Development of Knowledge Management in the Logistics of the Lithuanian Armed Forces.
Master‘s final work contains knowledge management process and its use in theory and practice analysis based on Lithuanian and foreign authors scientific works which were used as a background developing critical factors influencing knowledge management in organization, based on that the empirical research was conducted and knowledge management developing model for Lithuanian Armed Forces was created. Based on research results strategical solutions were suggested for knowledge management developing and creation organization efectivnes. It was also stated and presented concluions and recommendations developing knowledge management
Influence of leadership on organizational effectiveness.
Today, effective leadership is commonly viewed as central to organizational success, and more importance is placed on leadership development than ever before. In voluntary forces leaders are forced to look for new solutions in relations with soldiers. There haven’t been any research on connection between leadership of company commander and organization’s efficiency. In this master's thesis after an analysis of the scientific literature there is revealed the specifics of the military leadership in the National Defence Volunteer Forces, investigated leadership and effective organization interface, formed Coy commanders leadership improvement stages, composed proposals and recommendations for the National Defence system. Objective of the study: according to the theoretical military organization leadership principles, empirically distinguish Coy commanders leadership and organizational effectiveness, and to give solutions, that would allow to develop leadership in order to achieve the organization’s efficiency. The hypothesis, that the efficiency of Nacional Defense Voluntary forces can be achieved by Coy commanders leadership, oriented to personnel, confirmed. In this final master’s work established what kind of leadership should be in order to achieve organization operational efficiency. The methods of scientific literature analysis, survery and expert interview were used in the present thesis
Humanitarian interventions and UN peace operations.
The purpose of this thesis is to examine the evolution of concept and interaction of UN peace operations and humanitarian interventions. The hypothesis of the reasarch is to analyse humanitarian interventions and to answer the question: could humanitarian military operations be carried out as the last resort to ensure peace and stability, to protect peoples and secure human rights. The study object is a role of military humanitarian intervention in the UN peace operations. The final master’s research paper has the following tasks: to analyse and examine the theoretical concept of Solidarists’ humanitarian intervention and its main criteria and principles of employment of military power in order to resolve humanitarian crises. In addition, the paper has task to analyse historical and recent examples of UN peace operations and to assess the conditions for humanitarian interventions
Tactical Peculiarities of Insurgentsí Fighting during the January Uprising of 1863-1864 in Lithuania.
The present article analyses insurgent platoons and tactical peculiarities of units during the January Uprising of 1863ñ1864 in present Lithuania and neighbouring territories (Kaunas, Vilnius, Augustavas provinces). It also addresses march and battle tactics and tactical ruse. Insurgentsí actions in Lithuania during the period of 1863-1864 may be considered as full-scale guerrilla warfare. Insurgents successfully adopted the experience of previous uprisings in 1794 and 1831 and made use of the skills of officers and soldiers who previously served in the Imperial Russian Army and joined the insurgents during the January Uprising. Fighting efficiency of separate insurgent platoons mostly depended on their commanders and their ability to teach insurgents warfare, maintain discipline and great fighting spirit. Most efficient and most commonly used insurgent tactics included ambush, tree barrier, diversion, and attacking infrastructure and administrative objects. When fighting with the Imperial Russian Army took place in an open battlefield, success usually came to Russian forces. Insurgentsí defeat was determined not only by particular military-tactical reasons but also by overall political situation, severe repressions of Russian administration against the uprising supporters, and also gradual loss of residentsí support. In 1864, the last hope of receiving military support from abroad was lost and the January Uprising was suppressed
Officer work optimization through the competence improvement dimension: a case of the navy.
The concept of competence and its structure has been analysed at this thesis for Master‘s degree considering the rapid volatility of labour and living environment and quoting theoretical literature. The author of the thesis has used an integrated multicriteria evaluation method and has evaluated the competencies and determiant factors of Lithuanian naval officers, serving on a ship, and has developed an integrated evaluation model to evaluate competencies of a ship officer. Using the principles of model development, it is possible to evaluate competencies and its structure of any employee or specialist, working at any sphere. According to the survey data, the author has proposed an adapted plan of competence development for a particular ship on purpose to develop lacking competencies and to optimize officers‘ occupation at their working environment
Emigration impact on the Lithuanian national security.
The Republic of Lithuania announced its independence from the Soviet Union at the end of the cold war. Being independent Lithuania had to face the new challenges. Rapidly growing globalization process brought its advantages and disadvantages to the new country. Lithuanian society came to realize the seriousness of the new problems that challenged independence and existence of the Republic of Lithuania. Difficult economic situation, rising unemployment figures, growing economic inequality, unstable political situation and inadequate decisions became the main factors that caused the phenomenon of emigration. Sense of freedom and visa free travel opened the gates for the global migration. Emigration issues that the country was dealing with did a favour for the historical hostiles. Russian Federation has never given up on the idea to rebuild the previous empire. According to the International Law, the Russian Federation is the same party as the Soviet Union. It means that Russia is the Soviet Union and it holds all the rights and responsibilities of the USSR. Department of National Security and political scientists agree that the main target of Russian Federation is to „keep the biggest influence in the previous countries of the Soviet Union, and ideally recover the lost USSR territory within 10 or 20 years“. International Relations and Region Transformation topic that emerged in 21st century formed the new concept of the homeland security and the state power. It helped to understand Federation has never given up on the idea to rebuild the previous empire. According to the International Law, the Russian Federation is the same party as the Soviet Union. The aim of this study was to find an answer to the main topic question whether the process of emigration has an influence on the national security. A study hypothesis stated that the process of the massive Lithuanian emigration is the result of international affairs carried by countries working against Lithuania. In order to confirm or deny the hypothesis the national security was questioned. The state power and its different forms was analyzed to help understand the Russian Federation‘s influence. Furthermore, the emigration‘s reasons and outcomes to Lithuanian national security was investigated. From the research it shows that emigration problems harm the country and its ability to protect itself. The study revealed the methods used by Russia to decrease Lithuania‘s power and the connection between migration and Russia‘s plan to restore the Soviet Union. According to the migration statistics, emigration from Lithuania is no longer based on economic factors. Society is the foundation of the national security and sovereignity. Thus, the research was focused on emigration problems and consequences that couse the risk to national security rather than analyzing emigration as the process itself. Russia’s engagement in subversion and media war on Lithuania was used as study subject in order to validate the hypothesis about the negative impact caused by emigration
Evaluation of professional military service officers’ knowledge.
Prerequisites for the evaluation of human resource concept is inadequate for modern needs. It is becoming increasingly apparent need for new approaches. In order to understand the current needs in this master thesis has been theoretically analyzed the modern approaches of military organizations and their management. Also, has been actualized the changes of strategic, operational, tactical viewpoints and knowledge needs of today's new officers. In this work has been set out a new theoretical concept of knowledge based on the concept of Johari Window, also has been created not competencies but knowledge-based officers theoretical knowledge assessment model and empirically tested knowledge evaluation criteria weight trees. Propose solutions may create reasonable preconditions to assess knowledge value of officers, help identify officers with highest potential of the knowledge on their disposal and effectively implement the human resources policies of National Defense System
