    Max-Product Shepard Operators Based on Multivariable Taylor Polynomials

    In this paper, by using multivariable Taylor polynomials and also the max-product operation, we give a nonlinear modification of the classical Shepard operators. This modification enables us to obtain better approximation behavior than the classical aspects studied by Shepard (1968) and Farwig (1986). We also discuss the effects of regular summability methods in the approximation.     Nemo Tenetur Se İpsum Accusare İlkesi Bağlamında Adli Amaçlı İletişimin Denetlenmesi Tedbiri

    Adli amaçlı iletişimin denetlenmesi tedbiri Ceza Muhakemesi Kanunu'nun 135. maddesinde düzenlenmiştir. Katlanma yükümlülüğünün sınırlarından olan "nemo tenetur se ipsum accusare" ilkesi ise Anayasa'nın 38. maddesinin 5. fıkrasıyla koruma altına alınmıştır. Bu çalışmanın hedefi iki kavram arasındaki ilişkinin incelenmesidir. Birinci bölümde öncelikle koruma tedbirleri kavramına genel bir giriş yapılmış sonrasında ise Ceza Muhakemesi Kanunu'nun 135. maddesinde düzenlenen iletişimin denetlenmesi tedbiri detaylı biçimde incelenmiştir. İkinci Bölümde çalışmanın diğer ayağını oluşturan katlanma yükümlülüğünün sınırlarından biri olan "nemo tenetur se ipsum accusare" ilkesi incelenmiştir. Konunun sistematikliğini bozmamak adına öncelikle katlanma yükümlülüğüne genel olarak değinilmiş, katlanma yükümlülüğünün nemo tenetur ilkesi dışındaki sınırları da kısaca incelenmiştir. Sonrasında ise "nemo tenetur se ipsum accusare" ilkesi detaylı biçimde incelenmiştir. Son bölüm iki kavramın birbiriyle olan ilişkisinin araştırıldığı ve çalışmadan çıkarılan sonucun yer aldığı kısımdır.The measure of surveillance of communications for judicial purposes is regulated in Article 135 of the Code of Criminal Procedure. The principle of nemo tenetur, which is one of the limits of the obligation to endure, is protected by Article 38, paragraph 5 of the Constitution. The aim of this study is to analyze the relationship between these two concepts. In the first part, firstly, a general introduction to the concept of protection measures is made, and then the communication surveillance measure regulated under Article 135 of the Code of Criminal Procedure is examined in detail. In the second part, the principle of "nemo tenetur se ipsum" accusare, which is one of the limits of the obligation to endure, which constitutes the other pillar of the study, is examined. In order not to disturb the systematicity of the subject, firstly, the obligation to bear is mentioned in general, and the limits of the obligation to bear other than the nemo tenetur principle are briefly examined. Then, the principle of "nemo tenetur se ipsum accusare" is examined in detail. The last section analyzes the relationship between the two concepts and presents the conclusions drawn from the study

    Pıhtı Birikimi ve Efor Koşullarının Abdominal Aort Anevrizması Üzerinde Oluşturduğu Hemodinamik Etkilerin Sayısal Yöntemlerle İncelenmesi

    Abdominal aort anevrizması damar genişlemesine bağlı olarak oluşan önemli bir sağlık sorunudur. Tedavi edilemediği takdirde anevrizma büyümeye devam eder ve yırtılma riski içerir. Olası bir anevrizma yırtılması, ciddi bir kan kaybına yol açmakta ve ölümle sonuçlanabilmektedir. Bu nedenle, abdominal anevrizmaların erken safhada teşhis edilmesi ve olası yırtılma risklerinin tahmin edilmesi kritik öneme sahiptir. Genel olarak, 5 cm üzerinde çapa sahip olan anevrizmalar riskli olarak değerlendirilmektedir. Ancak, 5 cm'den daha büyük çapa sahip olup ömür boyu yırtılmayan anevrizmalar bulunmaktadır. Öte yandan, 3 cm gibi nispeten küçük bir çapa sahip olup yırtılan abdominal anevrizmalar bulunmaktadır. Bu durum, riskli olan vakaları belirlemek için sadece çap değerini kullanmanın yeterli olmadığını göstermektedir. Bu nedenle, anevrizma içindeki hemodinamik değişkenlerin ve damar duvarındaki yapısal parametrelerin detaylı olarak hastaya özgü bir şekilde incelenmesi gerekmektedir. Bu çalışmada, anevrizma yırtılma riskini belirleyebilmek amacıyla, gerçek bir anevrizma geometrisi kullanılarak hemodinamik ve katı-sıvı etkileşimli analizler gerçekleştirilmiştir. Gerçekleştirilen analizlerde, pıhtı hacminin büyüklüğü, pıhtının sertliği ve efor koşullarının değişkenliği gibi parametreler göz önüne alınmıştır. Pıhtı hacmi ile ilgili olarak pıhtısız, düşük seviyede pıhtılı, orta seviyede pıhtılı ve yüksek seviyede pıhtılı durumlar düşünülmüştür. Pıhtı sertliği ile ilgili olarak yumuşak, normal ve sert pıhtı durumları düşünülmüştür. Efor koşulları ile ilgili olarak dinlenme halindeki düşük efor, normal efor ve egzersiz halindeki yüksek efor koşulları düşünülmüştür. Yırtılma riskini değerlendirebilmek için katı- sıvı etkileşimli analizler ile damar duvarında oluşan maksimum gerilme değerleri belirlenmiştir. Damar üzerindeki gerilme değerleri arttıkça anevrizmanın yırtılma riski artmaktadır. Elde edilen sonuçlara göre, pıhtı birikiminin artmasının ve pıhtının sertleşmesinin, damar duvarındaki gerilme seviyelerini azalttığı ve dolayısıyla yırtılma riskini düşürdüğü gözlemlenmiştir. Efor koşullarının artması ile birlikte damar duvarındaki gerilmeler kısmi de olsa artmaktadır. Ancak, efor koşullarının etkisi pıhtı birikiminin etkisine kıyasla sınırlıdır. Yırtılma riskinin en yüksek olduğu bölgeler, anevrizmada en büyük genişlemenin olduğu bölge ile aortun anevrizma ile birleştiği bölge olarak belirlenmiştir. Elde edilen sonuçlar, abdominal aort anevrizmasında oluşan hemodinamik değişimleri ortaya koymuş ve yırtılma riski açısından kritik öneme sahip olan parametreleri göstermiştir.Abdominal aortic aneurysm is a significant health problem caused by the enlargement of the abdominal artery. If this disease is untreated, the aneurysm continues to grow and carries the risk of rupture. A potential aneurysm rupture can lead to severe blood loss and may result in death. Therefore, it is critically important to diagnose abdominal aneurysms at an early stage and to predict possible rupture risks. Generally, aneurysms with a diameter over 5 cm are considered risky. However, there are aneurysms with a diameter larger than 5 cm that do not rupture over a lifetime. On the other hand, there are abdominal aneurysms with a relatively small diameter of around 3 cm that do rupture. This indicates that using only the diameter value to identify risky cases is insufficient. Therefore, it is necessary to examine the hemodynamic variables inside the aneurysm and the structural parameters of the vessel wall in detail and in a patient-specific manner. In this study, hemodynamic and fluid-structure interaction analyses are performed using a real aneurysm geometry to determine the risk of aneurysm rupture. In the analyses, parameters such as thrombus volume, thrombus stiffness, and variability of effort conditions are considered. Regarding the thrombus volume, cases with no thrombus, low thrombus, medium thrombus, and high thrombus levels are considered. Regarding the thrombus stiffness, soft, normal, and stiff thrombus cases are considered. Regarding the effort conditions, low effort at rest, normal effort, and high effort during exercise are considered. To assess the risk of rupture, the maximum stress values occurring in the vessel wall are determined through fluid structure interaction analyses. As the stress values on the vessel increase, the risk of aneurysm rupture also increases. According to the results obtained, it is observed that increased thrombus accumulation and hardening of the thrombus reduced the stress levels in the vessel wall and thus decreased the risk of rupture. With the increase in effort conditions, the stresses on the vessel wall are partially increased. However, the effect of effort conditions is limited compared to the effect of thrombus accumulation. The regions where the risk of rupture is highest are identified as the region with the greatest enlargement in the aneurysm and the region where the aorta joins with the aneurysm. The results of the study revealed the hemodynamic changes occurring in the abdominal aortic aneurysm and highlighted the parameters that are critically important for the rupture risk

    Effects of Mercury Exposure on Neurodegenerative Diseases: Traditional Review

    Due to environmental pollution, humans are exposed to various heavy metals, including mercury, in their daily lives. Mercury is common in nature and is used in thermometers, barometers, dental fillings. It is a toxic heavy metal and it exists in three different forms which has toxic effects through different mechanisms. Exposure to mercury causes degradation of proteins, increase in reactive oxygen species and enzyme inhibition. Neurodegenerative disorders are suggested to occur due to defective protein degradation and aggregation, mitochondrial dysfunction related to oxidative stress and free radical formation, and metal toxicity. There are various evidences that mercury and compounds cause neurodegenerative diseases. Because of mercury exposure, toxic effects such as DNA fragmentation and deterioration of the integrity of neurons can be observed. Severe damage to neurons results in neuronal loss, while neuronal loss makes it inevitable to observe neurodegenerative diseases. In this review, we summarized the studies about Alzheimer’s disease, Parkinson’s disease, amyotrophic lateral sclerosis and multiple sclerosis, which are the main neurodegenerative diseases linked to mercury exposure. Studies showed that mercury exposure may be associated with all neurodegenerative diseases, especially Alzheimer’s disease.     Inclusive and Differential Cross-Section Measurements of i>t/I>(i>t Production in i>pp/I> Collisions at √i>s/I>=13 Tev With the Atlas Detector, Including Eft and Spin-Correlation Interpretations

    Measurements of both the inclusive and differential production cross sections of a top-quark-top-antiquark pair in association with a Z boson (t (t) over barZ) are presented. Final states with two, three or four isolated leptons (electrons or muons) are targeted. The measurements use the data recorded by the ATLAS detector in pp collisions at root s = 13 TeV at the Large Hadron Collider during the years 2015-2018, corresponding to an integrated luminosity of 140 fb(-1). The inclusive cross section is measured to be sigma(t (t) over barZ) = 0.86 +/- 0.04 (stat.) +/- 0.04 (syst.) pb and found to be in agreement with the most advanced Standard Model predictions. The differential measurements are presented as a function of a number of observables that probe the kinematics of the t (t) over barZ system. Both the absolute and normalised differential cross-section measurements are performed at particle level and parton level for specific fiducial volumes, and are compared with NLO+NNLL theoretical predictions. The results are interpreted in the framework of Standard Model effective field theory and used to set limits on a large number of dimension-6 operators involving the top quark.     The ‘protect’ Essential Elements in Managing Crisis Data Policies

    Based on a literature review, policy study, and a conference session discussion, this paper systematically analyzed seven predominant elements in crisis data policies, namely ‘people, resources, operation, technology, ethics, communication, and trust,’ abbreviated as the ‘PROTECT’ essentials. As a guiding checklist for crisis data policy, implementing the ‘PROTECT’ essentials should follow the guiding principles, in which people should be united to understand each other better and get prepared for intelligible data resources; the operation of crisis data work should be uniquely tailored to scenarios, with promising IT adoption guided by utilitarian ethics; crisis communication should be prompt and unambiguous; trust between people and machines should be sustainable. These can be summarized as the ‘UPs’ principles. All these efforts together contribute to a sustainable crisis data ecosystem. Selected case studies on the COVID-19 pandemic, and the February 6, 2023 Türkiye-Syria earthquake, validate how the ‘PROTECT’ essential framework helps guide crisis data work. We hope the ‘PROTECT’ essentials and the implementation guidelines could provide insights into future crisis data policies. © 2024 The Author(s)

    Yaratıcılığın Sınırları: Yapay Zekâ Yaratıcılığına Bir Bakış

    Bu makale, yapay zekânın yaratıcı bir özne olarak değerlendirilebilme potansiyelini felsefi, sanatsal ve iletişimsel boyutlarıyla incelemekte ve yaratıcılığın insan merkezli tanımlarla sınırlı kalmasının yetersizliğini ortaya koymaktadır. Yaratıcılık, geleneksel olarak bilinç, niyet ve öznel deneyim gibi insana özgü unsurlarla tanımlansa da yapay zekânın sanat üretim süreçlerine katılımı, estetik ve yenilik değerleri sunarak bu tanımları sorgulamaktadır. Çalışmada, yaratıcılık hakkındaki teoriler ışığında yapay zekânın sanatsal yaratıcılık potansiyeli ele alınmış; bu üretimlerin izleyici ve toplum üzerindeki etkisinin, yapay zekâ eserlerine anlam kazandırmada önemli bir rol oynadığı vurgulanmıştır. Sonuç olarak, yaratıcılık kavramının insan yaratıcılığından farklı bir anlayışla ve insan merkezli tanımların ötesine geçen bir çerçevede yeniden ele alınması gerekmektedir

    Communicate or Sense? AP Mode Selection in mmWave Cell-Free Massive MIMO-ISAC

    Integrated sensing and communication (ISAC) is a promising technology for future mobile networks, enabling sensing applications to be performed by existing communication networks, consequently improving the system efficiency. Millimeter wave (mmWave) signals provide high sensing resolution and high data rate but suffer from sensitivity to blockage. Cell-free massive multiple-input multiple-output (MIMO), with a large number of distributed access points (APs), can overcome this challenge by providing macro diversity against changing blockages and can save energy consumption by deactivating unfavorable APs. Thus, in this work, we propose a joint dynamic AP mode selection and power allocation scheme for mmWave cell-free massive MIMO-ISAC, where APs are assigned either as ISAC transmitters, sensing receivers, or shut down. Due to the large size of the original problem, we propose three different sub-optimal algorithms that minimize the number of active APs while guaranteeing the sensing and communication constraints. Numerical results demonstrate that assigning ISAC transmitters only satisfying communication constraints, followed up by sensing receiver assignment only for sensing constraint achieves the best performance-complexity balance.This work has been funded by Celtic-Next project RAI-6Green partly supported by Swedish funding agency Vinnova.
