    Prospect of unmanned aerial vehicles in Lithuanian land forces.

    The chosen topic is very relevant nowadays, because unmanned aerial vehicles have recently started to develop successfully and are used quite widely in different combat missions. There are 6 different classes of unmanned aerial vehicles, so even smaller armies can afford to buy small, cheap but useful unmanned aircraft that facilitate people’s work. The thesis presents classification, general characteristics, development history, application, management techniques of unmanned aerial vehicles and climatic conditions restricting the use of unmanned aircraft. There is also an overview of legislation restricting civil unmanned aircraft. The second part of the thesis contains the functions performed by unmanned aerial vehicles and the statistics of unmanned aircraft used by US in Pakistan, Somalia and Yemen during combat conditions. The analytical part of the thesis presents the application of small unmanned aerial vehicles in Lithuanian military land forces. Analysis consists of two parts. The first part contains a comparison of an area model and object model with the pictures of an area made by unmanned aircraft. The second part compares the functions of reconnaissance patrol and the functions of unmanned aerial vehicle designed to gather intelligence. The end of the thesis contains these conclusions: 1. Unmanned aerial vehicles can gather intelligence, detect and mark targets, conduct electronical reconnaissance, communications retransmission, create maps, simulate targets, detect minefields and transport various goods. 2. Lithuanian land force unmanned aerial vehicles can successfully gather intelligence that would facilitate the tasks of on foot reconnaissance patrols and the photos made by unmanned aerial vehicles can be used instead of area or object models

    This thesis is about major EU powers policy making changes during the Ukrainian conflict. And what influence in making those changes this conflict gave. This topic nowadays is not so popular, because of the conflict in Syria and the refugee problem in Europe. But this conflict is still ongoing, so European community still have to treat it seriously. This conflict showed different reactions in different countries and those reactions made political changes. This thesis takes three points of emphasis to analyse this. The first step is to view through economic changes in those countries and what influence this conflict makes to them. The second one, is to analyse what military changes those countries made under the influence of Ukrainian conflict. The last one is – how the statements against Russia changed in those countries. So those are three main point of emphasis that author analyses. The introduction to this thesis is about the EU – Ukraine relationship and path to it, also the Association Agreement which made the start of this conflict. Author also wants to search what changes this conflict made to the leader board in the EU, to find which country is the new leader of the European community

    Created as collective defence alliance, whom first task can be easily described by first NATO general secretary Hastings Lionel Ismay formula „Russians out, Americans in, Germans down“ alliance stayed like this only for forty one years. But because of constant changes in global security the alliance was forced to change and to focus it‘s attention to different problems. First biggest changes conducted after the collapse of USSR and lately was highly influenced by the growing threat of terrorism. After the events in the eastern Ukraine and after Crimean occupation seems that global security situation is changing again and some measures inside NATO must be done. 2014 m. september 5th d. was the final day of Wales summit and it marks new changes in NATO‘s policy. Firstly this meeting stress NATO out of area operations topic, which after finished missions in Afghanistan and Libya seems, to have a lot of problems. NATO finished it‘s ISAF mission and started RSM mission and Afghanistan, which has to proceed with the stability operations in the region. They also agreed to new NATO policy - Defence and Related Security Capacity Building Initiative. Secondly it was first meeting when the security of the eastern NATO countries was highly stressed and because of that new initiative was started – Readiness Action Plan – which was created in order to increase the security assurances for eastern NATO countries. Unfortunately after Wales summit the problem about the dividement between the NATO countries and their different approach to threats. Research object: Changes of NATO directions after 2014 September Wales summit. Research purpose: To elucidate and reveal the content of changes of NATO actions to Euro – Atlantic region and Middle East. Research objectives: 1. Unfold NATO directions of actions from 1990 London summit till 2014 Wales summit at these topics: • Collective security, collective defence • Promoting stability 2. Elucidate changes in NATO‘s directions after Wales summit, at these topics: • Collective security, collective defence • Promoting stability Research methods: primary and secondary literature sources analysis, event analysis, structurized expert interview. The problem of the research: The changes of European security architecture, the lessons learned at Afghanistan and Libya and the NATO‘s will to adapt to the changes of global security situations pushes NATO to new transformations. Hypothesis: H1: NATO will assert more to collective defence, but not all countries will involve and this allow the creation of clusters inside the alliance. H2: NATO will try to achieve effective crisis management without the deployment of big military units. H3: NATO will remain the alliance directly depending from USA potential. The research conclusions: NATO after the Wales summit started to accent the priority of collective defence, but the problem comes from the fact that not the all countries participates in that and that creates clusters inside of alliance. At the same time alliance readied it‘s new program for crisis management, which underlines the priority of crisis management without big miltary units in the field of action. What is more USA remains the dominant power of NATO and the alliance is depending from it‘s potential

    Paper actuality, novelty: The lack of career opportunities is one of the major Lithuania‘s problem in the public sector. So far, the traditional conception of the career prevails in the public sector of Lithuania, favourable conditions are not formed for young specialists to develop their career. Solving the questions of soldiers (sailors) and non – commissioned officers’ career planning and organisation, the biggest attention should be paid to the principles of the military service soldiers (sailors) and non – commissioned officers’ career and training system organisation and developing the guidelines. The soldiers’ career planning and organisation is not purposeful enough. The problem of the research could be defined as the one that modern National Defence System faces with, i. e. the lack of career opportunities for the soldiers, non – objective evaluation, discontent with the present system, the conditions of the service and the social security, as well as the lack of potential opportunities to reach the career and to improve oneself.     The bachelor's thesis researched the effectiveness of adaptation and use of IT in the Lithuanian Armed Forces personnel management, the IT and information systems model’s convenience for usage and the purpose of these technologies. The aim of this work is to analyze the use of IT in the Lithuanian Armed Forces personnel management from the recital and practical aspects. In the first chapter of this work the analysis of literature is given. The results of literature analysis showed that the personnel management, also called human resource management, is one of the organization‘s features which helps to harmonize the aims of the organization and its employees, because every organization consists of employees with different education levels, different ambitions and goals. It can be said that personnel management relies on these information systems which consist of various components intended for collecting, storing, processing and disseminating various types of data and information in order to achieve certain organizational goals using the computer technologies

    Research of possibilities of returning military equipment to the field of battle.

    The topic which I have chosen for my thesis is relevant, because modern armed conflicts are hard to imagine without the support of combat vehicles and there are many ways how a vehicle can be damaged and prevented from its further use. The thesis presents the definition of combat vehicles and their repair, as well as their classification, combat readiness levels and the system of maintenance levels in Lithuanian armed forces. An overview of means of returning the vehicle back to combat by operating unit’s or additional logistical support is provided. In the practical part of the thesis, battle damage assessment system is presented as well as the formulas used to calculate expected combat loss, evacuation capacity, time and personnel required to perform the repairs. Also the methods of finding the weakest link of an armored personnel carrier are defined. A study is carried out in 2 stages: the first stage consists of calculation of expected combat loss and a number of vehicles required for evacuation tasks as well as calculation of required time funds and personnel; the second stage is statistical analysis of malfunctions of armored personnel carrier M113 done in order to determine the systems that are most prone to malfunctions. Conclusions made during the study involve the projected losses of vehicles during battle and required support to bring as many vehicles to battle as soon as possible. It is also found that the weakest links of an Armored personnel carrier M113 are the power plant, electrical system and the chassis. At the end of the work these proposals are made: a. When performing the replacement works instead of repair works it is recommended to include the drivers of the vehicles into the works as this would potentially minimize the requirement of maintenance specialists. b. When appointing the workers of different specialties it is necessary to take into account the weakest links of Armored personnel carrier M113 and decide what kind of specialties are needed most

    This bachelor thesis deals with The General Jonas Žemaitis Military Academy of Lithuania leadership training program reasons of non-optimality. Thesis presents the analysis of scientific literature in leadership topics and analysis of documents such as Lithuanian military doctrine, The officers’ career concept in Lithuanian military, The General Jonas Žemaitis Military Academy of Lithuania strategy, Infantry platoon leader training program. It is also based on National defence system institution research of Lithuanian Military academy leadership training program. Lithuanian President grants the rank of lieutenant to the graduates of the General Jonas Žemaitis Military Academy of Lithuania. The majority of these officers are assigned to the positions of platoon commanders. One of the key factors in determining the success of military unit is commander’s leadership skills. Lithuanian military doctrine states that commander’s leadership skills are very important to ensure that his soldiers understand their tasks and follow him in battle. In this thesis the hypothesis is formulated: the leadership training program of The General Jonas Žemaitis Military Academy of Lithuania is not optimal. In the process of the research, the officers who finished the academy in 2015 were questioned. The results of the research revealed that the leadership training program is not oriented to the mission command, cadets do not have enough meetings with officers - leaders who provide personal leadership experience and not all topics of leadership training program are important in Lithuanian military officer training process

    Personnel turnover in excess of natural level is one of the most important human resource management issues faced by modern organizations, because increased staff turnover can cause economic and social costs. VIP protection department (Department), as well as other government organizations is facing staff turnover problems. Despite the fact that the personnel management system is being regularly improved and reorganized, with regard to the challenges of modern economic issues, problems of one sort or another touche Department’s personnel management functions. Because of unmanageable personnel turnover in VIP protection department, the quality of its functions would be reduced and the image and inner climate would be influenced. In this context, it is necessary to grasp what is existing staff turnover situation in VIP protection department and analyze the factors that contribute to employee turnover. That’s why my final work will be contributed to define and reveal the scientific debates about personnel turnover management, to analyze turnover issues and the complexity of personnel management activities, which influence employee turnover and to explore and identify the process of turnover stabilizing factors in the organization. Due to the complexity of the object of the study, empirical study was divided into three parts. The first part of the study connects data analysis, based on different empirical research methodologies. The first part of the study was devoted to the analysis of the context. The aim of this study was to evaluate the change in turnover trend’s summary of the officers and in accordance with internal service statute article 53, identify the main reasons for the turnover dynamics during last three years (2012-2014 m.). The second part is devoted to determine factors, which have an impact on employee turnover in VIP protection department. The third part is devoted to create the generalized linear model and identify weak points in VIP protection department’s personnel management. According to the Department employee and experts survey, linear logistic regression model was generated. It allows to predict whether employee will be thinking about leaving or not. Summarizing the results of the investigation, it was found that all employees, who regularly think to leave, want to quit because of high workload and stress at work. Often thinking to leave employees chose small salary, upward needs and downward of the social guarantees. Sometimes thinking to leave respondents want to leave because of the large workload and stress at work, as well as the unsatisfactory earnings. Motivation of people, who are thinking to leave, statistically significantly differs from those, who do not want to leave the Department. The main factors, which motivate employees to work in Department are: social security, job content, job prospects and career opportunities. Based on factorial analysis results, employees of Department job satisfaction is determined by the following latent factors: career prospects and opportunities, interesting work, social security and the opportunity to participate in decision-making process. Dissatisfaction with the work is being influenced by the career prospects and lack of opportunities, working conditions and organizational policies. Designed linear regression model shows that the motivation factors are very important and if Department wants employee not to think about leaving, he must be motivated at least by four factors. Also calculation shows, that if incentives and motivating factors are excluded, employees will be thinking to leave the Department. It was also found that people with higher education tend to think of other jobs, so they must be given special attention. In the light of these results and the conclusions drawn from them, the author made managerial suggestions for VIP protection department to make turnover management more efficient

    The impact of China's growing power on U.S. foreign policy.

    China's growing economic and military power does not go unnoticed in the international arena. United States mostly concerned about the increased influence of China, particularly at the regional level. The reason of that is the pace of development in the PRC which symbolizes that in the future we can see these two states side by side. But territorial disputes, violation of international law and U.S. concerns about the prospect of China using force to resolve the issues, led to increased distrust between nations. The main object of the Bachelor's paper is to examine whether the growth of Chinese power influenced US foreign policy in the Asian region. 3 tasks are investigated to achieve this objective. The first is to describe the theoretical framework which will be the base of empirical work. Kenneth Neal Waltz defined criterions – economic and military might will be used to measure increased China’s power. The influence of this process to U.S. foreign policy is examined through Hans Joachim Morgenthau balance of power theory. Second task is to measure China might. Military might is implemented by the U.S. and Chinese militaries comparative analysis. There is also analysed the main factor which determined the rise of military power - PLA's modernization process and its future prospects. Also there is analysis of economic situation in China, as well as factors for consistent and unprecedented development. Since the PRC is the world's second largest economy after the U.S., there will be carried out the following states economic indicators comparative analysis. The last task is to Examine US-China relations and the changes of US policy in the Asian region. At first it was analysed the relations and main features between China and the United States. Also discussed Washington's foreign policy actions aimed at creating a balance of power and ensuring the stability in Asia. General conclusion of Bachelor's paper: increased and still growing China’s power determined that the United States focuses its foreign policy to Asia and puts an effort to create the balance of power in the region. The analysis of the economic and military aspects proved the increased Chinese power, which is predicted to grow in the future. Fearing the uncontrolled dominance of China, U.S. focuses its foreign policy towards Asia by increasing its deployable forces, signing alliances with countries in the region and cooperating with them economically and militarily. That also causes growing distrust or even hostility between the two countries

    Rise of security privatization after the end of Cold war is analyzed in the work utilizing realism theoretical framework. Master's thesis is that states employ PSMCs to pursue national security interests when traditional security options are restrictive. The aim of the work is to investigate and generalize cases of PSMCs beeing employed in the name of states interests. Model, based on B. Buzan sectoral security theory is beeing used for analysis. Conclusions drawn after the analysis indicate that PSMCs can not be considered autonomous players on the international stage but rather are tools in the hands of the states, pursuing national security interests, when traditional response options are not suitable
