    Charged-Hadron Production in Pp, P+pb, Pb+pb, and Xe+xe Collisions at √snn = 5 Tev With the Atlas Detector at the Lhc

    This paper presents measurements of charged-hadron spectra obtained in pp, p+Pb, and Pb+Pb collisions at s or sNN = 5.02 TeV, and in Xe+Xe collisions at sNN = 5.44 TeV. The data recorded by the ATLAS detector at the LHC have total integrated luminosities of 25 pb−1, 28 nb−1, 0.50 nb−1, and 3 μb−1, respectively. The nuclear modification factors RpPb and R AA are obtained by comparing the spectra in heavy-ion and pp collisions in a wide range of charged-particle transverse momenta and pseudorapidity. The nuclear modification factor RpPb shows a moderate enhancement above unity with a maximum at p T ≈ 3 GeV; the enhancement is stronger in the Pb-going direction. The nuclear modification factors in both Pb+Pb and Xe+Xe collisions feature a significant, centrality-dependent suppression. They show a similar distinct p T-dependence with a local maximum at p T ≈ 2 GeV and a local minimum at p T ≈ 7 GeV. This dependence is more distinguishable in more central collisions. No significant |η|-dependence is found. A comprehensive comparison with several theoretical predictions is also provided. They typically describe R AA better in central collisions and in the p T range from about 10 to 100 GeV.     Etkili Vatandaşlık İlkesi ile Yatırım Yoluyla Vatandaşlık Programları Üzerine Bazı Düşünceler

    Vatandaşlık kavramı, devletin kurucu unsurlarından olan insan topluluğunu teşkil eden bireylerin devlet ile aralarındaki bağı ifade etmektedir. Bu nedenle her devletin, kimlerin kendi vatandaşı olacağını belirleme yetkisi bulunmaktadır. Ancak bu yetkinin sınırsız olmadığı kabul edilmektedir. Zira devletler, milletlerarası hukukun temel öznesidir ve devletlerin bahşettiği vatandaşlık statüsü milletlerarası hukukta da bazı önemli sonuçlar doğurmaktadır. Dolayısıyla, vatandaşlık konusunda devletlerin yaptıkları düzenlemeler, milletlerarası sözleşmeler, milletlerarası teamül ve vatandaşlıkla ilgili genel hukuk ilkeleri ile uyumlu oldukları ölçüde diğer devletlerce kabul edilecektir. Yatırım yoluyla vatandaşlık programları dâhilinde vatandaşlık verilmesi de devletlerin mahfuz yetkileri kapsamındadır. Peki diğer devletler bu yolla verilen bir vatandaşlığı tanımak zorunda mıdır? Bu konudaki değerlendirme hangi ilkeler esas alınarak yapılmalıdır? Nottebohm kararında vurgulanan etkili vatandaşlık ilkesi bu kapsamda dikkate alınmalı mıdır? Makalede bu sorular cevaplanmaya çalışılmıştır. Bunun için genel devlet teorisi ve milletlerarası hukuk bağlamında vatandaşlık kavramı ile Nottebohm kararının önemli noktaları ele alınmış, yetkili makam kararıyla vatandaşlığın kazanılmasından genel hatlarıyla bahsedilmiş, bu kapsamda istisnai bir yol olan yatırım yoluyla vatandaşlık uygulaması farklı ülke örnekleri çerçevesinde incelenmiştir. Yapılan incelemeler neticesinde, küreselleşmenin de etkisiyle göç hareketlerinin yoğunlaşmasına ve birden çok vatandaşlık durumlarının artmasına rağmen devlet-vatandaş ilişkisinin özünün aynı kaldığı görülmüştür. Dolayısıyla, kişi ile devlet arasında doğumdan sonra oluşan gerçek bir bağa dayanmaksızın sadece belli tutarlar karşılığında verilen vatandaşlığın, genel devlet teorisi çerçevesinde vatandaşlık kavramını tam olarak karşılamadığı ve milletlerarası hukuk bağlamında sorun yaratma potansiyeline sahip olduğu sonucuna varılmıştır

    Observation of an Excess of Dicharmonium Events in the Four-Muon Final State With the Atlas Detector

    A search is made for potential ccc[over ¯]c[over ¯] tetraquarks decaying into a pair of charmonium states in the four muon final state using proton-proton collision data at sqrt[s]=13  TeV, corresponding to an integrated luminosity of 140  fb^{-1} recorded by the ATLAS experiment at LHC. Two decay channels, J/ψ+J/ψ→4μ and J/ψ+ψ(2S)→4μ, are studied. Backgrounds are estimated based on a hybrid approach involving Monte Carlo simulations and data-driven methods. Statistically significant excesses with respect to backgrounds dominated by the single parton scattering are seen in the di-J/ψ channel consistent with a narrow resonance at 6.9 GeV and a broader structure at lower mass. A statistically significant excess is also seen in the J/ψ+ψ(2S) channel. The fitted masses and decay widths of the structures are reported

    The Evaluation of Telomere Length and Telomerase Activity Measurement in Neurofibromatosis Type 1 Nf1 Tumors

    Objective: Neurofibromatosis type 1 (NF1) is an autosomal dominant disease that affects 1 in 2,500 people worldwide. The disease is developed due to the occurrence of mutations in NF1 gene. NF1 gene is coding cytoplasmic protein which is negative regulator of RAS proteins. The loss of neurofibromin results in activation of RAS cascade and cell proliferation. For this reason, NF1 gene is categorized as tumor suppressor gene. It is clinically characterized by cafe-au-lait spots, Lisch nodules, axillary and inguinal freckling, multiple peripheral nerve tumors, bone lesions, and a predisposition to malignancy. Variations in NF1 mutations may not correlate with the variations in clinical phenotype. This unclear genotype–phenotype correlations is assumed to be due to modifier genes. One of these modifier candidates is telomere length and telomerase activity. Telomeres are repetitive nucleotide sequences located at the ends of chromosomes and protect them from fraying and sticking to each other. The length of telomeres is shortening in each cell division. Nevertheless, this shortening can be prohibited by the enzyme telomerase which adds a speciesdependent telomere repeat sequence to the 3’ end of telomeres. However, telomerase activity usually diminished after birth in somatic cells. Researches done in last years have shown the importance of telomere and telomerase activity and they are causally connected to human disease. However, the number of research on this concept for NF1 patients is very few. Methods: The DNA and proteins isolated from tumors of nine NF1 patients was analyzed by quantitative PCR based technics. Telomere length measurement were done using the DNA samples. The pathological status of tumor tissues was confirmed by routine pathological examination. Telomerase activity were evaluated from proteins isolated from acquired tumor samples. Results: Considering the preliminary results, higher telomerase activity is measured in some NF1 tumors and also variations in telomere size were detected. Conclusion: These primary data indicate that telomere length may play an important role in NF1-associated tumor’s progression and could provide information about the telomere-targeted therapeutic approaches for treatment of telomere dysfunction in the clinic. © (2023), (Refik Saydam National Public Health Agency (RSNPHA)).     Bu çalışma 1990 sonrası dönemde Rusya'nın Doğu Avrupa'daki askeri aktivizminin ABD'nin tehdit algılamasını nasıl etkilediğini tehdit dengesi teorisini test ederek incelemektedir. Araştırma sorusu Rusya tarafından Kırım'ın 2014'te ilhak edilmesinin ABD'nin tehdit algısını nasıl etkilediği ile Rusya'nın Ukrayna'yı 2022'deki işgalinin ABD'nin tehdit algısını nasıl etkilemekte olduğu şeklinde iki alt araştırma sorusuna ayrılmıştır. Birinci bölümde realist paradigmanın 2022 yılında Ukrayna'nın işgaliyle tekrardan hakim konumuna kavuştuğu savunulmuştur. İkinci bölümde klasik uluslararası ilişkiler teorilerinin bu askeri aktivizmi açıklamadaki yetersizlikleri belirtilmiştir. Üçüncü bölümde bu eksiklikleri gideren tehdit dengesi teorisi açıklanmıştır. Toplam güç ve saldırgan güçteki temel eğilimler indeks ve veri tabanları aracılığıyla ölçülmüştür. Coğrafi yakınlık ve saldırgan niyet değişkenleri de nitel veri kaynakları aracılığıyla incelenmiştir. Dördüncü bölümde 2008-2014 arası dönemde Rusya'nın toplam ve saldırgan gücünde artış gözlemlenmiştir. 2015-2022 arasında toplam güçte düşüş gözlemlenirken saldırgan gücünde artış gözlemlenmemektedir. Algılanan saldırgan niyette ise birkaç gelişme dolayısıyla her iki dönemde de artış gözlemlenmiştir. Coğrafi yakınlık sabit olarak alınmıştır. Tehdit seviyesi artışlarının akabindeki dengeleme davranışları üzerinde durulmuştur. Bu çalışma, algılanan tehdit seviyesindeki değişikliklerin ABD'nin Rusya dış politikasını nasıl yürüttüğü konusunda merkezi bir rol oynadığı argümanını desteklemektedir.This study examines how Russia's military activism in the Eastern Europe has affected the threat perception of the U.S. in the post-Cold War period by testing balance of threat theory. The research question is divided into two sub-research questions: how the annexation of Crimea in 2014 by Russia affected the threat perception of the U.S. and how Russia's invasion of Ukraine in 2022 has affected the threat perception of the U.S. The first chapter argues the realist paradigm has regained its dominant position due to the occupation of Ukraine. The second chapter states the inadequacy of mainstream international relations theories in explaining this military activism. The third chapter explains the balance of threat theory, which overcomes these shortcomings. The main trends in aggregate power and offensive capability were measured through indexes and databases. Proximity and offensive intentions were examined via qualitative sources. In the fourth chapter a decrease in Russia's aggregate power and offensive capability was observed. While there is a decrease in the aggregate power between 2015-2022, there is no increase in the offensive capability. Increase in perceived offensive intentions was observed due to several developments in both periods. Proximity was taken as constant. The balancing behaviors after the threat level increases are emphasized. The study supports the main argument that changes in threat levels have played the central role in how the U.S. has conducted its foreign policy vis-à-vis Russia

    MODELING DISEASE TRANSMISSION DYNAMICS WITH RANDOM DATA AND HEAVY TAILED RANDOM EFFECTS: THE ZIKA CASE

    In this study, we investigate a compartmental model of Zika Virus transmission under random effects. Random effects enable the analysis of random numerical characteristics of transmission, which cannot be modeled through deterministic equations. Data obtained from Zika studies in the literature are used along with heavy tailed random effects to obtain new random variables for the parameters of the deterministic model. Finally, simulations of the model are carried out to analyze the random dynamics of Zika Virus transmission. Deterministic results are compared with results from the simulations of the random system to underline the advantages of a random modeling approach. It is shown that the random model provides additional results for disease transmission dynamics such as results for standard deviation and coefficients of variation, making it a valuable alternative to deterministic modeling.     How You Describe Procurement Calls Matters: Predicting Outcome of Public Procurement Using Call Descriptions

    Article; Early AccessA competitive and cost-effective public procurement (PP) process is essential for the effective use of public resources. In this work, we explore whether descriptions of procurement calls can be used to predict their outcomes. In particular, we focus on predicting four well-known economic metrics: (i) the number of offers, (ii) whether only a single offer is received, (iii) whether a foreign firm is awarded the contract, and (iv) whether the contract price exceeds the expected price. We extract the European Union's multilingual PP notices, covering 22 different languages. We investigate fine-tuning multilingual transformer models and propose two approaches: (1) multilayer perceptron (MLP) models with transformer embeddings for each business sector in which the training data are filtered based on the procurement category and (2) a k-nearest neighbor (KNN)-based approach fine-tuned using triplet networks. The fine-tuned MBERT model outperforms all other models in predicting calls with a single offer and foreign contract awards, whereas our MLP-based filtering approach yields state-of-the-art results in predicting contracts in which the contract price exceeds the expected price. Furthermore, our KNN-based approach outperforms all the baselines in all tasks and our other proposed models in predicting the number of offers. Moreover, we investigate cross-lingual and multilingual training for our tasks and observe that multilingual training improves prediction accuracy in all our tasks.     Observation of the Formula Presented Process in Formula Presented Collisions and Constraints on the Τ-Lepton Anomalous Magnetic Moment With the Atlas Detector

    This Letter reports the observation of Formula Presented-lepton-pair production in ultraperipheral lead-lead collisions Formula Presented and constraints on the Formula Presented-lepton anomalous magnetic moment Formula Presented. The dataset corresponds to an integrated luminosity of Formula Presented of LHC Formula Presented collisions at Formula Presented recorded by the ATLAS experiment in 2018. Selected events contain one muon from a Formula Presented-lepton decay, an electron or charged-particle track(s) from the other Formula Presented-lepton decay, little additional central-detector activity, and no forward neutrons. The Formula Presented process is observed in Formula Presented collisions with a significance exceeding 5 standard deviations and a signal strength of Formula Presented assuming the standard model value for Formula Presented. To measure Formula Presented, a template fit to the muon transverse-momentum distribution from Formula Presented-lepton candidates is performed, using a dimuon (Formula Presented) control sample to constrain systematic uncertainties.     1980-1990 arası yıllar edebiyatımızda roman türünün gelişimi açısından önemli bir kırılma ve yenilenme dönemidir. İlgili dönemin romanlarına yönelik eleştirilerde, dönem romanlarının genellikle 12 Eylül 1980 askerî darbesi ile ilişkilendirildiği görülür. Bu tespit yanlış olmamakla birlikte, büyük eksiklikleri de barındırır. Dolayısıyla 1980'li yıllarda yaşanan kültürel ve toplumsal gelişmeler, yeni edebî anlayışlar üzerine daha derin bir okuma yapılmasını gerektirir. Yeni yeni görülmeye başlayan postmodernizm, büyülü gerçekçilik, varoluşçuluk, Erich Fromm okumaları, fantastik ve masalsı anlatımlar, çoklu bakış açılarının öne çıkması ve yeni bir eleştiri anlayışının devreye girmesi dönem romanını anlamak için oldukça önemlidir. Bütün bunların yanı sıra, yazma sürecinin romanın mevzusu hâline getirilmesi de dönem romanlarının öne çıkan göstergeleri arasında yer alır. Söz konusu felsefi ve edebî anlayışlar, dönem insanının gerçekliği farklı farklı algılamasına sebep olurken, gerçeğin bireye göre çeşitlenmesi sanatçıları yeni arayışlara sevk eder. Bu tür yenilikler romanlarda, anlatıcı ve bakış açısı tekniklerinde de kendini gösterir. Dolayısıyla dönem zihniyetinde ortaya çıkan bu dönüşümün romanlara yansıması, anlatıcı ve bakış açısı merkezli bir okuma ile ortaya konmaya çalışılmıştır. Çalışmada dönemin edebiyat ortamı, sanat ve edebiyat yıllıkları, öne çıkan ödüller, ayrıca yeni eleştiri tutumları bir arada incelenmiştir.The years between 1980-1990 are an important period of rupture and renewal in terms of the development of the novel genre in Turkish literature. In the criticism of the novels, it is seen that these of the period are generally associated with the military coup occured on September 12, 1980. Although this determination is not wrong, it also contains major deficiencies. Therefore, the cultural and social developments of the 1980s require a profound reading of new literary conceptions. The emerging postmodernism, magical realism, existentialism, Erich Fromm readings, fantastic and fairy-tale narratives, the prominence of multiple perspectives and the introduction of a new approach to criticism are particularly important for understanding the novel of the period. In addition to these, one of the most prominent characteristics of the historical novel is that it makes the process of writing itself the subject of the novel. While these philosophical and literary understandings cause the people of the period to perceive reality differently, the diversification of reality according to the individual leads artists to new searches. Such innovations in novels also manifest themselves in narrative and point of view techniques as well. Therefore, the reflection of this transformation emerging in the period mentality onto novels has been tried to be revealed with a narrator and point of view centred reading. In the study, the literary atmosphere of the era, arts and literature yearbooks, prominent awards, as well as new critical attitudes have been collectively examined.
