    Public passenger transport

    U ovom diplomskom radu opisane su povijest i vrste javnog prijevoza te javni linijski prijevoz. Obradio se zakonski dio koji regulira javni prijevoz kao i europski cestovni, željeznički i unutarnji plovni putevi u odnosu na hrvatske cestovne, željezničke i morske javne prijevoze. Nadalje su analizirani glavni gradovi Zagreb, Beč, Oslo, Varšava i Budimpešta. Nakon njihove komparacije slijedi prijelaz na integrirani prijevoz putnika. U toj cjelini obrađeni su preduvjeti za uspješnu integriranu mrežu, povezanost s urbanim planiranjem, zakonske odredbe, utjecaj na okoliš te su za kraj opisani europski integrirani sustavi. Javni prijevoz ili masovni prijevoz opisuje jednu metodu prijevoza ljudi (obično u urbanom području) te se provodi na određenim linijama ili rutama te po planiranom rasporedu. Vrsta javnog prijevoza su: autobusi, trolejbusi, vlakovi, metro, tramvaj, brodovi i trajekti, taksi. Javni prijevoz je vrsta prijevoza putnika ili tereta dostupna svim korisnicima prijevoznih usluga pod istim uvjetima te se obavlja u komercijalne svrhe, radi ostvarenja dobiti za stranu prijevoznika. U Europi postoji sofisticirana i sveobuhvatna mreža javnog prijevoza koja povezuje urbana, prigradska pa čak i ruralna područja. Kako bi smanjile promet, unaprijedili održivost okoliša i poboljšale mobilnost svojih stanovnika, europske države daju prioritet učinkovitom i održivom javnom prijevozu dok u Hrvatskoj cestovni prijevoz uključuje široku mrežu državnih, županijskih i lokalnih cesta uz sustav autocesta na velike udaljenosti. Pomorski prijevoz može se podijeliti na riječni promet i pomorski. Iako elektrifikacija i dvokolosiječni kolosijeci nisu osobito rašireni u željezničkoj industriji, brzi vlakovi koriste se na nekoliko ruta. Koncept sustava integriranog prijevoza putnika je najnoviji i najbolji suvremeni način organiziranja i vođenja javnog prijevoza putnika.This thesis describes the history and types of public transport and public scheduled transport. The legal part that regulates public transport has been processed and the next segment is European road, rail and inland waterways in relation to Croatian road, rail and sea public transport. The capital cities Zagreb, Vienna, Oslo, Warsaw and Budapest were further analyzed. After their comparison, there is a transition to integrated passenger transport. In this part, the prerequisites for a successful integrated network, connection with urban planning, legal provisions, impact on the environment, and finally the European integrated systems are described. Public transport or mass transport describes one method of transporting people (usually in an urban area), and is carried out on specific lines or routes and according to a planned schedule. Types of public transport are: buses, trolleybuses, trains, metro, tram, boats and ferries, taxis. Public transport is a type of passenger or cargo transport available to all users of transport services under the same conditions and is carried out for commercial purposes, in order to make a profit for the carrier. Europe has a sophisticated and comprehensive public transport network that connects urban, suburban and even rural areas. In order to reduce traffic, improve environmental sustainability and improve the mobility of their residents, European countries give priority to efficient and sustainable public transport. While in Croatia, road transport includes a wide network of state, county and local roads along with a system of long-distance highways. Maritime transport can be divided into river transport and maritime transport. Although electrification and double-track tracks are not particularly widespread in the railway industry, high-speed trains are used on several routes.     Analysis of quantitative performance indicators of Marina Punat

    Luke nautičkog turizma s osvrtom na marine imaju vrlo važnu ulogu u nautičkom turizmu Republike Hrvatske na obalnim područjima uključujući i Primorsko-goransku županiju. Marina Punat je najveća marina u Hrvatskoj te ovaj rad pruža dubinsku kvantitativnu analizu učinkovitosti i uspješnosti Marine Punat. Na temelju izvršene analize rezultati rada ukazuju da Marina Punat posjeduje različite duljine vezova u rasponu od 8 do 40 metara na kopnu i na moru te su se pripajanjem tvrtke Brodica d.o.o. proširili smještajni kapaciteti. Broj aktivnih ugovora je u porastu bez obzira na razdoblje Covid-19 virusa. Analizom strukture gostiju dolazi do podataka kako je Marina Punat svjetski poznata marina te najviše gostiju dolazi iz Njemačke. Tranzitni vez nije više toliko posjećen kao što je bio prije Covid-19 pandemije. Marina Punat nudi uslugu pražnjenja crnog tanka koja je besplatna, ali nažalost nedovoljno korištena. Uvidom i analizom podataka o potrošnji električne energije i vode, Marina Punat ima velike količine potrošene električne energije i vode. Pokazateljima rada Marine Punat vidljivo je pozitivno poslovanje marine unatoč svjetskoj Covid-19 krizi. Marina Punat prati sve svoje strateške ciljeve te svojim planom ulaganja i razvoja nudit će maksimalnu uslugu i postići novi, modernizirani izgled.Ports of nautical tourism with reference to marinas play a very important role in nautical tourism of the Republic of Croatia on the coastal areas, including the Primorje-Gorski Kotar County. Marina Punat is the largest marina in Croatia, and this paper provides an in-depth quantitative analysis of the efficiency and success of Marina Punat. Based on the analysis, the results of the work indicate that Marina Punat has different mooring lengths ranging from 8 to 40 meters on land and at sea, and with the merger of the company Brodica d.o.o. expanded accommodation facilities. The number of active contracts is increasing regardless of the period of the Covid-19 virus. Analyzing the structure of the guests, data shows that Marina Punat is a world-famous marina and that the majority of guests come from Germany. The transit berth is no longer as visited as it was before the Covid-19 pandemic. Marina Punat offers a black tank emptying service which is free, but unfortunately not used enough. By reviewing and analyzing data on electricity and water consumption, Marina Punat has large amounts of electricity and water consumed. The performance indicators of Marina Punat show the positive performance of the marina despite the global Covid-19 crisis. Marina Punat follows all its strategic goals and with its investment and development plan it will offer maximum service and achieve a new, modernized look

Ovim završnim radom prikazani su stalni planetarni vjetrovi, pasati, monsuni, zapadnjaci, istočni polarni vjetrovi, njihovi uzroci nastanka, karakteristike pojedinih vjetrova te utjecaj na plovidbu.Prevailing planetary winds represent a crucial element in Earth's meteorological and oceanographic systems.     Vetting inspection procedure of liquid cargo vessels

    Cilj rada je pobliže opisati sam proces provođenja inspekcijskog pregleda pod nazivom vetting. Navode se postupci koji se poduzimaju prije samog pregleda, kao i postupci nakon završetka provjere. Naglasak je stavljen na preglede pojedinih dijelova broda u sklopu pripremnog pregleda broda prije inspekcije. Također je objašnjen cilj i smisao rada OCIMF-a koji predstavlja dobrovoljnu udrugu naftnih tvrtki s interesom za otpremu i sirove nafte, naftnih derivata, petrokemijskih proizvoda i plina. Kao osnova za izvođenje vetting inspekcije navodi se Ship Inspection Report Program (SIRE).The purpose of the paper is to describe in more detail the process of carrying out the vetting inspection. The procedures that are undertaken before the inspection itself, as well as the procedures after the inspection is completed, are listed. Emphasis was placed on inspections of individual parts of the ship as part of the preparatory inspection of the ship before the inspection. The aim and meaning of the work of OCIMF, which represents a voluntary association of oil companies with an interest in shipping crude oil, oil derivatives, petrochemical products and gas, was also explained. The Ship Inspection Report Program (SIRE) is cited as the basis for conducting the vetting inspection

    Documenting Maritime Accidents of Recreational Vessels in the Republic of Croatia

    Nautical tourism in the Republic of Croatia represents an important segment of Croatian tourism. Due to the natural conditions that Croatia possesses, it is recognized as one of the most desirable European and world destinations for boaters. The increase of nautical tourism activities in the Adriatic in recent years also increases the possibility of accidents at sea. In order to reduce the risk of accidents, analyses of available data on accidents from the National Maritime Rescue Coordination Center (MRCC) were carried out. In the aforementioned database, recreational vessels were selected and analyzed. The compiled data refers to sailing vessels, yachts, small fishing vessels, boats, and inflatable boats regardless of their flag state. Based on the research conducted, suggestions were made to optimize the existing way of filling out reports in order to better manage statistical data, and potentially identify the causes of recreational vessel accidents

    A COLREGs-Compliant Decision Support Tool to Prevent Collisions at Sea

    Groundings and collisions still represent the highest percentage of marine accidents despite the current attention on Maritime Education and Training and the improvement of sensor capability. Most of the time, a collision is caused by a human error with consequences ranging from moderate to severe, with a substantial impact on both environment and life safeguarded at sea. In this paper, a brief statistical data regarding human element as a root cause of marine incidents together with collision regulations misunderstanding is presented as a background chapter. Furthermore, the present work discusses a decision support system architecture to suggest an appropriate action when the risk of a potential collision is detected. The proposed architecture system is based on various modules integrated with proper sensor input data regarding the surrounding navigation area. As a result, the tool can support the Officers of Watch in the decision-making process providing an early suggestion in compliance with the COLlision REGulations. The proposed system is intended to be used onboard independently from the degree of automation of the ship, and it is based on AIS, which is mandatory, making it widely applicable. The proper use of the system can considerably reduce the number of collisions, as demonstrated by the obtained results

    U ovom završnom radu opisan je sustav režima rada dizel generatora. Prikazana je proizvodnja i distribucija električne energije na brodu. Nadalje, definirana je zaštita dizel generatora i njegovo upravljanje kako bi brod sigurno obavljao operacije tijekom plovidbe. Osim automatskog sustava opisan je i prikazan PMS koji uvelike olakšava upravljanje dizel agregatom i ostalim uređajima na brodu.In this final work, the diesel generator operating mode system is described. The production and distribution of electricity on the ship is shown. Furthermore, the protection of the diesel generator and its management is defined for the ship to perform operations safely during navigation. In addition to the automatic system, the PMS is described and presented, which greatly facilitates the management of the diesel generator and other devices on the ship

    U ovom radu opisan je sustav za upravljanje brodskim motorom koji obuhvaća sve elektroničke, mehaničke i ostale uređaje što se upotrebljavaju kako bi se omogućila optimalna eksploatacija brodskog motora. Rad pobliže proučava same uređaje, ali i sastavne elemente, način rada i način održavanja istih posvećujući pritom veću pažnju sustavu za upravljanje motorom Wärtsilä 46F. Cilj rada je približiti način djelovanja sustava što upravlja brodskim motorom, kako bi se definirale prednosti i nedostatci istog te kako bi se istaknuo napredak koji se postigao u području automatizacije sustava za upravljanje brodskim motorom.This paper describes the marine engine control system, which includes all of the electronic, mechanical and other devices that are used to enable the optimal exploitation of the marine engine. The paper examines the systems themselves, but also the components, the way they work and their maintenance, with emphasis on the Wärtsilä 46F engine control system. The aim of this paper is to explain the way the system controlling the marine engine operates in order to define its advantages and disadvantages and to highlight the progress achieved in the field of automation of the marine engine control system

    Contribution to optimization of the coastal liner maritime passenger transport system

    Temeljni uvjet za uspješan gospodarski razvoj svake suvremene države je učinkovit prometni sustav. Pomorske države, u okviru učinkovitoga prometnog sustava, suočavaju se i sa složenim pitanjem prometne povezanosti otoka s kopnom i otoka međusobno. Pitanje prometne povezanosti otoka s kopnom i otoka međusobno je izraženije što je veći koeficijent razvedenosti obale i što je razina naseljenosti otoka izraženija. Prometnu povezanost otoka s kopnom i otoka međusobno, njihov utjecaj na gospodarski razvoj i demografsku sliku otoka te na kvalitetu života otočnog stanovništva su obrađivali brojni znanstvenici, ali tema optimizacije u pomorskoputničkom prometu, s naglaskom na optimalnu iskoristivost postojećih resursa sustava obalnog linijskog pomorskoputničkog prometa nije dovoljno istražena. Ova doktorska disertacija je doprinos za promišljanje mogućnosti optimizacije u pomorskoputničkom prometu. Glavni cilj istraživanja je bio oblikovati model za optimizaciju sustava obalnog linijskog pomorskoputničkog prometa. S modelom koji se koristio odgovarajućim Edmondsovim algoritmom i metodama teorije grafova određuje se optimalan raspored brodova s aspekta potrošnje pogonskog goriva i dostupnosti brodova, odnosno ravnotežom ovih dvaju ciljeva unutar postojeće mreže brodskih linija. Njegovom primjenom se postiže veća učinkovitost postojeće prometne povezanosti otoka s kopnom i otoka međusobno te se stvaraju preduvjeti za unaprjeđenje i dugoročnu održivost sustava obalnog linijskog pomorskoputničkog prometa s ekološkoga, društvenog i ekonomskog aspekta. Od ove doktorske disertacije se očekuje da znanstveno doprinosi sustavnoj analizi obalnog linijskog pomorskoputničkog prometa te analizi prometne i pomorske politike na području Europske unije, definiranju baznih kriterija u sparivanju broda i brodske linije te izradi i primjeni modela optimizacije sustava radi unaprjeđenja i stvaranja preduvjeta za njegov održivi razvoj. Razvijeni model optimizacije sustava obalnog linijskog pomorskoputničkog prometa primjenjiv je u pomorskome prometu za subjekte koji kreiraju politiku održivoga prometnog razvitka, kao što su država i brodari. Država ovaj model može koristiti u odabiru optimalnijeg broda za određenu brodsku liniju što utječe na racionalnije financiranje državnih brodskih linija i daljnje ulaganje u razvoj sustava, a brodari s pomoću ovog modela mogu efikasnije koristiti svoje resurse radi boljega tržišnog pozicioniranja.A fundamental requirement for the successful economic development of any modern country is an efficient transport system. Within the framework of an efficient transport system, maritime countries additionally face the complex problem of transport connection between islands and the mainland as well as between islands. The higher the coast indentation index and population density, the more pronounced the problem of the traffic connection between the islands and the mainland. The transport connection of the island with the mainland and between the islands, its influence on the economic development and demographic profile of the island, and the quality of life of the island population is a topic that has been addressed by numerous scientists. However, the field of optimization in maritime passenger transport, with an emphasis on the optimal utilization of the existing resources of the coastal liner maritime passenger transport system, has not been sufficiently researched. This doctoral dissertation gives a contribution to the optimization of maritime passenger transport. The main goal of the research is to create a model for the optimization of the coastal liner maritime passenger transport system. Using the appropriate Edmonds algorithm and graph theory methods, the model determines the optimal arrangement and distribution of ships, from the aspect of fuel consumption and from the aspect of ship availability, i.e., the balance between these two goals, within the existing liner network. In this way, a higher efficiency of the existing transport connection between the island and the mainland and between the islands will be achieved, and conditions for the improvement and long-term sustainability of the coastal liner maritime passenger transport system from an ecological, a social, and an economic point of view will be created. Therefore, the expected scientific contribution of this doctoral dissertation is the systematic analysis of the coastal liner maritime passenger transport system, the analysis of the transport and maritime policies in the European Union, the definition of basic criteria for matching a ship with a shipping line, and the creation and application of a system optimization model with the aim of improving and creating preconditions for the sustainable development of the coastal liner maritime passenger transport system. The developed optimization model for the coastal liner passenger transport system is applicable in maritime transport for entities that create a policy of sustainable transport development, such as the state and shipping companies. The state can use this model in the selection of the optimal ship for a given shipping line, which has an impact on more rational financing of the state shipping lines and further investment in the development of the IV system, while the shippers using this model can use their resources more efficiently to better position themselves in the market

    Analysis of Risks Arising from the Use of Autonomous Vessels

    This paper focuses on the analysis of risks arising from the use of autonomous ships. The concept of autonomy is defined, different levels of autonomy are mentioned, and the differences between unmanned vessels and autonomous ships are well known. The transition to autonomous ships brings certain risks that need to be managed. Therefore, this paper analyses the risks associated with autonomous ships, which have received significant attention in recent years. An important aspect in considering risks is human error, which according to various studies is the most common cause of maritime accidents. However, autonomy also has the potential to create accidents, which manifest in five unacceptable hazards in the initial configuration of the ship. The main hazard human error, interaction with manned vessels and object detection, interaction with the physical environment, system failure, cyber-attacks, and equipment failure. The focus of the ship’s work is to prevent and reduce the probability of critical events and their causes and maximize operational efficiency and performance
