Sharpening tools and strategies of Qualitative comparison analysis. Case study of contemporary Lithuanian activities in EU CSDP context /
The absence of clear research methodology that could support investigation of state’s participation effectiveness in different organizations from security perspective facilitated suggestion for possible improvements in fuzzy-set technique in Qualitative comparison analysis (QCA). Authors argues that proposed empowerments provide alternative look in to QCA while using different multi fuzzy-set approach in QCA, facilitates better data visualization outputs and ultimately proposes subsequent methodological way in examining state’s efficiency aspect while participating in different international/regional organizations. At the same time case study is introduced, which is designed using proposed research methodology that analyzes contemporary Lithuanian activities in EU Common Security and Defence Policy (CSDP) context and their contribution towards security of Lithuania. The outcomes of this article show that new technique could be practiced thoroughly not only when considering research on the efficiency of state’s defence policies, but also could be used in analyzing other aspects of state’s participation in different international/regional formats
Migration crisis as a factor actualizing nationalism: cases of Germany and Hungary.
Revival of nationalism is one of the most noticeable factors influencing and shaping the contemporary global political, economic and cultural environment. It seems that in the era of globalization, modern technology and the liberating society, borders should be eroded, exclusion reduced, tolerance increased but reversed processes are observed – both, in Europe and America, the nationalist voices of government representatives becomes louder, more and more right-wing parties are elected to government and the intolerance to „others“ – by race, religion, education and etc. ¬– is increasing. Therefore, the work analyzes the revival of nationalism in Germany and Hungary in the context of the migration crisis. The statement raised in the thesis claims that the migration crisis is a supplementary factor actualizing nationalism. The work consists of three parts: in the first part the significance of the migration factor in nationalism theories is investigated while analyzing primary and secondary sources, the second one analyzes the migration policy of the European Union and the efforts of the EU and individual countries to manage it, and in the third one, the analysis of statistical data is carried out examining the influence of the migration crisis to the public support for government policies and public sentiments and the comparative analysis collating the importance migration crisis had to the expression of nationalism indicators in Germany and Hungary
National security: the role of intelligence.
The importance of national intelligence in Lithuania in the context of national security is rarely considered. At the same time, the threats to national security posed by hostile intelligence and security services, their spying, information and influence operations are topics that are frequently discussed in society. Although many authors agree that intelligence is important for informing national security system actors about emerging threats, more detailed investigation is required for another aspect of the intelligence function - disclosure of opportunities for both the national security, and broader foreign policy goals. The aim of the thesis is to analyse wider possibilities of using intelligence not only in national security, but also in foreign policy, taking into account cases where information provided by intelligence services had a significant influence on the tactics of state negotiations, evaluating expert opinions and scientific insights on the topic
Mission command status at the State Border Guard service of the Ignalina team.
In the event of a threat to the security of the country, the army would defend the state by uniting authorities such as the SBGS. In the event of a military conflict, the State Border Guard Service (VSAT) is directly subordinated to the Lithuanian Armed Forces Commander and should cooperate with the Lithuanian Armed Forces units. The Lithuanian Armed Forces integrates its target management methods into its units, this raises the question of the methods of guidance used by the SSTC and how they can cooperate with the military and the philosophy of leadership used in the military organization. Problem of Final Bachelor's Work - In the event of a military conflict, the SBGS becomes directly subordinate to the Lithuanian Armed Forces Commander. Having joined forces with the military units of the SBGS together with the military units in the joint task. The Lithuanian Armed Forces uses mission command for, flexibility in making decisions for lower-ranking commanders. VSAT has joined forces with the military units, performs tasks based on the principles of targeted guidance, therefore it is relevant to find out what the state of the target command is in the State Border Guard Service.The following tasks are as follows: 1. Compare and analyze leadership theory in military and civil organizations. 2. Analyze the leadership qualities needed in an organization. 3. Define the specifics of the leadership of military organizations. 4. Define the concepts and origins of target and detailed leadership. 5. To analyze the status of the target leadership in the SBGS Ignalina team. 6. Provide recommendations and suggestions for targeted leadership deployment in SBGS. The hypothesis of the investigation - Officials working in the State Border Guard Service have insufficient knowledge about targeted guidance and its principles The hypothesis was confirmed in the investigation: the status of the VSAT targeted guidance is insufficient for the officers of the SSC to be able to cooperate properly with the Lithuanian Armed Forces in the event of a military conflict
Interinstitutional cooperation between Public security service of the Ministry of Interior of the Republic of LIthuania and Lithuanian armed forces in decision making during crisis situations.
Institutions which is included in general defense plans, must get ready for a states armed defense, while interacting with other institutions, because in order to ensure maintenance during crisis situations, there can‘t be problems in communication, decision making, and conducting common operations. But in order to ensure a good interinstitutional cooperation, it is necessery to ensure it‘s effectiveness. To do this it is important to understand how interinstitutional cooperation is conductet bettween two public instituitions, how common goals are pursued and how this kind of cooperation is legaly declared, whether the cooperation is happening at all. Only then these aspects are clarified it is possible to make conclusions and make suggestions to improve cooperation between public security service of the Ministry of Interior of the Republic of Lithuania and Lithuanian armed forces. Bachelor labor problem – find out how interinstitutional cooperation is conducted between public security service and Lithuanian armed forces, if this cooperation is effective, for both institutions to achieve cooperation during decision making in crisis situations. The thesis consists of four tasks: 1) Identify main interinstitutional cooperation peculiarities between two public sector institutions, 2) find out publis security services and armed forces cooperation features, 3) to analyse public security service and Lithuanian armed forces legal enviroment of making decisions during crisis situations, 4) to determine public security service and Lithuanian armed forces readiness to cooperate while making decisions during crizis situations
The impact of organizational culture on reducing resistance to innovations. The case of military police, Vilnius garrison.
In order for the Lithuanian Armed Forces military police to perform their tasks as efficiently and smoothly as possible, it is very important that the environment in which the soldiers serve is innovative and modernized every time. Looking at innovations through the culture of the organization, it is important to understand and identify the environment that is conducive to innovation, and in what environment innovation is not. In order to find out the significance of organizational culture in reducing resistance to innovation, a quantitative survey - a questionnaire - was conducted. During that time, Vilnius military soldiers of the military police were interviewed in order to find out their attitude towards the theoretical and their organization, it means in the Vilnius garrison, the existing organizational culture, resistance to innovation and organizational research in reducing the elements of resistance to innovation. Research object. The impact of organizational culture in reducing resistance to innovation. The aim. To analyze the significance of organizational culture in reducing resistance to innovation in the Lithuanian Armed Forces military police in Vilnius. Research tasks: 1. To analyze the concepts of organizational culture and resistance to innovation and theoretical models. 2. Identify organizational culture factors that help reduce resistance to innovation. 3. After completing the questionnaire of troops, to identify the factors of Vilnius garrison organization culture and resistance to innovation. 4. Identify the factors of Vilnius garrison organization culture that reduce resistance to innovation. Research Methods - data collection method - questionnaire, data processing method - statistical descriptive data analysis. Key findings and conclusions: Eligible elements of the culture of the organization for innovation and measures to take, so as not to have resistance to innovation, a theoretical model has been developed to judge the appropriateness of an organization's culture for innovation and what measures to take in the event of an unfavorable organizational culture; The Lithuanian Armed Forces military police of Vilnius garrison soldiers analyzed the results and presented conclusions and suggestions on how to improve the culture of the Vilnius garrison organization of the military police, in order to minimize the resistance to innovation or not. It was found out that the military troops in the Vilnius garrison, the strongest disruptions in the implementation of innovations are: lack of information about the benefits of innovation, weak generation of garrison soldiers' ideas, tension before the emergence of innovations in the crew, lack of continuous improvement of the competence of troops
Substantial NATO-Georgia package: challenges and transformation directions.
The Russian-Georgian war forced to adequately assess the situation of the army thus Georgia had to take on solemn reforms. These can be described as Georgia's attempt to reform the state's armed forces to meet NATO standards. An important element emerges during this phase – in 2014 Georgia and NATO have established a military co-operation programme that aims to ensure Georgia's military interaction with NATO forces. Therefore, it is important to assess how this specific programme is being implemented
Communication in decision making process. Case of Algirdas mechanized infantry battalion.
Decision making is one of the most important processes and factors, that is used in every organization, institution and even in the work of individuals daily. The decisions made, rightfully or wrongfully, may affect the end goal. One of these factors that let the decision making process to function smoothly is communication. Cooperation, exchange of information, different exchange types – these communication aspects make up a big portion of the decision making environment, which is directly associated with suitability of the decision and its benefits for the organization. The problem which is pointed out in this bachelors work is to find out whether the communication in Lithuanian Algirdas mechanized infantry battalion (AMIB) is effective in decision making. The object of the work – The rule of communication in the decision making process in the AMIB. The main goal is to give recommendations for problem solving after analysing the role of communication in the decision making process. In order to achieve the main goal, these tasks were made: 1) to analyse scientific sources of literature in the aspect of communication in decision making; 2) based on the comparative analysis of the scientific literature, to identify and determine the effective types and flaws of communication; 3) to analyse the role of communication in the decision making process in the battalion mentioned above and after identifying the problem areas, give improvement solutions. The third task is used as a goal in the empiric study and is divided in four tasks: 1) to evaluate the communication of the AMIB personnel in the process of decision making; 2) to determine the channels of communication in the AMIB; 3) to evaluate the effectiveness of communication in the AMIB; 4) to identify the communicational interferences in the AMIB. In order to accomplish the study, the comparative analysis of scientific literature was used, as well as methods of descriptive statistics, a questionnaire and data processing with “IBM SPSS statistics V23” programme were of great benefit. The study determined that: 1) communication in the mentioned battalion is not highly effective, has several flaws, such as poorly – timed information exchange and insufficient amounts of information given to the military officer which all leads to inability to solve problems and execute tasks. Several IT and workload related problems were found; 2) most common communication channels in the mentioned battalion are “eye to eye”, meetings, phone calls and e-mail. In reference to the material laid out in the theory portion of the work, these channels, while used in conjunction, perfectly complements each other and superbly fits in the work of the battalion
Media use and geopolitical attitudes: the research of the Lithuanian conscripts.
The identity of the Lithuanian state is shaped by the civilization of the East and the West. Although the western geopolitical decision of Lithuania was fixed in 1992 with constitutional act, it remains problematic in international relations and communication. Lithuania has strengthened its national defense after Russia's aggression against Ukraine in 2014, when Crimea was annexed. In Lithuania was returned conscription. Because of this it is important to know, how information sources affect the geopolitical attitudes of the young generation (conscripts). It would help to assess their possible approach to the defense of the country. The design of the research is based on the analysis of the geopolitical situation of Lithuania, the application of the security studies in the context of communication theories: agenda setting, framing and cultivation
Factors influencing the change of defense expenditures: the case of Lithuania.
Many contributions in the defense economics literature focusing on factors impacting defense expenditure. However the analysis of the factors influencing the change of the Lithuanian defense budget and the evaluation of their significance in the scientific works was not found. The thesis examines the theoretical accesses of defense expenditures considering the theory of public finances and international relations theory of realism. The research deals with the factors that determine the change of military budget. Considering the implied causality of the change in defense spending in Lithuania, selected external, NATO Alliance influence and external threats and internal, political party and economic changes, factors is considered. It is analyzed how these factors determined Lithuania's defense expenditures during 2004 – 2018 year period. The hypothesis claims that Lithuanian defense expeditures depend more on external factors than on internal factors. The influence of the NATO Alliance is measured by the alliance spillovers of defense spending based on ally contiguity theory regarding “free rider” efect, using a SUR (seemingly unrelated regression) approach. Comparison average defense expenditure of all members of NATO Alliance and Lithuanian defense expenditures are expressed in calendar year percentage of GDP
