Research on the climate impact on the military equipment breakdowns in Lithuania.
The equipment of Lithuanian army is being exploited intensively and during exploitation there are quite a lot of failures. Because of this reason, I decided to carry out a research whether the climate of the Republic of Lithuania influence military equipment failures, therefore, I chose the topic for the Bachelor‘s thesis “Research on the Climate Impact on the Military Equipment Breakdowns in Lithuania“. The goal of the thesis is to determine whether the climate of the Republic of Lithuania has any effect on military equipment failures. The tasks for the thesis are to collect statistical data on Lithuanian climate in various regions; to perform investigation on climate factors’ deviation from the normal conditions; to collect statistical data on military equipment failures; to compare climate deviation from the normal conditions and military equipment failures
Cost and quality analysis of tactical armoured vehicles according to the needs of the Lithuanian Armed Forces.
The current geopolitical situation in Eastern Europe encourages some countries to modernize the equipment and weapons of their armed forces as well as prepare a response to threats that may arise. Lithuania is of no exception. Currently, one of the newest projects planned by the Lithuanian army will strengthen the functionality of the military forces through acquiring tactical armoured vehicles. Since Lithuania is not one of the countries which spend large amounts of funds on their military forces, it is especially important to consider additional potential uses of the purchase besides the needs of the main user before choosing the most appropriate purchase. Tactical armoured vehicles will be also used by the Lithuanian Special Operations Forces and the Infantry despite the fact that their main purpose will be the most closely connected with Reconnaissance units. It is difficult to assess the quality of the tactical armoured vehicles, when the future users of the product intend to apply it for different purposes. The assessment is particularly difficult when the evaluation tools are not perfect and the assessment tools regulated by law are not even used as often as it should be in the competitions. Moreover, different user attitudes towards the product can result in different assessment results. In other words, the best tactical armoured vehicle to one user can be the worst to the other
Low birth rate as a threat to Lithuania's national security.
The main aim of this study – to investigate the cause of the low birth rate in Lithuania. The demographic crisis in Lithuania, which started in the twentieth century in the 10th decade, cut off a long trend. For the first time in Lithuania in peacetime mortality exceeded the birth rate. Population began to decrease substantially due to a sudden increase in emigration and a falling birth rate. If these trends continue Lithuanian nation will inevitably disappear. Although the population has decreased mainly due to emigration, the chosen object of research was the low birth rate problem, because no matter if emigration will exist or not, still under such adverse fertility and mortality balance, it is only a matter of time when the Lithuanian people, such as we now understand, will inevitably disappear. Fertility is not a new problem in Lithuania. It was examined and described by many authors (referred to in the introduction to this study). These issues are widely discussed in Lithuanian periodical press. However, in spite of the fact that the demographic problem is well known and is not new, no one will bother to deal with it too much, the problem is left in the hope that it will sort itself out over time. So far, we have no reliable ways to raise the birth rate in Lithuania. The Lithuanian government pays not enough attention to this problem as well. For instance, in 2017 National Security Strategy demographic crisis (low birth rate is a part of demographic crisis) is identified as a risk factor, danger or threat to Lithuania's national security only as 11th number. In the same strategy a goal is set for „fulfilling measures for creating family-friendly environment“ (National Security Strategy, 2017, 18.17.4. point) which is clearly not enough. Families can be childless. Without tackling the demographic challenge, all other security policies and initiatives in essence become meaningless
Activity optimization of the hardware maintenance Department of the Ministry of National Defence of the Republic of Lithuania.
Activity of Ministry of National Defense subunits closely associated with IT technologies. To organize activity of IT departments is important because in case of IT incident the whole organization might suffer some damage and that can have some influence for the national security. 1100 user are using services provided by Hardware Maintenance Department. Not all requests are fulfilled by Hardware Maintenance Department because activity is organized poorly. Many processes are done manually and not automatically.Main conclusions of this work are that subunits of Hardware Maintenance department are not functional. The structure of Cyber Security and Telecommunications Service is not optimized and the activity and the workflow is organized poorly. It was cleared out what demands of service users have. Also established lack of specialists in this department. Lastly, there was installed HelpDesk software. Suggestions of this work are to eliminate not functional Hardware Maintenance Department subunits. Also eliminate unit which is responsible for maintenance of phones and make it as a subunit of Hardware Maintenance Department. Improve HelpDesk software or buy official HelpDesk software. Employ at least two more qualified specialists
The optimization of human resources: trends of national security /
The paper analyzes the state strategy of human resource for full employment pol-icies in the globalization conditions. This paper aims to examine the integration of state man-agement system (SMS) and society self-management system (SSMS) common in European Union (EU) area in the globalization conditions. Authors present a research models of state and society chain of integration which responds to human resource full employment policies in the globalization conditions. Integration of the state strategy chain synchronizes the key processes in terms of society for human resource full employment of development economics common for EU and NATO area in the globalization conditions. The results of national secu-rity now and in future are presented; conclusions and recommendations for improving the management of state and society future trends and the development of human resources trends under the conditions of Lithuania are formulated
Personnel Administration Guidelines for Improving in the Military Police of Lithuanian Armed Forces.
This bachelor’s thesis “Personnel administration guidelines for improving in Military police of Lithuanian armed forces“is aimed at revealing and analyzing general personnel administration aspects, also personnel administration process in Lithuanian armed forces and Military police, presenting the key findings of the thesis and guidelines for improving personnel administration in Military police, formulating and making conclusions, as well as setting proposals how to improve the appropriate personnel administration process in Military police. The structure of the thesis has been defined with the logic of the study, its aim and objectives. The thesis consists of introduction, two chapters, conclusions and recommendations, also a list of references. Introduction presents topicality of the subject, the purpose of the study, tasks, object of the study and the problem of this research, as well as the applied scientific methods and methodology. Chapter 1 provides for a general description of personnel administration process; theoretical substantiation of the concept of personnel administration, its functions in the practice. Special attention in this chapter is devoted to the personnel administration aspects in Lithuanian armed forces and Military police. Chapter 2 presents the methodology of a research, provides an empirical analysis of how personnel administration process is ensured in Military police; the current situation of personnel administration process in Military police is studied. The main attention is attached to cooperation, competence, training system and motivation aspects in the unit. Guidelines for improving personnel administration in Military police are also presented. The author in his research applied general scientific methods: literature and legislative analysis, questionnaire, qualitative analysis of statistical data, data comparison, generalization, and presentation of visualization. The above-discussed scientific methods helped to formulate conclusions and proposals, provided at the end of the work. The implementation of the scientific and practical findings, derived in the course of the research, will definitely contribute to the enhancement of the conceptual framework of administrative support to Military police, ensuring an effective personnel administration process. Moreover, in the course of the research the author made use of his long-term practical experience gained during his work in Military police and participations in international operations. The application of smart cities concept for citizens of Lithuania and Sweden: comperative analysis /
Urbanization and expansion of cities requires new tools to improve the quality of life of city inhabitants for all areas from mobility to leisure activities. Thus, technological development and digitalisation have been introduced into infrastructures such as rails, roads, airports, bridges, tunnels and communications. Policy of smart cities concept focuses on economy, people, mobility, governance, environment, and living. Even more, implemented framework of smart cities stimulates sustainable economic development. Smart economy is a trigger for innovations and entrepreneurship. Installed measures of smart mobility reduce traffic jams and optimise transportation systems. This research attempts to compare largest different cities of Lithuania and Sweden in the context of smart cities’ concept. Due to the shortage and mismatching statistical information, the paper is limited with only four following indicators: smart economy, smart mobility, smart environment, and smart governance. The analysis of indicators shows that Lithuanian major cities in all groups of criterion are below average while values of indicators in the case of Swedish major cities are much higher than average
Volunteer’s motivation system and development opportunities.
In this master thesis discussed motivation and volunteering concept, motives of individuals to participate in voluntary activities, analyzes the concept and motivation of people involved in volunteer organizations motivation aspects. The second part contains the information about the status of volunteers in today's armed forces, their relative place in the history context, the activities and influence of the national defense system. In the third section performed volunteers motivation change service study, research was carried out using the General Jonas Žemaitis Military Academy of the Strategic Research Center. The new results are compared with the Strategic Research Center results. Analyzing volunteer’s motivation for the change in the period 2014-2017. The study carried out semi-structured interviews with experts and conducted a survey, all the data analyzed and systematized. The fourth part of the research work presented volunteers motivation system improvement model, summarizing the work provides conclusions, recommendations, references and appendices
Recruitment process of Lithuanian Armed Forces personnel in Vilnius military conscription and recruitment section.
The subject of analysis – a recruitment process of Lithuanian Armed Forces (LAF) personnel in Vilnius military conscription and recruitment section. Military is one of the most important component of country’s strength, consistency pillars and people’s freedom. The image of state in a current world map, the question of possible enemy aggression depends on a state’s military strength. Therefore, the return of conscripts is the way to constantly increase the military personnel. However, in order achieve an effective recruitment process and appropriate mechanism for that, it is necessary to identify the all causes and shortcomings which slow down the development of recruitment process. The problem of this topic – a recruitment process of LAF personnel in Vilnius military conscription and recruitment section is not effective. There are formulated six tasks: 1) To find out the functions of LAF recruitment; 2) To determine the most effective ways of recruiting military personnel in LAF; 3) To analyze the work of Vilnius military conscription and recruitment section; 4) To investigate the approach of conscripts to the recruitment process of LAF personnel by Vilnius military conscription and recruitment section; 5) To determine the shortcomings of the military personnel recruitment process; 6) To reveal the improvement guidelines to LAF recruitment process. The objective of this paper – determine shortcomings of the recruitment process of LAF Vilnius military conscription and recruitment section in order to improve their performance. The questionnaire survey showed that the recruitment process of LAF personnel in Vilnius military conscription and recruitment section is not effective. 1) Recruitment specialists are insignificant, not visible, their work is poorly coordinated and achieved results are not analyzed in a process of personnel recruitment. 2) Non-compliance of the covered social guarantees in documents creates a poor image of the section activities and the all LAF. 3) There are not used enough instruments to implement a recruitment process and not looking for alternatives which may also be effective in it. According the data received from a questionnaire, was developed managerial solutions which may allow to improve a recruitment process
Mission command in security and defence institutions: Case of General Jonas Žemaitis Lithuanian Military Academy‘s cadets battalion.
The main object in this bachelor‘s thesis is mission command in General Jono Zemaitis Lithuanian Military Academy‘s Cadets Battalion. In Lithuania‘s military doctrine (2010) mission command is presented as the „fundamental principle in Lithuanian military“ (Lithuania‘s military doctrine, 2010). Despite that, this methodology‘s integration in Lithuanian Armed Forces is not done yet. Case of General Jonas Zemaitis Lithuanian Military Academy‘s Cadets Battalion is unique, because it‘s personel, the cadets, are future‘s Lithuanian Armed Forces officers. In order to develop mission command in Lithuanian Armed Forces the start must be here. Goal is to identify the condition of mission command in Cadets Battalion. Tasks: 1. Reveal command and control‘s conception, course and content. 2. Characterize command and control in military organizacion. 3. Identify how mission command is being used in Cadets Battalion. 4. Offer solutions which may help to improve the current situation. The resheach‘s instrument : questionnaire. In theoretical part there is analysis of the phemon of command and control. First of all the Fayol‘s management‘s principles are presented. After that the specifics of command and control in the Armed Forces and philosophy of mission command. There will be the key statements which allows to identify which methodology organization uses. The results is that theoretically Cadet‘s Battalion is moving towards mission command. The Battalion is strong by it‘s teamwork. The excercises gives a lot for the mission command‘s development. But on the other hand there is a lack of initiative and usage of methodology, too much of control, poor climate in the Battalion. The respondents tells that the main problem is roughness of mission command‘s training and the climate in the Battalion. They also would like to see more communication with each other and the usage of methodology. At the end the is some offers for the mission command‘s development in Cadets Battalion
