Municipal Internationalism as a Vector of Democratization. A Case Study of the Lithuanian City of Kaunas (1919-1939).
This article examines the case of the Lithuanian city of Kaunas, the country’s capital in the interwar years. This was a historic period for Lithuania, which had become independent, and more specifically for the inhabitants of Kaunas: the city developed along the lines of Western modernity and became a European city, in part thanks to the municipality’s external action. In spite of technical and disciplinary contributions, as well as a tendency to centralization, municipal internationalism allowed the city of Kaunas to develop its own democratization dynamic, illustrated by the growing importance and openness of the relationship between the municipality and the press. This evolution, even if it was not intentional, is highly significant empirically: it altered the interactions between the local authorities and the citizens, and was meant to be political
Mini Unmanned Aerial Vehicle System Optimization for Lithuanian Military Demands /
This article provides the existing FCMUAS technical criteria analysis with the goal to help to make the decisions in defining a system that can be adaptive to current and future needs for the Lithuanian Armed Forces. The numerous requirements and expectations for future FCMUAS were analyzed by statistical software package SPSS version 20. There were used two type of analysis on collected data. The first was used the hierarchical clustering, and after the experts’ evaluation methods based on experts’ surveyed sample analysis was conducted with quantitative assessments of their decisions
Organizational culture improvement of the Lithuania grand duke Vytenis general support logistic battalion.
Organization which one brings together specialists to reach common goal, must devote a lot of attention for organization social aspects, where are organizational culture with values, norms, symbols and rituals which helps set organization strengths and weaknesses. Well created organizational culture allow people to work willingly and productively. How ever only to have it not enough, to have a “strong” organizational culture must to understand organizational culture conception and be able to improve her in organization. Firstly, need to understand organizational culture, secondary evaluate organizational culture and then choose proper improvement method and measures. Bachelor labor problem – find out Vytenis logistics battalion organizational culture is “strong” or “weak”, as well as to find out whether there are nepotism or “mobbing” manifestations and specify appropriate organizational culture improvement measures. The thesis consist of five tasks: to identify organizational culture as a complex concept, functions and levels; to identify organizational culture creation, interception and preservation; to identify “strong”, “weak”, “degenerated” organizational culture features; to identify organizational culture improvement methods; to conduct the survey to determine the weaknesses and strength; to propose the solutions to improve organizational culture. Hypothesis – Lithuanian grant duke Vytenis joint support logistic battalion organizational culture must be improved. The results of the research are: 1) Respondents do not know the concept of organizational culture complex, functions, transfer, unique of military organizational culture; 2) Vytenis logistics battalion there are “weak” and “degenerated” organizational culture features; 3) battalion organizational culture need to improve revolution method first starting from nurturing battalion name, traditions and improving group tasks execution. The research showed, that hypothesis proves - Lithuanian grant duke Vytenis joint support logistic battalion organizational culture must be improved. According the results of the research were prepared managerial solutions, to improve battalion organizational culture
Influence of nitro group substitutes to the stability and energetic properties of N-(2,4,6-trinitrophenyl)-1H- 1,2,4-triazol-3-amine /
In the paper, we aim to show N-(2,4,6-trinitrophenyl)-1 H -1,2,4-triazol-3-amine (HM-I) as explosive material that satisfies requirements of sensitivity and hy- drolytically stability. The influence of nitro group substitutions on the thermal and chemical stability as well as the explosive performance of HM-I is also investigated. We found that nitro group substitution to the triazole ring of HM-I can significantly improve the properties of this new material. Only -NH 2 substitution position (but not their number) in the core molecule is ap- propriate to increase the stability and improve explosive performances of HM-I
Military Command and Control: the Case of the Lithuanian Navy.
Effective command and control is the key for successful mission accomplishment in the extreme and complex combat environment. Command and control is the main warfighting function that enables the coordination and employment of all military capabilities as one integrated combat power. In military and civil lexicon there are various command definitions, therefore this bachelor’s thesis addresses the theoretical conception of the military command and control phenomenon. Following the history of command there are two fundamental command styles based on the degree of centralization. Detailed control being the centralized model is the opposite of the decentralized command style that in modern militaries is often addressed as mission command. This thesis formulates a concise description of both styles by unfolding the fundamental attributes, their strengths, weaknesses and organizational culture. The defined fundamental command styles, operational environment and the model of capability development form the typical theoretical assumptions that are further verified in a certain military society. The following empirical research is conducted in the Lithuanian Navy with the main objective to define what type of command style is applied and to identify how the preferred style is implemented in the organizational culture. Examination of doctrinal publications, survey of officers’ opinion and the statistical data analysis are the selected research methods to verify the theoretical assumptions. During the research it is recognized that the Lithuanian Navy has no officially set nor defined doctrine of command and control. Following the doctrinal gap one can finalize that personnel policy, organizational structure, training, procurement of material or leadership is not set to the purposeful development of a certain command style. Nevertheless, the public opinion of the naval officers’ shows that detailed control is more preferred command philosofy in the Lithuanian Navy. At the same time it also shows that the majority of respondents agree on mission command being more effective command style. The thesis is finalized with the recommendations to initiate the adoption of mission command, its adaptation to the organizational culture and its practice in combat operations and training
Personnel competence evaluation system: Hussar Battalion case.
The evaluation of personnel competence is one of personnel management activities. Personnel evaluation as a system is not a new phenomenon; however, the attitude towards the personnel evaluation has changed. As organisations face the lack of qualified manpower, they increasingly resolve to invest in employee training or qualification development. Still, the leadership of the organisations have to deal with a challenge how to evaluate the competence of their employees impartially, what criteria should be used in evaluating and comparing the work effectiveness, how to employ the best skills of employees in achieving the organisation’s goals. The thesis analyses theoretical aspects of competence evaluation, legislation regulating the evaluation of servicemen performance and provides the results of the empirical questionnaire of servicemen from King Mindaugas Hussar Battalion, Mechanised Infantry Brigade „Iron Wolf“, the Lithuanian Armed Forces. The research objective is advantages and disadvantages of the personnel competence evaluation system in the Lithuanian Armed Forces. The thesis provides the analysis of the current system of servicemen evaluation and highlights its positive and negative aspects. The main tasks: 1. To provide the concepts of personnel competence evaluation and define personnel management activities basing on relevant references; 2. To analyse the current competence evaluation procedures in the Lithuanian Armed Forces; 3. To provide the analysis of the advantages and disadvantages of the Hussar Battalion’s personnel competence evaluation procedures on the basis of questionnaire research; 4. To provide conclusions and proposals for the improvement of the personnel competence evaluation system. In order to evaluate the research data a standardised questionnaire developed by the author was used. The analysis of servicemen performance evaluation revealed the factors which influence the servicemen competence evaluation system. The answers of the questionnaire respondents showed that the current system of servicemen evaluation is good, but the evaluation criteria should be improved, an evaluation period comprising 12 months should be established and feedback ensured. The conclusions are founded on the research results, the provided proposals can be applied to the establishment of efficient personnel competence evaluation system in the Hussar Battalion. The author’s sustained work experience in the Personnel Branch as well as service experience in international NATO and EU operations contributed to the research
The improvement of conscripts performance evaluation system.
In a globalized world people and their knowledge and competence are the main resources that allow an organization to compete in today's challenging market. The more effectively company uses their employees knowledge and competences in order to achieve their goals, the better results can be expected. A Human Resource Policy has an important role in the overall strategy of organization: it must help every employee to understand how they can contribute to the improvement of their individual and overall organization’s results. In modern public sector organizations, that are seeking to meet the needs of society, a significant role is given to employee performance assessment policy, because it is one of the most important tools that support organizations and personal development. Lithuanian army, as a public sector organization, also dedicate great importance to the assessment of military service in order to have competent soldiers and a strong organization
Export, energy consumption and economic growth inter-linkages: the case of Lithuania /
This paper has aimed to examine the causal relationships between energy consumption – economic growth, export – energy consumption and export – economic growth in Lithuania during the period of 1998 – 2015. Descriptive statistics analysis and econometric techniques have been applied for this purpose. Granger causality test has been used to a time series data set to determine the causality between variables. The results of Granger causality test have shown unidirectional causality running from GDP to energy consumption, from export to GDP and from export to energy consumption. It is obvious that GDP and export play significant roles in accelerating energy consumption in Lithuania. The determination of the causal links between energy consumption – economic growth, export – economic growth and energy consumption – export has provided policy makers with the main insights to formulate future policy directions for sustainable economic development in Lithuania
The importance of management functions on aircraft maintenance quality.
Aviation is one of the safest transport in the world. However,every year occurs disasters being caused by many factors. This study is focused on one of the reason of incidents – inadequate or inappropriate aircraft maintenance work quality. The aim of this case is to systematize theoretical assumptions of aircraft maintenance, measure service quality and also purposefully manage them. This study objectives are to reveal the essence of a systematic approach towards the study object, to examine the theoretical potential to manage the quality of services, to etermine the outline of aircraft maintenance quality management specifics. Studies showing management functions affects on ensuring quality of aircraft maintenance were invoked to examine service quality problems. Also, the analizing of management theories with practical adaption leads to greater productivity and higher quality of services
Special Operation Forces as complex adaptive system in the contemporary operational environment.
Recent observations of warfare suggest that modern conflicts have become more transnational, longer, irregular, network centric and have involved state actors, connected with nonstate actors, such as transnational terrorists and criminal groups. As overarching factor of all mentioned, all players are interconnected by networks at Informational domain. Another aspect and one of the most complex part of modern warfare is human domain - wars became human, whole nation centric. Purpose of this study is to analyse position of Special Operations Forces in modern conflict and developement perspectives In order to achieve main goal of this study following tasks are required: 1. Present the theory of complexity and science based attitude towards modern conflict and analyse challenges that impact decision making process in complex environment and provide adapted decision making process that is suitable for SOF and contains analysis of both warfare and informational /.social environment influence; 2. Present role of SOF in modern warfare as complex adaptive organisation and chalenges related; 3. Provide theoretical example of decision making process which would allow to solve issues related situation requiring use of SOF military actions at the same time allowing timely and proper decisions that would include impacts from informational and social planes to military activities
