    European Union institutions as part of the regional international society structure.

    The totality of cross-border interactions in Europe in scholarly literature on international relations is often defined as “regional international society”, i.e. a social system of a smaller scale than global international society. From the sociological standpoint, social systems (or societies) consist of institutionalized pratices. Among these practices there are primary institutions, which define and constitute types of actors and types of actions, and secondary institutions purposefully established by the same actors. Sovereignty, territoriality, international law, diplomacy, the balance of power, conflict resolution and a few other are the oldest primary institutions of the Westphalian state system in and outside Europe. The newer ones, such as human rights and democracy, incrementally evolved in the 19-20th century and supplement the existing Westphalian system. The aim of this study was to identify the primary international institutions of the European Economic Community (now the European Union) which was created after WWII as well as to evaluate the compatability of the new institutional order with that of the Westphalian model. The author examined the functioning of such primary institutions as supra-nationalism, subsidiarity, harmonization and micro-regionalism and drew the conclusion that the newest EU institutions are in conflict with the Westphalian ones and create new types of international actors, supranational ar well as subnational, that are already recognized as peers among states within the context of diplomacy, international law and international trade. How the latent inter-institutional tensions will be solved in the future will depend not only on EU member states but also on countries outside it forced to coexist with the EU in the Westphalian world

    Crisis communication: a case of the Lithuania Land Forces.

    Crisis communication is the organization's crisis, which forms due to the organization's activities when there is a threat to its authority or reputation, when it comes to planning communication tools in order to maintain the current image of the organization or prevent it from getting worse. Communication in the Armed Forces of Lithuania is important for public trust in the national defence system. However, in order to make the Land Force at Armed Forces of Lithuania (hereinafter - Lithuanian Land Force) and the entire national defence system to maintain a good reputation, it is necessary to optimize the crisis communication. In order to ascertain crisis communication problems, opinions of respondents and experts are analysed at this thesis. A problem of the thesis – it is difficult for the officials of the Lithuanian Land Force to properly manage the crisis communications based on the internal documents. Thesis aim – make a suggestion how to improve Lithuanian Land forces crisis communication. Three tasks are set the thesis: 1) to provide crisis communication concept, process and the components, methods of assessment; 2) to evaluate the crisis communication uniqueness of the Lithuanian Land Force; 3) to evaluate crisis communication management improvement alternatives at the Lithuanian Land Force. The thesis states the following actualities: 1) units of the Lithuanian Land Force make a small contribution to crisis communication process because it is a function of the Department of Strategic Communication and of the Strategic Communications Public Relations Department; 2) Public relations specialists are welcomed at the Lithuanian Land Force but it is recognized that this line needs to be improved and needs to have training; 3) The Lithuanian Land Force does not organize a communication course with a major proportion of crisis communication training; 4) Some high-level commanders have disappointing approach to public relations professionals and communication; 5) For the first time crisis communication work group was formed only in September of 2016; 6) The legal documents allowing to manage and clearly define communication and crisis communication are prepared; 7) The questionnaire survey and interviews revealed crisis communication weaknesses at the Lithuanian Land Force

    The Development of Rotation Process Improving Integration Between the Service and Officer Families.

    The process of rotation and posting of officers is a relevant and important issue in an officer’s family interactions. It is the most important of many problems in the officer’s family due to which the family goes through daily social and psychological problems. In the final bachelor’s thesis the possibilities of harmonizing servicemen and their families are evaluated in the context of rotation circumstances in military organization. All these factors force us to discuss the interaction of the family and service (work) – the two social institutions. Both the family and the armed forces demand from the individual officer the following resources: time, energy and attention. Trying to keep the balance between commitments to the family and the service-set tasks, the problems that the families of rotated officers face have been established. Moreover, the influence of these problems on the family has been evaluated and final solutions to rotation management have been proposed. After the analysis of contents of scientific literature and documents, the empirical study has been carried out in Land Force Juozas Luksa Training Centre (LF JLMC). The received questionnaire data has been systemized, compared to the results of theoretical analyses and summarized. The conclusion has been made that the rotation (the changing of a service location) provides personal and career development opportunities. However at the same time it gives rise to psychological (social) problems, divided loyalty problems and financial difficulties in the officer’s family. Reaching to solve problems and to improve the adjustment interaction of the rotation process between the military servicemen and their families successfully, it is suggested to rotation and career program planning boards to consider the nature of rotated officer’s career direction, their family status, and to develop a long-term career plan for the officer

    Proper implementation of public procurement allows the organization to meet its needs in achieving strategic objectives. The research problem - Jaeger Battalion procurement specialists carrying out procurement faced with various problems that hinder the smooth execution of public procurement. Problems are individual, specific or systemic, whose appearance depends not only on the complexity of the object of procurement, procurement specialist competence, but also on the procurement legislation. The theoretical part of the procurement as the main mode of acquisition, the concept and principles of procurement volumes, the essence of the public finances and analyzed public procurement legal regulation, highlights the efficiency of public procurement and the factors influencing the procurement management value. The practical part compares the Lithuanian Special Operations Forces of Vytautas the Great Jaeger Battalion and Lithuanian Police School of procurement execution and management, presents and summarizes the expert survey results, reflecting expert opinion on the public procurement system, procurement management, factors that affect the efficiency of public procurement and the basic principles of public procurement practices, and procurement management identified improvement areas

    The situation of constantly changing international relationships and security contexts of countries and their Armed Forces rise necessity to improve the capacity to fight a new kind of conflicts - information wars. There is a need to improve modern Lithuanian military human resource development and management practices purposeful to information operations context in individual and organizational levels. Master thesis was to highlight the military information operations and human resources needs, develop a theoretical basis for the development of practical activities in developing human resources in view of the various information operations circumstances. Objectives of the study: analysis of military organizations accumulated experience in human resources management in context of information operations needs, prepared research methodology of Lithuanian military information operations human resources management, prepared model of information operations development in military organizations. Both formulated hypothesis of the research confirmed. Information operations are critical aspect of the success of modern military campaigns. Lithuanian Armed Forces must be targeted to improve the human resource management needs of adequate conditions caused by modern information warfare, information operations and circumstances.     Lesson learned in Military conflistcs` and their impact to Lithuanian Republic National Defence System development are being analyzied in master thesis. Master thesis relevance is highly related to the development of Lithuanian Military and in general with Lithuanian defense. Citizens` safety is directly related to Lithuanian army forces ability to identify and solve problems during trainings and operations. In this master thesis literature analysis method was used to analyse Lesson learned process in Lithuania, its effect in Lithuanian Republic National Defence System, as well military conflicts of Russia – Georgia and Russia – Ukraine, identified problems in mentioned conflicts and their impact to Lithuanian armed forces development. Also qualitative research method, content analysis method and expert interview was used to collect the data. As well to reach master thesis goal Lesson learned method was created and was based on expert interview. Interview participants were experts in Lesson learned process and were selected from all levels of Lithuanian Republic National defense spheres. Research revealed that in Lithuanian armed forces Lesson learned process` there is an improvement mechanism which supports the change and development in procedure, infrastructure, logistic and doctrine. Lithuanian armed forces` Lesson learned process is described and approved by heads however it is not fully used in all Lithuanian armed forces units. As well it was revealed that lessons` identified on the level of ministry are not being solved because Ministry of defense Lesson learned prosess is not described and approved. Ministry of defense system is not following Lesson learned prosess which is approved by lower commander this is the reason why the process is not being implemented and identified problems are not being solved following identified problems` method.     The Impact of the Russian Military Transformation on the Security and Defence Policy of the Baltic States.

    After the Cold War, the growing Russian dissatisfaction with the diminishing influence in the global security environment, especially in the post-Soviet region, and the expansion of NATO into the post-Soviet region, has led Russia to choose a new foreign and security policy that has given Russia a basis for military transformation. Russia's unilateral decision to change the security architecture and restore, preserve and / or strengthen its influence in the post-soviet region became one of the main and most serious threats to the security of the Baltic States. Therefore, the purpose of this dissertation was to investigate the impact that the Russian military transformation had on the security and defense policy of the Baltic States during the research period (2008-2016). To achieve this goal a research model was constructed which is based on the triadic theory of neo-classical realism. The triadic research model based on the theory of neoclassical realism allows to analyse the research object using three variables: an independent variable (external factors or, in this case, Russian military power), intervening variable (internal factors: preferences and perceptions of the leaders of the Baltic States) and dependent variable (state’s foreign policy, in this case, the Baltic States’ security and defence policy). The search for the causative logic among these three variables makes it possible to explain the impact of external factors (independent variable) on the country’s foreign and security policy (dependent variable) by including the intervening variable in the research study, which allows to disclose better the causal relationships of the researched phenomenon. The results of the research showed that the factor which had the greatest impact on the Baltic States’ security and defence policy was not the Russian military transformation per se but the visualization of the Russian military transformation, namely, Russian military actions in Ukraine, especially the geographical proximity of these actions. They have led the Baltic States, firstly, to perceive the threats posed by Russia and, secondly, have made the political will of the leaders of the Baltic States to take appropriate actions, namely, to define Russia as a potential threat in the strategic national security documents and to strengthen the significant defence capabilities

    Situational leadership impact towards military duty satisfaction.

    The human recourses management problems are becoming more and more relevant in the modern World and in the Armed forces of Lithuania. The low level of duty satisfaction stimulates to search more successful ways of the leadership. Situational leadership theory is one of the modern ones. Nevertheless the effect of situational leadership in the armed forces of Lithuania was not researched. Therefore the main question, raised in the research – how to improve duty satisfaction by improvement of leadership methods. To answer this question the factors of leadership in NATO military unit were chosen as the object of the research. The aim – analyze and evaluate possible effect on duty satisfaction of application of situational leadership theory, evaluate the possibilities to raise the level of duty satisfaction and provide the recommendations. The goals: reveal the conception, essence and content of leadership; determine the trends of modern leadership; analyze the scientific literature and determine the conception, essence and content of the situational leadership and duty satisfaction; conduct the research and find the level of present duty satisfaction and the level of application of situational leadership; determine possible change of duty satisfaction if the model of situational leadership would be fully adjusted in NATO force integration unit; provide the recommendations to improve leadership in armed forces of Lithuania based on the results of the research. The hypothesis – application of the situational leadership theory positively effects duty satisfaction in the armed forces. The level of application of the situational leadership in the organization was investigated. The LEAD (self) questionnaire was used, because it was intentionally created to conduct researches of particularly this theory of leadership. The level duty satisfaction was also determined using Minnesota satisfaction questionnaire (MSQ) as the one of the most reliable tool. Finally the statistical analysis was made to find the links between the level of situational leadership and duty satisfaction. The results didn‘t show any positive correlation between the level of situational leadership and duty satisfaction. According the results the full application of this leadership theory would possibly negatively affect the duty satisfaction. Therefore the hypothesis was denied. Based on the results, the recommendations how to improve duty satisfaction, were provided

    Terrorist organizations periodic publications: a comparative analysis of Dabiq and Inspire.

    Terrorist organizations are the major threat to counturies national security. Counter terrorism fight does not satisfy with the results it‘s provide by still failing to stop jihadists from carrying out terrorist attacks in the West. In 2014 Islamic State manage to establish the Caliphate. This event even increased the stream of recruits from the Western countries and the Islamic State managed to take the lead from al-Qaeda as the main terrorist organization. In the competition for the support and recruits, one of the essential role is played by the propaganda. It‘s goal is to show yourself as the the supreme terrorist organization, compromise it‘s enemies and motivate individuals to join the jihad. In the recruiting process and provoking terrorist attacks in the West an effective tool is considered to be terrorists periodic publications. In 2010 al-Qaeda released it‘s first magazine with such content. Inspire magazine is oriented to radicalize muslims who are living in the Western countries. As an alternative to Inspire in 2014 Islamic State released its own periodic publication Dabiq. The content of both magazines are similar, but the message is very unlike
