The aim of the study is to carry out comparative analysis of laws and regulations, covering countries, in particular Central and Eastern European countries, which use specific testing procedures to assess institutional and professional integrity. The study has shown that the integrity testing as an administrative procedure poses less risk of violating the rights and freedoms of a person when it is applied in the internal management of the organisation; it’s also helpful for ensuring the quality of staff and discipline. External, especially targeted, professional integrity tests usually have autonomous means and methods similar to covert law enforcement operations. They have to be regulated and supervised in the same manner as the criminal intelligence and prosecution procedures in order to guarantee the rights and freedoms of the persecuted under specific laws
Homodyne Spectroscopy with Broadband Terahertz Power Detector Based on 90-nm Silicon CMOS Transistor /
Over the last two decades, photomixer-based continuous wave systems developed into versatile and practical tools for terahertz (THz) spectroscopy. The high responsivity to the THz field amplitude of photomixer-based systems is predetermined by the homodyne detection principle that allows the system to have high sensitivity. Here, we show that the advantages of homodyne detection can be exploited with broadband power detectors combined with two photomixer sources. For this, we employ a THz detector based on a complementary metal-oxide-semiconductor field-effect transistor and a broadband bow-tie antenna (TeraFET). At 500 GHz and an effective noise bandwidth of 1 Hz, the response from one photomixer-based THz source resulted in an about 43 dB signal-to-noise ratio (SNR). We demonstrate that by employing a homodyne detection system by overlaying the radiation from two photomixers, the SNR can reach up to 70 dB at the same frequency with an integration time 100 ms. The improvement in SNR and the spectroscopic evidence for water vapor lines demonstrated up to 2.2 THz allow us to conclude that these detectors can be successfully used in practical continuous wave THz spectrometry systems
Implications of human rights for professional integrity testing methodologies in public sector /
Professional integrity testing is recognized as a successful instrument which allows to unmask corruptive behaviour and to prevent corruption at an early stage. In some European countries, especially those with a high rate of corruption, such testing is employed as a separate and supplementary control procedure alongside with traditional forms of criminal law enforcement, such as crime intelligence or unclassified crime investigation. This creates risks for overlapping with or even misbalancing adjacent procedures and regulations, which affects the state of play and respect for human rights. The aim of the study was to conduct a comparative analysis of legal regulations, examining the countries that use special testing procedures for institutional and professional integrity assessment in various forms. The subject of the study was the social value of the integrity testing outcomes, estimating these alongside with potential risks of violating the European Convention on Human Rights. The study found that the integrity testing is less risky for individual rights in cases when it is evident and applied in the internal management of an organization with a view to ensuring staff quality and discipline. Externally delivered testing requires autonomous means and methods, which technically are similar to covert law enforcement operations. This causes certain risks of breach of related laws and regulations
Ensuring Employee Job Security when Implementing Changes in the Company: A Case Study of Lithuanian Industry /
The process of companies undertaking adaptation in the face of changing conditions which have been influenced by factors such as globalisation, technological changes, environmental changes, competition, political decisions, worker mobility, population structure, and so on, is one of the major challenges of modern corporate governance. Changes in a company are inevitable, but they do not always directly correlate with the employee’s sense of security, including whether the employee feels safe about their workplace, in-come, of future roles in the company in the face of potential changes. There is an inverse relationship between the employee’s sense of security and their time spent with the company. One way of managing this which can help to ensure a sense of security for employees within the company is to directly involve them in the process of implementing changes in the organisation. The main goal of this paper is to highlight the principal aspects of employee engagement in change management processes and to gain an increased level of understanding in terms of the implementation of change at the organisational level by involving employees. Research methods: a systematic and comparative analysis of concepts and methods which have been published in the available scientific literature, statistical processing, an instrumental case study, interviews, surveys, and a content analysis of strategic documents; followed by modelling. The theoretical contribution of the paper demonstrates construction of methodology quidded on the Emergent perspective and new theoretical insights on professional discourse. Practical input shows that employee involvement in change processes is directly related to the speed of strategic change in the company
The Institutionalization of Political Science in Small States: A Comparative Analysis of Estonia, Iceland, Malta, and Slovenia /
The chapter explores the relevance of population size in relation to the internationalization of political science in higher education institutions by comparing the situation in Estonia, Iceland, Malta, and Slovenia. Moreover, the chapter also examines if the legacy of the former communist regime aids or hinders the institutionalization of political science in the higher education of Estonia and Slovenia. The findings suggest there is a north-south effect as the northern States have integrated political science more thoroughly and more easily into their higher education system. Moreover, the findings suggest a tendency for hyper-active internationalization in the states formerly under the communist regime. Finally, smallness proves to be a mixed blessing, although the small states in the study have been able to use their small size to their advantage
Assessment of the sustainability of a real estate project using multi-criteria decision making /
Today, sustainability, sustainable development and clean environment come to the fore worldwide. Consequently, the concept of sustainability has been introduced in project management. Sustainability issues have gained particular attention in the real estate sector. However, despite the fact that this sector has a huge impact on the environment and society, real estate projects are most commonly chosen taking into account only their risk and return, and a very limited number of indices and methods are available to assess their sustainability. Moreover, all of the existing indices and models for assessing the sustainability of an investment project take into account only three dimensions of sustainability—environmental, social and economic. Therefore, the novelty of this work lies in constructing a real estate sustainability index (RESI) relying on an additional sustainability aspect—i.e., a technological dimension. The developed sustainability index could be useful in evaluating and comparing real estate projects. It would also promote technological progress and investments in new technologies within projects as sustainability is also considered in a new, technological dimension. A research study was carried out between September 2020 and December 2020. Following an analysis of the literature and different sustainability-related standards relevant for the real estate industry, sustainability criteria were chosen and then grouped into four (environmental, social, economic and technological) categories. The selection and ranking of the most relevant sustainability criteria were performed through a survey. The index was compiled by applying multi-criteria decision making methods
Interpretation and perception of military power by applying perspectives of neoclassical realism and military studies /
Although the issues of military studies are increasingly analysed in the framework of political science, the representatives of international relations and military studies use different ways of interpreting military power – one of the key aspects of military studies. With the intention of expanding the possibilities of applying theories of international relations to military studies, this article aims to show the need for a synthesis of theoretical insights into neoclassical realism and military studies for scientific interpretation and research of the military power structure. The inducement of inter-paradigmatic debates by revealing and comparing military power explanation methods reflects a theoretical attempt to expand the possibilities for the application of international relations theories on warfare studies. Although the application of neoclassical realism theory to the explanation of military power is not new, this study explores broader possibilities of the application of this theory. The study substantiates the influence of non-material resources and unit-level variables on the structure of military power while making the assumption that neoclassical realism creates conditions to reveal the process of military power conversion but not the content of military power
