The negative impacts of the linear business model and the possibility of reusing waste in production are the primary drivers of strengthening the circular economy. The circular economy, as an economic philosophy based on the avoidance of waste and the creation of a circular flow of materials and resources in a closed circle, promotes awareness of the importance of preserving resources and the environment. Products in the circular economy are designed in such a way that they can be easily disassembled, recycled, and that waste can be used as a resource for new products or services. The recovery of nature from excessive and uncontrolled use is one of the principles of the circular economy. Companies using circular business models provide new solutions to drive higher revenues and reduce costs by transitioning to a circular economy. The transition from a linear economy model to a circular economy in Croatia is slow and inefficient. The lack of regulatory documents and circular economy development strategies makes it impossible to introduce a circular economy on a wider level. Compared to the European Union and neighboring countries in the European Union, such as Slovenia and Hungary, Croatia lags behind in all segments of waste management and circular economy. Obstacles in the transition to circular business models are found in the entire system, legislative frameworks, financial institutions, attitudes of citizens, lack of interest and technology on the part of companies, lack of adaptation of the infrastructure for collecting, sorting and recycling waste. The circular economy creates opportunities for economic growth, encourages new innovations and creates new jobs. Proposals for solutions and ideas for a more successful transition to a circular economy will help the Croatian economy to achieve better overall living conditions. The aim of the work itself is to investigate how circular the Croatian economy is in fact compared to certain countries from the surrounding area and the European Union itself, what are the barriers to the transition from a linear business model to a circular business model, to determine proposals for a better and more successful transition of the Croatian economy, and to present examples of good practice circular business in Croatia

Administrative courts in the Republic of Croatia represent institutions that provide legal protection to citizens and legal entities in disputes with state and public bodies and make decisions on the legality of administrative acts and other procedures of public authorities. Administrative courts in the Republic of Croatia have been developing for many decades, starting from the period of the Austro-Hungarian Monarchy when some forms of administrative law and control were introduced, and after the creation of the Kingdom of Yugoslavia, some laws were introduced that regulated administrative disputes, but administrative courts were not were significantly developed. As time passed, administrative disputes in the former Yugoslavia, and later in the Republic of Croatia, were increasingly controlled and regulated through laws and regulations, the most important of which is the Administrative Disputes Act. Special changes are visible with the entry of the Republic of Croatia into the EU, when there was a need to adapt Croatian standards to European standards. It was then that some new institutes were introduced and better protection of the rights of citizens and legal entities in disputes against state and public bodies. Digitization has introduced more and more measures with the aim of speeding up procedures and increasing transparency, which was only further confirmed by the latest Law on Administrative Disputes, which entered into force on July 1, 2024

The Council of Europe is today considered the general benchmark of the highest democratic standards in the field of respect for human rights, the rule of law and democracy. The Convention established the European Court of Human Rights in 1959, which, since 1998, has been operating as a new, permanent court, whose task is to ensure respect for the obligations undertaken by the states parties under the Convention and additional protocols. Both the Council of Europe and the Convention were created as a response to all the horrors and consequences of the destruction of human rights during the Second World War. Since the adoption of the Convention in 1950, it has been constantly changed. To this day, a total of 16 Protocols have been adopted. The Republic of Croatia has been a member of the Council of Europe since November 6, 1996, and today it enjoys the position of an active member. It ratified the Convention on November 5, 1997, thus recognizing the jurisdiction of the European Court of Human Rights. The paper emphasizes the rights and freedoms protected by the Convention, the significance of each of the protocols, and the manner of operation and importance of the European Court of Human Rights. The paper shows the origin and organization of the Council of Europe and shows the significance of the Convention for the Republic of Croatia

INNOVATIONS IN TOURISM – BARISTAS AND LATTE ART

No, uvijek se radi o nekoj kombinaciji triju elemenata: espressa, mlijeka i pjene. Coffee is one of the most popular beverages in the world. Although many people think that preparing coffee is a simple process and take the profession of barista for granted, this is not the case. Preparing coffee is a kind of art. A barista is a person who knows all the processes that coffee goes through on its way from bean to cup and understands how certain factors affect coffee and its preparation. A barista is a person who is precise, fast and efficient, as well as creative and dedicated to details. Considering that most people, at least in Croatia, prefer to drink coffee with milk, there are hundreds of variations on that theme – coffee with hot or cold milk, coffee with more or less milk, coffee with more or less foam, etc. However, it is always a combination of three elements: espresso, milk and foam. But from recently there is a fourth element in coffee preparation – latte art. It is a technique of pouring textured milk into a cup of coffee, resulting in a certain design on the coffee. Latte art is the last step in coffee preparation before the cup is served to the guest
