A Comparative Study of MCDM Performance Using PCA and Entropy Weighting on Provincial Rankings Based on Stunting Indicators in Indonesia
Stunting has serious impacts on children’s health and, in the long term, affects the quality of human resources, particularly in countries with high stunting rates such as Indonesia. Therefore, it is crucial to reduce stunting rates through regional mapping based on the ability to manage stunting and by evaluating its contributing factors. A Multi-Criteria Decision Making (MCDM) approach can be applied, utilizing weight ing techniques such as Principal Component Analysis (PCA) and Entropy, and rank ing methods including MARCOS, COPRAS, and WASPAS. The weighting results from PCA and Entropy respectively indicate that nutritional status among toddlers (C4) and the number of people living in poverty (C7) are the largest contributing factors, while food assistance (C10) and the Gini ratio (C6) are the least contributing factors. Using PCA weights in all MCDM methods, DKI Jakarta (A11) emerged as the best alterna tive, while Papua Pegunungan (A35) was ranked the lowest. Similarly, the ranking re sults using Entropy weights across all ranking methods consistently placed DKI Jakarta (A11) at the top and Papua Pegunungan (A35) at the bottom. This study found that the rankings produced by the PCA and Entropy weighting methods were identical, with correlation coefficients ranging from 0.989 to 0.997, and correlations among MCDM techniques using the same weights ranging from 0.930 to 0.939.118 PagesSkripsi Sarjan
Fortification Of Red Spinach (Amaranthus Tricolor L.) As A Source Of Nitrogen And Iron In White Glutinous Rice Nata De Leri In Preventing Anemia
Anemia is recognized as a global health issue primarily caused by iron deficiency. A potential strategy to address this problem has been identified in food fortification. In this research, the potential of red spinach (Amaranthus tricolor L.) was evaluated as a natural source of nitrogen and iron in the production of nata de leri made from white glutinous rice, as a means to prevent anemia. The fermentation
process was carried out using washing water from white glutinous rice as the
substrate, with red spinach extract added at various concentrations (30, 40, 50, 60, and 70% v/v), and the mixture was fermented with Komagataeibacter xylinus for 14 days. Characterization was conducted to assess nitrogen content, moisture content, crude fiber content, ash content, iron content (AAS), nata thickness, texture
(springiness), larval toxicity, and organoleptic properties. The results showed that the optimal formulation was achieved with 50% red spinach extract, yielding a nata thickness of 8.76 mm, crude fiber content of 6.15%, and a higher iron content compared to nata de coco, along with acceptable toxicity and sensory evaluation outcomes. Through this reasearch, it was demonstrated that red spinach can be used effectively as a natural fortificant, the nutritional quality of nata de leri can be enhanced, ammonium sulfate (ZA) can be substituted as a nitrogen source, and a promising functional food alternative for anemia prevention can be offered.78 PagesSkripsi Sarjan
Implementation of Goal Programming in Optimizing Nurse Scheduling at RSU Mitra Medika Amplas
Nurse scheduling is a common problem in hospitals, making it crucial to devise an
optimal schedule for maintaining the quality of healthcare services in hospitals. This
study proposes an optimization model for nurse scheduling in the postpatrum and
Pediatric Wards of RSU Mitra Medika Amplas using the Goal Programming approach,
implemented with LINGO software. The model is designed to fulfill nine mandatory
main constraints and four additional flexible constraints, with the aim of distributing
tasks fairly and efficiently. Implementation results show that the previous manual
schedule had 20 constraint violations. By applying Goal Programming, these violations were successfully minimized to achieve an optimal solution without any violations,
reducing the number of violations from 20 to 0. Thus, the applied Goal Programming
model is capable of producing a work schedule that is more systematic, balanced, and

Analysis of The Effect of Regional Original Income, General Allocation Fund, Special Allocation Fund, and Village Fund on Economic Growth with Capital Expenditure as a Moderating Variable in Regencies/Cities on Sumatra Island
This study aims to analyze the influence of Local Own-sources Revenue, General Allocation Fund, Special Allocation Fund, and Village Funds on regional economic growth, with capital expenditure as a moderating variable, in districts/cities on Sumatra Island during the 2017–2023 period. This research was motivated by inconsistencies in previous research results and the need for a more comprehensive understanding of the effectiveness of public fund allocation in supporting regional economic development.
The research method used was a quantitative approach using secondary data analyzed through panel data regression and moderated regression analysis. The results indicate that Local Own-Sources Revenue and General Allocation Fund have a positive but insignificant effect on economic growth. Special Allocation Fund and Village Funds have a positive and significant impact. Capital expenditure significantly moderates the effect of Local Own-Sources Revenue and General Allocation Fund, but does not moderate the effect of Special Allocation Fund and Village Funds on economic growth. These findings indicate that the effectiveness of capital expenditure depends on the source of funds and the accuracy of budget allocation, and have important implications for strengthening fiscal governance in the regions.186 PagesTesis Magiste
The Relationship of Hypertension History and Physical Activity with the Incidence of Diabetes Mellitus in Productive Age at Tampahan Public Health Center Toba Regency
Diabetes melllitus occurs when the body lacks insulin, a hormone that helps sugar (glucosel) enter the body's cells to be used as energy. Thel global prevalence of diabetes in 2021 was 537 million people aged 20-79 years. The resuts of the 2018 Basic Heath Research specifically for North Sumatra Province showed that Toba Samosir had a prevalence of DM sufferers of 2.82 percent. The prevalence of DM at the Tampahan Community Heath Center in 2024 was 2.82 percent. This study aims to determine the rellationship between a history of hypertension and physical activity with the incidence of DM in productive age at the Tampahan Public Heath Center. The study used a quantitative method with a cross-sectional approach. The sample sellection technique used a purposivel sampling technique with a total of 97 respondents. The research instrument used was an interview using a questionnaire, using the chi-square test. The resuts of the univariate anaysis showed that the majority of respondents were aged 55-64 years (26.8%), female (59.8%), high school vocational high school lducation (48.45%), and employed (73.2%). Bivariate analysis resus showed a significant association between a history of hypertension (p-value=0.018) and physical activity (p-value=0.033) with the incidence of diabetes among productive-age individuals at thel Tampahan Community Heath Center in Toba Rgency. The community is advised to undergo regular heath checks for blood sugar and blood pressure at the community heath center. The Tampahan Community Heath Center is advised to establish a telxt message service or to meet with people at risk of diabetes among productive-age individuals. It can also create a supportive environment and encourage them to undergo regular health checks or seek treatment.

Analysis of the Application of the Dynamic Governance Concept in the Management of the Public Service Mall (MPP) in Medan City
This study aims to analyze the implementation of the Dynamic Governance concept in the administration of the Public Service Mall (Mal Pelayanan Publik/MPP) in Medan City. The concept emphasizes the importance of adaptive, reflective, and collaborative thinking through three main elements: thinking ahead, thinking again, and thinking across. This research uses a descriptive qualitative approach with data collection techniques including in-depth interviews, observations, and documentation.
The Medan City Investment and One-Stop Integrated Services Agency (DPMPTSP), as the managing institution of MPP, has applied the principle of thinking ahead through the digitalization of services, such as the implementation of an electronic queueing system and online licensing services, as a response to the evolving needs of the public. The thinking again principle is reflected in regular evaluations conducted internally and across agencies, such as quarterly coordination meetings and user satisfaction surveys, which are then used as the basis for service improvement. Meanwhile, the thinking across principle is evident through collaboration between DPMPTSP and various institutions providing services within the MPP, including both regional and central government agencies operating locally, as well as the involvement of non-government stakeholders such as private sector actors in supporting public service facilities.
The implementation of dynamic governance at the Medan City MPP shows positive progress, although challenges remain, such as limited time for staff training, varying levels of technological adaptability, and inconsistencies in standard operating procedures across institutions. This study concludes that the concept of dynamic governance has begun to be implemented, but further strengthening is needed to ensure that the governance of MPP can run more adaptively, efficiently, and sustainably.205 pagesSkripsi Sarjan

An analysis of the content of Ca and Mg metal content in dolomite fertilizer at the Palm Oil Research Center (PPKS) laboratory has been carried out. Dolomite is a mineral that comes from nature that contains Magnesium (Mg) and Calcium (Ca) nutrients with high enough levels, used as a liming material in acidic mineral soils to increase soil pH. The purpose of this study was to determine the calcium and magnesium levels in dolomite fertilizer. The method used is Atomic Absorption Spectrophotometry (AAS). The results of the research conducted, obtained calcium (Ca) = 27,06% and magnesium (Mg) = 18,28%. Effective leadership can encourage the formation of a disciplined work culture through accuracy, direction, supervision, and firm and fair decision making. This research aims to find out the role of leadership in improving employee discipline and identifying factors that are obstacles in the application of work discipline at PT. SUMUT KCP Krakatau Bank. This research method uses a qualitative descriptive method with data collection techniques in the form of observation, interview, and documentation. Interviews were conducted to leaders at PT. Bank SUMUT KCP Krakatau as the main source. Research results show that leaders actively carry out their roles as role models, movers, and decision makers in upholding employee discipline. The leadership style that is applied is a combination of transformational and participatory. Although the level of employee discipline is generally good, there are obstacles such as delays due to external factors, technical disruptions, uneven workload, and lack of consistency of initial reprimands. Effective leadership contributes significantly in improving employee work discipline. The combination of the right and consistent leadership style in supervision and sanctions needs to be continuously improved to build a sustainable discipline culture in the PT environment. SUMUT

Analysis of Hotel Tax Revenue as a Source of Regional Income at the Regional Revenue Agency (Bapenda) of Medan City
Hotel tax is one of the sources of Local Own-Source Revenue (PAD) that plays a vital role in supporting regional development. This study aims to analyze the contribution of hotel tax to the PAD of Medan City and to identify the obstacles in optimizing its collection.
This research uses a descriptive qualitative method with a case study approach at the Regional Revenue Agency (Bapenda) of Medan City. Data were obtained through interviews with Bapenda officials, observations, and documentation of hotel tax revenue realization reports.
The results show that hotel tax contributes significantly to the PAD of Medan City, although its realization has not yet reached optimal levels. Key challenges include low taxpayer awareness, limited supervision, and underutilization of digital systems. Improving taxpayer compliance and leveraging information technology are crucial to enhancing the effectiveness of hotel tax revenue collection.

Classification Of Diabetic Retinopathy Using Machine Learning With Convolutional Neural Network Method EfficientNetB3 Architecture Model
Diabetic retinopathy is a serious complication of diabetes mellitus that can lead
to blindness if not detected and treated early. This study aims to develop a
Convolutional Neural Network (CNN)-based machine learning model with
EfficientNetB3 architecture to categorize and determine the severity of diabetic
retinopathy through analysis of retinal OCT fundus images. The research methodology
includes downloading a dataset from Kaggle consisting of 10,000 retinal images
divided into five classes: Healthy, Mild Diabetic Retinopathy, Moderate Diabetic
Retinopathy, Severe Diabetic Retinopathy, and Proliferative Diabetic Retinopathy,
each class containing 2000 images. The data preprocessing process was carried out by
resizing the image from 256x256 pixels to 224x224 pixels and applying data
augmentation in the form of brightness, rotation and flip to increase the variation of
the dataset. The EfficientNetB3 model was implemented using transfer learning with
the TensorFlow/Keras framework, with batch normalization, dense, and dropout layers
added, and then compiled using the Adam optimizer, binary crossentropy loss function,
and accuracy metrics. The dataset was divided into 90% training data and 10%
validation data, with the application of data augmentation techniques, weighted loss,
cosine annealing, and test time augmentation (TTA) to address class imbalance and
improve model generalization. The results showed that the model successfully
achieved a validation accuracy of 95.8% with an average F1-score of 0.9570. The best
performance was shown in the classification of healthy eyes (Healthy) with an F1-
score of 0.98, while the Mild and Moderate classes showed slightly lower performance
due to similar visual characteristics. Evaluation through confusion matrix and
classification report confirmed that the model has high precision and recall in almost
