Comparative analysis of education models of military officers in foreign countries.
In order to achieve results, scientific literature and articles, as well as the models of military education in foreign countries were analyzed, interviews were conducted, summaries were made. The specificity of the education of officers was highlighted in the overall of human resources management. After identifying essential features of comparative analysis of educational models, education models of officers in foreign countries were analyzed. Based on the analysis, main elements of education in the models were clearly outlined and a possible general model of officers‟ education was drawn up. To evaluate the possibilities of applying the general education model of military officers, the Lithuanian military officers' education system was used for analysis
The state’s recognition: comparison of Lithuania and Kosovo cases.
The purpose of this research is to compare and analyze the process of recognition of Lithuania and Kosovo to gain their independences. The main research question is formulated as follows: “The goal of Kosovo diplomacy is to achieve the maximum recognition notes from third countries in this matter having reasonable arguments to convince Serbia to recognize Kosovo as independent country”.This paper focuses on comparison of Lithuania and Kosovo recognition process. In this regard, three problem statements have been formulated. The first part is to introduce both the Theory of Modern State and Theory of Recognition. Second one, to compare circumstances of Lithuania and Kosovo recognition cases in the framework of Strategic objectives to be achieved. Third one, to compare the processes of recognition of Lithuania and Kosovo independences in the line with Strategic objectives. As a conclusion of this research the following outcomes to be stated: 1. The criteria of Modern State and criteria as per Montevideo convention are matching. However, Lithuania and Kosovo do not match requirements of the Statehood to be examined in this paper. 2. The act of recognition is a political statement with legal consequences as State has been recognized. 3. Lithuania and Kosovo are seeking principles of Declaratory Theory to be applied on their recognition practice. 4. The recognition gaind from parent States in cases of Kosovo and Lithuania is crutial. This is a mandatory condition for both States in order to achieve their Strategic objectives to join NATO and EU. In this regard, negotiations are the practical tool of recognition process and it is not an element of Recognition Theory. 5. UN membership in case of Lithuania has been a consiquence of being recognized by third countries rather the Strategic goal for a State
Female stress level and stress coping strategies in the armed forces of Lithuania /
This study describes the results on stress level and stress coping strategies used by women - the personnel working in the Defence System of Lithuania. The research was based on two questionnaires. The results showed that the average stress level and the values of coping strategies are similar to other studies, but differ according to age and number of kids. An increase in social inequality as threat to Lithuanian national security: assessment, causes and possible solutions.
Increasing social inequality, insufficient poverty, unemployment assessment, and income distribution are one of the major threats to the national security of Lithuania. Object of the research - Increase of social inequality, socially excluded groups, unemployed people (low income citizens of the Republic of Lithuania) - threat to Lithuanian national security: threat assessment, reasons, possible solutions. The paper examines the tasks: the concepts, the essence and theories of social exclusion, poverty, socially excluded groups are revealed. To analyze the factors influencing social exclusion and poverty, empirical research was carried out in order to evaluate the increase of social differences as a threat to the determinant of Lithuanian national security, proposals and recommendations for reducing social exclusion and ensuring national security
The links between organzational climate and organizational commitment: Lithuanian armed forces military police Vilnius crew study.
Changes in the external security environment have shown that many of the security challenges and threats remain trending for the NATO alliance. The Baltic region highlights the need for active participation in NATO‘s collective security measures, engaging in various international operations in order to maintain stability in mission regions (Fredriksen, 2017). After the Ukrainian crisis, a different attitude towards the defense of Lithuania was adopted, which resulted in a sharp increase of military personnel, including the conscript force. However, as a result, a lot of other problems, associated with attracting and retaining qualified personnel in the army, occured. Military organizations are classified as „greedy organizations“ and are characterized by high demands and exceptional staff loyalty and commitment. (Alvinus et. al., 2017) Although the research on organizational commitment is often practised, little research was conducted on military organizations (Allen, 2003; Alvinus et al., 2017) It was hypothesized that organizational climate is interrelated to organizational commitment, as a result, a model was developed, combining ethical climate model of Victor and Cullen (1988) and the model for organizational commitment of Meyer and Allen (1991). Although the Meyer and Allen model has three organizational commitment patterns – affective, continuance and normative, based on Alvin (Alvin et al., 2017), it was decided to only choose affective commitment, because positive emotional environment positively contributes to the attraction and retention of troops in a military organization. The analysis is based on a quantitative approach: the survey focuses on Lithuanian armed forces, Lithuanian military police Vilnius crew specifically. Notably, 90 respondents, having different work experience and ranks, were questioned. The results revealed that there is a variance within investigated units by age. Meanwhile, the results of regression analysis revealed that caring climate is positively related to affective commitment. Finally, the recommendations for military leaders concerned with balanced organizational commitment are presented
The Research on Forecasting the Need for Military Clothing for the Lithuanian Armed Forces.
There are significant growth of soldiers in the Lithuanian Armed Forces. Due to this fact, the Lithuanian Armed Forces started to face with the problem how to identify the real need of particular sizes of accoutrements and to avoid to waste them in terms of size and quantity. Purchase of accoutrements according need of specific sizes is very important to soldiers of Lithuanian Armed Forces. Moreover, purchase according to need of specific sizes would help military to save money and would lead efficient management of stock. The patterns of materials will be changed since 1st January in 2018. New coloration will help soldiers be more invisible both - in city and woods. New types of uniforms will be ordered for all soldiers by iterations: only new soldiers or soldiers having fully depreciated uniforms will be equipped first. Because of this reason, it’s very important to order accoutrements according soldiers’ size of body so everyone could feel comfortable. There is no clear or written documentation or system how to determine the particular need of accoutrements in the departments of Material Resources and Equipment. Because of this reason it is very difficult to evaluate what quantity of exact sizes should be ordered and usually it is done by analyzing previous orders and current stock in the warehouse. The is a tendency, that military orders and receive too large or too small sizes of uniforms. Wearing sizes which do not fit soldiers, leads to faster depreciation of uniforms. Object of research – Material resources of accoutrements and equipment criteria’s in the Lithuanian Armed Forces, which could effect successful determine of need of specific sizes of accoutrements. Aim of Thesis – to evaluate available data of used sizes of uniforms according theoretical and practical aspects. To determine correct need of accoutrements for the Lithuanian Armed Forces. Collected data was used to determine relevant sizes of uniforms in the Lithuanian Armed Forces and new forecasts was determined for upcoming years. Main task of thesis – to determine and to forecast the need of specific sizes of accoutrements in the Lithuanian Armed Forces, by using collected data Founded information during research was used from interview of expert. From that was established main problems which interfere to do correct identification and purchasing of needs of Lithuanian Armed Forces. According to collected data and the dynamics of series extrapolation was founded size of accountments of Lithuanian Armed Forces for the following year. Also, was founded five current needs of sizes. Identified elements that influenced sizes during the period of three years. Management Styles at the Public Security Service.
In organizations managers have a big influence – they control and coordinate personnel activities, and ensure the quality of their workers. Work of the managers has many challenges and challenging moments that the manager must take relying on available information, intuition, competence and personal qualities. Defense and security institutions need to have competent commanders whose subject knowledge and personal qualities are not up-to-date with modern standards. Leadership has been under investigation since the 20th century. beginning and there are a lot of scientists talking about what qualities and skills a manager should have, what forms of influence and leadership style should use. A well-chosen leadership style allows the manager to reduce the existing risks and increase the efficiency of work. The problem of final work – what are the dominant leadership styles and what the choice of leadership style depend on in Public security service division of Vilnius? Object of the work – leadership style in the Public security service division of Vilnius. Purpose of the work – having determined the expression of leadership style of Public security service division of Vilnius and the dominant style, to provide guidelines for improvement of the institution's activities. Tasks: 1. to reveal the professional and personal qualities of the managerial style characteristic of leadership styles theoretically; 2. identify the most effective leadership style from a theoretically; 3. to find out the reasons for the expression of leadership style and the motives of the leadership style choice in Public security service division of Vilnius; 4. to reveal the guidelines for improvement of leadership styles expression in the Public security service division of Vilnius.Study method– questionnaire. In research were selected six of the most commonly found, most modern and distinguished as the most popular leadership styles: bureaucratic, charismatic, targeted, transactional, transformative, coaching leadership styles. The results of the research showed that: 1) dominant leadership style in the Public security service division of Vilnius is charismatic; 2) the institution often receives targeted guidance; 3) The main motive for choosing leadership style is leadership experience; 4) managers do not effectively use the style of leadership
Media coverage of covert intelligence actions: the United States case.
United States of America are well known for its covert action capabilities in the international intelligence community. Despite the fact that details of covert action operations are usually classified, U.S. intelligence institutions are often criticized, especially by media, for legal, moral and other aspects of covert actions it carries out. By reflecting various events media plays one of the most significant roles in shaping public opinion. There are a few cases of covert action that drew U.S. media‘s attention: CIA drone strike that killed two hostages in 2014, CIA‘s secret support for Syrian rebels and secret CIA detention camps. The first part of the thesis aims to evaluate the applicability of a modified N. Fairclough‘s critical discourse analysis model in analysis of the media discourse. The second part seeks to review the types of covert action and media‘s influence on U.S. intelligence institutions. In the third part of the thesis articles about the above mentioned cases of covert action published by eight different American news websites are analysed in descriptive, interpretative and explanative levels. In the first level of analysis, the so-called descriptive level, subjective textual expressions and rhetorical strategies of news websites are analysed. In the interpretative level, choices of sources of information and different revealed opinions are determined and evaluated. In the final – explanative – level of discourse analysis, results of the first two levels of analysis and social context are analysed together in order to disclose the media slant in the context of covert action
Development of professional and permanent compulsory initial military service.
For the preparation of the master's thesis, was studied and systematized the study of various Lithuanian and foreign authors' literature on human resources management, as well as an analysis of the legislations of the Republic of Lithuania regulating the management of human resources in the army. The analysis of the armed forces of foreign states (Norway, Israel and Singapore) was carried out. The aim of the work was implemented by applying quantitative (questionnaire survey) and qualitative (questionnaire survey and interview) methods of investigation. The results of the survey and of the semi-standardized interviewing method put forward the hypothesis that the implementation of the recommendations of the development of professional and permanent compulsory military service would guarantee the modernization of the national army and the public unity approach to the defense of the country approved. To carry out effective human resources development of the Lithuanian Army a model for improving professional and continuous compulsory initial military service development was prepared, conclusions and suggestions were presented
