Crisis communication: a case of coronavirus COVID-19 pandemic management in Lithuania.
The bachelor's thesis investigates crisis communication coordinated by the Government of the Republic of Lithuania in the management of the COVID-19 pandemic. Although crisis communication is not a new phenomenon, as far as is known, crisis communication coordinated by the Government of the Republic of Lithuania in the management of the COVID-19 pandemic has not been studied before. The object of the bachelor's thesis is crisis communication coordinated by the Government of the Republic of Lithuania in managing the COVID-19 pandemic in Lithuania. The aim of the study was to evaluate the crisis communication coordinated by the Government of the Republic of Lithuania in managing the COVID-19 pandemic. To achieve the goal, the methods of scientific literature, document analysis, quantitative research, content analysis were used in the work. This work analyzes the concept of crisis and crisis communication theories, reviews the origin of COVID-19 and the chronology of pandemic spread in Lithuania. In order to evaluate the crisis communication coordinated by the Government of the Republic of Lithuania in the management of the COVID-19 pandemic, a questionnaire survey of the population in Lithuania was conducted. It was established that the Government of the Republic of Lithuania did not pay enough attention to the crisis preparation phase and, often used sources for communication that were not available to the entire population. The Lithuanian population rated the crisis communication coordinated by the Government of the Republic of Lithuania during the management of the COVID-19 pandemic lower than average. The study revealed that the population missed the efforts of the Government of the Republic of Lithuania in crisis preparation and closer cooperation with citizens in managing the coronavirus pandemic. Also, the Government of the Republic of Lithuania lacked elements of self-analysis and empathy for the victims. The research also revealed positive aspects, such as the abundance of information and its timely delivery. Taking into account the results of the work, proposals were formed, which are mainly focused on the crisis preparation stage, as well as public information gaps and evaluation of communication strategies
Sustainability and regional security in the context of Lithuania /
The article explores the relationship between sustainable development and the regional security complex. Problems of sustainability are widely analysed since the goals of sustainable development are based on the same principles that are relevant to every country. Implementation of the sustainable development goals contributes to the understanding that the contemporary lifestyle, consumption, globalisation and the use of natural resources may have a significant impact on the quality of life of future generations. Therefore, the state’s responsibility is to ensure economic, social, environmental, cultural and political security for the present and future generations in all regions. However, the regional security complex has not been analysed sufficiently. The goal of this article is to analyse the relationship between sustainability and regional security in terms of the situation in Lithuania with regards to its economic, social and military security. The regional security complex and sustainable development may be determined and analysed by way of observing the same factors and indicators. Indicators describing economic, social and political security are analysed to reach the objective of the article. Authors of the article have chosen segmentation and classification methods such as decision making trees to conduct the research. The results of the analysis demonstrate that the economic and social factors are directly related to the political (military) security in the regions of Lithuania. Therefore, further research could focus on clarifying the full regional security complex that is relevant to each region in Lithuania
Managing the institutional environment and impact on the competitiveness of transitional economies /
The main unsolved issue in the qualitative research of the "new" institutional economics in the area of the institutional impact on economic growth is how productive institutions occur, i.e., which variables explicitly "stand" behind the institutional "infrastructure" impact on economic growth. The research presents the postulates of the "new" institutional economics, claiming a connection between the institutional structure and the movement of economic growth. Furthermore, the impact of institutional quality on economic growth was analyzed on examples of individual national economies. The comparative method of the assessment based on six criteria: voice and accountability, political stability, government effectiveness, regulatory quality, the rule of law and control of corruption, and the comparison of the GDP per capita of the same as one of the most significant economic indicators, tested the primary hypothesis (H1) in this work: institutions are the fundamental determinant of the long-term success in economy, and the importance of government effectiveness is seen through economic growth, especially long-term growth. The conducted research showed a high level of correlation between institutions' success and the gross domestic product with indications of equal returns per ratio and the fact that the advancement of institutional quality, indirectly through GDP, can lead to the growth of the relative significance of economies

National budget sustainability in challenges of the pandemic /
Revenues from public finances and taxes are very important conditions for the country‘s economic policy. No state can exist without taxes, so taxes are one of the most important components of a state’s fiscal policy, especially during a pandemic. Of course, it is especially important to collect enough tax revenue in the event of an emergency in the country. This is exactly the situation with a pandemic, especially in the case of the COVID19 virus development in 2020-2021. Taxes are the main source of revenue for the national budget, and redistribution accounts for government spending. Because the government does not create real products or services, the implementation of various state functions requires enormous resources. Taxes are therefore a really important and significant source of public finance revenue. The research problem may be a different tax burden in Lithuania during the pandemics. In addition, individual tax receipts and personal tax metrics may vary. The topic of the publication is the aspect of general and personal tax burden in Lithuania during the pandemic situation. The aim of this publication is to present the concept of individualized tax burden in modern times and restructural movements of the public finances. The main research methods used are: analysis of tax revenues in the scientific literature, data collection and systematization, comparative statistical data analysis, presentation of data, proportional analysis
Work Engagement of Older Servicemen at the Command Headquarters of the Lithuanian Land Force.
This BA paper analyses factors, influencing occupational engagement of the elder professional military servicemen at the Lithuanian Army Land Forces Command Headquarters. Those factors are defined by the professional environment, nature of performed duties, organization of work processes, relationship with superiors, possibilities for self-realization, provided by the job. The object of the research is occupational engagement of elder military personnel. The goal of the research – to analyze factors, determining occupational engagement of elder military servicemen of the Land Forces Command Headquarters. Tasks of the research: 1) to define the concept of “elder serviceman / employee”; 2) to analyze theoretical aspects of occupational engagement of the “elder servicemen / employees”; 3) to identify factors, determining occupational engagement of elderly military servicemen at the Land Forces Command Headquarters; 4) to provide recommendations for improvement of occupational engagement of elder military servicemen at the Land Forces Command Headquarters. Methods of research: desk analysis of academic literature and relevant legal acts, content analysis, qualitative research (interview). Analytical tool of the research is based on Maslow’s Hierarchy of Needs model, adapted for research of statutory (military) organization. The research has analyzed satisfaction with the salary, work condition, relationships with superiors, psychological climate and feeling of professional justice, possibilities of self-realization, of influence on work environment, of self- realization via experience transfer, provided by the job and the influence of all these factors towards professional motivation of elderly military servicemen employed at the Lithuanian Army’s Land Forces Command Headquarters. The survey, conducted within a scope of the research, allows to define the following factors, stimulating professional engagement of elderly military personnel: good physical work conditions, remuneration, healthcare and health promotion options provided by the workplace, occupational prestige and perceived importance of job / implemented tasks, financial and non-financial means of stimulation, professional microclimate and possibility to transfer experience to younger / less experienced colleagues. The paper also identifies the following factors as having negative effect for the occupational engagement: unsatisfactory relationships with the colleagues, cases of negligent professional conduct of colleagues, bad relationships with the superiors
Talent Management in the Lithuanian Armed Forces.
Talent Management helps the public sector respond to the current challenges of service delivery, the digital economy, changing labor market and demographic models and, of course, the political uncertainty required for innovative solutions to complex socio-economic and political challenges. The context of talent management in the public sector is significant, but the definition is very narrow compared to the private sector. Unlike private sector talent, which has more than one definition, conceptualization in public sector talent is only at an early stage. The system of institutions of the Republic of Lithuania faces a real problem of managing the country's economic and national market factors: the development and use of human intelligence, the determination of competencies necessary for a specialist working in a certain workplace. However, the concept of talent management is still at a very early stage of development, as only about 5 percent of organic people say they have a clear talent management policy and its operational processes. The object of the thesis is Talent management in the Lithuanian Armed Forces. The aim of the thesis is to analyze talent management in the Lithuanian Armed Forces. Thesis tasks: 1) to reveal the concept of talent management; 2) to identify talent management processes, their management models and peculiarities in the public sector; 3) carry out an analysis of good practice in talent management in the British and United States military; 4) to determine the attitude of Lithuanian Armed Forces specialists to talent management and its processes in the Lithuanian Armed Forces; 5) To submit proposals for the improvement of the human resources management of the Lithuanian Armed Forces. Research methods: analysis of scientific literature, content analysis and structured interviews. Results of the research: Summarizing the results of the research, it can be stated that the concept of talent management is not applied in the Lithuanian Armed Forces, all specialists agree with it and this is confirmed by the concepts reviewed earlier. The terms most closely related to talent management and employee management are 'career', 'most potential soldiers' or 'personnel management'. Based on the deadlines closest to talent management, 8 main problems were identified in the Lithuanian Armed Forces, i. identification of 'talent', mismatch of needs, competition in the market, duration of various processes and lack of talent management system, lack of motivation and recruitment, training and retention of soldiers

Benzimidazole derivatives as energetic materials: a theoretical study /
The explosive properties and stability of benzimidazole compounds are studied to deter- mine the influence of substituents and their position. The results obtained reveal the conjugation of substituents as one of the crucial factors for the thermal stability of these compounds. We also found that two -CH 3 substituents increase the thermal stability of the parent compound, while nitro groups decrease it. Moreover, the study clearly exhibits that the combination of an -NO 2 substituent with -CH 3 does not change the stability of the benzimidazole. On the other hand, nitro groups increase the chemical stability and explosive properties of the compounds under investigation, but their sensitivity could not fully satisfy the requirements of their safety and increase their toxicity. The main results of the study indicate that high thermal and chemical stability, low toxicity and sensitivity, and good explosive properties could be achieved by the precise combination of nitro, -CH 3 , and triazole ring substituents. These findings are very important for the design of new, effective, and non-sensitive explosives
