Оrgаnizаtiоnаl culturе is а рhеnоmеnоn whеn аll thе mеmbеrs оf аn оrgаnizаtiоn bеcоmе cоnnеctеd fоr еffеctivе аnd quаlitу реrfоrmаncе.     Officers Career Management system: A Case of Juozas Vitkus Engineering Battalion.

    The prevailing current geopolitical situation forced the state to pay greater attention to national security and its strengthening. This has increased the military role in the state and has drawn public attention to the military. In 2015 the initial compulsory military service was reintroduced in Lithuanian Armed forces, which drafted 3,000 young people, 200 of which started their service in Juozas Vitkus Engineering Battalion. The return of initial mandatory military service resulted in greater competition and the need for officers. In such a situation efficient officer career management is particularly important and relevant. The research problem is officers‘ career management implementation in Juozas Vitkus Engineering Battalion. The object of the investigation of this Thesis is the officers‘career management system in Lithuanian military Juozas Vitkus Engineering Battalion. The objective of this Thesis is to examine the implementation of the national defence system (NDS) officer career management system in the Juozas Vitkus Engineering Battalion and establish guidelines for improving it. In order to achieve the objective of the study the author has set five tasks: 1) to analyze theoretical career, career management and career planning issues and career management and planning importance for the individual and for the organization; 2) to analyze implementation of the NDS officer career management system in Juozas Vitkus Engineering Battalion; 3) to analyze the Land Force combat engineering, Explosive Ordnance Disposal, General engineering and CBRN officers‘ career model; 4) to investigate the implementation of the NDS officers career management system in Juozas Vitkus Engineering Battalion; 5) to submit proposals to help improve officers' career management system implementation in Juozas Vitkus Engineering Battalion. Methods used in this Thesis: scientific literature analysis and synthesis, legislative analysis, document analysis, questionnaire, questionnaire data generalization, analysis, evaluation and interpretation. After the theoretical part of the work it was found that career management – a process that includes career planning of individuals, development, implementation and control of their career goals in coordination with other areas of life and benefits of both employees and organization. Career management involves the movement of personnel and management, so it is important that the staff transfer is aligned with career planning and employees' career plans which should be taken into account. The main document which regulates officers ‘career management is Officers‘Career Concept according to which all officers‘(except Second Investigation Department and Special Operation Forces) careers are carried out according to the same system without considering the specifics of the unit or career direction. After the questionnaire it was found that factors that encourage respondents to seek for a career change over time. For a good service in the Lithuanian army officers are encouraged, but at least 73 percent of respondents believe that the encouragement did not have any impact on their career. More than a half (54 percent) of questioned officers believes that the rotary commission does not take their individual career plans into account when making a decision on the rotation. For this reason, career planning is irrelevant. Juozas Vitkus Engineering Battalion officers‘career is conducted by Land forces combat engineering, Explosive Ordnance Disposal, General engineering and CBRN officers career model, however the majority of respondents (80 percent out of 2nd lieutenants, 60 percent out of 1st lieutenants and 33 percent of captains) are not familiar with that model. Lithuanian military officer career management system is only partly implemented in Juozas Vitkus Engineering Battalion. Part of officers serving in Juozas Vitkus Engineering Battalion (46 percent) are not familiar with their career plans and also not a significant proportion (80 percent out of 2nd lieutenants, 80 percent out of 1st lieutenants, 40 percent of captains and 100 percent of majors) of officers could participate in their preparation. The Author of this Thesis prepared the proposals based on the results of the questionnaire which can be used to improve the officers' career management system implementation in Juozas Vitkus Engineering Battalion

    The topic of the Master’s thesis of Public Security and Defence Study Programme is directly related to the Lithuanian national security issues. It is not sufficient for a state to have its armed forces and expect that they will ensure the security of the state. It is necessary to encourage their continuous development and make servicemen well-trained professionals ready to perform given tasks. Servicemen are expected to use force to carry out their duties by resolutely obeying commanders’ orders given according to the laws and international humanitarian law. Servicemen have to be able to use well their weapons, whereas their authorities must ensure professional training. This attitude requires reviewing service a pistol firing training model to prevent weapon misuse. A pistol was chosen due to its frequent use in daily military duties at the units and also because it is the simplest weapon from military arsenal. The object: pistol firing training model. The aim: to analyze pistol firing training model used by the Lithuanian Land Force and present methodological recommendations. The objectives: 1. To analyze the pistol firing methods used in the interwar period in Lithuania; 2. To analyze the pistol firing methods used by the U.S. infantry and experienced riflemen in other foreign countries; 3. To analyze the pistol firing methods used by the Lithuanian Land Force and prepare a desirable pistol firing model; 4. To find out experts’ opinions on pistol firing methods used by the Lithuanian Land Force. The hypothesis: the pistol firing model used by the Lithuanian infantry does not ensure an efficient use of pistol in very short (0–5 m) and short (5–15 m) distances. Working methods: the following theoretical research methods were used in the thesis: scientific literature analysis, document analysis, historiographical analysis, comparative analysis, empirical research method (research part): partially structured an expert interview. The method was used with the aim to survey experts on the evaluation of present pistol firing training model at the Lithuanian Land Force and get proposals how to deal with the situation. Conclusions: The analysis of the interwar literature sources revealed that pistol firing training model in modern army is very simplified with no dry fire drills and pneumatic weapons (airguns). In the interwar period the focus was placed on a human nature, i.e. leading eye and main arm. Servicemen participated in mass competitions, such as Prizinis šaudymas (Prize Firing), involving not only sportsmen but servicemen as well. The experience of the United States and United Kingdom showed that pistols have different technical requirements for ergonomics, accessories and quick use. The number of servicewomen is likely to influence the pistol ergonomics requirements. The analysis of the U.S. Army Field Manual revealed the main difference between the requirements for the U.S. and Lithuanian servicemen. The latter are not trained to fire at very short and short distances that is one of the key functions of a pistol. With reference to foreign authors, the thesis presents the improved pistol firing training model of the Lithuanian Land Force by defining psychological dimension and systematizing military training based on servicemen battle effectiveness. Having summarized the experts’ opinions, a change of pistol purpose was introduced. A pistol is not just a serviceman’s weapon; it is also a self – defence means of every serviceman

    In recent years, security is one of the most important issues in political arena. Every country must ensure internal and external security for its citizens. In this context, the policy-makers have to decide how much to spend on this hot issue. The aim of this paper is to provide empirical insights of defence spending trends and its structural changes over the period of 2007–2013. The authors have employed comparative approach in order to assess the trends of defence expenditure in the context of the Baltic States, such as Lithuania, Latvia and Estonia. To that end, the findings have suggested the following: 1) different trends of defence expenditure and economic growth have been detected within the Baltic States. Lithuania and Estonia have reported a negative association between these indicators, while Latvia has demonstrated a positive one; 2) on the basis of intensity rate, Lithuanian defence expenditure pattern could be characterized as shifting over the analyzed period. It have been some times greater than in Latvia and Estonia; 3) Latvia and Estonia have almost identical structures of defence expenditure, while Lithuania and Estonia have the most significant dissimilarity

    Nagorno-Karabakh conflict continuous more than 21 years. International community made this conflict “frozen”, in their opinion, it was the best solution. Causes are very different, this conflict is very complex and to find a solution is very hard. The main causes of this conflict: 1) International conflict is ethno cultural. 2) Conflict is associated with the historical hatred, for the territories. 3) Third countries makes this conflict more difficult. In negotiations Armenia and Azerbaijan holds hard negotiations tactic’s, which can not let to take a positive results and to let to develop closer relations. The hypothesis of this work: the process of negotiations between Armenia and Azerbaijan continuous too long, also international community input is is too small, this action and made this conflict “frozen”. In order to analyze the Nagorno-Karabakh conflict, purpose of this work is to evaluate the causal - consequential factors whose influence the negotiation process on the Nagorno-Karabakh territory, and to find out what the prospects are possible. In order to achieve this purpose, there were set out the following objectives: 1) Examine the conflict theory and to create the model to resolve the Nagorno-Karabakh conflict; 2) analyze the Nagorno-Karabakh historical prospects, highlighting the Armenian-Azerbaijani negotiating process; 3) examine efforts of international communities to solve the problem; 4) to find out the “frozen” conflict prospects. The topic examined on the grounds of ethic conflicts decision model: principled negotiations and intercultural miscommunications theory, used methods: primary and secondary sources methods of analysis and discourse analysis method. The rift between Armenia and Azerbaijan is related with historical past and with political decisions. The main reasons of conflict: ethno cultural differences and historical hatred, which is related with territory, but intercultural miscommunications is one of the main traits, why this conflict is still continuous. If the tactic of negotiations it will be changed to principled negotiations method, results will be more realistic. After analysis of public speeches of President’s of Armenia and Azerbaijan about territory of Nagorno-Karabakh, the hypothesis of the work can be confirmed, that the Nagorno-Karabakh conflict continuous for both countries mentality differences, also for the bad negotiations tactic and for international communities bias. Observed, that from 2008 both countries positions for Nagorno-Karabakh territory changed a little and also that both countries holds just one opinion.     National or in other words ethnic input into formation of the state always had huge importance. It would be difficult to find a state, which consists of only one ethnic group and for this reason the problem of policy of ethnic minorities is becoming more and more important, which is clearly shown in conflict in Ukraine. This thesis raises a problem: is policy of ethnic minorities in Lithuania effective? For this reason, the object of the research is Lithuanian ethnic minorities’ integration policy. The goal of the research is to find out problems of ethnic minorities integration policy, emphasizing polish minorities in Lithuania. To meet the goal of the research the objectives were formed: 1) Comparison of ethnic minorities integration and nationalism models. 2) Determination of claimed and practical model of ethnic minorities integration in Lithuania. 3) Execution of survey of ethnic minorities and Lithuanians; 4) Determination of main polish minorities integration problems in Lithuania. 5) Finding of obstacles, which disturb better integration into Lithuanian community. Hypothesis of the paper is that the lack of political will to solve the problems of ethnic minorities in Lithuania causes integration problems. Theoretical approach of the work is based on Lithuanian researcher on nationalism Nortautas Statkus model of four integration categories. Lithuania declares the equal treatment and rights for all its citizens despite their religion, race or ethnicity. However, this declaration doesn‘t work so well in practical conditions: a part of Lithuanian society still takes on the negative stereotypes about ethnic minorities, minorities still have difficulties in labor market because of their ethnicity and the state doesn‘t use all of its levers to stimulate ethnic minorities' social contacts with the rest of Lithuanian society, which could strongly improve successful integration of this group to Lithuanian society

    The goal of the study is to assess the future outlook of the NATO anti-missile shield development. The following objectives were formulated in order to achieve the set goal: to analyze the significance placed on missile defense by the political leaders of NATO; to assess the impact of the NATO anti-missile shield development in Europe on regional safety; to reveal the national interest of the members and non-members of NATO to contribute to and develop the NATO missile defense system. The following research methods were employed: an analysis of primary and secondary sources and a case study. The method of thematic content analysis was used to analyze the foreign relations policy. The study had the following restrictions: time restriction, i.e. the analysis was limited to the data as of 2002, and spatial restriction, i.e. only the European part of the NATO MDS was analyzed. The research encompassed the use of the regional security complex theory by Buzan and the thematic content analysis by O. Holsti in order to reach inter-disciplinary conclusions. The results achieved busing these two methods were then compared

    According to scientific literature, stress is identified as both negative and positive. Positive stress is not problematic phenomenon in organizations and rather influences organization's employees positively, improves the organization's activities. This study provides a negative stress risks to the organizations and their personnel, by stress causes, its assessment on the conflict and their solutions, stress management (reduction) techniques. The aim of this study – to determine Lithuanian armed forces general Adolfas Ramanauskas warfare training center staff work-related stress levels and offer stress reduction techniques. In order to achieve the aim of the study there was made scientific literature analysis, also organization's staff research on the work stress in order to determine the organizations workers stress causes, the level of stress and the possible ways of overcoming it. The intravenous study used research methods – questionnaire respondents questioning direct them, statistical and comparative analysis methods, data systematization and generalization
