ini bertujuan untuk mengetahui nilai duga keragaman genetik generasi F5 hasil persilangan 3 tetua. Pengamatan parameter genetik dilakukan dilahan yang berlokasi di Jalan Pasar 1 No. 296, Tj. Sari, Kota Medan. Metode yang digunakan yaitu rancangan augmented design dan dilanjutkan dengan uji least significant increase (LSI). Perlakuan yang digunakan yaitu 22 genotipe yang terdiri dari 19 nomor terseleksi berdasarkan kriteria umur berbunga dan bobot biji dan 3 varietas tetua (Anjasmoro, Grobogan, dan Dega 1). Parameter yang diamati terdiri dari tinggi tanaman, jumlah cabang primer, umur berbunga, umur panen, jumlah polong, jumlah polong berisi, jumlah biji, bobot biji, dan bobot 100 biji. Hasil penelitian menunjukkan karakter pada generasi F5 berdasarkan nilai heritabilitas yang tinggi yaitu terdapat pada semua karakter yang diamati. Karakter yang terpilih pada generasi F5 berdasarkan banyaknya jumlah gen yaitu pada semua karakter kecuali pada karakter umur berbunga yang dikendalikan oleh sedikit gen. Hasil analisis berdasarkan uji least significant increase (LSI) didapatkan 27 nomor tanaman terpilih dari 570 tanaman yang lebih baik dibandingkan dengan tiga varietas pembandingnya.76 PagesSkripsi Sarjan

    This study aims to determine and analyze the influence of brand image and product quality on consumer purchasing decisions at the IDA Sidikalang coffee shop. This research is an associative study and the type of data used is quantitative data. The population in this study is the customers of IDA Sidikalang coffee shop. The sample consisted of 100 respondents selected using purposive sampling. The data analysis technique used was Multiple Linear Regression Analysis with the help of the SPSS version 22 program. The results of this study indicate that Brand Image and Product Quality simultaneously have a positive and significant effect on Purchase Decisions of IDA Sidikalang coffee shop.     Isolation and Sequencing of a cDNA Fragment of the pi-ta Gene for Blast Disease Resistance in Sigudang Rice (Oryza sativa L.) from North Sumatra

    Blast disease caused by Pyricularia oryzae is one of the main threats to rice production in Indonesia. Several local rice varieties in North Sumatra, including the Sigudang cultivar, showed resistant to blast disease. The resistant is caused by the presence of resistance genes. One important of the gene is pi-ta, which plays a role in recognising the Avr-Pita gene in Pyricularia oryzae to produce NBS-LRR protein as a trigger for resistance. This study aimed to isolate and to sequence a cDNA fragment of the pi-ta gene in Sigudang rice. Total RNA was successfully isolated and used as a template for a cDNA synthesis. A cDNA fragments of the pi-ta gene were isolated and amplified, then sequenced. The edited sequencing results obtained a size of 639. The results of the analysis based on the sequence similarity of the pi-ta gene fragment of Sigudang rice with the cultivar Katy rice (GQ918480.1) using BLASTn showed an identity percentage of 100%. The results of phylogenetic analysis of the pi-ta gene fragment of Sigudang rice with 5 other rice varieties available in GenBank (GQ918487.1, GQ918447.1, GQ918406.1, GQ918452.1, GQ918480.1) have 0 genetic distance indicating a conserved region.     Induction of Genetic Variation Through Gamma Ray Irradiation in Local Lowland Rice (Oryza sativa L.) Cultivar Sicantik

    This study aimed to analyze the genetic variation of the local lowland rice (Oryza sativa L.) cultivar Sicantik in the M1 generation through gamma-ray irradiation. The research was conducted in the screen house of the Faculty of Agriculture, Universitas Sumatera Utara, at an altitude of approximately ±25 meters above sea level, from February to November 2025. The experiment used a non-factorial Randomized Block Design (RBD) with one factor consisting of four irradiation doses: G0 (control), G1 (100 Gy), G2 (200 Gy), and G3 (300 Gy). The results showed that the LD₅₀ (Lethal Dose 50) of the Sicantik cultivar due to gamma irradiation is 364.48 gray. Gamma-ray irradiation significantly affected plant height, number of tillers, number of productive tillers, flowering time, and harvest time. For yield-related parameters, irradiation also significantly influenced grain weight per hill. The 200 gray dose produced the best results.76 PagesSkripsi Sarjan

    This study aims to analyze the consumer behavior of students at the Faculty of Social and Political Sciences (FISIP) at the University of North Sumatra (USU) who watch culinary content featuring YouTuber Tanboy Kun, known as mukbang. The rise of mukbang content on YouTube is considered to influence student consumption patterns, particularly in encouraging impulsive and excessive food consumption. This is relevant considering that students are in their productive age, vulnerable to the influence of digital media, and supported by a campus environment with easy and diverse culinary access.This study employed a descriptive qualitative approach with a constructivist paradigm. Data collection techniques included in-depth interviews, observation, and documentation. Seven active students at the Faculty of Social and Political Sciences (FISIP) at USU, who are regular viewers and subscribers of Tanboy Kun's YouTube channel, were selected using purposive sampling. Additionally, one expert informant was interviewed for data triangulation to strengthen the validity of the research findings. Data analysis was conducted using Albert Bandura's Social Learning Theory, which encompasses the processes of attention, storage, behavioral reproduction, and motivation.The results of this study indicate that Tanboy Kun's mukbang program contributes to shaping students' consumer behavior, particularly through visual cues, eating expressions, and food portion sizes. This content triggers students' attention and interest, which is then stored in memory and manifested in the form of increased eating frequency, larger portion sizes, and a tendency to try similar foods. Environmental factors around campus also reinforce this consumer behavior. This research is expected to contribute to the study of communication science, particularly regarding the influence of digital media on student consumption behavior, as well as raising awareness of the importance of media literacy.162 PagesSkripsi Sarjan

    This study aims to analyze the influence of consumptive behavior, locus of control, and financial literacy on personal financial management among students who use Shopee Paylater in Medan Petisah District. The population in this study consisted of students who use Shopee Paylater in Medan Petisah District, with a sample size of 385 students. This study used a quantitative descriptive method with multiple linear regression analysis techniques. The results of this study indicate that simultaneously, all three variables have a significant effect on personal financial management. Partially, the variable of consumptive behavior has a negative and significant effect on personal financial management, locus of control has a positive and significant effect on personal financial management, and financial literacy has a positive and significant effect on personal financial management.193 PagesSkripsi Sarjan

    The Implementation of Eco-Labeling as a Guarantee for the Fulfillment of Consumer Rights to Environmentally Friendly Products

    The environment is an integrated spatial unit that encompasses all objects, forces, conditions, and living beings, including humans and their behavior, which affect the survival and well-being of humans and other creatures, as regulated in Article 1 Point (1) of Law Number 32 of 2009 on Environmental Protection and Management. Environmental issues have become increasingly complex due to climate change and waste generated by societal consumption. The ecolabel policy emerges as an important instrument for sustainable production and consumption. This thesis aims to examine the legal provisions governing ecolabels, the standardization of environmentally friendly products, and the implementation of ecolabels as a guarantee of consumer rights in environmentally friendly products in Indonesia. This research uses a normative legal method through the statute approach and the conceptual approach. Secondary data were obtained from primary legal materials (laws and regulations) and secondary legal materials (books, journals, and scientific articles). The data were analyzed qualitatively using deductive reasoning. The findings show that the legal provisions on ecolabels are structured hierarchically, starting from the main legislation, Law Number 32 of 2009 on Environmental Protection and Management and followed by ministerial regulations as its implementing rules. The implementation of ecolabels as a guarantee of consumer rights is also connected to Law Number 8 0f 1999 on Consumner Protection. The standardization of environmentally friendly product refers to the Indonesia National Standar (SNI) and ISO 14000 (International Organization for Standardization), which serve as the basis for implementation of ecolabels before ecolabels are applied to such products. The implementation of ecolabels in Indonesia is voluntary and faces several challenges, including ineffective regulations, complex and costly certification procedure, and low public awareness of ecolabels, all of which may harm consumer rights. Therefore, optimizing ecolabel implementation can be pursued through strengthening regulations, simplifying procedures and costs, and increasing public awareness and understanding of ecolabels.128 PagesSkripsi Sarjan
