The possibilities of the settlement of Cyprus conflict.
More than 40 years international community is not able to find the proper way to solve Cyprus conflict finally. The largest Greek Cypriots and Turkish Cypriots communities are physically separated by UN peacekeeping mission and live in the separate states currently. The existing situation let us doubt about the credibility of the efforts to solve existing ethnic conflicts. Create conditions to hesitate about the ability of the different ethnic communities to live in one state peacefully as well. Moreover, the latest public inquiries are showing that only one part Turkish Cypriots are willing negotiate concerning the conflict issues. The Greek Cypriots are minded do not hurry about the conflict proposals and prefer to sustain current situation.
Relationship between Strategic Communication and Deterrence strategy. The Lithuanian Case study.
Strategic communication is a concept, usually used in the area if international relations. Naturally, this soft power generating tool became an important part of military security agenda. In Lithuania strategic communication is a key factor in implementing national deterrence strategy. The aim of this thesis is to supplement discussions about Lithuanian security and defense policy. The object of this study is the use of the strategic communication in Lithuania in the context of Ukrainian crisis. The purpose of this thesis is to analyze relationship between strategic communication and deterrence strategy in Lithuania. This final master’s research paper has the following tasks: to identify parameters of effective strategic communication, to determine the theoretical relationship between strategic communication and Lithuanian deterrence strategy, critically analyze the implementation of key narratives focusing on aspects, which should be sustained or improved

Russia’s zapad 2013 military exercise: lessons for Baltic regional security /
As the contents of this booklet reveal, Zapad 2013 was no simple military drill. The lessons learned from this multi-faceted exercise continue to be debated and assessed by analysts and experts because of the sheer scale and complexity of the forces involved. The two principal participants in the exercises—Russia and Belarus—contributed more than 75,000 men, who were engaged in simulated operations in the air, on land and at sea. The deployment of these forces and the execution of the exercises took place on a theater-wide level, in close proximity to the Baltic states. As such, Zapad 2013 essentially targeted the military frontiers of NATO members and partners, from Poland to the eastern Baltic Sea
On the Clausewitzian Challenge in Eastern Europe /
This article evaluates contemporary growing tensions to geopolitical changes in Eastern Europe. The current Eastern European geopolitical situation is labelled as a crisis that has been generated by the Ukrainian conflict for more than one year already. In light of the described crisis, the military option has been discussed as a meaningful political tool. This notion has provoked the necessity to evaluate growing tensions in the region through the lens of a traditional Clausewitzian challenge that should define a solution for effective force tasking aimed at the achievement of firm political goals. More than that, the analysis of this article is based on theoretical notions of neoclassical realism suggesting that foreign policy is dependent on international incentives and on domestic evaluations of political entities
Contemporary Afghanistan outlook: between counterinsurgency and search of the social contract /
This article is based on reassessment of the contemporary results of counterinsurgency and nation-building in Afghanistan. Nation-building initiatives have been started in the country since the Bonn agreement in December 2001. This agreement brought into reality the current governing system of Afghanistan. Counterinsurgency in Afghanistan has been initiated in full mode since 2009 after a sound success on Iraqi frontier. However, each operational area is bringing its own specifics into play. The same was with Afghanistan. The newly established constitutional presidential republic has faced with inheritance of unresolved sensitive ethnical identity issues, confrontation between different groups for self-governing authority and security of essential resources. These preconditions have brought a diversified and even confrontational social environment into reality. Prolonged military operations in Afghanistan could show that diversified social environment and misevaluated cultural heritage has led to misleading assumptions that centralized presidential governing system could become an effective ruling model for post-Taliban country. One of the key notions of this article is that historical lessons taught by long years of colonialist rule in Afghanistan has not been learned and misevaluation of diversified and confrontational local entities has brought another historical lesson of Afghan tribal resistance. More than that, diversified and confrontational entities of Afghanistan have not been a favorable subject for possible social contract. The term social contract was introduced as explanatory method of national political behavior and systemic structure by Jean Jacques Rousseau in 18th century Europe. Afghan society has become the subject to this model of political philosophy only as counterinsurgency campaign gained full capabilities around 2009. The content and significance of improvement of civil servants’ training have been analysed, theoretical concepts of administrative capacities development overviewed. In turn, civil servants’ qualification and competences, as well as efficiency of civil servants’ education, training and qualification improvement systems and their conformance with state and society needs and expectations. Taking into account interrelation of the above mentioned concepts, improvement of administrative competence is defined as the process of continuous refreshment and development of knowledge, competences and skills in practice, training and development courses and individually
Security Issues: Current Trends in Lithuanian Law Enforcement System.
Problems in the sphere of national security of Lithuania draw attention to the fact that the management and use of information as a traditional working method of law enforcement institutions is changeable because of the increased involvement of security services and their attention towards current threats to security. Observation over the running and fast changing integration processes in the European Union in the sphere of law reforms, provision of security and significant social processes, as well as their study acquire not just a theoretical but also a more practical importance. It requires a close attention within a scientific community, namely, the representatives of legal sciences. The work presents the current issues and latest trends of development in the sphere of law regulation of the public security stipulated by the adoption of the Law of Criminal Intelligence of the Republic of Lithuania, which have not received yet a comprehensive and detailed reflection in scientific debates. Therefore, it is necessary to analyse the implementation of this legal instrument in the sphere of secret activity of Lithuania’s security at the present stage within the globalisation process. The author applied general scientific methods of studying objective reality and means and techniques peculiar to legal sciences. As a result, the significance and urgency of this legal instrument as a guarantee for protection of democratic values and human rights and freedoms have been emphasised
