    Determining the Main Resilience Competencies by Applying Fuzzy Logic in Military Organization /

    Military training programs have been developed to enhance soldier resilience competencies, which are necessary for soldiers to perform their duties effectively under stress. The ongoing military conflict in Ukraine and the experience of previous military missions abroad emphasize the need for effective training that helps soldiers recover quickly and continue their missions. However, selecting the most suitable resilience training program is challenging and the selection criteria need to be optimized to ensure the most needed competencies are considered. This study aimed to utilize a fuzzy MCDM method to establish the priority weight of decision-making criteria, identifying the core competencies necessary for soldier resilience training, and utilizing the fuzzy TOPSIS method to rank and select the most appropriate training program. The evaluation results were calculated using the MATLAB (R2020b) mathematical package developed by MathWorks. The application of the hierarchical MCDA model based on fuzzy sets theory indicated that mental agility is the most important competence in high-stress environments. The study found that the Mindfulness-Based Mind Fitness Training (MMFT) program, which is intended to regulate soldiers’ emotions, had the highest rank among evaluated options according to the combined FAHP sub-factor fuzzy weights and alternatives evaluation conducted using FTOPSIS.     Sub-terahertz feedback interferometry and imaging with emitters in 130 nm BiCMOS technology /

    In this work, we present the effect of self-mixing in compact terahertz emitters implemented in a 130 nm SiGe BiCMOS technology. The devices are based on a differential Colpitts oscillator topology with optimized emission frequency at the fundamental harmonic. The radiation is out-coupled through the substrate side using a hyper-hemispheric silicon lens. The first source is optimized for 200 GHz and radiates up to 0.525 mW of propagating power. The second source emits up to 0.325 mW at 260 GHz. We demonstrate that in these devices, feedback radiation produces the change in bias current, the magnitude of which can reach up to several percent compared to the bias current itself, enabling feedback interferometric measurements. We demonstrate the applicability of feedback interferometry to perform coherent reflection-type raster-scan imaging

    Integration of migrants into the country’s social environment: the case of Lithuania /

    Migration is one of today’s most sensitive and relevant topics. In 2022 alone, 32.5 million people worldwide will have left their country due to war, political instability, economic hardship, climate change, and other reasons. In recent years, the constantly growing flow of migrants to developed countries poses increasing challenges to the institutions and organizations of those countries, which are looking for new ways of integrating migrants into the social environment. It is difficult for state institutions that do not have the right tools to assess the integrity of the state, and it is difficult to control the ongoing migration processes and quickly make decisions regarding the increased flows of migrants, which could be solved promptly with minimal use of resources. One of the most important solutions for overcoming the challenges of migration is using a dynamic complex instrument that would allow us here and now to identify the causes of changes and efficiently mobilize the necessary resources to solve the challenges of migration that are usually not planned. The article aims to form a complex evaluation instrument to integrate migrants into the social environment. To achieve the goal, a systematic, comparative analysis of concepts and methods published in the scientific literature, statistical processing, and multi-criteria evaluation methods (COPRAS), and the method of determining weight coefficients (CRITIC) is applied

    The Concept of Honor in Military Ethics.

    The article deals with the ambivalence of the virtue of honor, which is considered one of the most important military virtues. The virtue of honor, postulated in various Western military academies and military units, is often unreflectively mixed with integrity. The latter is not the same as the virtue of honor. Another problem is that the virtue of honor is opposed to the primacy of right intention. After all, ethical behavior is only when it is not done out of fear or reward. Honor, however, in the military system is understood as a reward for certain actions. But without honor, we could not understand military affairs, as well as sports. For a better understanding of the essence of honor, it is worth making a historical review of the notion. When the concept of honor lost its meaning in the secularized modern society, consciousness became its replacement. Consciousness is perceived as a sufficient basis for ethical behavior. At the same time, consciousness can also be considered a responsibility, especially when it is placed within the framework of the philosophy of dialogue

    Study of the influence of sustainable transport on traffic incidents /

    Purpose – to determine whether changes in sustainable transport influence the difference in the number of road accidents. Research methodology – synthesis and comparative scientific analysis of concepts and methods published in the literature, secondary data analysis, statistical processing, correlation-regression analysis, ARIMA method. Findings – the number of traffic accidents will increase in the coming years. According to the result of the correlation regression analysis, the number of traffic accidents is influenced by the reduced level of work capacity, people and the average traffic intensity, car/day; the change in the number of electric cars was not identified as an influencing factor. Research limitations – lack of data (incomplete statistics on sustainable vehicles) or difficult access to them. Practical implications – the results can be used in preparing strategic city plans to predict the consequences of sustainable transport regarding traffic accidents. Originality/Value – the article covers the development and changes in road traffic accidents in the big cities of Lithuania and predicts the possible reasons for this

    Dependence of economic growth on government expenditure by function in the Baltic states /

    The aim of this research is to examine the dependence of economic growth on government spending by function in the Baltic countries – Lithuania, Latvia, and Estonia. The author has used total expenditure and composition approaches to explore the relationship between the variables. The investigation covers the period from 1996 to 2020. The author has employed descriptive statistics and econometric techniques, including automatic linear modelling (ALM). The study's insights reveal that the growth of the Latvian and Estonian economies depends on general government spending. This dependence is similar in both countries, that is, 62.8% in Latvia and 66.5% in Estonia. In Lithuania, 57.7% of fluctuations in economic growth are explained by spending on social protection. In Latvia, the influence of spending on social protection and economic affairs amounts to 63.4% of economic growth. In Estonia, spending on social protection and health explains 78.1% of the fluctuations in economic growth. The findings of the study may be useful in ensuring a more efficient allocation of government finances in the Baltic states

    Isotopic space of the house mouse in the gradient of anthropogenic habitats /

    The house mouse (Mus musculus) is a most extensively distributed omnivorous rodent species, usually living in close association with humans. Its diet includes various vegetable matter, insects and any available human food. For the first time, we assessed the dietary niche of this species by the isotopic (δ15N and δ13C) compositions of animal hair samples in the gradient of habitats, rang‐ ing from natural to fully commensal. The main factors explaining the differences in the isotopic niche of the mice, being the proxy of their diet, were the season and the source of available food. Influence of the habitat was weak, while gender, age, body mass and body condition had no influ‐ ence on the diet differences. We found that M. musculus dietary niches overlap between different habitats if mice have access to human food. Niches diverge when mice forage outdoors on natural food compared to farms where livestock feed is available. Compared to omnivorous bank vole (Cle‐ thrionomys glareolus) living synoptically, M. musculus has much wider dietary niche and consumes more foods of animal origin. Variability of the diet increases the ecological plasticity of this strongly commensal species and, together with behavioural and reproductive adaptability, allows irresisti‐ bly occupy various environments

    A multidimensional cyber defense exercise: emphasis on emotional, social, and cognitive aspects /

    Hands-on and practical learning has been key to cybersecurity education and training success. Cyber Defense Exercises (CDX) are a common approach to training, testing, and verifying technical and soft skills. However, full-scale CDX implementation is also an expensive training event. In order to advance such exercises to the next level, CDX organizers should further focus on educational, psychological, and cross-domain relationships. The paper discusses and proposes a multidimensional approach for CDX that balances cognitive, emotional, and social aspects critical for successful interdisciplinary learning. We share our experience incorporating knowledge from well-known psychology theories to CDX. We derive and describe seven elementary ingredients if a CDX is to meet the interdisciplinary and critical thinking needs of defensive cyberspace operations

    Do socially responsible companies use earnings management more rarely and (or) less aggressively? Evidence from Lithuania /

    This paper examines the problem of (in)compatibility between the performance of socially responsible enterprises and the use of earnings management, as well as the extent to which earnings management is likely prevalent in Lithuanian socially responsible enterprises. Although it seems that socially responsible companies make value-based commitments, the use of earnings management is incompatible with them, and various research studies have produced contradictory results. In Lithuania, there has been no research conducted on accounting manipulation in socially responsible enterprises, so it has not been possible to evaluate whether and how Lithuanian socially responsible enterprises manipulate financial information. Therefore, this study aims to compare the spread of earnings management’s use among Lithuanian socially responsible companies and other companies in order to reveal the prevalence of opportunistic or conceptual approaches to social responsibility in these companies. The study compared two groups of companies for the period 2017-2021: one group of companies that disclose information on socially responsible performance in their reports and a control group of companies that do not disclose information on socially responsible performance. The Jones (1991) model, modified by Dechow et al, chosen to investigate whether companies use accrual-based earnings management, is the most commonly adopted one for such studies. In order to determine if companies use real earnings management, Roychowdhury's (2016) model, which consists of three elements: sales manipulation, overproduction, and reduction of discretionary expenditures, was applied. The results showed that Lithuanian socially responsible companies use both accrual-based and real earnings management less frequently and/or less aggressively than other companies do. Therefore, it can be concluded that they follow a conceptual approach and pursue social responsibility for the sake of the idea and the concept, not to gain an advantage and to be able to influence the decisions of stakeholders in the market
