    Migration crisis in European Union: towards supranationalism or intergovernmentalism?

    The recent influx of migrants into Europe has presented European leaders and policymakers with their greatest challenge since foundation of European Union. The massive influx of asylum seekers in Europe in 2015 sparked deep division between European Union Member States: if western European countries emphasized burden sharing and solidarity as a mean to develop comprehensive response for managing unprecedented migration flows, the other member states undermined European Union values in order to secure their national interest. The great opposition from Visegrad group countries for any initiative to follow solidarity and burden sharing mechanism gave new impetus for euroscepticism in Europe which have posed a major threat for future perspective of European Union. In the wake of deep division of member states and growing political populism EU institution have major task for finding common position in order to achieve effective and sustainable response for managing migration crisis. From historical point of view, European integration process underline gradual transformation from intergovernmentalism toward supranationalism, however, the fragmented EU response to refugee crisis prevents from final consolidation of autonomous EU institutions roles in formulating EU political response. In other words, the arrival of more than one million asylum seekers imposed an equally unsustainable burden on main countries. As a result countries started to resort to individual actions posing a great threat for consistent and effective common European response for managing migration crisis. More importantly it reflects the weakness of supranational institution in not being able to fulfil its expectation and determine effective political response in such crisis situation

    The Impact of Person-Organization Value Congruence on Organizational Commitment. The Case of the Lithuanian Armed Forces.

    The master thesis investigated the relationships between person-organization value congruence, organizational commitment and intention to stay. Value congruence and organizational commitment dimensions were selected considering analysis of scientific publications. Each of the study variables was measured by applying previously validated and commonly used scales: value congruence, organizational commitment and intention to stay. The results of Lithuanian Armed Forces Conscription and Recruitment Service personnel survey confirmed findings of earlier studies that organizational commitment is positively related to intention to stay and value congruence is positively related to both organizational commitment (especially emotional commitment) and intention to stay. The results of regression analyses revealed that intention to stay can be predicted by emotional commitment and congruence of moral values; and emotional commitment can be predicted by congruence of physical values. Finally, the recommendations for Ministry of National Defense, military units and directions for further studies are presented. It is likely that the master thesis will foster future investigations, focused on the attrition and improving the retention of professional soldiers in Lithuanian Armed Forces

    Staff motivation is one of the most important elements of a successful organization. Without motivated employees an organization can hardly achieve their goals and operate efficiently and effectively. This paper examines the military motivation in one of the largest army units in Lithuania: Grand Duchess Birutė lancers battalion. Like in any organization, in this unit it is important that the staff, in this case - the soldiers, are highly motivated and ready to carry out their tasks. Only motivated soldiers can effectively protect our country. In order to motivate the soldiers, it is necessary to know what motivates them. Therefore the aim of this paper is to explore the motivation factors of the bottom-tier military - soldiers (junior privates, privates and ordinary senior). The object of research is motivation system of soldiers in Duchess Birutė lancers battalion. In order to achieve the goals of this paper it was essential to reveal the essence of the concept of motivation, analyze staff motivation theories, summarize the sources of motivation theory in scientific literature, examine the practice of motivation system of the Grand Duchess Birutė battalion lancers and identify problem areas in order to make suggestions for improving the system of motivation. The methods used in paper are: generalization, systematization, comparison and questionnaire of scientific literature and practical use of motivation system of the Grand Duchess Birutė lancers battalion. With accordance to the chosen motivation theory the investigation was concentrated on: factors that influence the soldiers' motivation and the factors that motivate the whole troop. A research was conducted to discover a link between respondents' satisfaction with service and various tools of motivation

    Analysis of dangerous cargo logistics safety aspect.

    The purpose of my thesis is to carry out an analysis of regulations, violations, accidents of logistics of dangerous cargo during storage, preparation for transporting and transportation. Also the causes of violations are determined and proposals that would improve the security of dangerous cargo logistics are made. The first part of thesis describes the regulations and legal base of transportation of dangerous cargo, also requirements of labeling, packing, loading, unloading and storage. It contains requirements for cargo, transportation vehicles, personnel and additional equipment which is a part of or can be found in transportation vehicles. The second part of thesis presents the statistics of violations that occured in 3 years and which were found during special checks. An analysis of requirements of logistics, violations and accidents was done and dynamics of these violations are presented, patterns and causes are identified. At the end of the thesis the conclusions and proposals are formulated

    This work analyzes European Union restrictive measures which were targeted at Russian Federation. International community treated Russia‘s anexation of Crimea and role in the Ukranian crises as rude violations of international law. In this context, European Union applied restrictive measures on Russia. As Blanchard and Ripsman sanctions effectiveness evaluation model suggests, main goals of economical sanctions are changes of the political behaviour of the sanctioned state. Constructivist scientists claim that even if sanctions are treated as inefficient, it still remains valuable as a symbol for other countries. A symbol of paying attention to certain problem and being ready to react in not only passive, but also in active ways

    Creative expression in military organizations: The case of the Lithuanian Land Forces.

    The situation of the constantly changing environment, rapidly developing society and new technologies, enforces military organizations to look for the creative decisions to adjust to modern culture development. Master’s work was intended to codify theoretical material on creativity and, in accordance with various aspects of the survey results, to reveal the expression of creativity of the military organizations. After scientific literature analysis the specific of military organizations was found. The influence of the creativity to military organization’s effective practice was unclosed, the creative processes with military decision making process were compared and recommendations to all National defense system were presented. Objectives of the study: according to the theoretical military organization creativity principles, the essential factors influencing the creativity were identified, the creativity conditions at military units were explored and the model of the creativity development at military organizations was presented. The author’s formulated hypothesis of the research that military organization’s preserve doesn’t form favorable conditions to development of the creativity was unconfirmed. The individual characteristics of personnel, the level of competence, experience and skills form potential for the creativity. Team work encourages critical thinking, the team members can spill out their opinions, tell new ideas. Friendly rapports and suitable organization environment creates favorable atmosphere for the release of unique ideas. The methods of scientific literature analysis, debate, modelling, survey, mathematic and statistic methods were used in the thesis

    Analysis of city municipality actions in case of mobilisation: Šiauliai city municipality case.

    During a state of emergency and in case of mobilisation public institutions must keep going with their work, in particular city municipalities’ mobilisation groups. The mucipality structure varies according to its function during the mobilisation. The quality of municipality work in case of mobilisation is paramount in order to secure the good functionning of the country as a whole. The prosperity of the community depends on how well the mobilisation is carried. Despite the fact that, in case of state of emergency, all the community and the public institutions would be involved, most of them, even the public institutions, are not fully aware of what they should do during a state of emergency or in case of mobilisation. The thesis statement – Šiauliai city municipality administration role in state of emergency and mobilisation is not clearly defined. During a state of emergency and in case of mobilisation, the city municipality administration structure and functions are changed, but these changes do not include the use of alternative organisation structures. The object of research – Šiauliai city municipality administration actions in case of a state of emergency and mobilisation. The aim – theoretical and empirical research on organisational structure and Šiauliai city municipality administration posibilities to act during mobilisation will be carried. An alternative organisation structure that could be effective to reorganise Šiauliai city municipality, so that it will still be able to carry its daily work in case of mobilisation, will be suggested. The objectives of the experiment are the following – to analyse: the peculiarity of the organisation structure; Šiauliai city municipality organisation structure dependence on legislation, possibilities to act during a state of emergency and in case of mobilisation; a current situation in Šiauliai city municipality mobilisation system. Identify problems and make suggestions to solve them and to evaluate the opportunities to improve human resources system for mobilisation and to present recommendations. The methods of the experiment include both, theoretical, i.e. analysis, summarizing, comparative, synthesis, systemic analysis; and empirical methods, i.e. document as well as content analysis, and survey methods of an interview which was not entirely structured. The results of the research showed that if an alternative organisation structure was to be used – the legislation should be changed beforehand. Also, more attention should be drawn on the problems posed by the personnel. Most minicipality members do not know their role in case of mobillisation. Main suggestions – to create additional positions inside the mobilisation structure, which would be subordinated to the ministery of defence

    Innovations are an integral part of many modern organizations` work improvement and development, which has a major importance for organizations on purpose to remain competitive, and if it is a statutory organization - to maintain effective performance of its functions. Topics novelty is shown by works of foreign and Lithuanian authors (Baležentis, 2007; Greenberg, Baron, 2008; Ramanauskas and others, 2008; Bučinskas and others, 2012; Raipa, Jurkšienė, 2013; Batraga and others, 2014). Innovations, innovation management and its importance were studied by analyzing both the private and public sector organizations, their innovation management problems and influencing factors. Problem - the lack of attention to innovation in statutory organizations has a negative impact on the implementation of direct functions, and public interest and safety warranting. Object - innovation management in Public Security Service (hereinafter - PSS) Vilnius Unit. Aim - an examination of aspects of innovation management in PSS Vilnius Unit and proposal of suggestions for innovative activity improvement. The paper has four tasks: to carry out analysis of the scientific literature and documents concerning innovation management, explore PSS Vilnius Unit members` opinions on innovation management in institution, characterize innovation management problems of institution, after summarizing the results of the investigation, propose suggestions for innovative activity improvement in PSS Vilnius Unit. Methods used in the paper: scientific literature systematization, summation, comparative analysis, questionnaire, descriptive statistical methods, mathematical statistical analysis using a software package for statistical analysis SPSS. A questionnaire method was chosen due to the possibility for the respondents to answer anonymously, collect a larger amount of results, and give time for survey understanding and filling. The survey showed that innovation management in institution is not strong enough: there is no person or department responsible for innovation management and development; there is no proper system for members of the institution to make suggestions and give ideas of innovation; there is too much bureaucracy in institution. According to the work results, suggestions were presented for the improvement of innovation activity in institution

    This article analyzes the main tendencies of the current economic crisis in Russia. A combination of a very broad range of long- and short term factors lead to the situation, which was rightfully described by the Russian Minister of Economy Alexey Ulyukaev as a “perfect storm”. Most of the article is devoted to the analysis of the impact of the Russian–Western Sanctions War and how the economic crisis in Russia effects the economies of Baltic countries
