Hоwеvеr, оftеn thе invоlvеmеnt оf еmplоyееs in dесisiоn-mаking prосеss аnd thе invоlvеmеnt оf mеmbеrs оf thе соmmunity оf thе institutiоn in dесisiоn-mаking аrе оnly оf а suppоrtivе nаturе оr thеir viеws аrе nоt tаkеn intо ассоunt whеn mаking finаl dесisiоns, thus undеrmining thе оrgаnisаtiоn’s еffесtivеnеss.     Potential of civil resistance: a case of Russian aggression in Lithuania.

    The scope of the research covers nowadays Lithuania’s political topics – Russian aggression and defense against it. The aim of this paper is to research and to analyze, not the conventional warfare and it’s potential, but social capabilities in a fight against Russian aggression instead. In order to achieve this aim, this paper reviews and analyzes the works of authors Gene Sharp and Ana Arjona, in which civil resistance methods and their determinants. However, there is a lack of civilian-based defense theory appliance in hybrid warfare, as well as researches that show detailed civilian-based defense potential in specific cases. This gap is filled in this research paper by bringing new concept of civilian resistance. Considering Lithuanian laws that stress the necessity to take civilian resistance actions and the way they should be made in case of foreign aggression, the problem of the research arises – how well is Lithuanian society ready to take civilian resistance actions in case of Russian aggression? Taking into account the problem, the purpose of this paper is to analyze the potential of actions of civilian resistance in case of protecting the Republic of Lithuania from aggression of Russian Federation. After evaluating the problem and the purpose of the paper, the object of the research is considered Lithuanian society’s capability to take actions of civilian resistance. From there the main tasks are formed: to overview civilian-based defense theory; to evaluate the possibility of scenario of annexation of Crimea happening in Lithuania; to assess the potential of war of Donbas region happening in Lithuania; to evaluate the potential of Lithuania’s civilian resistance in cases of Crimea and Donbas conflicts if they happened in Lithuania. Aiming to reveal the civilian resistance in specific situations, the method of scenario making is used to fulfill this qualitative research. This method helps to anticipate possible endings of actions, taking into account two essential aspects: the first one being the things that we know quite well for us to make assumptions and the second one being the things that are unclear to us and those that we do not know. In this research, the first category covers demographic indicators, laws, institutions, while the second one – outside actors and society’s actions during the conflict (the potential of civilian resistance)

    Bachelor's thesis dealt with the decision-making process in military Conscription and Recruitment service, in particular – the Vilnius regional military conscription and recruitment section. The relevance of the topic was supposed by the fact that high-quality and efficient decision-making determines the success of many organizations and the quality of work. The decision-making process affects the organization's productivity, employee motivation, and work environment, quality of work, organizational and employee communication, and successful development of the organization. The novelty of the research - decision-making is widely analyzed in the private and public sectors. Though nationally decision-making in the public sector has been analyzed, missing research for separate organizations. The military case is no exception. The research reveals how decisions are taken at one of the military units. Research problem – Whether in the Vilnius regional military conscription and recruitment section the decision-making process carried out in accordance with the decision-making theories. Research object – decision-making process in the Vilnius regional military conscription and recruitment section. The aim of this work is to analyze the decision-making process in the Vilnius regional military conscription and recruitment section and to submit recommendations for improving the decision-making process. In order to implement the research objective, the following tasks were raised: 1) to analyze the concept of decision making, models and elements; 2) to reveal the importance of decision making in the organization; 3) identify key aspects of the individual and group decision-making process; 4) to analyze the decision-making process in the Vilnius regional military conscription and recruitment section, based on the workers point of view; 5) to identify the direction of improvement of the decision-making process in the Vilnius regional military conscription and recruitment section

    Femtosecond laser based 3D nanolithography is a powerful tool for fabricating various functional microand nano-objects. In this work we present several advances needed to push it from the laboratory level use to the industrial production lines. First, linear stage and galvo-scanners synchronization is employed to produce stitch-free mm-sized structures. Furthermore, it is shown that by varying objective numerical apertures (NA) from 1.4 NA to 0.45 NA, voxel size can be tuned in the range from sub μm to tens of mm, resulting in structuring rates between 1809 μm3/s and 313312 μm3/s at 1cm/s translation velocity achieved via simultaneous movement of linear stages and scanners. Discovered voxel/throughput scaling peculiarities show good agreement to ones acquired with numerical modeling. Furthermore, support-free 3D printing of complex structures is demonstrated. It is achieved by choosing pre-polymer that is in hard gel form during laser writing and acts as a dissolvable support during manufacturing. All of this is combined to fabricate micromechanical structures. First, 1:40 aspect ratio cantilever and 1.5 mm diameter single-helix spring capable of sustaining extreme deformations for prolonged movement times (up to 10000 deformation cycles) are shown. Then, free-movable highly articulated intertwined micromechanical spider and squids (overall size up to 10 mm) are printed and their movement is tested. The presented results are discussed in the broader sense, touching on the stitching/throughput dilemma and comparing it to the standard microstereolithography. It is shown where multiphoton polymerization can outpace standard stereolithography in terms of throughput while still maintaining superior resolution and higher degree of freedom in terms of printable geometries

    Ostrovets Nuclear Power Plant in Lithuanian Foreign Policy: Objectives, Measures and Future Prospects /

    The article analyses Lithuanian foreign policy in respect of the Ostrovets NPP from December 2008 till 2019. The aim of the article is to examine the goals of the Lithuanian foreign policy, its measures and outcomes. The analysis of official documents and high-level meetings was used to achieve this aim. The documents helped to reveal the strategic and economic features of the Ostrovets NPP, the official Lithuania’s position and its change. Meanwhile, the study of high-level meetings helped to determine the direction of Lithuanian foreign policy, its objectives, ways to justify them and means of their implementation. The study revealed that Lithuania opposed the construction of the Ostrovets NPP throughout the entire period under analysis, but initially it did that indirectly, emphasizing the issue of nuclear safety, and since mid-2016, the indirect resistance has gradually turned into a direct one - this nuclear power plant was considered a Russian geopolitical project. Although Lithuania’s interests with regard to the Ostrovets NPP have not been consistently represented at the highest political level during the period being analyzed, the country’s foreign policy can still be considered sufficiently effective. Lithuania successfully raised the issue of nuclear safety internationally, which eventually made Belarus to partially comply with Lithuania’s requirements for the admission of international experts. When it comes to constraining the supply of Belarusian electricity, Lithuania was able to agree on a favorable scenario for the synchronization of electricity systems of the Baltic States through Poland, securing Warsaw’s support. Nevertheless, attempts to constrain the supply of Belarusian electricity till the synchronization can only be effective if Lithuania succeeds in reaching agreements with Latvia and Estonia

    During the last terms of office of Valdas Adamkus and two Dalia Grybauskaite, relations between Russia and Lithuania have become worst since the restoration of Lithuanian independence. After Russia intervenes in the Georgia-Ossetian conflict in 2008, the annexation of Crimea and open aggression in Eastern Ukraine struck a huge blow to security in the Baltic region and relations with Russia. EU and Russia were considered strategic partners, developed joint projects and plans to renew the partnership agreement, now the European Union, together with Lithuania, even the US are imposing sanctions on Russia and receiving reprisals, because of Moscow is not going to implement Minsk agreement appealing to the other side

    The sustainability of national finances is certainly an important issue for a country’s development. These aggregate perceptions change the public sector of the nation and the safety of citizens’ lives. Therefore, a significant focus on broadly improving financial research can be a significant issue. In addition, this activity may be organized in connection with applicable higher education programs. On the other hand, the understanding of financial management of governments in different countries are treated differently. This is becoming an increasingly important condition that broadly discussion does not directly benefit the overall development of financial education in recent years. One of the possible ways to deal with personal finances in various economic conditions may be a change in the attitude towards knowledge financing among top management in universities. Young people can be supported by financial education programs that are clearly included in their underground or postgraduate courses. A proper management of education programs can help improve student learning experiences and economic well-being. In addition, training based on transparent public administration reliably fosters patriots of the country and people’s intolerance for non-transparent activities of public servants. Another important task of the paper is to show how the management of public debt and government spending can affect the sustainability of fiscal policy. In addition, this document also attempts to clarify questions about the economic importance of financial education at all levels of education. This concept of tax burden can encourage every citizen to be responsible for the activities of government employees and for the transparency of the budget planning process. Improving government revenues is indeed a complicated procedure. Because the same concept of taxes is used as in fixed costs for the public sector, when a person does not directly receive anything but additional payments for most public sector services. Thus, the confusion of economical terms is fairly constant, that again demonstrates a need for public finance literacy in all finance areas. Definitely it is a serious programme for scientists [...]
