    The present article analyses the results of archaeological, anthropological, and historical researches on the mass graves of the servicemen of the Imperial Russian Army of the first half of the 19th century found in Rotundo Street and Mindaugo Street in Vilnius during archaeological excavations. The Russian servicemen who were brought to the territory of Lithuania to suppress the November Uprising (1830ñ31) were buried there. The cause of the Âdeaths of the servicemen and civilians who resided in Vilnius and were buried in mass graves was cholera epidemic, while some of them died from other diseases

    The main purpose of this bachalor thesis is the analysis of conflicts management in the Great Duchess Birutė Uhlan’ battalion. Conflicts in organizations novadays are unavoidable, because they become an integral part of every organization. Most people believe that the conflict is undesirable phenomenon that affects negatively on their psychological stressors unpleasant experiences, so they try to avoid them despite positive traits of conflicts. Most of the organizations do not know ways how to solve the conflicts so they face enormous challenges, but conflicts can bring benefits for the organization itself and its activities.     Nowadays, when the world is under strain due to various conflicts, people pay close attention to safety ensuring public sector organizations, which could properly react to threats and protect people during the possible conflict time. These organizations are expected to be professional and highly qualified. One of those organizations is the Public Security Service, whose aim is to ensure public order. Public Security Service is a permanent standby service, and when conflict starts they have to respond very quickly to the current situation. Documents and scientific literature analysis have shown that organizational management structures are constantly exposed to various factors, which have an impact on its performance and affect the main functions of organization. The aim of thesis is to analyze Public Security Service organizational management structure and prepare better suggestions for structure, reaching more effective work. The research problem is the lack of compatibility between main activity goals and work strategy in Public Security Service‘s organizational management structure. The analysis of scientific literature has shown the significance and influence of organizational management structure in the public sector organizations. Moreover, types of organizational management structures were presented, factors which determine the selection of management structure were and ways of reorganization were discussed. During the research author uses three main methods: document analysis, interviews and questionnaire. Reader is familiarized with analysis made from internal documents of Public Security Service. There is a comparison of current and previous management organizational structure. During the organizational structure research the Head of the personnel department was interviewed, who presented the organizational structure of management processes, developments and challenges as an expert of these spheres. For six companies commanders of primary-level questionnaires were handed out. The survey results have shown the current status of organizational structure with its necessary improvements. Outcomes of the thesis showed that the organizational management structure of the Public Security Service is characterized as having overlapping functions and surplus of responsibilities. There was an investigation on the current and the previous organizational structures which has showed the differences between each other and stressed problems which are faced by the Public Security Service officers.     Officers career is clearly outlined and reglamented. Having inspected the ways how an officer can add to his career management and the significance of personal input officer’s future career perspectives would be better clarified. In Lithuania’s military reglamentations there are documents regarding officer’s career, such documents as officer’s career conception. But the officer’s career question has never been discussed on the basis of Grand Duchess Birutė battalion junior and senior officers experience and the documents analyzing officers career planning and its management presented by battalions headquarters. The aim of this research is to examine actual officer’s career management situation, define its problems and present substantiated improvement possibilities. Officer’s career management reglamentations, current career management situation in Grand Duchess Birutė battalion and it is officers opinions about career management possibilities and their involvement in the process were analyzed. To reach these objectives quality and quantity research methods were used. The research in which career management specialist and Grand Duchess Birutė battalion active duty officers participated showed that officers are involved in their careers management yet there are still aspects of officer career conception that need further improvement

    Civil and military relations gap: the case of Lithuania.

    Separation of rapport with military and civilians is a social disjunction between the armed forces and society. This separation had been analysed by military leader Tsun Dzu 500 years BC. Moreover, disjunction had been dissertated by American military sociologists Samuel P. Huntington and Morris Janowitz in the twentieth century. The first mentioned scientist stated that separation between soldiers and civilians is necessary; therefore civilians have to control army and keep them close. According to sociologist this control defends civil authority from overturn and protects from military uprisings. M. Janowitz agree with some S. P. Huntington‘s points, however he said that intercourse of soldiers and civilians must be close. He proposed convergence theory to analyse this intercommunion. This theory is using to analyse rapport with military and civilians in Lithuania in twenty first century. Obviously, impelled by Georgia War in 2008 and armed conflict in Ukraine in 2014, soldiers and civilians reconsidered the mutual trust and a common aim - Lithuania national defence security. The main problem of this final dissertation is that relations of military and civilians in Lithuania is indeterminated. In order to explore this issue, the key objective of this dissertation is to analyse the Lithuanian Armed Forces and society relations in current geopolitical situation. To reach the main work objective was created a model, which allows seeing what kind of relation is dominating between military and civilians. This model is analysing two components, one of them relations with society and relations with media as well. Depending on trust between army and other institutions is analysing interaction with society. Furthermore, this research lets to assess the knowledge of civilians about army. During research is analysing the amount of people involved in activity of the Lithuanian Armed Forces and military trainings which had been performed in residential area. In order to analyse interaction with media is offering examples, such as social network and internet portal. Conclusions of this final dissertation proof a hypothesis, which proposed that the changing geopolitical situation affecting the Lithuanian military and civilian nature of relationships. It is reached by using high rating of army, in case to compare to other’s institutions ratings. Increasingly growing the amount of patriotic citizens attached to Lithuanian army side demonstrates that number of people conversant with army is growing. Likewise rising amount of military training in residential areas and improved media activity show the army importance in society

    Dynamic and global political, social and economic environment encourages Lithuania government to seek better economic indicators, participate in EU, NATO processes, to optimize the officers and civil service management. Under current circumstances, the National Defence system must be able to adapt to the changing geopolitical environment, execute tasks ahead of nationwide and international obligations. During transformation process it is important to maintain a skilled and motivated staff which will help the organization to achieve strategic objectives. Correct career planning and management is one of the ways to optimize the entire process of organizational management, because employee qualifications, initiative, motivation and tolerance level determined by the organization and processes efficiency. In this master work Lithuanian military officer career management system has been analyzed and evaluated also identified the main career system problems. The theoretical part provides an overview of the career concept of the importance of human resources management, career process influencing internal and external factors, career development and design trends of the changing concept of a career. The exploratory part of the study presents the methodology of the legislation governing the Lithuanian Military career analysis and comparison with the provisions of modern management provisions questionnaire survey results and analysis. The design part of the action plan is intended officer career management organization and processes system of National Defence and the Lithuanian Armed Forces to improve and provide the officer career system improvement strategy, the conclusions and recommendations

    According to the doctrine of Lithuanian armed forces there are some operations that have to be conducted in the wooded terrain where it is really important to maintain the factor of surprise and is easily achieved by camouflage. Because of that military battle dress uniforms and the bigger part of military equipment is camouflaged originally. However, to this day vehicles came from the suppliers in various colours and not all of them meet the tactical requirements.Modern coating technologies could prevent surfaces from corrosion and they increase the lifetime of the vehicles. Moreover, Americans have created techniques, which help to protect technique from the chemical and biological agents as well.In the late 2015s Lithuanian armed forces bought the first coating-workshop used for the military purposes. The aim is to coat vehicles’ surfaces considering to the military transport usage demands, e.g. spraying in camouflage colours or adding additional anti-corrosion layers that could increase vehicles’ lifecycle. Because of the fact that this project is new for our military, it could be that there are some challenges in the management processes, in painting processes and even in the economical planning.The main tasks of this work are to become familiar with Swedish military coating-workshop’s structure, workload and economical indicators during the traineeship. Moreover, to evaluate Lithuanian military workshop’s capabilities and adaptability in terms of Swedish experience. There is a possibility that coating-workshop does not fit the necessities or, what would be even worse, it outweighs the painting amounts. What is more, economical indicators might give opportunity to compare if this project is relevant for Lithuanian armed forces or e.g. outsourcing painting service from civilian institutions is even better. The research of ratio between paint shop‘s capabilities and painting amounts was based on Swedish armed forces experience. Annual painting amounts per spray booth were compared and the final result shows that the ratio is not that bad as expected and hypothesis that capabilities overweigh painting amounts could be rejected. Economic analysis has shown the project‘s payback period which is about 3,5 years. Moreover, it helped to compare the costs per vehicle when painting in the own paint shop and when the service is outsourced. The difference was enormous: own workshop provides 3 times smaller cost per vehicle. MCDA was accomplished with the specialists’ opinion and it gave opportunity to create the concept for the requirements of the military-owned workshop. Unfortunately, the existing paint shop with the current scope and technologies was identified as the worst option of the author’s suggested after the final computations
