Personnel Management in the Lithuanian Armed Forces: A Case of Non-Commissioned Officers.
Non-commissioned officers (hereinafter – NCO) are the biggest part of Lithuanian military personnel. The change of the constant threats returned to the obligatory initial military service, and the army demand has increased. Therefore, it is necessary to pay special attention to leading value of chain - for warrant officers. To ensure proper performance of NCO service, they must be effectively managed. We need to ensure that the Lithuanian armed forces NCO management activities are properly developed and implemented. In order to clarify the management system failures author analyzes national defence system‘s documents: the national defense system and military service law (2014), professional soldiers‘ transfer and professional military service officers‘ rotation procedures (2014), professional soldiers and other active reserve soldiers and reserve servicemen payment terms (2006), the Personnel Policy (2015) and other documentation related with human resources management activities. This topic is relevant because there is no research on Lithuanian military‘s NCO case. Labor problem - or the control system adequately developed. Objectives: 1) To analyze the organization of personnel in management systems. 2) Set military NCO service management‘s framework. 3) Identify the NCO service management structures‘ problem. 4) Provide guidelines NCO personnel management system development. The analysis of theoretical material and pilot interviews showed that the control system has flaws. Some of the activities do not have any regulations, others are performed in informal, unregulated and forthcoming way. Methods of the thesis: analysis of scientific literature, open documents analysis, interviews, survey‘s data analysis. The investigation showed: 1) the NCO‘s need is larger than the planned one. 2) Informal recruitment does not guarantee equal rights for warrant officers to receive other responsibilities proposals. 3) Selection is required for all available positions. 4) Adaptation to new places of service is required for all warrant officers, regardless of the length of service. 5) motivational measures are not effective due to the fact that they directed to the non-commissioned officers to rarely and some of them are inoperative. 6) restricted evaluation procedures do not ensure a proper evaluation principles. 7) the NCO career‘s concept does not exist
Liberal Internationalism in United States of America policy towards Ukraine crisis.
After the Cold War, United States of America became a global politic hegemon. With liberal ideals it constructed a democratic West block. This gave grounds for a new type of international relations theory and dominance to be born – liberal internationalism. Liberal internationalism is a set of related concepts on how to best organize international relations between states and non-state actors that emphasizes a belief in international progress, interdependence, cooperation, diplomacy, multilateralism, and support for international political structures and organizations. But there might be practical problems if there is a nuclear state involved. In Ukraine crisis case its Russia. President Barack Obama reconstructed U.S. foreign policy from interventional to internationalist – opposite than previous President George W. Bush. Europe was considered a stabile region, but when Ukraine crisis started to escalate it once again stand in the top rankings of U.S. policy. East European NATO allies (post-soviet countries most) feel the most threatened. Russia is being accused for escalating the conflict and violating a number of international laws (Crimean annexation for example), but does not admit its crimes. U.S. position during this crisis almost stayed without a change. Many experts state that Obama’s policy is too passive and sanctions to Russia and financial support for Ukraine aren’t enough. Others say, that the President is cautious because he doesn’t want to repeat US past mistakes (wars in Iraq and Afghanistan) and tries to use strictly diplomatic solutions. But the fact to find a solution is crucial because Ukraine and Europe may face a geopolitical catastrophe. The problem analyzed in this work: liberal internationalism norms are downgrading U.S. possibilities to achieve a more effective policy towards the Ukraine crisis. The objective of this work: to find out what are the main tendencies of U.S. policy towards Ukraine crisis. The goals are: 1. To find out what are the main U.S. interests towards Ukraine crisis; 2. To find out how U.S. foreign policy priorities changed during the crisis; 3. To examine if Obama policy towards Ukraine crisis is based on liberal internationalism criteria and, if it achieves the main goals. The hypothesis is that America’s actions in Ukraine crisis context were ineffective because it took a too liberal approach. It’s clear that Presidents Obama foreign policy reflects liberal internationalism principles during the crisis. The use of diplomacy, advising Ukraine on reconstructing its government to a democratic one and corrupt free, uniting different nations and ensuring that NATO countries won’t be left alone. Of course sanctions on Russia are not a liberal act but it’s the most liberal alternative to Russia’s aggression. But the crisis is still escalating, and no ceasefire agreement has worked. This kind of an approach is democratic and liberal but not working to end the conflict. Of course a more aggressive approach would have more consequences. A solution might be to help Ukraine to become a neutral state, with close ties with the West and good relations with Russia

Cultural awareness of military troops participating in international operations : between domestic policy and NATO agenda.
The importance of military’s cultural and religious awareness on the international operations was increasingly recognized after the Cold war. Though, a need of military cultural awareness is usually assessed at the national state – not the NATO – level. The absence of military cultural awareness standardization during the international operations within NATO allows member states to interpret cultural awareness individually. The freedom of cultural interpretation is not an undesirable thing per se but the lack of coordinated military leadership, especially when soldiers are working in the international composition. It may lead to further deficiencies and promote such problems as “green-on-blue” attacks in Afghanistan, which can be associated with cultural differences arising from solders direct interaction with other culture
Data storage devices control in protected systems. Technologies and aspects.
Question of using external data storage devices is vital because of the fact, that recently Lithuania government shows more attention to country cyber security system. And using external data storage is one of the most important question in common cyber defense. The problem: recently in the world grown up amount of cyber crimes, cause of that is important to enhance cyber defense of country. In this work is figuring out external data storages protection aspects. The aim of the work: find out and analyze possible solutions how to control using of external storage devices, which provide protected use of them in any organization. The tasks of the work: 1. Collect and analyze literature about using of external storage devices in information systems, technolgies and aspects of it; 2. Indentify possible technologies to control using external storage devices in information systems, also intentify which technologies is most effective; 3. Analyze how could be improved Lithuania National Defence System of using external storage devices. Findings: current existing information systems within the external data devices measures in Lithuania National Defense System are justified and do not require further improvement. Research methods: • The analysis of theory; • Generalization and comparison. The work is based on scientific literature and publications, internet information and the National Defense legitimate acts, orders, others countrys organizations issued documents, practice of Cyber Security and Telecommunication duty. In this work is written methos methods how to control external storage devices in case to protect system from threats that comes out of using these type of devices. In this work disclosed two main threats of using external storage devices: 1. Data leak; 2. Malware spread using external storage devices. Work has shown that the best solution to protect against these threats is a control device, which allows you to protect against both of it, unauthorized data loss and malicious code programs threats. Based on the work to find out technologies for control the external data storage devices can be said, that current existing solution in the Lithuanian National Defence System to prohibit the use of external storage devices is reasonable and does not require futher improvement
The role of civil protection in ensuring public safety. The case of Kėdainiai district municipality.
In 2014-2015 the worlds understanding of security changed essentially. The rising of radical movements, terrorist attacks getting more active, Russia led by unnamed imperial forces, natural disasters, rapidly technologically developing industries, epidemic, globalization and its consequences are causing trouble not only to Europe, but also to the rest of the world. Lithuania’s geographical position provides protection against many of the following negative factors. Its location and political situation is not favorable for radical movements and terrorist organization to come forward. There is no earthquake, tsunamis or volcanic eruptions, no uncontrollable epidemic or other natural disasters. But it certainly doesn’t mean that we live in complete security. The chosen topic of master degrees is important because the professional and smooth work of civil defense forces ensures the saving of many lives of civilians and reduces their suffering in case of emergency arising from declared state of war or occupation of the whole country or part of the country. Kėdainiai city was chosen because of arising different threats to national security. The city is not safe from flooding; there is a huge chemical plant “Lifosa”, well developed rail and road network, large full storage, the main gas pipeline passes through. The problem of the research – the organization of civil defense in municipalities does not ensure an adequate reaction towards rising threats to the national security of Republic of Lithuania. The object of research – optimization of civil defense activities in municipalities. The aim of research – to analyze and offer optimized organizing of civil defense in municipality action considering threats to national security according to the model of Kėdainiai district municipality. The objective of the study is to analyze the action of municipality in case of emergency and determine threats and the prevention of threats, to study the preparation to take action in case of emergency. To analyze as well Lithuanian military cooperation with civil authorities and the conclusion made from mutual training. Research methods: analysis of literary and archival sources, interviews, expert opinion. These methods were chosen considering that after 2010 the topic of civil defense reorganization has not been widely studied. There were no scientific articles, research and analysis. Master work consist of four section: the first consist of civil defense organization, the second – of emergency plan, the third – intended to Lithuania military cooperation with civil defense parties and the fourth – the need to optimize the organization of civil ddefense through experts. The conclusion is to optimize civil defense organization at the municipal level. The paper consist of 4 chapters, 9 pictures, 5 tables, 1 appendix, literature and other sources: 73 documents, 16 books and articles, 11 online articles
Lyderystė ir karininko ugdymas: Lietuvos ir Švedijos karo akademijų palyginimas.
The military leadership as well as other military training have a big importance in every military organization: from the military academy to the high level of knowledge of defence college, from the section level to the highest military unit level, from private to general. Leadership is manifested as the cornerstone when the tasks must be accomplished in anyways. Poor leadership, i.e. commanding to one’s unit, could cause painful consequences – the loss of lives of the brothers-in-arms. Armed forces require leaders who can be able to effectively use the most modern equipment and combat systems. Having in mind his/her personal qualities and knowledge able to operate in a changing situation, fearless to take a initiative, risks and to look in the eyes of death. In the final bachelor‘s thesis leadership is being analyzed and officers’ training in Lithuanian and Swedish military academies are compared. The aim is to determine what kind of programmes of leadership’s education is used by both military academies. Also, to compare the current leadership style among Lithuanian and Swedish cadets appealing to the data of survey. The theoretical part is related to the concept of military leadership. It is summarizing the models of leadership in Lithuanian and in Sweden as well. A general view of the military academies is presented by their documents, articles, and web pages. In the research part, the investigasion has been subject to comparative analysis, semi-structured interviews and a questionnaire survey. A comparison was made by qualitative interviews of the leadership programs, study systems, and its specific features. Interview’s questions were answered in detail by competent experts of military academies with a long experience of service. The quantitative method of the survey allowed to look at the kind of leadership styles among cadets. At the end of study the final conclusions are stated. Also on the basis of the data collection, the suggestions were presented how to improve the education of officer in the Military Academy of Lithuania
Lithuanian armed forces of finance and accounting department of sections of improving the effectiveness model.
The study observed that section, the methodology is not fully effective, it requires a model that will help effectively perform the tasks and avoid problems or solve existing problems. Thus, the main object of this work is the work of the Department section, which is particularly important for the successful development of the Lithuanian Armed financial factor. Therefore, we aim to investigate the Department's existing management problems and offer sections of the model, which would effectively do the job sections. It is important to explore why this problem exists and how it can be eliminated or mitigated

In the final bachelor thesis deals with process management and change management interface Ministry of National Defence. Scientific literature has allowed to define the concept of process management, key activities, changes in the theoretical aspects of the changes in the patterns. Detailed analysis of process management models and process management and change management interaction. Efficient process management is relevant to public sector organizations, faced with various challenges and problems. Therefore, management processes need to be analyzed and tested. Formulated in the light of the problem was carried out in the investigation process management Defence Ministry. The study surveyed: Defence Policy and Planning Department, Personnel Department, the Administration Department, the Finance Department accounting staff and business process management department staff. The results showed that not all employees in the organization is familiar with the process management and its functions, there are cases of duplication of work
